Another Stupid Propaganda By Sim Fubara by Eteka1(m): 10:07pm On May 16
This is the first time where correspondence stamped at the Governors office and sent directly to the Governor is released to be used for unintelligent deception and social media hype. Whoever released that letter is either brimming with ignorance or banking on the silence of those that know better.

The letter clearly states the money in discussion is money held for "retention".
Retention is 5% of the contract sum kept by the Government for a period, it is released at the expiration of the defect liability period of a project and is done for ALL projects.

The project in this letter was executed at N5.28bn, 95% of the project sum was paid, the project was completed and commissioned and the retention (5%) was kept as is the norm.

I can tell you with certainty that the SIM Government is in possession of the 5% retention for the old Bori road he just commissioned and will do the same for all other projects he will commission.

Finally, the funds for this project was fully approved by Wike and the 5% retention which is what is reflected in this paper from Governor SIM's office was held by the Accountant General who happened to be the same SIM.

there is no fixed timeframe. It's agreed in contract awards depending on the type of project involved.

A project that was awarded and completed within the first tenure of Wike's administration and after 8 years you're still talking about retention sum? For your info, maximum number of years for retention sum is 2 years except otherwise stated in the contract agreement.

For the contractor to wait until after the administration of Wike (almost 7 years after) shows something is wrong somewhere.

there must be a good reason why the retention is pending. The awarder of the contract holds onto the retention fee to ensure that contractor meets agreed specifications. The point is, this is not a debt but a retention. If the new government thinks the roads in question are okay after a reasonable period post-completion, they should release the retention to the contractor and stop the stupid propaganda.

what are you disputing? Even the contractor has clearly stated in the letter that the sum in question was withheld for retention.

Sometimes, I wish I could just see the person behind some of the foolish comments I see on here daily to give such person a very heavy dirty slap that you always deserve.

Meanwhile, Gov. Sim. should also desist from this show of shame he is embarking on. Governance is continuous and if a project is done by his predecessor in the interest of the state, there is nothing wrong if he pay up the balance if truly there is any. All he needs to investigate is, if the balance haven't left the government treasury.

if the term agreed has not expired the company will not be writing to the governor. The term agreed has expired long time but Wike held to the money and left the burden for Fubara

Bold comment. Such comments are usually backed by facts, and surely you do not have them.

I'm curious though, to why Sim Fubara, the Accountant General during Wikes tenure would not know about this until now. He revealed on 5th May 2024 something he already knows about since he was the man in charge of balancing the books.

Fubara can deceive the gullible, but he's also as complicit as Wike. Level 14 civil servant that already had a house in London before he became Governor of Rivers State. SMH.
