My Guy ,do you really know what makes a modern city . Its not your pics of 1 or 2 buildings or roads but by the basic infrastructure for the inhabitants of the city . Like good water , Light , hospitals amenities etc .

how can u say I'm showing just one area and yet you just mentioned three areas in your post.

No wonder the state governors keep embezzling state CASH, their citizens always praise Dem on nairaland as achievers.
They celebrate roundabout with Streetlights
And worship flyovers. In the whole state, governors will pick only 2 or 3 Streets, while 90℅ of the state is underdeveloped.

Enugu is beautiful and probably has better roads but owerri is more of a city than Enugu. Owerri has finer buildings and environs.
