Is just like other so called terrorist groups,it depending on the countries. Some may not recognize one nations terrorist as there own problem yet.

You can name a group terrorist in your country but globally it may not apply. In short they can run and seek asylum as freedom fighters.

Atimes some countries may agree while others may disagree. Point incase the south African - ANC, middle east - Hamas, Columbia - FARC etc.
