The falling crude oil prices at the international market has adverse effect on Nigeria's national revenue. Since we depend on oil borrowing has become inevitable. My joy is that we are borrowing to finance expansion not consumption. For the first time in several years We are having 30% capital expenditure.

if oil price fall to $20/barrel adjustment would be made to overturn that. That is while is called budget. There is always room for adjustment.
