Afolabi Imoukhuede, Senior Special Assistant to the Vice President on Job Creation and Youth Employment, at the flag-off of the Construction Skills Training and Empowerment Programme (C-STEMP), in Abuja early last week said the Federal Government plans to train 370,000 artisans this year to boost skills development and employment generation. “The Federal Government has plans to train 370,000 artisans this year…It has already been decided. We have had a fruitful discussion on it with the Vice President and relevant ministers and we are looking forward to working with the C-STEMP to achieve the goal,” Imoukhuede stated. C-STEMP is an initiative of J.Hausen Nigeria, a construction management consultancy firm that is aimed at training qualified manpower and artisans in the construction industry. Babatunde Fashola, Minister of Power, Works and Housing reiterated the Federal Government’s promise to address the shortage of indigenous artisans as foreigners are being shipped in to do the job. According to Fashola, the Ministry of Power, Works and Housing would benefit from the skill acquisition training as it already had training centres in Lagos and Imo State. Meanwhile, the Nigerian Institute of Building (NIOB) in collaboration with Council of Registered Builders of Nigeria (CORBON) is set to train and certify 200,000 artisans this year. Tijani Shuaib the President of the NIOB said the empowerment programme was aimed at developing a pool of well trained and qualified manpower for the housing and construction industry, and that the training is targeting 2 million artisans over the next 5 years. “NIOB is ready to commence training, assessment and certification of the Building Craftsmen and Artisans in collaboration with CORBON and the DFID sponsored C-STEMP. We have developed and validated a National Occupational Standards for the key building construction trades, Masonry, Carpentry, Plumbing, Electrical installation, Painting and Decoration among others,” he said. The oversupplied oil market is in desperate need of a rescue -- and now there are signs that Saudi Arabia may be coming round to that view too. A Gulf source told CNN on Thursday that regional players are "willing to do anything to stabilize the market" and "all options are open." That includes a potential emergency meeting in February between OPEC and non-OPEC producers like Russia. The comments suggest a possible shift from Saudi Arabia, the powerful Gulf oil producer in control of deeply-divided OPEC. The Saudis have long resisted dialing back production out of fear of losing market share. But U.S. production is slowing slightly and oil prices have closer to $30 a barrel. This come just after Russian Energy Minister Alexander Novak on Thursday said OPEC and non-OPEC producers are considering a 5% output cut, according to Russian state news agency TASS. Novak cautioned that it's "too early" to call anything a concrete agreement. A spokesperson for Russia's energy minister told CNN there is no formal date for the meeting or an official invitation yet. However, the spokesperson confirmed there are discussions taking place. Talk of a coordinated output cut excited the oil markets. Crude oil prices briefly soared 7% on Thursday, trading as high as $36.28 a barrel. That's the main reason why oil prices have crashed as much as 75% since mid-2014, sinking as low as $26 a barrel last week. An output cut would be a big reversal by Saudi Arabia, the undisputed leader of OPEC. Despite the financial pain inflicted by cheap oil, Saudi Arabia has refused to reduce production. Russia has also been reluctant to dial back output. Its economy badly needs the oil revenue as it continues to feel the brunt of tough sanctions from the West. The Russian ruble recently collapsed to its lowest level ever. Russia was the world's largest producer of crude oil in 2014, pumping just over 10 million barrels per day, according to the most recent Energy Information Administration stats. There are already questions being raised about how any potential production deal between OPEC and Russia would be enforced. That's because Russia has several major oil companies with competing interests. By comparison, state-run Saudi Aramco has a virtual monopoly in Saudi Arabia and is controlled by the kingdom. "Even if OPEC were ready to change tack and coordinate output cuts, it is not obvious that Russia would be a reliable partner," Julian Jessop, head of commodities research at Capital Economics, wrote in a report. Indeed, it's important to note that Saudi Arabia and Russia have a history of not getting along, especially given Russia's support for Saudi rival Iran. The Eagle in a storm (Part 2b). __Imagining new wealth creation models. The talk with my Japanese friend had left me thinking deeply about how we in Africa think about wealth. Maybe, just maybe, there was another way to think about it? Imagine if my teachers had taught me that we are "very rich" because we produce some of the smartest entrepreneurs in Africa… people with the know-how and vision to transform our minerals into such great innovations and products that we no longer export our raw materials all over the world! From then on, every time I visited a country (or even a major city), and watched its economic activity, particularly places doing well, I would reflect on its "wealth creation model." __Imagine a wealth creation model that doesn’t require any raw material endowment, like Silicon Valley, or Singapore! I was fascinated by countries that rise without necessarily being underpinned by minerals and the exploitation of raw materials: Dubai, Mauritius, Singapore, South Korea, Switzerland, to name but a few. I was also fascinated by countries where consumers can buy domestically-processed and finished products – value-added goods created from their own raw materials! I imagined a Nigeria which turned its oil into plastics, fertilizers, sports equipment, cosmetics, deodorants, and toothpaste! It’s good to have oil and platinum, and to grow cocoa and coffee. But for citizens to benefit from a nation’s natural resources, it’s critical to have the best stewardship, and to eliminate corruption. Without a culture of respect for rule of law, all future wealth creation models are doomed to failure. __The bottom line is: We can no longer allow our national economies to be underpinned solely by the export of raw materials. If we’re not careful, we can even become dangerously addicted to them, such that African nations, workers, and citizens in general are forced to endure endless boom and bust cycles… When the price of oil is up, we're doing well; when it goes down, we're scrambling… copper, platinum: boom, boom, bust! It’s happening now. We must prioritise the development of innovative capacity to redeploy our rich natural resources within our own economies. It goes beyond the simplicity of "processing" and so-called "beneficiation." That’s not enough. We must also pay attention to emerging technologies and how they’re likely to affect the businesses we’re familiar with today. My appeal to this next generation is to get us out of a “wealth creation model” underpinned by export of natural resources. We can no longer afford to think of the wealth of our nations in terms of mineral and raw material exports. Not when you know there's a Silicon Valley; not when you know that Apple Computers Inc. is worth almost the same as Nigeria’s and Angola’s combined GDP! Not when you’re the generation that knows about Alibaba, Tencent, Uber and Skype! As we see the price of oil, copper, and platinum plummet, let's stop and take a deep breath, and say to ourselves: "It's time to change our WEALTH CREATION MODEL.” __Within the next 25 years, we must break our addiction to resource-driven economic wealth. It's time to turn to our African inventors, innovators and entrepreneurs. Selah! In a world press conference at the Radio House, Abuja, the Minister of Communications Adebayo Shittu said Nigeria loses revenue on software piracy from Nigeria alone but said that the present administration wants to boost revenue generation through technology conscious workforce and smart governance. Abimbola Alale, The Managing Director of Nigerian Communication Satellite (NIGCOMSAT) also said Nigeria is expected to earn $400,000 annually from hosting the Belarus satellite and other allied services for the next 15 years. In December 2015, Nigeria made history by being the first country in Sub Saharan Africa to host a foreign satellite after winning the keenly contested bid to manage Belintersat-1, a communication satellite owned by the government of Belarus. belintersat-1 In line with promises made last year to release a new ICT blueprint, the Minister also rolled out his policy map for the next four years, he said plans were underway to improve efficiency in governance and in general services, eliminating waste and generating employment for Nigerians. According to him, promotion of creativity and intellectual property protection is also a step forward in the right direction. ‘‘To protect the health and viability of not only the ICT industry but also the creative and performing arts and to harness ICT for e-commerce, we propose to step up intellectual property protection and enforcement mechanisms to ensure we continue to give incentives and promote creativity” With programmes like Smart Government, that brings efficiency, reduces cost and makes for secure governance, the Minister said he envisaged that a potential two million jobs could be created for Nigeria through the ICT sector under the proposed plans. Focus on revamping the infrastructural deficit in the Nigerian ICT sector for both the public and private industries is the first step in the road map for substantial improvements in quality of service. In addition to this, there will be implementation of the National Broadband Plan. In line with the drive of the Federal Government of Nigeria to ensure deeper penetration of internet services in the country, Adebayo said plans had been concluded to deploy free broadband services to all tertiary institutions across the country. All telecommunication infrastructure in the country are also to be declared as critical national infrastructure to stop vandalization of important facilities. The N300 billion innovation fund released by the Federal Government of Nigeria as seed fund to grow local technology startups, is expected to create up to 35,000 jobs in the country. The fund will work in concord with EchoVC Partner’s $50 million target seed fund which it promised to inject for the growth of African tech startups. EchoVC is an experienced seed and early stage technology venture capital firm focused on financing and cross-pollinating leading technologies, teams and business models in Nigeria and select markets in sub-Saharan Africa, and as well the sole manager of the Federal Government’s pioneering ICT Innovation Fund. Eghosa Omoigui, the Managing Partner of EchoVC disclosed the company’s plan to fill the seed fund and early stage financing gap during a press conference on Monday in Lagos. He said that EchoVC plans to make investment of $25,000 – $1.5 million per startup with a goal of making 40 to 50 investments throughout the life of the fund. He further said they are in talk with existing investors which includes a mix of domestic and foreign institutional investors and asset managers. “We made four investments in Nigeria in 2015 and anticipate making up to 10 seed-stage investments in 2016”, he said. Further claiming that companies backed up by venture capital have been a major driver of technology innovation, economic growth and job creation over the last 40 years. “Our focus will be on technologies that support underserved populations. Investments will target high-growth services and scalable products in select markets, with distinct and sustainable competitive advantages, all of which affect daily life and provide essential services in large growing markets” he also added. The company’s investment in disruptive and innovative technology startups in Nigeria that grow to become category leaders, he said would transform opportunities currently available to the ever growing community. Part of the plan of the company to support tech startups, according to him was to fill the seed and early stage gap by providing mentorship and institutional angel funding to promising entrepreneurs and co-developing and stimulating the existing local angel community. “Our strategy underpins a disruptive approach: to invest at the intersection of consumer, media, commerce, data technology & mobile devices layered by networked knowledge. We target equity and equity-related seed and early stage technology investments in Nigeria (and the broader Pan-African region). “Nigeria, as one of the main growth drivers for Africa, is also one of the primary growth drivers for the firm. We seek to capitalize on Nigeria’s burgeoning period of growth in technology innovation and identify and invest in next generation companies that will lead this technology renaissance across the continent. “The fund will also opportunistically evaluate investment opportunities in Ghana, Kenya, Uganda, Rwanda, Tanzania, and Ethiopia”, he explained.
