Kidnapping went from expatriates to others like governors wives, chiefs, children of oil workers and so forth for various ransoms, depending on their needs and how they felt that person (s) are worth.

Now it has gone from Nigeria Delta to Edo, Enugu and Anambra States respectively. It has also gone from oil workers to politicians and actors.
Because the government officials go about with bullet – proof vehicles and high security officials, they are not concern with this menace.
