Actually you are very wrong. 2/3 of the work force in the American embassy in Russia are Russians. That's how it works. Majority of staff in a lot embassies are indigenous people so this is not really a special case. Embassies do it for multiple reasons. First, they will like to have workers with a local knowledge of the place and who speak the language. Secondly, it's cheaper and convenient to hire a local workforce except for high level diplomatic stuff.
