Human capital development will remain the subject matter forever.

It can't be a fling and not even a lip service can substitute the inherent value and phenomenal impact it brings to the table of economic prosperity. It must reflect in the budget, it must be systematic and apparently visible. Beyond budgetary provision it must be implemented. It is a key fundamental for growth and it should catalyse the economy.

Every other infrastructure must and should complement human capital investments and development. Education and health are key. Developmental economist know this, philanthropists like Bill Gates and Melinda foundation, Dangote and associates and Senator Okowa understand this.

Not even a political rebuttal and paid adverts can wish this fact away.

Ask Nigerian competitiveness Council and they will reaffirm this.

It was not by accident that it became the most prized and valued reference item in the last peer review carried out. Even when Delta State was rated 25th in economy for obvious reasons of recession and high pipeline vandalism which robbed her of her prized asset arising from leadership myopia it was rated best in human capital development and second overall.

What is the state of our technical education in Nigeria? What of the state of basic education? What is our curriculum like in these direction? What is the budgetary provision? What is the level of implementation?

What of content? Who is concerned? Visit Delta State budget under capital expenditure and it cortoborates Bill and Dangote's concerns. An ignorant nation is a doomed nation.

Beyond Teacher development center that is under construction to address constant content and quality issues, establishment of technical/ vocational skill centers, governance structure that addresses focus, physical improvement to address conducisive learning environment, there is constant sensitization to ramp up understanding of why we must refocus.

Our health sector has not received any less attention. Universal heath coverage to address scope, emphasis on our primary health care centers, reintroduction of the strong presence of the health officers in the rural areas apart from physical face lift of secondary health facilities are conscious efforts to elevate healthiness in Delta State. More strategic is the management of these segments for result. I know that there is so much to emulate from Senator Okowa.

Are there gaps and shortages of these in the state? The answer is yes but there are structures and policies to improve on these areas.

The gestation period may appear long but in three years Sen Dr Okowa has demonstrated visionary leadership, strong focus and political will power to confront this moving target.
