Is it a law that students should stay out of school during elections?

As it is now, the federal Ministry of education has directed that schools should go on two compulsory midterm breaks. the first starts on the 13th of February to 18th while the other starts 28th of February to 4th of March. it left me wondering what could be the rationale behind such directive.

what's your take on this?
