The third one was as a result of a storm while the last one was as a result of an accident. Your pictures doesn't make any case. In no sane society will buildings be allowed to be so close to those kind of wires. Before you build, the local authorities must validate your plans as well as make sure it is to standard before you can proceed with erection. H&E is also a major consideration. The Chinese picture is no doubt in the rural part of China.
