download MOBIWAL and restrict background data for all app... Untick the apps you want your data to be used for...

It's background running apps that's making it act that way.

Android OS cannot and should not be stopped. always turn your data off when you're not using the internet.

you can. Just go to settings then go to apps then click on each app and stop background running apps.
