Can't someone forget their password?

Let me paint a scenario:
You are gifted a phone and you end up resetting it, only for the previous owner to tell you they can't remember the password.
These and many other reasons can make a phone enter icloud locked status.

You cannot just conclude it is only a stolen phone that is icloud locked.
My number is here for a reason.
If you feel strongly the phone is stolen, instead of posting rubbish here why not look for a way to arrest me.

If you call me that you want to buy this phone, I will give you my address.

There is “forget password “ for a reason…guy return the phone to the owner..it’s a stolen phone
