It's a proverb and it doesn't mean that he's being stealing from one source. You could live your life as a thief but one day you'll be caught and the who matter ends in jail.

At the end of the day, they're human beings. The one I saw in Nigeria was a rapscallion robbing a barbing saloon. The guy was barefaced, doing the legwork in-between "duty." They move like mice. When caught, they get dispatched like mice.

either he just loved the music playing or he was high on kolos....police should use facial recognition to nab him, he must have a facial identity stored somewhere. If na developed country them for done release his identity same day.

Meanwhile, most organizations simply don't know the usefulness and importance of CCTV camera, you don't sit down and watch the perpetrators go on with their sitcoms, there should be an alarm system that triggers on whenever there is a breach as noticed on the CCTV so that the law can take it due course, but then, we joke too much.

Commercial banks, Shopping malls are on thid table and there's no sign of improvement.
