Governors do not control the budget at all. Their hijacking of the LG accounts and their control of affairs at the LG levels in fact run against the Constitution.

The reason they continue to get away with it has to do with general ignorance of the details of the law by their constituency. undecided
we still saying the same thing
They believe it's their birthright
We (voters and legislators) believe it's their birthright(at least we acquiesce)
It is their birthright till we (enlightened minority) challenge them
