IN 1996, the athletes that competed were the products of youth development programmes of the 1970's and 80's. At some point we lost that and ended up with zero youth development, and thus the issues we have now.

But like I said, all athletes have their peak. At some point, the performance begins to fall off. There is a reason why Bolt retired when he did.
