Politics / Imo Primaries: APC Elders Disown Petition Against Judge by 9Ebiscoo: 8:17am On Oct 25, 2018
Elders of All Progressive Congress (APC) in Imo State have disowned a petition written against Justice Othman Musa of an Abuja High Court in which he was accused of bias and misconduct in a suit between Senator Hope Uzodinma and Chief Uche Nwosu over who is the authentic Governorship candidate of the party in the state. One Bisike Chinaka who claimed to be the Deputy Chairman of APC in Imo State had in a petition dated October, 22, 2018 accused the judge of favouring Senator Hope Uzodinma against Chief Uche Nwosu in a consolidated suit before him in regard to the disputed APC primaries in the state.
But in a swift reaction, Imo APC Elders Council insisted that the petitioner was neither known to APC in the state, nor did he have the authority of the party to “disparage the judge”. According to a statement in Owerri yesterday and signed by its Chairman, Dr Edmund Onyebuchi, the Council alleged that the said petitioner was a creation of Gov. Rochas Okorocha “who desperately wants to subvert the will of Imo APC members who freely elected Senator Hope Uzodinma as their flag-bearer for the governorship election”.

Based on the petition read by Justice Musa of Court 13, Bwari, Abuja on Tuesday, the judge adjourned the matter indefinitely, thus truncating the ruling that was scheduled for that day. Angered by the development, the Imo APC Elder Council berated Gov. Okorocha for instigating the petition “since it was clear that he was going to lose the case against the people”. “Gov Okorocha is jittery along with his cronies. They know the charade they concocted against a validly conducted primaries that produced Senator Uzodinma cannot hold, hence their recourse to this subterfuge”, the Council averred. It noted that both the APC Chairman in Imo State, Chief Hillary Eke and the entire Executive were not aware of the petition as the majority of APC members have confidence in the judiciary. “As far as we are concerned, we have confidence in the judiciary. This particular judge in question has been professional in his conduct. Any judge who handles the matter will still toe the same path because truth is constant”, the Council insisted. It called on the Police to arrest and question the petitioner for impersonation and false information since he acted without the approval of APC members in Imo State including the Executives. The Elders Council advised Gov. Okorocha to refrain from further instigation of crisis in the state in “this his mad quest to make his son-in-law his successor at all cost”. It also called on the “National leadership of APC to be firm and refuse to be blackmailed by Gov. Okorocha and his cheer leaders who are now starring defeat in their faces”.

Politics / Kaduna Now A Failed State – Senator Hunkuyi, Others Speak On Crisis by 9Ebiscoo: 3:18pm On Oct 24, 2018
Senator Suleiman Hunkuyi representing Kaduna North Senatorial district has stated that Kaduna State has become a failed State as a result of crisis that started a few days ago.

The lawmaker explained that the crisis has defied all security measures, saying innocent people continue to die due to different attacks.

He demanded the release of Adara traditional ruler who was whisked away to an unknown destination by security agents amid the crisis.

The lawmaker further lamented that the perpetrators of the crisis in the state have not been brought to justice since 1992, saying the government has been pretending not to know them.

“Mr President, distinguished colleagues, you will agree with me that some elements have been sponsoring carnage in the state without being brought to justice by the government.”

“It’s unfortunate that government would pretend to not knowing those behind the heinous acts. ”

Senator Ahmed Abubakar representing Adamawa South Senatorial district, while seconding the motion said, similar incidences were ongoing in Adamawa State.

He said Lamurde and Demsa Local Government have been under attack by local militias without any challenge from security agents.

He called on security agencies to be alive to their responsibilities.

Senator Umar Kurfi, Katsina Central lamented that the killings were sponsored, urging government to rise to the occasion.

Senator Shehu Sani representing Kaduna Central while announcing his new party platform, PRP said, Kaduna crisis was due to religious and ethnic bigotry.

“Over 20 years, Kaduna has been mired in ethnic and religious violence and I want to call on religious and community leaders to sensitise their subjects. “

Politics / Rivers: APC To Complete State-owned Refinery, Polytechnic by 9Ebiscoo: 9:21pm On Oct 22, 2018
The All Progressives Congress (APC) in Rivers State has said it will complete the ongoing state government-owned Rivers Refinery and Rivers State Polytechnic, all located at Ndoni District of Ogba/Egbema/Ndoni local government area of the state if elected into power in 2019.

The party also promised to construct an access road linking Ndoni Town and other communities in Ogba/Egbema/Ndoni local government area.

Governorship candidate of APC in the state, Architect Tonye Cole disclosed this yesterday at Ndoni while addressing members and supporters of the party in Ward 13 and 14 of the local government area.

Cole said: “First of all, we have come to Ndoni because of you. We came so that we can see you, so that we can meet you; so that we can hear from you. So that we can also tell you that you are important to us. This work that we are on is not an easy work but it is a job that we must complete. Why must we complete it?”

“Your request for the completion of the refinery shows that the people of Ndoni are ready to be employed. Your request for the completion of the polytechnic shows that the people of Ndoni see education as an important thing. Your request for an access road will be attended to.

“We have heard your request and we will take it back with us. We are preparing a working document and all your requests will be part of that working document. God willing, if we are able to create the kind of wealth we believe we create, then everything is possible. But it means that we have to work together to ensure that is done.

He called on the people of Ndoni to work with the APC to ensure that the party takes over power in 2019, saying that he has the ability to create wealth, create access and create jobs for the people of the state.

The APC governorship candidate said: “My responsibility is to make sure that we galvanise every resource that we can so that we can ensure that the people will get what they deserve. That is my responsibility. We are going to work together to achieve that. But before we can do that we have to win an election. If we don’t win the election we cannot do anything that you have asked for. It is impossible.

“So the next thing we will do is that we must win an election. Everybody who believe in APC and everybody who believes in my ability to create wealth I have done it before; my ability to distribute wealth, I have done it before; my ability to create employment, I have done it before: my ability to create access, I have done it before.

Also speaking, Director-General of APC Campaign Organisation, Dr. Chidi Julius Lloyd, said the party’s decision to kick-start its consultative visit to Ndoni shows the importance it attaches to the people of the district.

The APC governorship candidate, who was accompanied by Prince Tonye Princewill, Hon. Asita Honorable Asita, Professor Imegi and several other chieftains of the party, had earlier paid a visit to the Regent of Ndoni, High Chief Emmanuel Akponor at his palace.

Politics / Minimum Wage:organised Labour Threatens Strike Nov. 6 by 9Ebiscoo: 11:03pm On Oct 21, 2018
The Organised Labour says it will embark on nationwide strike on November 6, if the Federal Government fails to meet its demand on the new National Minimum Wage of N30,000 agreed upon.

Mr Ayuba Wabba, President, Nigeria Labour Congress (NLC) made this known in a statement signed with its counterparts, Mr Bobbio Kaigama, President, Trade Union Congress (TUC) and Mr Joe Ajaero, President, United Labour Congress (ULC) on Sunday.

The News Agency of Nigeria(NAN) recalls that the Organised Labour had said that the Tripartite Committee on the New National Minimum Wage had concluded its negotiations and agreed on N30, 000 following an appeal made by Organisation Private Sector (OPS) as what they could afford.

NAN also reports that the Minister of Labour and Employment, Sen. Chris Ngige at the end the Federal Executive meeting, while briefing newsmen, had said that the Tripartite Committee on the National Minimum Wage was yet to conclude its negotiations.

NAN recalls that the Governors had made a proposal of N20,000 while the Federal Government had offer of N24,000.

The Federal Government had also initiated a clause “No work, No pay” during strike.

According to Wabba, we the organised labour in Nigeria having not seen any sign that this government is willing to demonstrate honour and integrity in relating with Nigerian workers and masses.

“So, we have resolved to organise a one-day of National outrage and mourning, which would be used to sensitise Nigerians on our plight and on the issues at stake.

“This shall take place in all states of the federation including Abuja on Tuesday, the 30th day of October, 2018 and a meeting of various organs of the Unions will hold as appropriate.

“On Friday, Nov. 2, a Joint Central Working Committee (CWC) meeting of all the Labour Centres in Nigeria shall hold to receive reports and make final preparations for our ultimate engagement with the Federal Government on this matter.

“ This is the first time in the history of this nation in recent times that such meeting will take place and this goes a long way to show the seriousness with which Nigerian workers and its leadership hold this matter.

“If nothing is responsibly done by the Federal Government to meet our demands, on Monday, Nov.6 we shall embark on a nationwide strike,’’ he said.

He added that this would compel government to show more sensitivity to the plight of Nigerians and the suffering that is decimating our people on daily basis.

Wabba also called on Nigerians and workers not to be discouraged in the struggle for the new National Minimum Wage.

He explained that it was not true that organised labour had proposed N30,000 as the new national minimum wage.

“It is also not true that the committee did not agree on a figure during its last sitting. We accepted N30,000 as a compromise to demonstrate the willingness of Nigerian workers to make sacrifices towards nation building.

“ Anything to the contrary no matter the quantum and character of the din or how well couched it may appear cannot be true.

“ Resorting to Goebbelsianism at this time of national emergency, which requires men and women of integrity is rather unfortunate and cannot suddenly make the brazen falsehoods truths.

“’We believe that it has become necessary for the Organised Private Sector (OPS) as represented in the Tripartite Committee to speak up on this matter.

“ Keeping silent in the face of this apparent mischief does our nation no good. It can only help mischief, dishonesty and impunity to grow,” Wabba said.

The NLC president, however, said it was time for the OPS to rise to the occasion by telling Nigerians what transpired in that meeting.

Wabba added that they should tell Nigerians whether there was a motion that was seconded on a final figure.

“ If there was a document signaling this agreement that had already been signed by some parties?

“ If also the N30,000 figure was ours or a compromise figure based on proposed scenarios,”’ he said.(NAN).

Politics / FG Insists On Deadline For Dismissal Of Unregistered Teachers by 9Ebiscoo: 5:43am On Oct 21, 2018
Minister of Education, Mallam Adamu Adamu, yesterday, ruled out any possibility that the Federal Government would extend the December 2019 deadline of the dismissal of tutors not registered with Teachers Registration Council Of Nigeria (TRCN). He said this while fielding questions from journalists at the 2018 teachers’ professional qualifying examination Batch B, held at Sascon International School, Abuja, where over 17,000 teachers registered across the federation. Adamu, who was represented by the permanent secretary of the Ministry, Arc Sunny Echono, said all those who are teaching now, who have one form of qualification or another but do not have professional qualification will not be allowed to teach. According to him, “Through this certification process, we are going to eliminate what happened particularly at the level of the state where teaching appointments are seen as political digest. “Let all your friends know that there will be no extension after December 2019 because we are compiling a data base of qualified teachers who are not employed. It makes absolutely no sense for us as a country to have people who are qualified out of jobs and then we have unqualified people in those jobs. We want to make sure that anybody with this certification has a job, he added.” The registrar/chief executive, TRCN, Professor Allison Nwaokocha, said about 22,000 people participated in the exam last year, adding that the number has dropped because many teachers are keying into the process.

Politics / Stand Against Abuse! by 9Ebiscoo: 7:20am On Oct 19, 2018
“I need you to help my son”

“In what way does your son require support?”

“I was told that he’s emotionally imbalanced”.

“How so?”

“He was among the best students academically but lately, his performance has taken a down turn.”

“How old is he?”

“He is eight years old”

“How is your relationship with him at home?”

“It’s pretty ok. Of course, I could do with more time with him. However, the pressure of work wouldn’t permit me that luxury”

“So what do you think the issues are? Have you spoken with him about your concern? What changed in the family setting?”

“The only thing that changed is my husband humiliating and beating me in his presence…”

Children who live in homes where there is domestic violence grow up in an environment that is unpredictable, filled with tension and anxiety and dominated by fear. This can lead to significant emotional and psychological trauma, similar to that experienced by children who are victims of child abuse. Instead of growing up in an emotionally and physically safe, secure, nurturing and predictable environment, these children are forced to worry about the future; they try to predict when it might happen next and try to protect themselves and their siblings. Often getting through each day is the main objective so there is little time left for fun, relaxation or planning for the future.

Emotional And Psychological Trauma

Children living with domestic violence suffer emotional and psychological trauma from the impact of living in a household that is dominated by tension and fear. These children will see their mother threatened, demeaned or physically or sexually assaulted. They will overhear conflict and violence and see the aftermath of the violence such as their mother’s injuries and her traumatic response to the violence. Children also may be used and manipulated by the abuser to hurt their mother.

Risk Of Physical Injury

Children may be caught in the middle of an assault by accident or because the abuser intends it. Infants can be injured if being held by their mothers when the abuser strikes out. Children may be hurt if struck by a weapon or a thrown object and older children are frequently assaulted when they intervene to defend or protect their mothers.

A child may be directly targeted by the perpetrator and suffer physical abuse, sexual abuse and/or serious neglect. Men who abuse their partners are also likely to assault their children. At least half of all abusive partners also batter their children.

So why do people choose to remain in abusive relationships?

Sometimes, both the abuser and abused are self-unaware… both acting out a script they’ve learnt and picked up unconsciously. To break off, each needs to build capacity to know who they really are and who they want to be- conscious awareness. They need to break off what they are pretending not to know. Something happened to the mind to make it feel powerless. Something else needs to happen again to open the eyes of the mind to its possibilities. When you have strength, it’s difficult for anyone to push you aside.

Children and young people react to domestic abuse in one or more of the following ways:

Self-blame, Helplessness, Grief, Ambivalence

Fear, Dread, Terror, Worry, Sadness, Helplessness, Shame, Anger, Numbness

This in turn, may lead to:

Poor concentration, Aggression, hyperactivity, disobedience, Disturbed sleep, nightmares, Withdrawal, low self-esteem, Showing no emotion (‘spaced out’), Always on edge, wary, Fantasies about normal home life, Pessimism about the future,

Physical symptoms Young people may also suffer:

Depression, Anxiety, Withdrawal, Abuse of parents, Take on a caretaker role prematurely, trying to protect their mother, Poorly developed communication skills, Parent-child conflict, Enter marriage or a relationship early to escape the family home, Embarrassed about family, Shame, Poor self-image, Eating disorders, Low academic achievement, Dropping out from school, Low self-esteem, Staying away from home, Leaving home early, Running away from home, Feeling isolated from others, Violent outbursts, Participating in dangerous risk-taking behaviours to impress peers, Alcohol and substance abuse, Difficulty communicating feelings, Nightmares, Experiencing violence in their own relationships, Physical injuries when they try to intervene to protect mother, Suicide

The extent each child will be impacted varies depending onThe length of time the child was exposed to the domestic violence;The age of the child when the exposure began;Whether the child has also experienced child abuse with the domestic violence;

The presence of additional stressors such as poverty, community violence, parental substance abuse or mental illness and disruptions in family life;

Whether the child has a secure attachment to a non-abusing parent or other significant adult; Whether the child has a supportive social network;Whether the child has strong cultural identity and ethnic pride;The child’s own positive coping skills and experience of success;

Often the behavioural and emotional impacts of domestic and family violence will improve when children and their mothers are safe, the violence is no longer occurring and they receive support and specialist counseling.

Apart from the emotional, physical, social and behavioural damage abuse creates for children, statistics show that domestic violence can also become a learned behaviour. This means that children may grow up to think it is okay to use violence to get what they want and as adults that it is okay for there to be violence in their relationships.

Help your child to make a wiser decision. Stand against abuse.

Politics / FG Approves White Paper To Stem Industrial Disputes by 9Ebiscoo: 8:08am On Oct 18, 2018
In a bid to stem the tide of incessant strikes by labour unions, the federal government has approved the draft white paper on the report of the technical committee on the industrial relations matters in the federal public service.

Minister of Labour and Productivity, Chris Ngige, who disclosed this after the Federal Executive Council meeting presided over by President Muhammadu Buhari, said the Federal Public Service in Nigeria has been bedeviled with all sorts of problems and conflict areas.

He explained that government has set up various Committees, brought out circulars from the various government agencies all in a bid to stem the tide of industrial disputes.

He said, “So this Technical Committee which was inaugurated on the 21st of April 216 did their work and submitted to the Federal Executive Council in October 2017.

“ The Federal Executive Council in turn impaneled a committee of ten which I chaired to do a government draft White Paper on those contentious areas that the technical committee had looked at.”

He noted that these contentious areas are the enforcement of Section 43 of the Trade Dispute Act Law of the Federation 2004 .

According to him, “This is the section that deals with lock out of workers by their employer without declaring redundancy appropriately because the same establishment especially in the private sector workers are locked out by their employers.

“So the law there says that if you lock out your workers without passing through the normal channel, due process for the period of the lock out, the worker is assumed to be at work and will receive all remunerations and allowances and benefits accruing to him for the period and that period will also be counted to him as a pensionable period in computation of his pension.

“But when workers go on strike, the principle of ‘No work, no pay’ will also be applied because that principle is enshrined in that same section 43 of the Labour Act.

“That section says for the period a worker withdraws his services, government or his employers are not entitled to pay and the period for which they were absent will not count as part of his pensionable period in the public service.”

Ngige said the council accepted it as a White Paper recommendation that should be gazetted because even the National Industrial Court has made pronouncement on that law and said that it is clear.

He further explained that another area of concern is that of public servants remaining permanently in the executive bodies of trade unions.

He said government realises that some persons in the public service go into trade union executive positions, hold offices and they do that as long as they are in the service.

In doing so, the minister said they would refuse postings and redeployment under the guise that they are doing trade union activities, adding that government is opposed to this.

Politics / Ethiopia To Free Over 1000 Detained Youth by 9Ebiscoo: 3:48pm On Oct 17, 2018
Ethiopian authorities will free over 1,100 young people arrested over violent protests in and around the capital Addis Ababa in September 2018.

Police chief Jemal Zeinu confirmed that out of the 1,204 youth were detained – according to Amnesty International, arbitrarily – 83 of them are to be put before courts on suspicion of committing crimes.

Zeinu in an interview with state-affiliated FBC disclosed that the soon-to-be released detainees had undergone a month-long training in the area of staying away from crimes and other related issues..

“If the necessary logistic are fulfilled, they will be released on Thursday (October 18); or else, they will be freed latest by Saturday,” he added.

Authorities added that those found to be without employment were to be engaged in various work sectors by organizing them in micro and small enterprise in collaboration with the city administration.

Violence that raged from Sept. 12-17 and included attacks on minorities in Ethiopia’s ethnic Oromo heartland outside Addis Ababa, was a blow to new Prime Minister Abiy Ahmed’s efforts at reconciliation.

Politics / INEC Budget: Confusion As Senate, Reps Pass Different Figures by 9Ebiscoo: 6:51am On Oct 17, 2018
There were discrepancies in the budget for the 2019 general election passed by the National Assembly yesterday as the Senate and the House of Representatives approved what appeared to be different figures for the Independent National Electoral Commission (INEC) and the five security agencies involved in the polls. The upper chamber approved the sum of N242 billion (N242,245,050,100) for INEC and the five security agencies, while the lower chamber approved a total of N831.259 billion (N831,259,220,255.00) for INEC and the security agencies. The discrepancies amounted to about N600 billion in what was approved by the two chambers of the National Assembly. A close look at what was passed by the two chambers showed that the variance hinged basically on the procedures and method of presentation of the approved budgets by the two chambers. Details of the N831.259 billion by the House indicate that N589.014 billion is money already appropriated for the commission and agencies in the 2018 budget, while N242.245 billion was the virement requested by President Muhammadu Buhari. The security agencies included in the election budget are the Office of National Security Adviser (ONSA), Department of State Services (DSS), Nigeria Security and Civil Defence Corps (NSCDC), Nigeria Police Force (NPF) and the Nigeria Immigration Service (NIS).

President Muhammadu Buhari had presented a supplementary budget to the National Assembly on July 18 in which he sought the approval of the lawmakers to fund the 2019 polls. The president, in his letter to the National Assembly, titled, “Request for Virement and Supplementary 2018 Budget,” specifically asked the legislature to reallocate part of the N578 billion voted to the projects inserted into the 2018 Appropriation Act by the lawmakers to fund the elections and critical infrastructure. Moving the motion, the chairman, House Committee on Appropriation, Malam Mustapha Dawaki, recalled that a communication from President Buhari for virement in the Appropriation Act, 2018 was read at plenary. He said, “The House notes that the request was in respect of virement of funds to finance INEC and security agencies toward the preparation for the 2019 General Elections for which no provisions were made in the 2018 Appropriation Act. “The House is aware that the virement has become necessary in order to appropriate funds to enable the relevant agencies to commence preparation toward a free and fair election in 2019; “The House also notes that the total amount of virement being proposed for the INEC and other security agencies is N831,259,220,255.00”. Giving the breakdown, Dawaki said INEC is to get N234,507, 272,393.00; Office of the National Security Adviser (ONSA), N46,948,839,426.00 and Department of State Security Service (DSS) to get N50,791,852,568.00. He added that Nigeria Security and Civil Defence Corps (NSCDC) is to get N82,834,042,256.00; Nigeria Police Force (NPF), N351,562,210,645.00 and Nigeria Immigration Service (NIS) is to get N64,615,002,968.00.

Dawaki said the grand total of the money for approval was N831,259,220,255.00. The motion received a mass approval when the Speaker of the House, Yakubu Dogara, put the matter to a voice vote.
On its part, the Senate approved the sum of N53.2billion as allocation for relevant security agencies in addition to the N189billion it approved for INEC for the conduct of the 2019 general election.
The Nigeria Police Force, in its original proposal forwarded to the National Assembly by President Buhari through a letter in July sought N30billion for the polls, but the Red Chamber approved N27.341billion, even as it also reduced the N12,213,282,455.00billion proposed for DSS to N10.213billion. The N5billion deducted from the budgetary estimates of the Police and DSS were however added to the N4,281,500,000.00billion allocated for the office of the National Security Adviser, jerking it up to N9.481billion. The N189billion budgetary proposals for INEC was approved, while N2.628billion was approved for National Immigration Service (NIS) and N3.573billion for the Nigeria Security and Civil Defence Corps. Approvals of the elections budget for 2019 polls by both chambers were sequel to recommendations made to that effect by their appropriation committees. The Committee in its report presented to the Senate by its chairman, Danjuma Goje, also differed with the president on source of virement for the N242billion.
While the president in his July letter, urged the federal lawmakers to vire the money from the N578billion special votes they allegedly inserted into the N9.12trillion 2018 budget through addition of about 1,403 projects , both the Senate and the House of Representatives in their approval of the N242billion elections budget, ordered for its virement from Special Intervention Programme (both recurrent and capital ).
As recommended and approved by both chambers, N194.7 billion out of the N242billion would be vired from N350billion recurrent component of the Special Intervention Programme, while the balance of N47.498billion would be vired from N150billion capital component of the Special Intervention Programme . In his remarks after the approval of the N242billion election budget, the Senate President, Bukola Saraki, said, “The much expected elections budget has been passed and approved here in the Senate , the same way I believe is done in the House of Representatives.
“It is the hope of the National Assembly and Nigerians generally that with this approval, INEC and other relevant agencies will ensure credible, free, fair and safe elections come 2019”.

Reps Pass Rejected Electoral Amendment Bill
Meanwhile, the House of Representatives has passed the controversial Electoral Act (amendment) Bill, earlier rejected by President Muhammadu Buhari.
President Buhari had withheld assent to the bill on August 30 citing some notable lacunas.
But the chairman of INEC Committee on Electoral Matters, Dukku noted that all the issues raised by President Buhari while declining his assent to the bill that ranges from election sequence, cross referencing error or poor drafting, card reader, omission of names, death of a candidate before an election, donation to political parties, election expenses and other related matters as captured were squarely addressed.
She equally noted that all the issues mentioned have always been parts of crucial matters that are of germane concerns in any electoral amendment process across the world.

Senate Receives Report On Rejected Electoral Amendment Bill
Meanwhile, the Senate yesterday received the report on the Electoral Act 2010 Amendment Bill, 2018 rejected by President Muhammadu Buhari.
This is coming amidst widespread speculations that the Senate had override the president and has passed the bill.
Chairman of the Senate Committee on INEC, Senator Suleiman Nazif laid the report of the committee that reviewed the rejected bill before the Red Chamber.
The National Assembly had considered and treated the issues raised by President Muhammadu Buhari on the Electoral Act 2010 Amendment Bill and reviewed it.
Buhari had refused to assent to the bill, which was sent to him for signing into law by the National Assembly.
The President rejected the bill on the ground that new sequence of election was introduced in section 25(1) of the bill.
Buhari also said his blatant rejection of the bill was hinged on drafting errors.
When Buhari sent the bill back to the National Assembly, a joint Senate and House of Representatives Committee on the Electoral Act Amendment Bill was constituted to review it.

Senate In Rowdy Session Over $3.58bn Subsidy Probe
Meanwhile, the Senate yesterday resolved to probe the sum of $3.58 billion subsidy recovery fund stocked in the Nigerian National Petroleum Corporation (NNPC) without appropriation. The Red Chamber, which was thrown in disarray when the issue came up, said the money is huge and should not be left in the hands of few persons in the NNPC without it being properly declared and utilised. The Senate particularly accused the Managing Director and the Executive Director of the NNPC for stocking the money in the corporation’s coffers and for changing its nomenclature. The resolution of the upper chamber followed a motion by the Senate Minority Leader, Senator Biodun Olujimi, who noted that the money had become ‘slush’ fund that is not appropriated and must therefore be investigated.

Consequently, Senate constituted an adhoc committee to investigate the matter, gather facts and figures and submit its report. It also summoned the management of the NNPC to cooperate with the mandated committee and to offer relevant information that would give clarity to the matter. However, there was uproar in the upper chamber when the matter was raised as Senators openly disagreed over what committee should be obligated to carry out the probe. Trouble started when Senate President Bukola Saraki announced the imperative for constituting an adhoc probe committee and quickly appointed the Senate Leader, Ahmad Lawan, to chair it. Immediately, some lawmakers alleged that the Senate committee on Petroleum (downstream), chaired by Senator Kabir Marafa, is solely obligated by the Senate to oversee NNPC and other petroleum matters. But some Senators blatantly disagreed and alleged that the Marafa-led committee has compromised in previous assignments. The aggrieved Senators, including Ali Ndume (Borno South) who spoke on the matter, alleged fears that the committee lacks the capacity to handle the probe. It was at this point that Senator Marafa strongly objected, stating angrily that the committee he chairs had never at ny point in time compromised on any assignment. He insisted that those alleging must apologise. While mandating the committee to carry out its assignment, Saraki explained that it was necessary for the adhoc committee to be headed by Lawan to probe the subsidy recovery fund so as to enable the Senate avoid being partisan on the issue But the Senate leader categorically declined to head the committee, citing his integrity as reason he cannot carry out the job. Lawan noted that it took him several years to build his integrity and that he cannot dabble into anything that would tamper with it. However, Saraki insisted, saying “the matter is weighty and we need to get the facts so that we are not partisan; and so Leader, you cannot reject the job.”

Politics / Kano Govt Reacts To Video Showing Gov Ganduje Allegedly Receiving Bribe by 9Ebiscoo: 8:22pm On Oct 14, 2018
The Kano State government has declared that the video showing Governor Abdullahi Ganduje allegedly collecting stacks of dollars in bribe was doctored.

Commissioner for Information in the state, Muhammad Garba, said this in a rejoinder issued Sunday evening.

The state government held a similar position some days ago after news broke that the video would soon be in circulation.

“We wish to state that there is no iota of truth to these allegations and if indeed there is any such alleged video, it is at best cloned,” it had said.

The video trending on social media has got many Nigerians talking especially at a time the Buhari government has slammed a travel ban on some Nigerians accused of corruption.

DAILY POST was informed that President Muhammadu Buhari had viewed the clip and ordered two security agencies to open an investigation.

But, according to Garba, the video was “cloned, doctored, disjointed” and that it was deliberately released to “affect the anticipated quantum of APC votes from Kano in 2019”.

He said: “Kano state government has decided to file a criminal case against an online publication Daily Nigerian and its publisher on defamation of character after it released a clone and doctored video footage mischievously portraying Governor Abdullahi Umar Ganduje involved in an inappropriate conduct.

“The Office of the Attorney General and Commissioner for Justice is challenging the implausible and eccentric posting of the cloned video that went viral in a court of law considering the gravity of the caricature, which indicates the extent to which mischievous elements can go to discredit public figures by wielding non-existent scandals against them.

“A mere observation of the cloned video clearly shows that the video is doctored and disjointed with no material facts or evidence to prove the allegations, other than a callous attempt to tarnish the hard earned image of the office and the person of the Governor.

“The Governor of Kano State wishes to once again emphatically debunk the allegation of receiving gratification of $5Million or any amount whatsoever from any person or body.

“It is important to draw the attention of the general public to the fact that the alleger is a serial blackmailer and extorter.

“We are also aware that the hidden motive is to reduce the popularity of the Governor and consequently affect the anticipated quantum of APC votes from Kano in the 2019 general elections.

“While the state government is taking the legal action, we wish to assure the good people of Kano that His Excellency will remain focus and continue with laudable programmes that will add value to the lives of the people of Kano State.

“We also call on the general public, especially members of the APC to remain calm and always be law abiding.”

Presidential candidate of the Peoples Democratic Party, PDP, and former Vice President, Atiku Abubakar has revealed what he will do for the 11 aspirants who contested the sole ticket with him.

The Presidential candidate said if he is elected President of Nigeria in the 2019 general elections, he will reward them all.

Atiku stated this in Abuja at a meeting with members of the PDP Board of Trustees, BoT, where he also called on them and other leaders of the party to rally behind him.

The ex-VP said that the sense of togetherness among the 12 politicians who jostled for the party’s primaries in Port Harcourt recently, showed that the party is well positioned to takeover the Presidential Villa in 2019.

He said, “I can assure you that I am prepared to work with and reward all of you if we unite together to achieve success. I must commend the sense of patriotism displayed by my fellow contestants.

“From the very day I delivered my acceptance speech, we have been working together. I believe it is our duty to provide that sense of unity and leadership to the rest of party members.”

On his visit to Obasanjo, Atiku added, “I visited my former boss in Abeokuta where we exchanged pleasantries. I may not say whether he is a PDP member or not, but he is with us body and spirit. Even before he delivered his statement, we retired to his private room where he gave me his statement to go through and possibly edit.”

“He said he will launch my campaign to the presidency with the statement. That is vintage Olusegun Obasanjo for you,” he added.

Politics / Atiku Media Slams Buhari & APC, Lists Achievements by 9Ebiscoo: 7:52am On Oct 10, 2018
The Presidential candidate of the Peoples Democratic Party, PDP, Alhaji Atiku Abubakar, has fired another shot at President Muhammadu Buhari.

In a statement from his media office in Abuja on Tuesday, Atiku said President Buhari had never been a good businessman.

There have been verbal exchanges from the camp of both politicians since Sunday the former Vice President picked the PDP sole ticket.

The fight has been mainly between the Buhari Campaign Organization and the Atiku Abubakar Campaign team.

Atiku’s statement said, “The open, democratic and free and fair election (something alien to the APC, according to Buhari’s own wife) on Sunday of His Excellency, Atiku Abubakar, as the Presidential candidate for the PDP has clearly left the APC in a state of panic and confusion.

“On Sunday, the Buhari Campaign Organisation launched the first weak salvo. And on Monday, the APC’s National Publicity Secretary unleashed his own knee-jerk reaction, accusing Atiku of being desperate.

“Our response to the APC is to ask who is desperate between a Muhammadu Buhari who said, ‘If what happened in 2011 should again happen in 2015, by the grace of God, the dog and the baboon would all be soaked in blood’ and an Atiku Abubakar who said, ‘Love and peace should not only be preached, but must also be put into practice for the sake of sustaining the peace in our land’?

“It is left for Nigerians to judge, but even a blind person can see that Nigeria has been ‘soaked in blood’ ever since she was unfortunate enough to have fallen under the leadership of a man whose words are destructive and never productive.

“Some of Atiku Abubakar’s achievements as Nigeria’s Vice President are that as head of the National Council of Privatisation, he superintended over the GSM revolution that saw Nigeria go from 50,000 to 100 million GSM lines, has added 500,000 direct jobs to the Nigerian economy and attracted $27bn to our GDP. Our question to President Buhari and the APC is how many jobs have they created?

“Another of Abubakar’s achievements is the successful privatisation of many public enterprises that hitherto consumed government resources without yielding a profit. In response, we ask President Buhari how many loopholes in public expenditure has he plugged? The spectacular failure of the 419 Nigeria Air is still fresh in the memory of Nigerians.

“Finally, the APC spokesman had the guts to question His Excellency, Atiku Abubakar’s source of wealth.

“We wish to remind APC’s National Publicity Secretary, Yekini Nabena, that Atiku Abubakar is not like President Buhari who has never run a successful private business throughout his life.

“Unlike Muhammadu Buhari, Atiku Abubakar is an expert job creator who has founded many successful and thriving businesses including the American University of Nigeria, Yola; a microfinance bank that has moved 45,000 families out of poverty and Rica Gado, a livestock feed company that has significantly reduced instances of herdsmen/farmers clashes by providing a business-friendly solution instead of asking Nigerians to give up their lands for cattle ranching or face death, as the Buhari government did.”

The statement added that unlike President Buhari, Atiku does not believe Nigerian youths are lazy.

“How could he when 25,000 out of his 50,000 employees are youths,”? he asked.

It urged the Buhari Presidency and the APC to mention even one successful private endeavour that the President had successfully run.

“And by private enterprises, we are not referring to 150 cows that never increase in number, year in year out,” the statement added.

Foreign Affairs / Cameroon Opposition Candidate Declares Self President-elect by 9Ebiscoo: 4:42am On Oct 09, 2018
Cameroon opposition candidate, Maurice Kamto, has claimed victory in the presidential election, declaring yesterday that ‘we have achieved our goal’. Greeted by screams from his supporters as he made the announcement, Kamto, who leads the Movement for the Rebirth of Cameroon (MRC), called on President Paul Biya to hand over power peacefully.

“I invite the outgoing president to organise a peaceful way to transfer power,” he told a news conference in the capital Yaounde, giving no results to justify his claim. The election was widely expected to extend the rule of Biya, one of Africa’s last multi decade leaders who have held power for 36 years. “My mission was to take a penalty. I did it and I scored,” Kamto said to chants of “freedom” by jubilant supporters in a courtyard.

He offered no evidence to justify his claim to have won. Minister of Territorial Administration Paul Atanga Nji said on Sunday that only the Constitutional Council would be allowed to announce results, and that any form of challenge to the verdict would “not be tolerated”. Six million voters went to the polls to elect president against a backdrop of unprecedented violence in the country’s English-speaking regions.

Biya, 85, faces an attempt by the opposition parties to forge a unified front under Maurice Kamto, leader of the Movement for the Rebirth of Cameroon (MRC). Biya has been in power since 1982, making him one of Africa’s longest-serving rulers.

Politics / Olufunke Awolowo: Awolowo's Opinion About Buhari Before He Died — Grand Daughter by 9Ebiscoo: 9:18am On Oct 08, 2018
One of the grandchildren of Chief Obafemi Awolowo has revealed what the late sage said about President Muhammadu Buhari years back before he died.

Speaking exclusively to News Express shortly after she stepped down for Gbenga Olawepo Hashiru during the presidential primary of the People’s Trust Party (now renamed Alliance for People’s Trust Party) held on Saturday in Lagos, Olufunke Awolowo said her grandfather during his lifetime used to say that people came into politics for various reasons and interests but might not have what it takes to be leaders.

Commenting on the performance of the present government led by President Buhari, the vibrant new-breed politician said: “It’s is a long time I had been hearing about Buhari, so when he came back in 2014 with the Change mantra, I thought he had changed. That’s why, at a point, I personally campaigned for him because I believed it was time for change. “Someone even asked me if my late grandfather Chief Awolowo would’ve been happy to see me campaign for Buhari. I told the person that times had changed. But the past three years have shown that the man (Buhari) has not changed one bit; as far as he is concerned, nothing has changed.”

Commenting further she said: “Buhari has failed, and that has taken my mind back to what Papa said about him a long time ago before he died. My grandfather said then that General Buhari did not have a full understanding of politics and governance. With what is happening in the country now, Papa was right.”

Reminded of the claims by the government of achievements made in various sectors of the economy, the pastor cum politician said it’s all propaganda. She said: “Even President Trump for a while was almost deceived. You could see how angry the American President was with his reaction after that. Nigeria needs someone who is sincere and who means well.”

On why she stepped down for another candidate at the national convention of her party before the actual commencement of the presidential primary election, she said: “I stepped down because, in the first place, there is always the first among equals. In my party APT, for example, we had more than ten aspirants each of whom could be the president. But sometimes you have to consider certain things, as in readiness, preparedness and all that. I came to realise that I hadn’t made the level of sacrifice that my colleague (Hashiru) had made, so I had to step down for him at the last minute. But I’m willing to work with him. That is what we expected aspirants in the other political parties to have down. It’s not a do-or-die affair. When you claim to work in the interest of the people, then you must consider the people first before self, you must be ready to step down if need be.”

On the forthcoming general elections, Olufunke who is the daughter of Chief Awolowo’s late son Segun, advised the Nigerian electorate on what political party and individual candidates they cast their votes for when the time comes. “Study their manifestos very closely as well as their total package, not just empty promises as we heard during the build-up to the 2015 general elections,” she admonished.

Politics / Kogi Assembly Pledges Improved Agriculture Budget In 2019 by 9Ebiscoo: 5:54am On Oct 07, 2018
Kogi state House of Assembly has pledged to improve the percentage budgetary allocation to the agriculture sector in 2019 to ensure the attainment of the 2003 Maputo Declaration stipulating a minimum of 10 per cent for the sector.

Abdulkareem Kekere-Sani (APC-Okehi) and chairman, House committee on Agriculture, disclosed this during the parliamentary briefing and presentation of the 2018 Kogi Agriculture sector budget analysis in Lokoja, the state capital.

The programme was organised by the state Public Financing of Agriculture (PFA) Budget Committee supported by ActionAid Nigeria in collaboration with Participation Initiative for Behavioural Change in Development (PIBCID).

Kekere-Sani said the House would ensure tremendous improvement on the current percentage of 6.56 to enhanced agricultural production, diversification of the economy and self-sufficiency in food in the 2019 budget.

The House committee chairman said the state government was committed to the overall improvement in the agricultural sector, especially smallholder farmers and women participation in agricultural activities.

He stressed that the parliamentary briefing and presentation of the analysis afforded the members the opportunity to ascertain the needy areas and called on all stakeholders to come together and right the wrongs in the sector.

Mr Hamza Aliyu, Executive Director, Initiative for Grassroots Advancement (INGRA), presenting the 2018 Agriculture sector budget analysis and recommendations for 2019 said Nigeria had over 80 million hectares of arable land out of which only 40 per cent was being utilised (cultivated).

He said that the nation’s population of over 180 million people made her Africa’s largest agricultural market but little effort was being made by government at all levels to fully exploit the naturally endowed agricultural potentials.

Aliyu said that the country was yet to implement the 2003 Maputo Declaration to which it remains a signatory, with a commitment to allocating at least 10 per cent of its annual Budget to agriculture.

According to him, other sectors that drive the socio-economic development of the state such as Education with 11.93 per cent, Health with 8.78 per cent, Government House with 17.47 per cent, Works and Housing with 13.55 per cent were placed above agriculture.

Aliyu noted that though there was a consistent increase from 2.7 per cent in 2016; 4.53 per cent, 2017 and 6.56 per cent in 2018, it was still less than the Maputo challenge of accepted International benchmark set for African Nations.

Also speaking, Edoko Moses-Ododo (APC-Dekina-Biraidu), a member of the House committee on Agriculture called for timely presentation of the budgets to enable it undergo proper legislative processes and early passage.

Mr Victor Omofaiye (APC-Ijumu) said there ought to be a tripartite arrangement between the Executive, Legislature and the NGOs as stakeholders, to identify the challenges and address them appropriately.

Mrs Gift Omoniwa, ActionAid Project Manager and Executive Director, PIBCID said that meeting was imperative to enable annual budgets to the sector make better impacts on agricultural practices and the farmers.

Politics / PDP Presidential Primary: Aspirant Speaks On Being A ‘sponsored Spy’ by 9Ebiscoo: 7:01pm On Oct 04, 2018
A Peoples Democratic Party (PDP) Presidential aspirant, Chief Stanley Osifo, on Thursday declared that he was not a sponsored spy aimed at working against the opposition party.

Osifo made the remark while appealing to the party’s leadership to allow him to participate in Saturday’s National convention holding in Port Harcourt, Rivers State, News Agency of Nigeria, NAN, reports.

Addressing a Press Conference in Lagos, Osifo said that his being the youngest in the race had a huge advantage for the PDP to win the 2019 presidential election.

Osifo, who hails from Edo State, said that the party was known to obey rule of law, and his candidature was a true test of the Not Too Young to Run Act.

The 42-year-old aspirant said that some people had approached him to step down, but that he had a vision to drive development of Nigeria which older politicians could not achieve.

The aspirant debunked insinuations that he was being sponsored against the party, describing the allegation as false.

“Three days ago, I had a conversation with one of our party leaders who mentioned to me that there are insinuations that I am being sponsored to come to the party to spy or do one thing or the other.

“I have told those who gave me that information that it is not correct; and I want the world and Nigerians to know that the information about being sponsored is not true, not correct; it is baseless, it is unfounded.

“Whoever is propagating such falsehood does not have anything to back it up,” he said.

The Presidential aspirant said that the PDP is a reputable party with mechanisms, structures and capacity to lead, and appealed to its leadership to verify the truth and not listen to side talk.

He said that although the presidency was zoned to the North, aspirants had not always adhered to the zoning rule since 2003 in the party.

The aspirant said that he decided to join the race because of his passion for the nation, but was willing to support whoever emerges winner of the presidential primary, should he lose.

“I have made my intentions known to the party that I am not withdrawing from the race,” he said.

Osifo called for fair play and equity for all the aspirants in Saturday’s convention.

He said that Nigeria was being run as the poorest economy in spite of enormous resources in the nation.

“When I come on board, I will turn things around for good in Nigeria,” he said.

Crime / Court Jails 28-year-old Man For Killing Brother Over Woman by 9Ebiscoo: 12:44pm On Oct 04, 2018
An Ikeja High Court on Wednesday sentenced a 28-year-old man, Collins Abakwe, to 10 years imprisonment for stabbing his younger brother, Chibuike Abakwe, to death during an argument over a woman.

The Justice Raliat Adebiyi-led court sentenced the convict, who was arraigned on a charge of murder in 2013, after finding him guilty of a less charge of involuntary manslaughter.

The initial charge of murder was changed to manslaughter following a plea bargain agreement the convict had with the state, NAN reports.

“The court is satisfied with the jail term agreed upon by the prosecution and defence counsel.

“The defendant is hereby sentenced to 10 years’ imprisonment,” Adebiyi said.

Before handing down the sentence, Adebiyi enquired from the convict whether he understood the meaning of the agreement he had entered into.

The convict, replying in the affirmative, told the court that he signed the agreement himself.

According to Mrs O. A. Olugasa, the lead state prosecutor, the convict committed the offence on Valentine’s day, February 14, 2013, on Adeyanju Street, Amukoko, Lagos.

“Collins stabbed his younger brother, Chibuike, to death with a broken bottle during an argument.

“The siblings were arguing over a friend’s girlfriend who was trying to pass the night in their home.

“The misunderstanding became very violent and Collins ended up stabbing his younger brother, resulting in his death,” she said.

Olugasa also requested that the court should order the family of the convict to admit him in a rehabilitation centre.

“This is to enable him to undergo proper counselling when he finishes his prison term,” she said.

The offences contravened sections 221 and 227 of the Criminal Law of Lagos, 2011.

Celebrities / Obesere Attacks KWAM1 Again Over Ambode by 9Ebiscoo: 7:00am On Oct 03, 2018
It appears that the feud between veteran Fuji music icons, Ayinde Wasiu, popularly known as KWAM1 and Alhaji Abass Akande Obesere, may not be anywhere near ending as Obesere’s management has responded to the insults K1’s aide recently rained on him,

In an official statement made available by Obesere’s manager, Arems Adeniyi, Obesere described K1 as greedy, selfish and disrespectful. He said:
“It’s no longer news that Wasiu Ayinde has always been a greedy man who likes keeping everything to himself by every possible opportunity around him, but like it’s been said that all things doesn’t fall into places as there will be some drawbacks in life.
The era of Ambode has not been favourable to him as it was in the past regime of the two past governors of Lagos state, Asiwaju Bola Tinubu and Babatunde Raji Fashola.” “What do we call someone who is parading himself as the leader of Fuji music while we have Chief Ayinla Kollington alive?
Alhaji Kollington Ayinla recently recorded an album, but it was later realized that the same Wasiu Ayinde confused the marketers expected to sell the album to ignore it due to his selfish and personal interest and because he thought Kollington must have scolded him in the album.”

He continued;

“Alhaji Abass Akande Obesere is a man of principle and a business man who doesn’t have the adequate time to meet with people like a street beggar, going to their offices to constitute nuisance all because of money.
He has been busy with varieties of shows both home and abroad. Alhaji Abass Akande Obesere only honours invitations where and when necessary which makes him remain on his stand as a man of dignity and principle.”
“It can be concluded that Wasiu Ayinde’s selfish interest was what made the governor deny him access to meet with him. We can only tell it to selfish Wasiu Ayinde to make amend of his ungodly acts and desist from evil.”

Speaking further, he said:

“Wasiu Ayinde’s motives can be based on his reactions as a man who won’t like anyone to overshadow him. He has been observed as a man who is ready to tarnish and disrupt other people’s image to become more influential.
His Political ambition is not for the affection of citizens, but for fame. Without doubt, he doesn’t want the progress of his colleagues in the Fuji music industry, but we can proudly tell it to the world that Alhaji Akande Obesere’s success is destined by God and not by any man. We are still on our stand as personalities of principle”, the statement reads in part.

Politics / 2019: What Nigerians Must Do Ahead Of Election – Ezekwesili by 9Ebiscoo: 6:22pm On Oct 01, 2018
Former Minister of Education, Oby Ezekwesili has called on Nigerians to vote out the “old order” politicians in the forthcoming 2019 general election.

The Convener of the Red Card Movement urged Nigerians to come out in their numbers to vote and protect their votes, come 2019.

Ezekwesili made the call at a one-day conference organised by ‘The Church Must Vote’ an NGO, on Monday in Abuja.

She said that it was time for Nigerians to determine the quality of leadership they get through massive voting.

According to her, the quality of democracy is dependent on the quality of vote and INEC protection of the vote of Nigerians.

”We must compel INEC to gather some of the cases of vote buying and selling that they have identified and take them to court.

”We must compel the Judiciary to act and not to defer judgement on such matters, because our democracy is under existential treat.

”Citizens must understand the power they possess, and through that power, you determine the quality of leaders to lead the country.

“It is time to build a nation with leaders who were elected on the bases of character, competence and capacity.

”So, I support The Church Must Vote to say your vote must count because your vote does count, if it didn’t count, they will not pay for it.

”It is time to decide that nobody can pay for your vote because it is priceless, the people are dependent on the quality of leaders that they get for themselves.

”So, let our vote count; we must cry out if we see our vote being bought or stolen,” she said.

Politics / Osun Rerun: APC Reacts As Oyetola Wins, Reveals Why PDP Agents Were Missing At P by 9Ebiscoo: 9:00am On Sep 28, 2018
The All Progressives Congress, APC, has reacted to the outcome of the Osun State rerun governorship election where its candidate, Gboyega Oyetola was declared winner.

Oyetola, the APC candidate defeated Adeleke with 482 votes in the rerun poll.

In total, Oyetola scored a total of 255,505 to defeat Adeleke who scored 255,023 votes.

The ruling party in a statement by Mr. Kunle Oyatomi, APC Director of Publicity, Research and Strategy in Osun, denied claims by Senator Ademola Adeleke, the Peoples Democratic Party (PDP) candidate who alleged irregularities during the rerun election.

According to him, PDP was lamenting over its inability to buy votes and manipulate like they did during the first election last Saturday.

He noted that PDP party agents were absent because the police thwarted their plot of buying and trying to use the PVCs of unsuspecting voters.

The statement reads: “We have always known and have made ourselves clear before the election that the PDP had made elaborate arrangement to rig the election through the manipulation of the card readers.

“And it was this process that made them get the votes allocated to them in the first ballot.

“We like Osun people to understand that the run off votes went the way it did because the PDP was unable to manipulate the card readers this time around and fortunately the police thwarted their plot of buying and trying to use the PVCs of unsuspecting voters.

“That was why some of their leaders were arrested. So the PDP should look for other excuses.

“They attempted to win by fraud, they failed in the first round and eventually lost the rerun election,’’ Oyatomi said.

He also commended Governor Rauf Aregbesola for delivering good democratic dividends, which transformed the state, adding that the governor-elect, Oyetola, would build on the legacies of the former.

Oyatomi also commended INEC for its display of professionalism and the security agencies for ensuring the election was peaceful.

He, however, urged the people of the state to support the incoming governor in achieving the mandate of making Osun greater than its present status.

Adeleke had in a statement in Osogbo by his campaign organisation’s spokesperson, Mr Olawale Rasheed, rejected the result of the rerun poll, adding that he would seek legal redress.
