What really counts in the determining the strength of storey buildings, the depth of the foundation or the solidity of the concrete blinding?

Sorry for late response depth of foundation may not necessarily determine the strength of a storey building depending on the nature of the soil a practical eg is erecting a structure on a water logged terrain may require little or no excavation once the footings, columns and other construction processes are carried out as designed then the structure is good to go
