AKURE— A-19-year-old apprentice welder (names withheld) was caught today making love to a hen. The fowl reportedly died during the act. The taboo was said to have been committed by the apprentice at about 11.20 p.m. at Continental area of Akure metropolis. The suspect, Vanguard learnt, had committed same taboo with a goat in his home town, Afo in Ose council area of the state. He was said to have been ex-communicated from his home town because of the offence which made him to move in with his brother in Akure. Speaking with newsmen, the owner of fowl, Mrs Stella Akintola, who resides in the same building confirmed that the man actually made love to her chicken. According to her, she went to bed early but was woken up by the noise coming from the chickens at the back of her room, an indication that someone was disturbing their peace. The discovery Akintola said she went outside only to find that the back door was still opened. According to her, she became curious and “I shouted to know who was still at the backyard only for him to appear from the corner of the house, saying he went to the toilet because he had a running stomach.” Akintola said she was not convinced especially as she noticed that the noise from the chickens’ pen stopped abruptly. She said she went to where the chickens were but nothing was found. “It was when I visited the toilet that I found one of the them stone dead with its feathers littering the floor,” she said. Still unaware that the suspect was the cause of the death of the bird, Akintola said she raised an alarm only for him to confess that he was responsible for the death of the fowl. Akintola said the suspect confessed and begged her for forgiveness, saying he would pay any amount for the dead fowl. She said she decided not to report the matter to the police because she could not stand the rigour she would be subjected to by the police over a “minor offence.” Report had it that there were evidence that the man actually had sex with the hen when it was examined by the owner and others living in the building. A spirit directed me to do it —Suspect In an interview with newsmen, the suspect, who declined to speak initially, however, said a spirit directed him to do what he did. He said: “I was already sleeping when a spirit just came upon me and directed me to go to the back of the building. I did not know what I was doing again until when I discovered that I had slept with the hen.” Contacted, the police image maker, Wole Ogodo, said since the matter was not reported to the police, he could not comment on it. Ogodo noted that “it is what members of the public bring to our notice that we investigate. another case that has highlighted the increasing child sexual abuses in Nigeria, a 65-year-old landlord, in Akowonjo area of Lagos, Mr. Ganiyu Sani, has allegedly raped a seven-year-old girl, Blessing. But this time, the parents of the victim believe he did it for ritual purposes. The civil servant mother of the victim told our correspondent that on Monday, August 17, 2015, when she got back from work and was having dinner with her children, Blessings started to touch her crotch and complain of pain. “I felt the part she was touching and asked what was wrong with her. I thought she was referring to her lower abdomen and believed it must be stomach ache. But she insisted that it was her private part. “I asked if she fell down and hurt herself but she simply shook her head. I asked if someone hit her there while she was playing with other children in the neighbourhood, she said no. I started suspecting there was something bigger than what she was telling me. “I pleaded with her to tell me what happened. That was when she told me about what Baba did. I could not contain my anger. I was shocked, angry and sad at the same time that such an old man could do such a thing to my daughter. My daughter had no reason to lie.” Blessing’s father, a trader from Ebonyi State, works in the Eastern part of the country while his wife and the children live in Lagos because of his wife’s work. He was in the East when he received a call from his wife about what had happened to their daughter. He told his wife to take a neighbour along to go and confront Baba, who denied everything immediately. Baba Sani, a landlord who lives on renting out Danfo buses to commercial bus drivers, lives just two houses away from Blessing’s parents. Blessing, an exuberant, fair complexioned girl, was not shy when our correspondent spoke with her about what Baba Sani did to her. She explained that the old man usually crossed from his house to fetch water from a tap beside their house. She said, “On Friday, my mummy was not around and he came to fetch water (like he normally does). When he was passing in the front of our house, he asked me to follow him to come and collect biscuit. “When I got to Baba’s house, he put off my shoes and carried me to his bed. He removed my pants and lay on my chest. When I was shouting, he said I should not shout, that he would give me biscuit and N20. “When he finished, I saw blood coming out and Baba used a cloth to clean it. He said I should not tell anybody. He gave me biscuit and N20.” Shockingly, without Blessing’s mother knowing, Baba Sani allegedly called the girl and raped her again the following day, a Saturday. To dispel doubts about the girl’s allegation, she was asked to explain the location of Baba Sani’s bedroom inside the building and her description was found to be exact description when our correspondent eventually paid Baba Sani a visit. Our correspondent spoke with Baba Sani in company of the director of Esther Child Rights Foundation, Esther Ogwu, who the case was initially reported to by the girl’s parents. The man, who walked with the gait of someone approaching senility, started off by saying Blessing’s mother was an acquaintance, even though the girl’s mother said she had never had reason to speak to him before. Baba Sani said, “The girl’s mother once approached me about a month ago to lend her N500. She sent her daughter to collect it and I gave it to them. Later, the girl with her younger sister came to my house that Friday to ask for money and I gave them N20. “I did not do anything. I don’t know anything about what they have accused me of. God is my witness. I am just surprised about why I am the one the girl is accusing of such a thing.” When asked how the girl could possibly know where his bedroom was in the house, the old man said he had no idea. Blessing’s mother said she had many other co-tenants and neighbours and said she couldn’t have imagined asking Baba Sani to lend her any money. A test conducted at the Mirabel Sexual Assault Referral Centre at the Lagos State University Teaching Hospital, Ikeja, Lagos, confirmed that the girl was indeed raped as lacerations on her private part were consistent with sexual assault. The case was reported at the Gowon Estate Police Division. Ogwu explained to our correspondent that she was disappointed that initially the police did not handle the case as if they were interested in prosecuting the man. She said rather than charge him to court, they released him from custody despite the fact that they had got the report of the test conducted on the girl. The child rights activist said, “According to the information I was given, the man was pretending that he was insane when he was arrested. Everybody in the neighbourhood could testify that nothing was wrong with him. “It should not be too hard to enforce the law in this case. The Child Rights Act is there. It is unfortunate that the mother of the child did not monitor her daughter well. There are so many young children in that neighbourhood that could have been victims of the man.” Baba Sani was arraigned before an Ikeja family court on charges of defilement and child abuse on Monday. MR Shehu Bankole-Hameed is a chieftain of the All Progressives Congress, APC, in Ogun State and also an author. In this interview, he reviews the nearly three month stewardship of President Muhammadu Buhari. Excerpts: President Muhammadu Buhari has been dubbed ‘baba go-slow’ by his critics over perceived failure to hit the ground running? Do you agree with this notion? I’m not sure that the slogan ‘baba go slow ‘ is appropriate; in the context of what the winner of the last election and indeed the entire economy has endured, any attempt to ‘ hit the ground running ‘, by pronouncements of political appointees without due diligence will amount to political blunder. It is fair to be patient and persevere in order to gain eventually. Do you think the president has been marginalising other zones of the country in terms of appointments? If I’m to be fair to the President, he has been fair to the entire Northern block; noting that a huge chunk of his votes came from that part of the country, now he seems to have bent backwards to accommodate the Igbos who not only did not vote for him, they openly castigated him during the electioneering campaign. The Southwest in my mind is being offered the short end of the stick.Judging by the balance of appointments so far, I think the southwest has been shortchanged. Part of the president’s campaign promises was to fight corruption, but many have the impression that the war is selective, do you agree with this? This question is in itself hilarious; who is complaining about the fight against corruption if not those in PDP. The fight against corruption by this administration has not even started. All that is being done right now as I see it is investigation and the perception that such actions are aimed at a reasonable number of people from the Igbo stock is understandable. They formed the bulk of political appointees of Jonathan and also formed the largest in number and also by percentage the top hierarchy of permanent secretaries and directors of parastatals in the civil service. It is thus logical to expect the fall out of such a house cleaning exercise to impact this group severely. You are a close ally of two former governors of Lagos State, (Asiwaju Bola Tinubu and Babatunde Fashola), but there seems to be a cold war between them. What do you think is responsible? Really many different versions of a supposed cold war are being touted in the press. However, I think Asiwaju recognizes the superlative qualities of Fashola and likewise, Fashola does accept like the rest of us in APC that Asiwaju is a national leader of great worth; none of them has ever admitted to me or anyone in private or public of a strained relationship. But we know how even within family members and friends, there are differences; I think the elders in the party are up to the task of ironing out any misconception. Abia State governor, Okezie Ikpeazu Abia State Government is targeting an annual Internally Generated Revenue of N18bn, as the state’s new administration steps up efforts to plug leakages and increase its revenue profile. Declining global oil prices have forced many state governments to begin the process of boosting their IGRs in a bid to achieve their development goals. The Senior Special Assistant (Communications) to Governor Okezie Ikpeazu, Mr. Sam Hart, told journalists in Lagos that the state was working to increase its IGR from N400m currently to about N1.5bn monthly within the new government’s first year in office. This is expected to lead to an annual IGR of N18bn. Hart said, “We are harmonising our tax system so there is no more multiple taxations. We are targeting N1.5bn monthly within the first one year. Currently, we are on N400m monthly. And we would realise this by minimal introduction of taxes. “Already, the bulk of the taxes that are paid go into private pockets. So we want to block all these leakages. If we are able to block these leakages, you would be shocked what we would be able to realise. “This is why we have engaged private consultants. There is a threshold. We would give them a target before they can take their percentage.” The SSA said the government had already saved N160m from eliminating ghost workers in the state’s labour force. While expressing hope that it would save up to N300m in one year through the biometric validation of the staff of ministries, departments and agencies, Hart expressed confidence that the administration’s efforts to plug revenue leakages would produce significant results. He added, “We cannot continue to use 80 per cent of our revenue to service workers, who accounts 5.5 per cent of our population. We want capital expenditure to be more than recurrent. The governor himself has slashed his salary and the aides are all sacrificing to get this system to work.” According to Hart, the government is giving serious attention to commerce the plan to re-establish the state as a commercial hub. He said due to the collapse of infrastructure and bad roads, major investments meant to be sited in the state had been diverted to other states. However, he said efforts and plans were already at an advanced stage to make the state an investors’ haven. He stated that a board that would ensure that made- in-Aba goods met global standards would be unveiled very soon. The SSA said, “We would establish and enforce global quality standards in our industries. Another bill that is at the House of Assembly is the Abia State Standards Board. We want to make sure people can be proud to buy made-in-Aba products.” “When our standards board is established, it means that whatever is coming out bearing the brand made- in-Aba meets a minimum acceptable standard according to global best practices. No more haphazard things. When we have this quality board, it would ensure that things are done properly. For example, why should the NYSC import their boots when it can be made in Aba? He further said, “We want to be Nigeria’s second strongest economy behind Lagos State; to have a vibrant agricultural and agro-allied processing sector. Aba is an industrial centre that can be easily compared to Lagos.
