Kaduna State Government has procured N302 million worth of textbooks for distribution to public schools across the state, the state Director of Public Schools, Malam Dahuru Anchau, has said. Anchau made this disclosure on Friday at Government Girls Secondary School Kawo, Kaduna during a ceremony to mark the International Day of the Girl Child. The director said that the gesture was in line with the free education to policy the government aimed at expanding access to education for children especially the girl child. Anchau assured that the books would be distributed soon. Earlier, the wife of the governor, Mrs. Ummi El-Rufai, who initiated the event, distributed sanitary towels to over 100 girls in the school. The News Agency of Nigeria (NAN) reports that the governor’s wife had held a rally at Murtala Muhammad Square, Kaduna to mark the girl child day. “We have come to interact with the girls, to tell them what today is about, to hear from them what they are thinking for themselves and to encourage them to think better for their future.” Mrs. El-Rufai assured them that the state government was doing everything possible that the girl child achieves their dreams through education. “The girls should maximize and take full advantage of the free and compulsory quality education which the state provides to make sure they build a better future for themselves. “It is through education they would have the voice to speak against violence, aggression, oppression and abuse and injustice mated on them,” the governor’s wife said. The Principal of the school, Hajiya Rukayya Ahmed, thanked the governor’s wife for selecting her school to project her good gestures and commitment for the betterment of the girl child. One of the students, Nabila Isah, also thanked the governor’s wife and the state government for their kind gesture and in initiating policies towards enhancing the education sector. The Peoples Democratic Party (PDP) says President Muhammadu Buhari should stop blaming the 8th National Assembly for failures encountered in his administration. The party said the Chairman of Presidential Advisory Committee on Corruption, Prof. Itse Sagay, at his age and status, ought to be bold enough to tell President Buhari that corruption resides in the Presidential Villa and that a President who surrounds himself with corrupt persons as ministers, special advisers and confidants cannot fight corruption. The PDP asked Prof. Sagay to clear his conscience by using his position to ask President Buhari to answer Nigerians on the “alleged siphoning of N9 trillion oil money through shady contracts, under his watch, as detailed in the leaked NNPC memo”. The party further advised that Prof. Sagay could take a face-saving measure by demanding an investigation into the alleged corruption in the handling of the alleged N1.4 trillion oil subsidy involving the cabal in the Presidency and certain All Progressives Congress (APC) leaders, in addition to the reported stealing of over N1.1 trillion worth of crude under Mr. President’s watch. According to the PDP, it is strange to many Nigerians that Prof. Sagay, as the Chairman of the anti-corruption committee, could not summon the boldness to ask President Buhari to order an investigation into allegations by the First Lady, Aisha Buhari, that the N500bn meant for Social Investment Program was diverted to private purses. The opposition party further stated that Prof. Sagay and President Buhari had been mute over the recent arrest of President Buhari’s confidant, Nasir Banu in the United Kingdom for alleged passport scam and money laundering, while allegedly ferrying stolen money to persons said to be close to the Buhari Presidency. The party also added that Prof. Sagay is yet to speak out on the recent arrest of a scammer, Abdulrauf Illyasu, who operates from within the Presidential Villa, and never said anything about the arrest of former aide to the First Lady as well as one Amina Mohammed, who allegedly openly confessed to fronting for persons close to the President for serial fraud, contract scams and looting of public resources. In its statement on Friday the PDP stated that many more alleged corruption issues which fall directly on the shoulders of the Buhari Presidency are yet to be addressed. The Coalition of United Political Parties, CUPP, has described the 2020 appropriation bill presented to a joint session of the National Assembly as a heavy travel bag but empty in substance The coalition said the budget is the final weapon to consolidate Buhari next level of economic ruins, poverty, looting and visionlessness It further described the budget as a ‘come and chop’ document that is high in volume and empty in substance. CUPP, in the statement signed by its Spokesman, Ikenga Imo Ugochinyere, pointed out that the inclusion of over 7 percent VAT increment in the budget is designed to inject poverty into the blood of Nigerians by taxing them to death. It said that the 2020 budget proposal is impossible to achieve because the nation is already broke and looting of fund is part of the All Progressives Congress, APC’s daily life. Borno State Governor Babagana Zulum has engaged over 1,000 hunters with supernatural powers to battle Boko Haram. This follows last week’s engagement of Imams from Saudi Arabia to pray against the continued attack by Boko Haram on the state. Zulum, a professor of engineering, has become apprehensive over the resurgence of Boko Haram in his state despite the efforts of the military, according to a report by The Cable, an online newspaper which was also independently confirmed A source familiar with the secret recruitment said the governor may have decided to try unconventional means to supplement efforts of the military. The Cable learnt that the recruitment was intensified in the last two weeks with the traditional hunters armed and administered the oath of allegiance, using the Qur’an, Islam’s most sacred book. The hunters are largely Muslims. Although the state government has been recruiting thousands of local hunters, vigilantes and the civilian JTF for years, they were volunteers from Borno. “This is the first time outsiders have been engaged,” the source said. “They are being brought into Borno in batches, often during the night in order to evade public attention.” They are provided with Dane guns, swords and anything they ask for, The Cable further learnt. The source said: “The special hunters are being identified from all parts of the Northeast and Northwest, in particular, and engaged by a team of trusted aides assigned by Governor Zulum.” He also increased monthly allowances of thousands of existing volunteers under the civilian JTF. He immediately acquired 160 patrol vehicles and surveillance gadgets which he distributed to the fighters he inherited. The Cable could not confirm the actual number of new hunter-fighters being recruited, but they are over a thousand. They are being deployed in northern Borno — which has 10 of Borno’s 27 local government areas. Nigeria’s share of the Lake Chad is substantially located in places in northern Borno. Boko Haram insurgents are said to be in control of local and international water ways of Baga, a major fishing community in Kukawa Local Government, also in northern Borno. The insurgents are believed to impose taxes on all water ways transportation to generate funds for their activities. Northern Borno is also where oil prospecting was being carried out by the NNPC. The Secretary-General of the Arewa Consultative Forum, Mr Anthony Sani, has warned that using the Indigenous People of Biafra to threaten the North over the 2023 presidency will not help the cause of the Igbo to produce the President when the time comes. Referring to a statement credited to a former Governor of Anambra State, Dr Chukwuemeka Ezeife, in an interview with a national newspaper (not The PUNCH) where the elder statesman noted that Igbo people might embrace IPOB if denied the presidency in 2023, the ACF scribe argued that using IPOB to blackmail the region was unfair. According to Sani, in an interview with Sunday PUNCH, democracy is a contest of ideas and reasons and not a matter of threats and intimidation. He said, “I have said democracy is a contest of ideas and reasons, and not by threats and intimidation that have no place in multiparty democracy. The presidency is secured in multiparty democracy through persuasions that seek to break barriers and build bridges. It is not obtained through affirmative action. “I do not believe Ezeife could say what was reported. This is because he is too intelligent not to know that Nigeria practises multiparty democracy which allows political parties to present their candidates from any zone as part of their winning game plans. “Ezeife also knows that there is no national consensus on rotation, power shift or zoning that is binding on political parties. That may explain why President Muhammadu Buhari contested with President Olusegun Obasanjo in 2003 despite the deliberate concession of the presidency to the South-West because of Chief (M.K.O.) Abiola. That is also why former President Goodluck Jonathan contested with Buhari in 2011 and 2015. “If ex-President Jonathan had won in 2015, the South would have held sway for over 16 years in the nascent democracy. You may also note that in 2019, presidential candidates emerged from both the North and the South. What is more, democracy is a contest of ideas and reasons and not a matter of threat and intimidation. “Worst of all, the feisty doctor is reported as using IPOB to blackmail the nation. This is most unfair, especially when regard is paid to the fact that the threats can convey an avoidable impression that some elders of the South-East still nurse some desire to split the country through IPOB.” But in an interview with Sunday PUNCH, Ezeife said the South-East would embrace persuasion to achieve its aspiration, adding that discussions were already ongoing with some groups in all parts of the country to achieve their aspiration. “We are going to lobby every group; we would lobby from North to South, East to West. Some of us have started; one Revd. Obiora is foremost in this, he has started and he is in touch with some groups already. If we are not able to organise ourselves and 20 Igbo people come out to contest for the presidency, that will be our fault. But we want to ensure that we get in touch with the political players to organise themselves and ensure that they present themselves for Nigerians to see,” he said. However, the President-General of the Ohanaeze Youth Council, Okechukwu Isiguzoro, said all groups in the South-East would work to achieve the 2023 aspirations, adding that plans were underway to approach the two leading political parties as well. “We will approach both major parties as platforms to actualise the Igbo 2023 presidency project. We would remind both the All Progressives Congress and Peoples Democratic Party to first respect the gentleman agreement by zoning the party ticket to South, and then persuade the stakeholders in the South-South, South-West, to allow South-East to take a shot at the presidency. Onanuga made the statement while speaking in an interview with The Nation. According to her: “First of all, I don’t watch it. Because the first time, I did, I think it was four or five years ago. I don’t know what I was doing that night. I think I was unable to sleep because I had lots of stuff I was writing that night. “The television was on so I could have sound in my room. I don’t know how I got to watch it that night and I saw how they were being intimate on the programme, and I was like: is this what they do?. “I was shocked that that programme would get to the point where on live television, adults, so to speak…they’re adults, they can do what they like, but they have turned it to pornography. . “Even if it was under the duvet or whatever it is, it was obvious they were getting intimate. And I just got disgusted. For me, it is a personal thing and I do not agree with the values it is sending across. “We have enough problems with young people being sexually active at a very young age. We don’t need a programme that will tell them that being that active is moral. It is immoral! That is personal. . “Those who believe they can make so much money with a programme like that, I think everything these days is reduced to Naira and Kobo. But we have so many intelligent, talented, gifted people out there who need to be encouraged. “There are so many people who have invented things in this country, who exactly is encouraging them? General, Buratai Tukur, has called on the nation’s media professionals to help tackle problem of fake news and hate speeches that can run the country into serious crisis. He made the appeals during the 3rd Annual Conference of the Guild of Corporate Online Publishers (GOCOP) themed; Economy, Security National Development: The Way Forward held at the weekend in Lagos. The CAS who was represented by Director of Information Management (DCMA), Brigadier General, Aminu Goni, said: “When you reduce fake news, you will be able to add value to the security of the land. “We implore you to protect the image of the security in the minds of the public.” The Managing Editor and Chief Executive Officer of Eagle online, Mr. Dotun Oladipo , also noted that security had been a sore point issues that questions had been raised about the efficacy of the country’s security architecture and efficiency of her security agents as a whole. A bill for an Act to introduce tax on communication and cable television services scaled first reading at the Senate on Wednesday. The introduction of the tax, it was learnt, was to replace the 2.2 per cent increase in the Value Added Tax being planned by the Federal Government. The Bill for an Act to establish the Communication Service Tax was sponsored by a former Senate Leader, Ali Ndume. Briefing journalists shortly after the first reading of the bill was taken by the Senate, Ndume said the imposition of tax on communication service was a better way of distributing wealth in such a way that would not affect the ordinary people. He said increasing VAT would have very devastating effects on the economy as it would raise prices of goods and services. The bill provides the charging of nine per cent on calls and data usage. The bill reads in part, “There shall be imposed, charged payable and collected a monthly Communication Service Tax to be levied on charges payable by a user of an electronic communication service other than private electronic communication services. “The tax shall be levied on electronic communication services supplied by service providers. “For the purpose of this clause, the supply of any form of recharges shall be considered as a charge for usage of electronic communication service. “The tax shall be levied on such electronic communication services like voice calls, SMS, MMS, data usage – both from telecommunication services providers and internet service – as well as pay per view TV stations. “The tax shall be paid together with the electronic communication service charge payable to the service provider by the consumer of the service.” The bill stipulates that the Federal Inland Revenue Service would pay the tax collected together with any interest and penalty into the Federation Account. According to the bill, all service providers shall file a tax return to account for the tax. The Federal Government is concluding plans to reintroduce toll plazas on roads in the country. This was disclosed by the Minister of Works and Housing, Babatunde Fashola. He briefed State House correspondents alongside Minister of Information, Lai Mohammed, at the end of Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja. Stressing that there is no law against toll plazas in the country, he said that the Federal Government is working on modalities for reintroducing cashless toll plazas. Other logistics being worked out before the reintroduction, he said, acquiring more lands that will provide up to 10 lanes plazas. He also disclosed that the FEC meeting on Wednesday approved additional N15.765 billion for two roads in the country. The two roads are Suleja-Minna-Lambata road and Ibadan-Lagere-Ilesa bypass. He said the two roads contracts approved on Wednesday were upward review from initially approved rates. On the 101km Suleja-Minna-Lambata road, he said FEC on Wednesday approved additional N12.6 billion. PRESIDENT Muhammadu Buhari will today depart Abuja for a three-day state visit to South Africa, following an invitation by President Cyril Ramaphosa. The two leaders are billed to discuss the welfare of Nigerians eking out a living in the former apartheid enclave. The visit comes against the background of recent xenophobic attacks, the evacuation of 502 Nigerians and the exchange of visits by Special envoys of Presidents Buhari and Ramaphosa. A statement by the President’s Senior Special Assistant on Media and Publicity, Malam Garba Shehu, in Abuja, on Tuesday, said the two leaders would find common grounds for building harmonious relations among their respective citizens. ”While in South Africa, the Nigerian leader will hold a town hall meeting with Nigerians living in the country, to share in their experiences”, Shehu said in the statement. He said the President Buhari would use the opportunity to reassure Nigerians of government’s commitment to working for the protection of their lives and property and promoting peaceful co-existence. The statement reads: “President Buhari and his host will preside over the South Africa/Nigeria Bi-National Commission, during which a progress report will be presented. “At the end of the meeting, both leaders will sign a joint communique. “The President and his delegation including Nigerian business representatives will also participate at a South Africa-Nigeria Business Forum with their host counterparts.” According to Shehu, President Buhari will be accompanied by governors Abdullahi Ganduje (Kano), Simon Lalong (Plateau) and David Umahi (Ebonyi). As the nation celebrates her 59th independence anniversary, the National Emergency Management Agency (NEMA) received another batch of 161 stranded Nigerian returnees from Libya. Alhaji Idris Muhammed, the Coordinator, NEMA Lagos Territorial Office, confirmed the development to News Agency of Nigeria (NAN) on Tuesday in Lagos. Muhammed said the Nigerians arrived at the Cargo Wing of Murtala Muhammed International Airport, Lagos, at about 5.35 a.m. on Tuesday. He said the returnees were brought back aboard an Al Buraq Air aircraft with registration number 5A-DMG from Misrata City, a 200-kilometer distance from Tripoli, Libya. He added that the returnees were assisted home by the International Organisation for Migration and the European Union under the Assisted Voluntary Returnees Programme which started in April 2017. Muhammed said the stranded Nigerians were received on behalf of the Federal Government by NEMA and other agencies, including the Edo State Task Force Against Human Trafficking and the Nigeria Immigration Service. He said, “at the end of profiling of the returnees, there were 48 female adults, one female child and seven female infants, 93 male adults, five male children and seven male infants, totalling 161.” The coordinator said three male adults who had medical issues were immediately evacuated to the hospital for medical treatment. The Ondo State government has commuted the death sentence of seven people convicted of various offences to life imprisonment as parts of activities marking the 59th Independent anniversary of the country. Also, 18 persons serving various jail term for various offences have been released by the State government on the advice of the State Advisory Council of Prerogative of Mercy. Exercising his powers as the Acting Governor of the state, the Deputy Governor, Hon. Agboola Ajayi in a letter to the Comptroller of Nigerian Correctional Services said the seven inmates who have been convicted and sentenced to death by hanging and are awaiting execution should no longer be executed. The Chief of Army Staff, Lt. Gen. Tukur Buratai, has said that terrorism and terrorist groups could not be eliminated alone by the military unless religious bodies and organisations in the country come to the “forefront of this spiritual battle.” The Army chief noted that the focus must be religious groups interfacing on addressing the ideologies which fuelled the Boko Haram and ISWAP terrorists. Buratai stated this on Monday in Abuja during a spiritual warfare seminar at the Nigerian Army Resource Centre with the theme, “Countering insurgency and violent extremism in Nigeria through spiritual warfare.” The Army chief, who was represented by the Chief of Administration, Maj. Gen. Sani Yusuf, urged Islamic and Christian clerics across the Army formations to join the fight against terrorism, and reorient the people against negative ideologies. Buratai said, “It is easier to defeat Boko Haram and ISWAP terrorists than their ideology because, while we degrade the terrorists and their havens, the narrative of the ideology grows the group. “Therefore, communities, families, and groups should join in the fight and narratives to reject and prevent the ideologies of the terrorists and extremist groups. “Religious bodies and organisations in particular who interface regularly with the grassroots should be at the forefront of this spiritual battle and fashion out ways of stepping up their roles. “The fight against terrorism, Boko Haram and ISWAP, as well as other security threats, cannot be left to the troops in the battle field alone. “Yes, we will do our duties, but the need to tackle groups through spiritual warfare and re-orientating the followers against the ideology is also a necessity. “It is a well-known fact that terrorism and terrorist groups cannot be totally eliminated by mainly military actions. “This means focusing our efforts on the underlying narratives through ideologies that are employed by these terrorists to lure innocent citizens to their fold. “The need to defeat the ideologies of Boko Haram and ISWAP is based on the awareness that it is the ideologies that enhance their resources and help to recruit new fighters to their fold and as such; kill their ideology and the terrorist movement withers and dies.” The Army chief added that religious leaders and clerics who regularly interface with members of the society must “fashion out ways of stepping up [their] roles, remembering that the fight against terrorism is a collective responsibility.” https://www.chrysora.com/2019/09/30/just-in-spiritual-efforts-needed-to-defeat-boko-haram-buratai/

Speaking with State House correspondents, Ortom said “We came at the instance of the vice president to discuss the lingering problem between Benue and Ebonyi states in particular between Agila in Benue and Ngbo in Ebonyi. “We are also here with the acting DG, National boundary commission and we had taken far-reaching decisions to ensure that we demarcate the boundary between these two states so that we can hold our people responsible. “As it is now its difficult to identify the criminal elements who are creating tension and creating more of these problems. “So I believe that very soon the boundary commission would be coming out with a program that both Benue and Ebonyi will team up together to provide the necessary logistics and security to ensure that the boundary is demarcated. “Well, it’s a border crisis because we are talking about two states. We should know the limits of each state. It’s a border problem more like communal problem.” he said On TIV/Jukun crisis, he said, “Well, I know that there is a spillover. This is largely TIV and Jukum in Taraba. I have Jukun in Benue state. We are not fighting. There were issues in the past and I decided to set up a judicial commission of enquiry which is still sitting to look at the remote and immediate causes of this strife so that we will find a lasting solution to it. “This other one is more of a problem in Taraba but because there are TIV people in Benue and we are talking about TIV people so each time people are displaying some run back to Benue so that’s the spirit of it. “But I think that the governor of Taraba state is doing well. A family had to dig out the Corpse of a mother and her daughter in-law who has been buried some days ago because of land disputes. The Corpses has been in d mortuary for 6years before they were buried. The deceased family is very poor to extent of not having shelter which resulted in burying the dead in one of the empty land that belong to the family. The villagers who saw how the exhumed corpses are disrespected, out of anger, carried these corpses into the sitting room of the same family that dig it out. President Buhari has asked governors to stop fixing roads due to the huge amount requested by state governors after repairing Federal roads in their domains. Works and Housing Minister Babatunde Fashola stated this at a two-day interactive session with the Francis Uduyok-headed Ad Hoc Committee on Abandoned Federal Government Projects (Works) from 1999 till date. Fashola said: “What has happened to states; that’s another thing. The states submitted a bill of almost N1 Trillion when President Buhari was elected. He asked us to work out what was their entitlement and all of that. “Ultimately, the Bureau of Public Procurement (BPP) certified about N454 billion. I don’t remember the exact amount now, except for two states. I think Cross River… There’s another state that didn’t have the documents at the time. “But the decision to pay those inherited debts, including the ones I contracted as governor of Lagos, was with the caveat that I should tell the governors to leave Federal roads alone. Those were the directives. I was not the one that took the decision. “He said, ‘Tell them not to fix my roads again if they’re going to claim compensation. If you want to fix it and not ask for compensation, send me what you want to do. But if you want compensation, go and mind your business while I mind my business. This is because I have inherited enough debts.’” Giving a breakdown of the roads, the minister said Federal roads constituted about 18 per cent of the national road network, covering about 200,000 kilometres. He said the remaining 16 per cent belonged to the states and 64 per cent to the 774 local government areas. Fashola explained that the amount of inherited debts was more than the budget of the ministry. “So, that’s the reality,” he said. On the complaint by the National Assembly that the ministry was overstretching itself thin by handling 472 road projects at once, the minister said the incessant demands by lawmakers was partly responsible for the high number of projects in the ministry and conversely, continuous budget cuts was responsible for the abandoned projects. The minister said there must be a stop to new projects to allow for the completion of old projects. He said consensus and sacrifice were necessary for development “because our money is not enough for what we want to build”. To solve the cash flow problem, Fashola said the ministry was looking towards raising capital from the organised private sector (OPS), such as SUKUK and Presidential Infrastructure Development Fund. According to him, the SUKUK fund was targeted at about 28 roads out of 472 federal road projects. Justice Taiwo Taiwo of the Federal High Court in Abuja on Tuesday ordered the release the convener of #RevolutionNow protest, Mr. Omoyele Sowore, from the custody of the Department of State Service immediately. The judge said the activist should be released to his lawyer, Mr. Femi Falana (SAN), who is to produce him for arraignment whenever he is required. The judge, however, said since charges had already been filed against the activist, he must deposit his passport and other travel documents to guarantee his availability for trial.
