Make sure to state that your offer covers the tuition, insurance and living expenses. As regards to this offer, you are allowed to start study on a waived tuition fee. I wish you could get a tuition fee wavier letter from your school.

You are failing to address the major concerns of the VO.
Your tuition fee was called a research income..., do you know what that means, in your offer letter, what was the fund for??
Is either your SOP is not detailed enough or it is confusing the VO.
I suggest you work on your SOP, make it more understandable.

VO think the fund is a reward for your research input, and so you should pay your tuition fees before you commence your research in the said institute. I am sure this assumption does not correspond with your scholarship package, because I had same offer.
This is your third application, try and cover all loops.

The breakdown by Ircc was what is in my scholarship letter when my offer was increased from 22kCAD to 29k+CAD

I have emailed my professor and this is his advice:

I do not want to complicate the matter by giving a wrong advice here, but for the section below, maybe a note that states the tuition may be paid after arrival should suffice. Another note from SFU or government of Canada that shows the expected living expenses is probably helpful as well. Note that at SFU domestic and international graduate students have the same tuition fee (its value can be mentioned).

Note as I stated in my previous query here: Tuition is 8k+, I even found out that university residence is about 8k+.

Technically, I feel the the scholarship offer should cover the tuition fee and living expenses.

My fault during my application:
I didn't submit any bank statements.
And I also didn't submit the 250$ acceptance deposit I paid, I only stated I paid it.

My concerns
The VO is expected to know that my tuition fee is supposed to come from my financial aid. Because I mention my professor as my sponsor.

If he/she grants me visa, I will sort out my fares.

Why he/she is been concerned about my business statements, when I provided every other documents.

Well, I will submit another application again... Even though class has started and see how it goes.

Your sincere mindset got my attention when you were freely offering a candid advice to help me wriggle out the challenge of IRCC request of additional documents, and you mentioned at the bottom of your advice something that came across as a humble caveat that "you are also a study permit applicant". This your humility and sincerity was so much cherished by me, even more than the valuable advice you gave me. I said this because it made me to shop around for more insightful perspectives, and at the end of the day I was able to satisfactorily respond to IRCC and got my application approved.

I read in this forum that you will need to include the biometrics slip in your transmission package, if you are using the vfs center used for biometrics. Otherwise you will pay for transmission package.

Please which one is biometrics slip, I don't remember collecting any slip after my biometrics except the documents I went with, which include appointment letter, biometrics letter from IRCC and my passport.

Request for medical 30th
Status of eligibility and background check changed on 30th August
Medical done on 2nd Sept
Medical submitted to IRCC 5th Sept
Medical passed 5th Sept
PPR 10th September
Current status, still not showing completed for eligibility and background check, I don't know if that's normal.
Above all
I secured a fully funded PhD scholarship
4 years program
Submitted all necessary documents.
POF 4,000,000
I did it myself for the first time with the help of this forum.

I have extensive travel history from childhood. I included all my passport data pages and visa pages. Do I have to include scans of all my PoE stamps gotten while traveling?
The passport upload document size is already 2MB on the dot.

Yes, I paid for VFS for the passport transmission to IRCC and I equally paid for VFS to courier the passport to my house after stamping. I included these payment receipts in the package I asked DHL to handover to VFS. So, as rightly advised, I will wait for VFS to send me an acknowledgement or a confirmation that my passport has been received by them and the next actions to be taken. I was worry because I expected VFS to acknowledge my payment for the passport transmission immediately I made the payment last Thursday.

Resubmitting the application means you have fix the highlighted problem which is insufficient fund, without making a significant change there is no need applying again.
It will be nice if you can pay your remaining school fees without affecting much or non of the fund you have currently, add the children scholarship letters or prove, in your SOP state the reason why your three children were awarded these scholarships and how it has reduced your financial burden. You should also state the full time job awaiting your graduation with evidence.

Be aware of home ties, though it was not mentioned in your rejection letter, because you are eligible for SOWP, but it might be the reason since you are relocating four family members. Strengthen your home ties.

In your SOP state reason for previous sowp visa denial and the new changes.

With information, what would you suggest that I do? I have traveled to Nigeria two times in a year to see my family. It's really hard for me leaving my family. We didn't apply together as family because their passports refused to come out at the right time.

I think now is the best time to apply if you have sufficient fund, because bringing spouse with pgwp requires you securing a job in Canada for your spouse to qualify for SOWP. However your fund should be enough if you have paid your complete school fees and two of your children are eligible for VV.
If the three children are applying for study permits, and your school fee is yet to be paid, then the VO is right.That money can't be enough.
You should consider increasing the fund or maybe bringing your wife and a child first, later the other two children can join.

Friday is too close to start worrying and is a half day, Monday might be too busy for them, however you should receive a email from them confirming the received of your passport.

I did not book any appointment nor physically visit VFS office but rather I submitted my passport at DHL office and was given a tracking number. I tracked my passport on DHL platform, and it says the passport has been delivered to VFS Lagos on Friday by 9am. However, I have not received any notification from VFS that they have received my passport from DHL. Please, kindly advise how to confirm that truly VFS has received and will transmit it to IRCC for stamping.

I submitted all the requested additional documents with a truthful LOE to IRCC, and the caring Lord answered my prayer. Alhamdulillah, all glory to Him.

You can raise a webform to ask them, remember not state that a third party helped with the application unless you had filed the consent form when you submitted.
You can also request for your gcm note.

From your previous post, hope you know that college student are not eligible for SOWP, you might also need to recheck your fund for family of four. Also studying a course below your current level education is a bad signal.
