Christine Lagarde, managing director of the International Monetary Fund (IMF), says Nigeria’s economic situation is alarming, calling for a flexible exchange rate regime. Speaking on the World Bank/IMF special edition of BBC’s HardTalk anchored by Stephen Sackur, Lagarde said Nigeria has huge potential, especially in her youth. A nine-month child whom a Boko Haram commander had with one of his female captives has been killed by a snake. The incident happened last weekend when the deceased child was sleeping beside his 17-year-old mother. According to the BBC, the snake crept into their compound where they were relaxing as a result of the heat inside the house. The mother identified as Zara was rescued during a military operation in Sambisa Forest, a stronghold of the sect in Borno. In her first conversation with outsiders since her abduction over a year ago, she said she had not recovered from the pains. Zara said life was tough and dangerous, as air force jets bombarded the vast Sambisa. “They gave us a choice – to be married, or to be a slave. I decided to marry,” the BBC quoted her as saying. She was eventually rescued and reunited with her relatives, but the stigma she faced made her yearn for a return to Sambisa. “People call me a Boko Haram wife and called me a criminal. They didn’t want me near. They didn’t like me,” Zara said. Commenting on Zara’s life after Sambisa, Mohamed Umaru, her uncle said: “The women in our family realised she was three months pregnant. “In our family it happens that some of us are Christians and some are Muslims. She was a Christian before she was kidnapped but the Boko Haram who married her turned her into a Muslim.” There was a split in the family over what to do and they took a vote as to whether she should abort or keep the child. The majority prevailed and she gave birth to a boy. “She said her husband’s father is called Usman, so that is how she named the child,” Mohamed said. Zara said she had become an outcast in her community. ZaraZara, the traumatised teenager She now sits inside the small walled compound around her house, afraid to go outside because of the cruel insults of the neighbourhood children – messages of hate learned from their parents. “They didn’t like my child. When he fell sick nobody would look after him,” she said. “Some were happy that he died. They were happy the blood of Boko Haram had gone from the family.” Zara’s uncle said the girl’s condition had become so bad that she sometimes contemplates suicide. “They said thank God that the kid is dead, that God has answered their prayers,” Mohamed explained. “Sometimes she says she wants to go to school and become a doctor and help society, but sometimes, when people insult her, she says she wants to go back to the Sambisa Forest. “She always talks about her husband who happens to be a Boko Haram commander. She says the guy is nice to her and that he wants to start a new life with her. “She will go and do a suicide mission if she gets the chance. “People should understand that these children didn’t create this, but if we continue to stigmatise people with such trauma we might create something much, much bigger than Boko Haram in the future,” her uncle says. “You are creating a more dangerous thing than Boko Haram if you grow up not welcomed by society and with nobody wanting to help you. “My prayer is for the government to do something. They should come to their aid and reintegrate them and show them love.” Zara says she is in love with her husband although she believes she has been brainwashed. She feels abandoned by her family. “The feeling for the forest is strong now, but it will go away. Lagos State Governor, Akinwunmi Ambode says the state government will formally sign a Memorandum of Understanding, MOU, with investors for the construction of the proposed 4th Mainland Bridge before the end of next month. The 4th Mainland Bridge had been in the pipeline for the past 12 years but nothing significant had been achieved. The construction of the bridge is expected to cost over N240 billion. The 4th Mainland bridge construction would take off from Ajah through Langbasa to Ikorodu. At a time many people thought the 4th Mainland Bridge had been abandoned, Ambode offered hope when he said the MOU for the bridge construction would be signed before the end of May, 2016. Speaking at the Third Quarterly Town Hall meeting held in Ikorodu today, the governor said once the MOU was signed next month, works would begin on the 4th Mainland Bridge which would boost the economy of Lagos East Senatorial District. “Many investors have shown interest in the actualization of our dream for the 4th Mainland Bridge which will run from Ajah to Ikorodu to Isawo and berth at Ojodu, Ikeja back to the Ibadan expressway,” he said. On security, the governor said the state had achieved major breakthrough, saying that since the launch of the N4.78 billion security equipment, the state had won several battles against crime. Ambode said the quick response in the rescue of the kidnapped girls in Ikorodu and the quelling of the Mile 12 riot were testimonies of the effectiveness of the security system in Lagos. The governor added that many criminals had so far been arrested since the launch of the security equipment, saying that he was ready to pay for information given that would lead to the arrest of hardened criminals. “I am ready to pay monetary compensation for information on hardened criminals as we proceed to make Lagos crime-free. We are happy to report that crime rate has also reduced in the last Three months,” he said. On Okada riders on Ikorodu Road, the governor ordered the Commissioner of Police and other security agencies to enforce the law on the route and ensured that okada riders did not carry passengers from Mile 12 to Ikorodu on the expressway. “As much as okada is dangerous to our safety and security, we as government must create alternative, but I am happy that all our leaders and traditional leaders are here; with what we have provided on the Mile 12 axis, I don’t think anybody will want to ride okada again, it will fizzle out before I take my final action. “The truth is about safety. We have banned okada on that axis, the CP, RRS and others should enforce the law. Anyone you take, you send them out of business. You have to confiscate the okada and prosecute the people,” he said. Ambode re-emphasised that from now on, okada riders would not be tolerated between Mile and Ikorodu again, as government would take drastic action to nip the menace in the bud for the safety of lives. Also, the governor said his administration had recorded success in its Light Up Lagos Project as 68 rural communities were recently connected to the national grid while massive street and road lightings were ongoing across Lagos State, saying that places like Ile-Zik down to Tollgate on Lagos-Abeokuta Expressway had been lit up. Ambode revealed that the Light Blue Rail project was now about 85 percent completed, adding that he had also paid N561 million as West African Examination Council, WAEC, fees of 46,000 public school students in the state for this year’s Senior Secondary School Certificate Examination. The governor had also ordered the taskforce to serve evacuation notice all occupants of shanties at Ajelogo-Akanimodo axis, after which demolition of all shanties in the area should commence in earnest as such places harboured criminals. Ambode further hinted on plans to convert the Ikorodu-Imota-Itoikin-Agbowa Road to an eight-lane road under the Build-Own-Transfer, BOT, scheme. Noting that the government did not have fund for the reconstruction of the road, Ambode said some investors had shown interest in the construction of the road. “We don’t have the money, but we have investors who have shown interest, we are turning it to 8-lane road, it is the only place not touched, we will do it,” he said. No fewer than 31 inmates of Ikoyi Prison, Lagos breathe the air of freedom in continuation of amnesty being granted those awaiting trial in court by the Chief Judge of Lagos State, Justice Oluwafunmilayo Atilade. She continued her prison amnesty exercise Thursday, with the release of 31 inmates from the Ikoyi prisons. Justice Atilade had earlier on Wednesday released a total of 153 inmates from the Kirikiri Maximum and Medium prisons. The newly released brought to 184 the total number of awaiting trial inmates released from the prisons in Lagos. The Chief Judge admonished the freed inmates against returning to crime. She said her administration will continue to review cases of inmates who have no business being in prison. “Those of you that have been released today should see this as an opportunity for a new beginning. You must henceforth be of good behaviour and never return to crime,” she told the freed inmates. Justice Atilade stressed that her administration is committed to decongesting the prison and that situations where cases are allowed to prolong unnecessarily in court will not be tolerated. “The purpose of carrying this exercise is to achieve a reduction of the awaiting trial population in the prisons. Situations where cases are allowed to unnecessarily drag on in court will no longer be tolerated,” she said. Decrying some of the challenges why many deserving inmates do not benefit from the amnesty programme, the Chief Judge admonished the Lagos State Directorate of Public Prosecution to always provide the Prison Decongestion Committee detailed information about the awaiting trial inmates. She urged the DPP to develop mechanism where case files of inmates can easily be accessed and reviewed by the committee. Justice Atilade also noted that the prison authorities must also be up and doing by making available adequate and relevant information to the decongestion committee made up of Justices Oluwatoyin Ipaye, Raliatu Adebiyi, Toyin Taiwo and Magistrate E.A. Fabamwo. In his remark, the Deputy Comptroller in charge of Ikoyi Prison, Julius Ezeugwu thanked the Chief Judge for releasing the inmates. DCP Ezeugwu noted that inspite of the large number of awaiting trial inmates in Ikoyi prison, the facility personnels have continued to make the place a truly reformatory prison. “Your lordship, it is pertinent at this juncture to state that the total number of inmate as at today stands at 2295 out of which Awaiting Trial Inmates (ATM) constitutes 2009 inmates. This constitutes about 90 per cent while the convicted inmates is just 286 inmates. This about 10 per cent in a prison with a lock up capacity of 800 inmates”, he said. Ezeugwu noted that Ikoyi is run as a full correctional institute for reformation rehabilitation of offenders in contrast to the erroneous impression or notion of Nigerian Prisons as mere warehouse for criminal elements or a dungeon.

Nigeria has lost its Africa’s top oil producing status to Angola which saw its oil output rise to 1.78 million barrel-per-day in March. This is the latest data from the Organisation of Petroleum Exporting Countries (OPEC) which shows that Nigeria’s crude oil production fell by 67,000 barrels per day in March 2016. In its monthly oil market report for April, released on Wednesday, OPEC put crude oil production from Nigeria at 1.67 million BPD in March, down from 1.74 million BPD in February. Nigeria recorded the biggest drop in output in the month among its peers in OPEC, followed by Venezuela. According to OPEC, crude oil output increased mostly from Iran, Iraq and Angola, while production decreased in the United Arab Emirates, Libya and Nigeria. |

A man was arrested at an airport after being spotted trying to smuggle endangered live songbirds through customs stuffed in his trousers. The man, who was travelling to Taiwan from Tan Son Nhat International Airport in Ho Chi Minh City in Vietnam, was found with a total of 18 creatures hidden in special pouches and in a cage in his luggage. Pictures showed the man rolling up his trouser legs to expose the little birds in bags strapped to his shins with only their heads and tails sticking out. image Others were kept in specially made cages with screens inside his bags. The Institute of Tropical Biology confirmed that 11 of the birds belonged to protected species like the white-rumped shamas (Copsychus malabaricus), oriental shamas (Copsychus saularis) and melodious laughing thrush (Garrulax canorus). Customs officials are now investigating the man, who is believed to be a Vietnamese national.

The Nigerian National Petroleum Corporation (NNPC) says it is discharging five vessels of petroleum products, to stop the long queues that have persisted at fuel service stations. Also, the private operators are importing and discharging at least 120 million litres of petrol across Nigeria to put an end to the scarcity of petrol. The Group Executive Director of the NNPC Mallam Bello Rabiu, on Wednesday briefed reporters about what the corporation was doing to end the petrol crisis. According to him, about 1,500 trucks would soon be deployed every day to saturate the market in a very short time. The Group General Manager Public Affairs of the NNPC was also at the briefing with the Executive Directors Upstream and Downstream. The disclosure is coming on a day the Nigerian Senate called for an investigation into the operations of the NNPC’s Joint Venture Cash Calls Obligations. The upper legislative arm of government had said it would begin investigations into the operations of the NNPC after Senator Bassy Akpan drew the attention of the Senate to what he called the inability of the corporation to meet this obligation. Nigerians are still wasting man hours waiting to buy petrol, even after apologies and promises to end the crisis in weeks or is it in months. The NNPC also gave clarification over forex for independent importers who want to bring in petrol. The trial of the MD/CEO of Lekki Garden, Richard Nyong, by the Lagos State government for the collapse of an uncompleted building at one of the company’s constructions sites some weeks ago took a bizarre turn today when the Magistrate handling the case, Mrs. Folashade Batoku, was transferred under strange and suspicious circumstances. Mrs. Folashade Botoku, the Chief Magistrate in Ebute Metta High Court has been transferred by the prosecutors of Lagos State Government who are apparently not happy because she acted in line with the provisions of the Administration of Criminal Justice Law of Lagos State 2011 by granting bail to the M.D of Lekki Gardens (Mr. Richard Nyong), the defense has alleged. After the 1st Hearing held on March 11th, 2016, Nyong was remanded in police custody with no charges preferred against him. The 2nd hearing on the case was slated to hold on April 12th, 2016 wherein the Police Prosecutors in line with their investigations were supposed to bring formal charges against Mr. Richard Nyong. Strangely, the court didn’t sit, and everyone was informed by the Registrar that the court won’t be sitting because the Chief Magistrate has just been posted out of that particular court and cannot continue with proceedings. To this day, the Police and the Director of Public Prosecution Lagos State Ministry of Justice are yet to bring any formal charges against Mr. Richard Nyong who according to the bail requirement has been reporting to state CID Panti every day since he was granted bail 3 weeks ago. Richard’s international travel documents were submitted to the court in line with the conditions for bail, so he poses no flight risk and has met all the other bail conditions given to him as a law abiding citizen, the defense counsel has submitted. I do solemnly promise that this article is not a vendetta or a rant but an expression (without any mental reservation or purpose of evasion) of the mind of the majority of Nigerians. The minds of the younger ones that have had sleep taken away from their eyes for very many nights in the name of preparing for UTME, and still don’t have anything to show for it. I will also suggest possible solutions to this issue, so that the people that are on the other side of this matter will not think somebody is just trying to start wailing. So help me God. Amen. As at 1977 when there were only thirteen universities in Nigeria, each of those universities conducted its own matriculation examinations, and offered provisional admissions to deserving candidates independently. As far as many Nigerians then and now are concerned, the selection process was quite okay. At least it was fair enough; the people that were interested in any of those Universities just had to apply, write the examination, and if you are really good, admission is sure. But in 1978, the then Federal Military Government led by General Olusegun Obasanjo thought it was better to set up a body to conduct joint or unified matriculation examinations into these thirteen universities in Nigeria, so they set up the Joint Admissions and Matriculation Board (JAMB). Most Nigerians liked the idea. In August of 1988, which was during Major General Ibrahim Badamasi Babangida’s tenure as the Military Head of State, the decree was further strengthened to empower the body to conduct matriculation examinations for entry into all polytechnics and colleges of education, to place qualified candidates into the available places in these institutions. Again, Nigerians do not see anything wrong with that. Today in this Country, there are almost 300 accredited tertiary institutions, and the same body is still responsible for conducting matriculation examinations into these institutions. What we need to consider is how well the body has been fulfilling the purpose for which it was created. The way the Nigerian educational system has been structured, UTME has become most young people’s official baptism into the Nigerian Society. From nursery, through primary, to secondary school, most of their exams are internal, having the regular faces of their teachers and school management team around. Even during the Senior Secondary Certificate Examinations, they see the same faces, only plus one or two external invigilators. The UTME is supposed to be an avenue for the “leaders of tomorrow” to truly test their knowledge, to learn transparency, to learn the real values of hard work, and for confidence in the society and system to be built in them. But no, I do not think that JAMB is currently achieving that. These young people now think that in Nigeria, it is not hard work that pays; that there is little or no reward for it. I mean, what shall it profit a man to read hard- spending time to burn the midnight candle, and at the end not be given the result that he deserves? These young people now see alternatives to hard work, depending on bribery and corruption; this has made the interest of the Nigerian youth in learning, to be in a very critical condition. Parents that can afford it are taking foreign exchange out of this country to send their children to universities outside this country, even countries like the Republic of Benin and Togo. This is a big problem that will seriously affect the future of our dear Nigeria if something drastic is not done about it. I personally, think that the best time to even tackle the issue is now-this era of change, where government is making efforts to eliminate corruption- this beast that has finished having a good meal on today, and is taking large bites on the tomorrow of Nigeria. Let us now consider the most recent UTME that was conducted, the one that made one young man who applied for a course in the University of Lagos almost commit suicide. He had written UTME in 2015, scoring 215, but this year, with more preparation and experience, made a “wonderful” score of 160. By the time the examinations were concluded on March 14 2016, I started hearing strange things like JAMB dashing people forty marks across board, and I was wondering, “Where does that happen?” I found out that the reason for the additional 40 marks is because the marks that were awarded were not the real scores of those candidates. I also discovered that the challenges that rubbished the efforts of JAMB in conducting this year’s computer- based examinations were: system failure at the examination centers, questions with no answers, and in very many cases, candidates being assigned different centers from where their examinations were to hold. The problems start from accreditation of the centers. For next time, JAMB should do more in making sure that they properly monitor the centers that they accredit. You won’t believe that some greedy people, maybe relatives of Top JAMB officials just got a venue, borrowed computers from friends and family, and then invited JAMB to come and accredit them. Which they did! Then during the period of the examinations, systems were just coming on and off like Christmas lights in centers that were accredited by JAMB to play a big role in deciding the academic fate of young people. Too bad! JAMB should teach these young people honesty by example. Come out and publicly admit that this year’s examinations were a complete failure, and teach “our tomorrow leaders” the importance of excellence, by re-conducting the examination nationwide. We really don’t mind if they return to the use of OMR sheets this time, as long as they give these candidates what they truly deserve. I believe JAMB can learn from the way SAT and Test of English as a Foreign Language, TOEFL examinations are conducted. Like these exams, candidates can write JAMB within a full month or more, choosing their date and time within the year. Scores can be valid for at least two years and the scores from the exam, reported to two universities of their choices. We can include two polytechnics and two colleges of education each. This will reduce to a very large extent the pressure that comes from the population that tries to write the examination within a short period every year. It might also be considered expensive, but definitely not as expensive as the repercussion of letting this current problem to linger on. Well, just this little advice from me to the government before they go ahead to do only one of either unbundling, restructuring or privatizing JAMB: they look seriously into this situation, and let a positive change to be made in our educational sector. This sector should be the pilot sector for the change agenda of the present administration. The Lagos State House of Assembly on Tuesday, called on President Muhammadu Buhari to proffer solution to the lingering fuel scarcity and its attendant hardship on citizens. The call followed a motion raised by the Majority Leader of the House, Mr Sanai Agunbiade and seconded by Mr Segun Olulade, the Chairman, House Committee on Health, under matter of public urgent importance. President Muhammadu Buhari Agunbiade said a lot of workers were lamenting over gridlock caused by fuel queues. “In Lagos, every minute counts. Many workers now get queries for coming late to work. People now store petrol at homes. “Prices of goods and commodities are high, and fares have increased. The President should address the issue of fuel scarcity and deal with everyone involved,” he said. Olulade, on his part, said: “A lot of people are facing serious hardship; we have hospitals that cannot provide electricity in case of emergency because of scarcity. The President should address the issue quickly.” Contributing, Mr Tunde Braimoh, the Chairman, House Committee on Information, Strategy and Security, described the situation as ‘’embarrassing’’, saying that the President has all it takes to salvage the situation. Also, Mr Yinka Ogundimu, the Chairman, House Committee on Finance, said all agencies in Lagos were overstretched and a lot of time was wasted queuing for fuel. “We should call on the President to come up with immediate solution,” he said. The Speaker of the House, Mr Mudashiru Obasa, said it was not necessary to start apportioning blames or identifying scapegoats, but the Federal Government should find a lasting solution to the problem. “I saw people carrying kegs all over the city and I understand that some of them sleep at filling stations. “The roads from my house were deserted as I was coming to the office and this is a bad signal. “Mr President should look for a solution; we should not look at the past or blame the Petroleum Minister for what he said recently since he has apologised. We must take action now. “Whatever it is, our people should get fuel to move around for their businesses. We must avoid whatever can lead to angry mobs. It is becoming so unbearable and it must not be allowed,” he said. The Speaker directed the Clerk of the House, Mr Ganiu Abiru, to write a letter to the President to find a lasting solution to the problem and make fuel available in Lagos State. The House said that the President should address the people on the situation and appealed to residents to be calm until a solution was found to the problem. It also called on Buhari to direct all the necessary Ministries, Departments and Agencies (MDAs) that have direct connections with the distribution of fuel to help the masses by curbing the hardship. The lawmakers said that special attention should be given to Lagos State as the economic nerve centre of the nation as many workers now sleep at filling stations. The House also called on Gov. Akinwunmi Ambode to direct the necessary agencies in the state to effectively control gridlock occasioned by scarcity. It noted that the indiscriminate queuing at filling stations had affected traffic flow and many people were getting to their offices late.
