During Charles Solodu's Bank Recapitalization exercise in 2007, breeze blew and as they often say the secrets of the fowl were revealed.

One of such was a branch manager of a new generation bank who lived in a posh #4.5 million per year duplex in Victoria Garden City (VCG). He's two official cars, a driver and other support staff both at home and office.

Unfortunately, his bank couldn't meet up with the #25bilion capital base, and was acquired by another strong bank which led to many laying off including himself.

When his net gratuity was worked out, it was far less than #500k because he had taken a huge loan into a business that didn't materialise, and was deducted first.

Now, where will he live? What about his children's school fees? How'll he and his family survive the hard time?
There were many questions but with no space of certainty.

Already the landlord of his duplex was on his neck because the bank had stopped his rent. He needed to vacate his house before his properties were thrown out.

While a manager, he didn't think it wise to build a house of his or even acquire a house of his or even acquire a land which would've been appreciating in values. He didn't think ahead and plan for the rainy day. He believed things would always be as they were. He never envisaged where he later found himself.

But for his kindness while a bank manager, help came his way from a rather ridiculous place. His driver despite living on a sizeable salary of #50k was smart enough not to eat with his ten fingers but five and had built two different three bedroom flats in Ikorodu, and he gave one of the flats to him, his former boss, to live for two years for free pending when things will take a new shape for him.

Folks, this is not a cooked story, it's true life story with lessons for you.

A *Gazette* is the most bastardized word Land Sellers have peddled around to Purchasers and its the most confusing document that non-land experts have heard and know absolutely nothing about. They neither know what it looks like nor its percieved advantages or disadvantages and why it is one of the most important document you must be connected to unless your home could be demolished in future for it not being associated with it. Now before we talk about what a Gazette is, we have to Know what an Excisionis and how they are both connected.

*BRIEF HISTORY OF A GAZETTE:* Before the *Land-Use* Act in *1978* was enacted, Traditional families who had so much land power under their control benefited from taking pleasure over all the rights given to them as land owners. Because of this mega-power they wielded with land, they gave out lands to individuals under a tenancy system for them to use the land either for fishing or farming while they still maintained control over the portion of the land given to the individual.

It wasn’t until the creation of *Lagos Executive Development Board* in the *1950s* that individuals where now able to acquire land from the board directly in exchange for a sum of money instead of going to meet the traditional families to obtain land. This led to the Traditional Families now splitting their lands to keep some for the family use and others for sale to individuals directly to compete with the Lagos Executive Development.

This system still made the Traditional Families total top dogs in exercising exclusive rights with lands they chose to sell and the ones they chose to keep. This eventually led to the birth of land speculation in Nigeria because lands were very expensive to purchase and difficult to obtain. Because of this and other ancillary reasons, it finally led to the promulgation of the Land Use Decree on the *28th of March, 1978* that vested all lands in every state of the Federation under the control of the State Governors. People could now directly obtain land from the Governor and the Governor could allocate land to the individual or Companies inquiring about land and issue certificate of occupancy to these people it has allocated land to.

*The land use act coupled with other laws made it possible for the Governor who was now the owner of all lands in the state to actually have the power to Acquire more lands Compulsorily for its own public purpose to provide Amenities for the greater good of the citizens.* The Acquisition of land from the Family by the Governor who is now the custodian of all lands in the state was now empowered by the Land Use Act to take the general control and management of all URBAN land and any area designated as an Urban area by the Governor shall be *published in an Official Government Record book known as the Gazette.*

Any area, community or village the Governor designates as an Urban Area is an Acquired land and the rest of the land it has not Acquired may be given back to the community it was acquired from in the form of an Excision.

*“An Excision means basically taking a part from a whole and that part that has been excised, will be recorded and documented in the official government gazette of that state.”*

So for example if in 1981, Victoria Island, Ikoyi and Lekki were all part of one big Community joined together called Oniru and it had no separation to know which area is called ikoyi, lekki or V.I then and it has an approximate total area square meters estimate of 100,000 square meters and the Government is interested in that area and decides to take 70,000 square meters for its self for its own personal use as an Urban Area or public purpose, it will record this acquisition in the official government gazette and also record that the remaining 30,000 square meters has been left alone for the traditional family to have and do with it whatever it pleases it to do.

This my friends is the sweet relationship between a land under acquisition, an excision and gazette.

So for example if in 1981, Victoria Island, Ikoyi and Lekki were all part of one big Community joined together called Oniru and it had no separation to know which area is called ikoyi, lekki or V.I then and it has an approximate total area square meters estimate of 100,000 square meters and the Government is interested in that area and decides to take 70,000 square meters for its self for its own personal use as an Urban Area or public purpose, it will record this acquisition in the official government gazette and also record that the remaining 30,000 square meters has been left alone for the traditional family to have and do with it whatever it pleases it to do.

Lagos State Governor, Mr. Akinwunmi Ambode on Saturday said that the refinery, petrochemical, gas and fertilizer projects being undertaken by Africa's richest man and business mogul, Aliko Dangote at the Lekki Free Zone (LFZ) in Lagos would significantly boost the economy of Lagos and Nigeria in general.

Governor Ambode who spoke to newsmen shortly after an extensive inspection tour of the projects by the Nigeria's Vice President, Prof. Yemi Osinbajo and some members of the Federal Executive Council, said the projects would have great multiplier effects on the nation's economy.

He said, "Firstly, there is a refinery project that is ongoing, second there is a petrochemical project that is also ongoing. There is pipeline transfer project that brings gas from Bonny down to Olokonla and down to Lekki and then the fourth one is the fertilizer project all in one location."

He said the projects would also be critical to the economic growth of the Lagos East and West Senatorial Districts which according to him, will be open to massive investment opportunities on completion.

Governor Ambode said the decision of the Vice President to lead the inspection visit to the projects was a signpost to the benefits inherent not just for the State but to the nation.

He assured that his administration would provide the necessary support to ensure that the projects are completed within schedule.

"The coming of the Vice President to inspect this project is instructive and a sign post that the Federal Government is in support of what is going on us and the truth is this, we might not be able to show you all that is going on here but in another few weeks, we will do an aerial view of this project and also do a documentary because for the very first time we are going to have a Petrochemical project that is coming on stream by December 2017; a Refinery that is coming on stream by the first quarter of 2019 and also the Gas project that is coming on stream by 2018. You can just imagine or visualize what that means to the economy of Lagos," Governor Ambode said.

He added that apart from the 135,000 direct jobs that will be created from the projects, another 100,000 indirect jobs would be generated while income accruable to the Federal Government would be in the region of over $500million in three years.

"It is important that we understand the debt of what has happened here and also use it as a platform to encourage other investors that Lagos is on the rise and the future of Lagos is very bright," the Governor said.

Osinbajo, while addressing newsmen after a project briefing at the LFZ, said the project as a whole is an incredible industrial undertaken being the largest and the most ambitious in Africa.

The Vice President who was accompanied on the inspection by the Ministers for Finance, Kemi Adeosun; Solid Minerals, Dr. Kayode Fayemi and Power, Works and Housing, Mr. Babatunde Fashola and Industry, Trade and Investment, Mr. Okechukwu Enelamah, said the Gas Project upon completion has the capacity to produce about three billion cubic feet of gas daily, which would permanently address the two billion cubic feet daily gas required to power the country.

"This is incredible if that can be done because it would be a major strategic asset for Nigeria, It would boost our power supply tremendously," the Vice President said.

On his part, Alhaji Dangote said the decision to site the projects in Lagos was due to the investment friendly climate in the State.

"Lagos is one State that is very investor friendly and the Governor himself has always been asking what are the issues and he normally put in place steps to resolve those issues immediately,” he said.

He said the Gas Pipeline Project would guarantee uninterrupted power supply in Lagos on completion, which he said would also positively increase the State's Gross Domestic Project (GDP).

Dangote further said the projects would also attract other bigger investors into the Zone.

He also said the projects would benefit the local communities as at least 65 per cent of people in the catchment area would be employed, while over 1000 would be trained.

"Our target is that in the next five years or so from now, we hope and we believe that half of Nigeria's crude will be refined and exported rather than just exporting crude to go and create jobs elsewhere," Dangote said.
