Drop screenshot of the exact amount u received. Probably it might have been sent as Gns, that was why the Chargeback was possible and that was also why u received less that the $103 cos of PayPal fee. But i think PayPal do charge about 5% fee so if he sent $103 u should receive around $97-$97 or there about.

Yesterday I made a post to buy $5 worth of Bitcoin to send to a wallet but I didn't get a seller because the amount is too low so I had to sell one of my gift cards on paxful and it was a succes.

Now I have Bitcoin in my paxful wallet but the problem is the fees. You can imagine $4 in fees because you want to send $5 worth of bitcoins to an external wallet, that's crazy if you ask me.
