If ICC could not prosecute the western governments despite glaring evidences of war crimes, why must we Africans allow ourselves to be bullied?

Why is PMB still retaining the service chiefs despite their obvious poor performance and the fact they are long die for retirement? Are they the only capable hands in the military?
