Ten persons have been arrested by the Special Fraud Unit (SFU) of the Nigeria Police for allegedly defrauding the Federal Government of N1.3 billion in a fresh petrol subsidy scam.
This is contained in a statement in Lagos on Wednesday, signed by Oleka Felix for the unit’s Public Relations Officer.
According to the statement, the arrest was sequel to a petition filed by the Presidential Committee on Verification and Reconciliation of Fuel Subsidy Payments dated October 31, 2012.
The petition specifically requested for the unit’s assistance to investigate subsidy claims by Eurafric Oil and Coastal Services Ltd.
It stated that the request concerned six fuel import transactions allegedly executed between 2010 and 2011 by Eurafric Oil and Coastal Services Ltd.
It added that over N6 billion was allegedly received by Eurafric Oil and Coastal Services Ltd from the Federal Government as fuel subsidy payment.
The statement said 36-year oil law graduate and Managing Director, Eurafric Oil and Coastal Services Ltd, (names withheld) was arrested and had confessed to the crime.
It stated that he was granted permit to import PMS by the Federal Government of Nigeria between 2010 and 2011 under the subsidy scheme.
The statement said rather than execute the permits, he sold one of it to a company named “Tubbs Marine Services Ltd., at the cost of N65 million.’’
“Tubbs Marine Services Ltd did not import any product based on the permit but fraudulently arranged forged documents of Cornerstone Insurance Plc.
“The suspect arranged with the insurer of the transaction, applied and received payment of N1.3 billion as subsidy claims.
“Eurafric Oil and Coastal Services Ltd. and Tubbs Marine Services fraudulently collected the subsidy claim via a joint account named Eurafric Oil and Coastal Services Ltd. in Sterling Bank Plc’’, it said.
The statement explained that the Sterling Bank, through its staff (names withheld), confirmed that they processed Form `M’ and other documents in respect of the transaction.
It added that the bank denied knowledge of how funds were sourced to finance the transaction or how the supposed supplier was paid for products allegedly supplied.
The statement said that the bank also confirmed that an inflow of sovereign debt note valued N1.3 billion was later made into the account of Eurafric Coastal Services Ltd.
“The movement of money from the UK foreign account to an account in Nigeria’s Unity Bank Plc, led to the discovery that Fago Petroleum Ltd. is owned by Managing Director of Tubbs Marine Services Ltd.
“It showed that the oil marketer and supplier are only but one person and there was no product supplied but funds were merely moved out of Nigeria and returned back to Nigeria by the same clique of fraudsters.
“This is to create the impression that a genuine import of PMS is taking place,” said the statement.

The embattled Minister of Aviation, Ms. Stella Oduah, has commenced last- ditch efforts to save her job.
Sources revealed that she had used the last few days seeking private audience with President Goodluck Jonathan.
On Friday for instance, she was sighted at the Presidential Villa in Abuja as calls by groups for her removal over the purchase of two BMW bulletproof cars for her by the Nigerian Civil Aviation authority heightened.
The NCAA spent a whopping $1.6m(N225m) on the two cars which market value is N36m each.
A very reliable Presidency source, who disclosed Oduah’s visit to the Villa, said she “wanted to explain herself to the President, who like every Nigerian, was embarrassed by the media reports and the evidence of the purchase of the two cars at an outrageous sum of N225m.”
The source said, “She was here (Villa) on Friday but like you know, Mr. President was busy throughout the weekend.”
When asked if Oduah eventually saw Jonathan, he replied, “I cannot tell for sure if the minister who looked worried saw him or not.”
However, the source dismissed speculations that Oduah, who is to appear before the Senate this week over the crisis facing the Aviation industry, was at the Villa to beg the President to prevent possible sanctions.
He stated that should she decide to beg, she would most likely reach out to highly placed Nigerians who have the ears of the President.
The source mentioned the Chairman of the Peoples Democratic Party Board of Trustees, Chief Tony Anenih; former President Chief Olusegun Obasanjo; and Ijaw National Leader, Chief Edwin Clark, as such prominent Nigerians.
Our correspondents gathered that apart from the calls from outside government circle for her sacking, some of her colleagues are believed to be telling people close to her to advise her to voluntarily quit in order to save the Jonathan administration further embarrassment.
A female minister is said to be leading the campaign as she sees this as an opportunity to get even with Oduah.
It was learnt that a female minister, who allegedly bought a private jet, has been angry that Oduah was the prime suspect in an embarrassing publication involving the leasing of the jet at outrageous sums per trips made by top government officials.
Investigations also revealed that the release of the documents on the purchase of the two vehicles was likely the fallout of infighting among female ministers in the President’s cabinet.
Meanwhile, strong indications emerged on Sunday that the Economic and Financial Crimes Commission may probe the bulletproof car scandal.
A source at the EFCC said the scandal came as a shock to most of his colleagues.
The source said, “Like you and all other Nigerians, it is natural that all of us are shocked by what happened. I think you should hold it there until events unfold.”
The Special Adviser to the President on Political Matters, Ahmed Gulak, had in an interview with one of our correspondents, assured Nigerians that the President would not shield the minister if found culpable.
He had said, “I can assure you that President Jonathan will not shield the minister or any government official for that matter if he receives information that is true.”
Meanwhile, Ms. Oduah is expected to appear before the Senate as the Senate resumes plenary on Tuesday.
The Senate had summoned her and heads of parastatals under the Aviation ministry over the air accidents in the country.

An asteroid that could hit Earth with the power of 2,500 nuclear bombs flew close to the planet on September 16.
Last night, Ukrainian astronomers said there is a chance it could come even closer and strike our planet on August 26, 2032.
Nasa has attempted to calm nerves by issuing a 'a reality check', which highlights that the probability of an Earth impact is only one in 63,000.
That means astronomers are 99.9984 per cent certain that it will miss Earth's orbit. Crimean Astrophysical Observatory found the massive asteroid, called 2013 TV135, last weekend and the international scientific community has already rated it as one of the two most dangerous asteroids ever recorded.
The asteroid is initially estimated to be about 1,300 feet (400 meters) in size and its orbit carries it as far out as about three quarters of the distance to Jupiter's orbit and as close to the sun as Earth's orbit.

As of October 14, asteroid 2013 TV135 is one of 10,332 near-Earth objects that have been discovered. Scientists have given it a danger rating of 1 out of 10 on the Torino Scale. Only one other asteroid has been given a rating of 1.
The risk for all others has been judged 0, negligible. The effects of an impact would be catastrophic, especially if it struck a populated area. If 2013 TV135 were to collide with Earth, it is estimated to impact with 2,500 megatons of explosive power.
The standard U.S. Minute Man II missiles carries a nuclear warhead with an explosive power of a little over 1 megaton. But Nasa said that with only a week of observations for an orbital period that spans almost four years, its future orbital path is 'still quite uncertain.'
The space agency expects the object to be easily observable in the coming months, and will be using the Minor Planet Centre in Cambridge, Massachusetts to improve calculations.
The asteroid was discovered by astronomers at the Crimean Astrophysical Observatory and later confirmed by scientists as observatories in Spain, Italy and Siberia, Russia
It said the most likely result will be a dramatic reduction, or complete elimination, of any risk of Earth impact.
"To put it another way, that puts the current probability of no impact in 2032 at about 99.998 per cent," said Don Yeomans, manager of Nasa’s Near-Earth Object Programme Office at the Jet Propulsion Laboratory in Pasadena, California.
"This is a relatively new discovery. With more observations, I fully expect we will be able to significantly reduce, or rule out entirely, any impact probability for the foreseeable future."
The asteroid is much smaller than the interplanetary object that hit Earth and killed off the dinosaurs 65million years ago. Currently, 2007 VK184 is believed to have the best chance of striking Earth.
The 420-foot-wide object is said to have a 1 in 2700 chance of making contact with the planet in 2048. It is the only other asteroid to have a 1 rating on the Torino Scale.

Fatima hails from Hong city in Adamawa state.
According to sources, depressed Fatima sent out an apparentsuicide letterto a couple of friends onFacebookon the 1st of October 2013.
In the suicide note, Fatima informs friends of her intention ofkilling herselfbut her friends thought she was joking.
One of her friends who got the mail late was convinced that Fatima would kill herself for using the term “end it all” but she was pacified by those she told who assured her that perhaps she had read too much meaning into the mail….she let it be but alas a few days later on October 8, 2013 exactly 3 hours after her last Facebook post, people started commenting that she had died.
To everyone’s surprise Fatima’s corpse was found by her family on the same day…. Alas she hadkilled herself.
People should try to act on time anytime a message of this nature is received who knows if they had reached out to her, she wouldn’t have killed herself.
May the Lord comfort her family and give Fatima eternal rest.

A 33 year old man is on the run after murdering his wife with acid. On Friday October 11th, a man named Sunday Eze from Obiofia Nnewichi Nnewi in Anambra State, went to his father-in-law's house at Edoji Uruagu to see his estranged wife, 23 year old Ebere Eze (Nee Agwuncha) who had moved back to her father's house after falling out with her husband. The victim's in-law said Sunday came to the house that Friday and claimed he had recently bought new plots of land he wanted his wife to see. He managed to convince Ebere to go with him to go see the land. As they approached Oraifite/Ichi axis in Ekwusigo Local Government, Sunday Eze turned on his wife and attacked her. He beat her with iron and poured acid on her. He then forced some of the acid down her throat.
The lady's screams attracted some policemen who were passing by the area but by then, her attacker was long gone. The policemen rushed her to Nnamdi Azikiwe University Teaching Hospital Nnewi where she later died.
According to the victim's in-law Sunday called his wife's family yesterday Sunday 13th demanding for forgiveness for what he did, but not really saying why he attacked his wife so viciously.
