The Federal Government is scrapping the National Examinations Council, NECO, and the National Poverty Eradication Programme, NAPEP among other government agencies. It is also divesting the Joint Admissions and Matriculations Board of powers to conduct examinations into tertiary institutions in the country.
The government is taking the decision in order to streamline agencies of government and reduce the cost of governance.

The decision, Vanguard gathered is part of the recommendations of the Steve Oronsaye Panel Report on the reform of government agencies and ministries.

The Oronsaye Committee Recommendations

Mr Oronsaye who was the former Head of the Civil Service of the Federation recommended the abolition of 38 agencies, merger of 52 and reversal of 14 to departments in ministries.

According to the white paper, which was drafted by a committee headed by the Attorney General of the Federation, Mohammed Adoke, the Joint Admission and Matriculations Board would be divested of the powers to conduct matriculation examinations into tertiary institutions while universities would be allowed to conduct their entrance examinations to students.

Although the JAMB would not be scrapped, it would be a mere administrative structure that would set standard for minimum requirements on how the various universities would conduct entrance examinations.

JAMB to be re-modelled

JAMB will be modelled along same line with the body in the United States of America which sets standards for admissions into institutions of higher learning.

Other decisions taken by government on the Oronsaye committee include the scrapping of the National Examinations Council, NECO, the National Poverty Eradication Programme, NAPEP, and the National Complaints commission.

The report seen by Vanguard, recommended that the functions of NECO would be assumed by the West African Examinations Council, WAEC, which will also take over the structures of NECO nationwide.

In order to make up for the deluge of students who sit for the external examinations of Neco, WAEC would be expected to conduct two external examinations, one in January and another in November for external students while still running its internal examination programmes for secondary school students.

Under the proposal, the National Poverty Eradication Programme would be replaced by an agency called National Agency for Job Creation and Empowerment (NAJCE) while the National Complaints Commission will be merged with the National Human Rights Commission.

The Government rejected the recommendation urgung the scrapping of the Economic and Financial Crimes Commission, the Independent Corrupt Practices Commission and the Ministry of Police Affairs, saying it would be counter productive.

A member of the committee told Vanguard that the decision was preparatory to government’s plans to overhaul major sectors in the country.

“JAMB will be divested of the admission provision. It will no longer conduct examinations but will be a clearing house. Every school will admit its students.

“Neco will be scrapped and its infrastructure will be merged with that of the West African Examination Council (waec).

“Universities will be allowed to set their standards but jamb will set the minimum standard for admission into all tertiary institutions” the source said.

Several efforts to reach the Special Adviser to the President on Media and Publicity failed as he did not pick his phones as at the time of this report.

It will be recalled that the Oronsaye report stated that the average cost of governance in Nigeria is believed to rank among the highest in the world.

Oronsaye said in his report that “there are 541 Government Parastatals, Commissions and Agencies (statutory and non-statutory).

“Going by the recommendations of the Committee, the figure of statutory agencies is being proposed for reduction to 161 from the current figure of 263.

“The Committee believes that if the cost of governance must be brought down, then both the Legislature and Judiciary must make spirited efforts at reducing their running costs…”

Is this a replica (see photo) of an ancient single-seat rocket-ship?

That’s what it looks like to Zecharia Sitchin, the leading authority and scholar on the Ancient Astronaut theory. Hidden away in the Istanbul Archaeology Museum in Turkey for a quarter of a century, Sitchin recently convinced the Museum that this artifact may indeed be ancient, and not the modern forgery they concluded it must be, simply because our current view of our ancient history doesn’t include rocket-ships.

In his article in Atlantis Rising Magazine, Issue 15, Sitchin describes this object as,

"a sculpted scale model of what, to modern eyes, looks like a cone-nosed rocket-ship… Powered by a cluster of four exhaust engines in the back surrounding a larger exhaust engine, the rocket-ship has room for a sole pilot—actually shown and included in the sculpture."

He describes the pilot as sitting with legs folded toward his chest, and wearing a one-piece "ribbed pressure suit" which becomes boots at the feet, and gloves at the hands, and points out that since the pilot’s head is missing, we cannot know whether the pilot wore a helmet, goggles, or other headgear. The artifact measures 23 centimeters long, 9.5 cm high, 8 cm wide, or 5.7 inches long, 3.8 inches high, and 3.5 inches wide.

Sitchin spent years tracking down the artifact, until he located it at the Archaeology Museum in Istanbul. It was excavated at Toprakkale, a city known in ancient times as Tuspa, where the kingdom of Urartu reigned briefly over 2500 years ago. The museum curators decided this small artifact must be a forgery because it differs from the era’s style, and more importantly, it looks like a space capsule.

They reasoned that since there were no space capsules in ancient times, it must be a modern fake, a practical joke, made of plaster of Paris and marble powder.
However, during Sitchin’s visit to Istanbul and the Museum in September 1997, he met with the Director, Dr. Pasinli, who took the artifact from a drawer, and allowed Sitchin to examine and photograph it. It looked to Sitchin to be carved from a porous, volcanic ash stone, the details very precise.



Dr. Pasinli asked Sitchin what he thought. It is not out of context, Sitchin told the Director and his colleagues, when you view various artifacts that also seem to represent an ancient, space faring civilization.



In Sitchin’s "The Lost Realms," you’ll find illustrations of artifacts that may represent bearded spacemen and rocket-ships from Mexico, and from Lebanon, what might be a rocket-ship on a landing platform. He advised the Museum directors to allow viewers to decide for themselves what it is, while stating their own doubt about the artifact’s authenticity.

This was enough to convince the curators to finally put the object on public display. Be sure to have a look for yourself next time you are in Istanbul.

Government Suppression and Ethnocentrism:

Avoiding Anomalous Evidence in NZ, China and Mexico


In New Zealand, the government actually stepped in and enacted a law forbidding the public from entering a controversial archaeological zone. This story appeared in the book, Ancient Celtic New Zealand, by Mark Doutré.

However, as we will find (and as I promised at the beginning of the article), this is a complicated conspiracy. Scientists trying to protect their "hallowed" theories while furthering their careers are not the only ones who want artifacts and data suppressed. This is where the situation gets sticky.

The Waipoua Forest became a controversial site in New Zealand because an archaeological dig apparently showed evidence of a non-Polynesian culture that preceded the Maori--a fact that the tribe was not happy with. They learned of the results of the excavations before the general public did and complained to the government. According to Doutré, the outcome was "an official archival document, which clearly showed an intention by New Zealand government departments to withhold archaeological information from public scrutiny for 75 years".

The public got wind of this fiasco but the government denied the claim. However, official documents show that an embargo had been placed on the site. Doutré is a student of New Zealand history and archaeology. He is concerned because he says that artifacts proving that there was an earlier culture which preceded the Maori are missing from museums.



He asks what happened to several anomalous remains:

Where are the ancient Indo-European hair samples (wavy red brown hair), originally obtained from a rock shelter near Watakere, that were on display at the Auckland War Memorial Museum for many years? Where is the giant skeleton found near Mitimati?

Unfortunately this is not the only such incident. Ethnocentrism has become a factor in the conspiracy to hide mankind's true history. Author Graham Hancock has been attacked by various ethnic groups for reporting similar enigmatic findings.

The problem for researchers concerned with establishing humanity's true history is that the goals of nationalists or ethnic groups who want to lay claim to having been in a particular place first, often dovetail with the goals of cultural evolutionists.

Archaeologists are quick to go along with suppressing these kinds of anomalous finds. One reason Egyptologists so jealously guard the Great Pyramid's construction date has to do with the issue of national pride.

The case of the Takla Makan Desert mummies in western China is another example of this phenomenon. In the 1970s and 1980s, an unaccounted-for Caucasian culture was suddenly unearthed in China. The arid environment preserved the remains of a blond-haired, blue-eyed people who lived in pre-dynastic China. They wore colorful robes, boots, stockings and hats. The Chinese were not happy about this revelation and they have downplayed the enigmatic find, even though Asians were found buried alongside the Caucasian mummies.

National Geographic writer Thomas B. Allen mused in a 1996 article about his finding a potsherd bearing a fingerprint of the potter. When he inquired if he could take the fragment to a forensic anthropologist, the Chinese scientist asked whether he "would be able to tell if the potter was a white man". Allen said he was not sure, and the official pocketed the fragment and quietly walked away. It appears that many things get in the way of scientific discovery and disclosure.

The existence of the Olmec culture in Old Mexico has always posed a problem. Where did the Negroid people depicted on the colossal heads come from? Why are there Caucasians carved on the stele in what is Mexico's seed civilization? What is worse, why aren't the indigenous Mexican people found on the Olmec artifacts?



Recently a Mexican archaeologist solved the problem by making a fantastic claim: that the Olmec heads -- which generations of people of all ethnic groups have agreed bear a striking resemblance to Africans -- were really representations of the local tribe.

STORM-TROOPERS FOR DARWINISM
The public does not seem at all aware of the fact that the scientific establishment has a double standard when it comes to the free flow of information. In essence, it goes like this... Scientists are highly educated, well trained and intellectually capable of processing all types of information, and they can make the correct critical distinctions between fact and fiction, reality and fantasy. The unwashed public is simply incapable of functioning on this high mental plane.

The noble ideal of the scientist as a highly trained, impartial, apolitical observer and assembler of established facts into a useful body of knowledge seems to have been shredded under the pressures and demands of the real world. Science has produced many positive benefits for society; but we should know by now that science has a dark, negative side. Didn't those meek fellows in the clean lab coats give us nuclear bombs and biological weapons? The age of innocence ended in World War II.

That the scientific community has an attitude of intellectual superiority is thinly veiled under a carefully orchestrated public relations guise. We always see Science and Progress walking hand in hand. Science as an institution in a democratic society has to function in the same way as the society at large; it should be open to debate, argument and counter-argument. There is no place for unquestioned authoritarianism. Is modern science meeting these standards?

In the Fall of 2001, PBS aired a seven-part series, titled Evolution. Taken at face value, that seems harmless enough. However, while the program was presented as pure, objective, investigative science journalism, it completely failed to meet even minimum standards of impartial reporting. The series was heavily weighted towards the view that the theory of evolution is "a science fact" that is accepted by "virtually all reputable scientists in the world", and not a theory that has weaknesses and strong scientific critics.

The series did not even bother to interview scientists who have criticisms of Darwinism: not "creationists" but bona fide scientists. To correct this deficiency, a group of 100 dissenting scientists felt compelled to issue a press release, "A Scientific Dissent on Darwinism", on the day the first program was scheduled to go to air. Nobel nominee Henry "Fritz" Schaefer was among them. He encouraged open public debate of Darwin's theory:

Some defenders of Darwinism embrace standards of evidence for evolution that as scientists they would never accept in other circumstances.

We have seen this same "unscientific" approach applied to archaeology and anthropology, where "scientists" simply refuse to prove their theories yet appoint themselves as the final arbiters of "the facts". It would be naive to think that the scientists who cooperated in the production of the series were unaware that there would be no counter-balancing presentation by critics of Darwin's theory.

Richard Milton is a science journalist. He had been an ardent true believer in Darwinian doctrine until his investigative instincts kicked in one day. After 20 years of studying and writing about evolution, he suddenly realized that there were many disconcerting holes in the theory. He decided to try to allay his doubts and prove the theory to himself by using the standard methods of investigative journalism.

Milton became a regular visitor to London's famed Natural History Museum. He painstakingly put every main tenet and classic proof of Darwinism to the test. The results shocked him. He found that the theory could not even stand up to the rigors of routine investigative journalism.

The veteran science writer took a bold step and published a book titled The Facts of Life: Shattering the Myths of Darwinism. It is clear that the Darwinian myth had been shattered for him, but many more myths about science would also be crushed after his book came out. Milton says:

I experienced the witch-hunting activity of the Darwinist police at first hand - it was deeply disappointing to find myself being described by a prominent Oxford zoologist [Richard Dawkins] as "loony", "stupid" and "in need of psychiatric help" in response to purely scientific reporting.

(Does this sound like stories that came out of the Soviet Union 20 years ago when dissident scientists there started speaking out?)

Dawkins launched a letter-writing campaign to newspaper editors, implying that Milton was a "mole" creationist whose work should be dismissed. Anyone at all familiar with politics will recognize this as a standard Machiavellian by-the-book "character assassination" tactic. Dawkins is a highly respected scientist, whose reputation and standing in the scientific community carry a great deal of weight.

According to Milton, the process came to a head when the London Times Higher Education Supplement commissioned him to write a critique of Darwinism. The publication foreshadowed his coming piece: "Next Week: Darwinism - Richard Milton goes on the attack". Dawkins caught wind of this and wasted no time in nipping this heresy in the bud. He contacted the editor, Auriol Stevens, and accused Milton of being a "creationist", and prevailed upon Stevens to pull the plug on the article. Milton learned of this behind-the-scenes backstabbing and wrote a letter of appeal to Stevens. In the end, she caved in to Dawkins and scratched the piece.

Imagine what would happen if a politician or bureaucrat used such pressure tactics to kill a story in the mass media. It would ignite a huge scandal. Not so with scientists, who seem to be regarded as "sacred cows" and beyond reproach. There are many disturbing facts related to these cases. Darwin's theory of evolution is the only theory routinely taught in our public school system that has never been subjected to rigorous scrutiny; nor have any of the criticisms been allowed into the curriculum.

This is an interesting fact, because a recent poll showed that the American public wants the theory of evolution taught to their children; however, "71 per cent of the respondents say biology teachers should teach both Darwinism and scientific evidence against Darwinian theory". Nevertheless, there are no plans to implement this balanced approach.

It is ironic that Richard Dawkins has been appointed to the position of Professor of the Public Understanding of Science at Oxford University. He is a classic "Brain Police" stormtrooper, patrolling the neurological front lines. The Western scientific establishment and mass media pride themselves on being open public forums devoid of prejudice or censorship. However, no television program examining the flaws and weaknesses of Darwinism has ever been aired in Darwin's home country or in America. A scientist who opposes the theory cannot get a paper published.

The Mysterious Origins of Man was not a frontal attack on Darwinism; it merely presented evidence that is considered anomalous by the precepts of his theory of evolution.

Returning to our bastions of intellectual integrity, Forest Mims was a solid and skilled science journalist. He had never been the centre of any controversy and so he was invited to write the most-read column in the prestigious Scientific American, "The Amateur Scientist", a task he gladly accepted. According to Mims, the magazine's editor Jonathan Piel then learned that he also wrote articles for a number of Christian magazines.



The editor called Mims into his office and confronted him.


"Do you believe in the theory of evolution?" Piel asked.


Mims replied, "No, and neither does Stephen Jay Gould."

His response did not affect Piel's decision to bump Mims off the popular column after just three articles.

This has the unpleasant odor of a witch-hunt. The writer never publicly broadcast his private views or beliefs, so it would appear that the "stormtroopers" now believe they have orders to make sure "unapproved" thoughts are never publicly disclosed.

Taboo or Not Taboo?

So, the monitors of "good thinking" are not just the elite of the scientific community, as we have seen in several cases; they are television producers and magazine editors as well. It seems clear that they are all driven by the singular imperative of furthering "public science education", as the president of the Cambrian Institute so aptly phrased it.

However, there is a second item on the agenda, and that is to protect the public from "unscientific" thoughts and ideas that might infect the mass mind. We outlined some of those taboo subjects at the beginning of the article; now we should add that it is also "unwholesome" and "unacceptable" to engage in any of the following research pursuits:


paranormal phenomena


UFOs


cold fusion and free energy,

...and all the rest of the "pseudo-sciences".


Does this have a familiar ring to it?


Are we hearing the faint echoes of religious zealotry?


Who ever gave science the mission of engineering and directing the inquisitive pursuits of the citizenry of the free world?

It is all but impossible for any scientific paper that has anti-Darwinian ramifications to be published in a mainstream scientific journal. It is also just as impossible to get the "taboo" subjects even to the review table, and you can forget about finding your name under the title of any article in Nature unless you are a credentialed scientist, even if you are the next Albert Einstein.

To restate how this conspiracy begins, it is with two filters: credentials and peer review. Modern science is now a maze of such filters set up to promote certain orthodox theories and at the same time filter out that data already prejudged to be unacceptable. Evidence and merit are not the guiding principles; conformity and position within the established community have replaced objectivity, access and openness.

Scientists do not hesitate to launch the most outrageous personal attacks against those they perceive to be the enemy. Eminent paleontologist Louis Leakey penned this acid one-liner about Forbidden Archeology:

"Your book is pure humbug and does not deserve to be taken seriously by anyone but a fool."

Once again, we see the thrust of a personal attack; the merits of the evidence presented in the book are not examined or debated. It is a blunt, authoritarian pronouncement.

In a forthcoming installment, we will examine some more documented cases and delve deeper into the subtler dimensions of the conspiracy.

"The Brain Police" and "The Big Lie"

Any time you allege a conspiracy is afoot, especially in the field of science, you are treading on thin ice. We tend to be very skeptical about conspiracies--unless the Mafia or some Muslim radicals are behind the alleged plot. But the evidence is overwhelming and the irony is that much of it is in plain view.

The good news is that the players are obvious. Their game plan and even their play-by-play tactics are transparent, once you learn to spot them. However, it is not so easy to penetrate through the smokescreen of propaganda and disinformation to get to their underlying motives and goals. It would be convenient if we could point to a plumber's unit and a boldface liar like Richard Nixon, but this is a more subtle operation.

The bad news: the conspiracy is global and there are many vested interest groups. A cursory investigation yields the usual suspects: scientists with a theoretical axe to grind, careers to further and the status quo to maintain. Their modus operandi is "The Big Lie" -- and the bigger and more widely publicized, the better.

They rely on invoking their academic credentials to support their arguments, and the presumption is that no one has the right to question their authoritarian pronouncements that:

there is no mystery about who built the Great Pyramid or what the methods of construction were, and the Sphinx shows no signs of water damage

there were no humans in the Americas before 20,000 BC

the first civilization dates back no further than 6000 BC

there are no documented anomalous, unexplained or enigmatic data to take into account

there are no lost or unaccounted-for civilizations.

Let the evidence to the contrary be damned!
sonal Attacks: Dispute over Age of the Sphinx and Great Pyramid


In 1993, NBC in the USA aired The Mysteries of the Sphinx, which presented geological evidence showing that the Sphinx was at least twice as old (9,000 years) as Egyptologists claimed. It has become well known as the "water erosion controversy". An examination of the politicking that Egyptologists deployed to combat this undermining of their turf is instructive.

Self-taught Egyptologist John Anthony West brought the water erosion issue to the attention of geologist Dr Robert Schoch. They went to Egypt and launched an intensive on-site investigation. After thoroughly studying the Sphinx first hand, the geologist came to share West's preliminary conclusion and they announced their findings.

Dr Zahi Hawass, the Giza Monuments chief, wasted no time in firing a barrage of public criticism at the pair. Renowned Egyptologist Dr Mark Lehner, who is regarded as the world's foremost expert on the Sphinx, joined his attack. He charged West and Schoch with being "ignorant and insensitive". That was a curious accusation which took the matter off the professional level and put the whole affair on a personal plane. It did not address the facts or issues at all and it was highly unscientific.

But we must note the standard tactic of discrediting anyone who dares to call the accepted theories into question. Shifting the focus away from the issues and "personalizing" the debate is a highly effective strategy--one which is often used by politicians who feel insecure about their positions. Hawass and Lehner invoked their untouchable status and presumed authority. (One would think that a geologist's assessment would hold more weight on this particular point.)

A short time later, Schoch, Hawass and Lehner were invited to debate the issue at the American Association for the Advancement of Science. West was not allowed to participate because he lacked the required credentials.

This points to a questionable assumption that is part of the establishment's arsenal: only degreed scientists can practice science. Two filters keep the uncredentialled, independent researcher out of the loop: (1) credentials, and (2) peer review. You do not get to number two unless you have number one.

Science is a method that anyone can learn and apply. It does not require a degree to observe and record facts and think critically about them, especially in the non-technical social sciences. In a free and open society, science has to be a democratic process.

Be that as it may, West was barred. The elements of the debate have been batted back and forth since then without resolution. It is similar to the controversy over who built the Giza pyramids and how.

This brings up the issue of The Big Lie and how it has been promoted for generations in front of God and everyone. The controversy over how the Great Pyramid was constructed is one example. It could be easily settled if Egyptologists wanted to resolve the dispute. A simple test could be designed and arranged by impartial engineers that would either prove or disprove their longstanding disputed theory--that it was built using the primitive tools and methods of the day, circa 2500 BC.

Why hasn't this been done?

The answer is so obvious, it seems impossible: they know that the theory is bogus. Could a trained, highly educated scientist really believe that 2.3 million tons of stone, some blocks weighing 70 tons, could have been transported and lifted by primitive methods? That seems improbable, though they have no compunction against lying to the public, writing textbooks and defending this theory against alternative theories. However, we must note that they will not subject themselves to the bottom-line test.

We think it is incumbent upon any scientist to bear the burden of proof of his/her thesis; however, the social scientists who make these claims have never stood up to that kind of scrutiny. That is why we must suspect a conspiracy. No other scientific discipline would get away with bending the rules of science. All that Egyptologists have ever done is bat down alternative theories using underhanded tactics. It is time to insist that they prove their own proposals.

Why would scientists try to hide the truth and avoid any test of their hypothesis? Their motivations are equally transparent. If it can be proved that the Egyptians did not build the Great Pyramid in 2500 BC using primitive methods, or if the Sphinx can be dated to 9000 BC, the whole house of cards comes tumbling down. Orthodox views of cultural evolution are based upon a chronology of civilization having started in Sumeria no earlier than 4000 BC. The theory does not permit an advanced civilization to have existed prior to that time. End of discussion. Archaeology and history lose their meaning without a fixed timeline as a point of reference.

Since the theory of "cultural evolution" has been tied to Darwin's general theory of evolution, even more is at stake. Does this explain why facts, anomalies and enigmas are denied, suppressed and/or ignored? Yes, it does. The biological sciences today are based on Darwinism.
Pressure Tactics: The Ica Stones of Peru


Now we turn to another, very different case. In 1966, Dr Javier Cabrera received a stone as a gift from a poor local farmer in his native Ica, Peru. A fish was carved on the stone, which would not have meant much to the average villager but it did mean a lot to the educated Dr Cabrera. He recognized it as a long-extinct species. This aroused his curiosity. He purchased more stones from the farmer, who said he had collected them near the river after a flood.

Dr Cabrera accumulated more and more stones, and word of their existence and potential import reached the archaeological community. Soon, the doctor had amassed thousands of "Ica stones". The sophisticated carvings were as enigmatic as they were fascinating. Someone had carved men fighting with dinosaurs, men with telescopes and men performing operations with surgical equipment. They also contained drawings of lost continents.

Several of the stones were sent to Germany and the etchings were dated to remote antiquity. But we all know that men could not have lived at the time of dinosaurs; Homo sapiens has only existed for about 100,000 years.

The BBC got wind of this discovery and swooped down to produce a documentary about the Ica stones. The media exposure ignited a storm of controversy. Archaeologists criticized the Peruvian government for being lax about enforcing antiquities laws (but that was not their real concern). Pressure was applied to government officials.

The farmer who had been selling the stones to Cabrera was arrested; he claimed to have found them in a cave but refused to disclose the exact location to authorities, or so they claimed.

This case was disposed of so artfully that it would do any corrupt politician proud. The Peruvian government threatened to prosecute and imprison the farmer. He was offered and accepted a plea bargain; he then recanted his story and "admitted" to having carved the stones himself. That seems highly implausible, since he was uneducated and unskilled and there were 11,000 stones in all. Some were fairly large and intricately carved with animals and scenes that the farmer would not have had knowledge of without being a paleontologist. He would have needed to work every day for several decades to produce that volume of stones. However, the underlying facts were neither here nor there. The Ica stones were labeled "hoax" and forgotten.

The case did not require a head-to-head confrontation or public discrediting of non-scientists by scientists; it was taken care of with invisible pressure tactics. Since it was filed under "hoax", the enigmatic evidence never had to be dealt with, as it did in the next example.
Censorship of "Forbidden" Thinking - Evidence for Mankind's Great Antiquity


The case of author Michael Cremo is well documented, and it also demonstrates how the scientific establishment openly uses pressure tactics on the media and government. His book Forbidden Archeology examines many previously ignored examples of artifacts that prove modern man's antiquity far exceeds the age given in accepted chronologies.

The examples which he and his co-author present are controversial, but the book became far more controversial than the contents when it was used in a documentary.

In 1996, NBC broadcast a special called The Mysterious Origins of Man, which featured material from Cremo's book. The reaction from the scientific community went off the Richter scale. NBC was deluged with letters from irate scientists who called the producer "a fraud" and the whole program "a hoax".

But the scientists went further than this--a lot further. In an extremely unconscionable sequence of bizarre moves, they tried to force NBC not to rebroadcast the popular program, but that effort failed. Then they took the most radical step of all: they presented their case to the federal government and requested the Federal Communications Commission to step in and bar NBC from airing the program again.

This was not only an apparent infringement of free speech and a blatant attempt to thwart commerce, it was an unprecedented effort to censor intellectual discourse. If the public or any government agency made an attempt to handcuff the scientific establishment, the public would never hear the end of it.

The letter to the FCC written by Dr Allison Palmer, President of the Institute for Cambrian Studies, is revealing:

At the very least, NBC should be required to make substantial prime-time apologies to their viewing audience for a sufficient period of time so that the audience clearly gets the message that they were duped. In addition, NBC should perhaps be fined sufficiently so that a major fund for public science education can be established.

I think we have some good leads on who "the Brain Police" are. And I really do not think "conspiracy" is too strong a word--because for every case of this kind of attempted suppression that is exposed, 10 others are going on successfully.



We have no idea how many enigmatic artifacts or dates have been labeled "error" and tucked away in storage warehouses or circular files, never to see the light of day.






Data Rejection: Inconvenient Dating in Mexico


Then there is the high-profile case of Dr Virginia Steen-McIntyre, a geologist working for the US Geological Survey (USGS), who was dispatched to an archaeological site in Mexico to date a group of artifacts in the 1970s. This travesty also illustrates how far established scientists will go to guard orthodox tenets.

McIntyre used state-of-the-art equipment and backed up her results by using four different methods, but her results were off the chart. The lead archaeologist expected a date of 25,000 years or less, and the geologist's finding was 250,000 years or more.

The figure of 25,000 years or less was critical to the Bering Strait "crossing" theory, and it was the motivation behind the head archaeologist's tossing Steen-McIntyre's results in the circular file and asking for a new series of dating tests. This sort of reaction does not occur when dates match the expected chronological model that supports accepted theories.

Steen-McIntyre was given a chance to retract her conclusions, but she refused. She found it hard thereafter to get her papers published and she lost a teaching job at an American university.

One of the pieces of technology the watchers taught their offspring [the nephilim] and their human wives was that of the vimana which is:
a physical material version of the merkabah so that the nephilim, who walk halfway in the spiritual and halfway in the physical, could have chariots

an antigravity chariot [or vehicle]
used to travel through air, water, or aether [upper sky] at great speed
The nephilim's vimana was a lesser, earthly model of the watchers' merkabahs [angelic chariots] like those found in

Vimanas come in different shapes:
saucer, flat, square, triangular, pyramidal, spherical, cigar shaped (valixi) etc.
Some are even like small flying cities
Vimanas can fly in any fluid: water, air, and aether.
We find ancient records of vimanas all over the planet, the best of which are the enormous Kanjur and Tenjur kept by the 'Keepers of the Secrets', the esoteric Buddhist monks in Tibet [who keep these secrets from the regular Buddhist monks]

There are over 1,000 volumes of the most complex codex ever devised, which tell of the chariots of the nephilim - illuminous pearls of transparent spheres in which they lived.

Note that the Tibetan Esoterics guard the entrance to the mythical Shambala where:
"there is perfect ease and happiness and never knowing suffering, want or old age. Love and wisdom reign and injustice is unknown. The inhabitants are long-lived, wear beautiful and perfect bodies and possess supernatural powers; their spiritual knowledge is deep, their technological level highly advanced, their laws mild and their study of the arts and sciences covers the full spectrum of cultural achievement, but on a far higher level than anything the outside world has attained. Here again, we have angelic-like beings with advanced technology etc

The Buddhist's 'Shambala' is the hollow Earth and the knowledge contained within the Kanjur and Tenur was imparted by the fallen angels

Alexander the Great records two great silver shields, spitting fire around the rims, in the sky that dived repeatedly at his army as they were attempting a river crossing. The action so panicked his elephants, horses, and men they had to abandon the river crossing until the following day.

According to Christopher Columbus' log, right before they reached each of the Americas, both he and his crew saw a vimana come up out of the ocean, hover for a time, then fly away.
These flying machines were written about extensively in the ancient Vedic literature of India, [the Sacred Hindi texts of the Indian religion's sages and seers, written in Sanskrit] including:

describes a vimana as a double-deck, circular aircraft with portholes and a dome
The Vaimanika Sastra
deals with the operation of Vimanas and how to switch the drive to "solar energy" from a free energy "anti-gravity" source

Even the much older Vedas and Puranas [Sacred texts of Hinduism containing revelation (Shruti)].
mention vimanas, vailixi, and even Atala [Atlantis]

The Chaldean Sifrala
contains over one hundred pages of technical details on building a flying machine, with words which translate as graphite rod, copper coils, crystal indicator, vibrating spheres, stable angles, etc.

The Hakatha (Laws of the Babylonians)

Whoever has tampered with the description has changed the dates making the ancient Books look modern [yet it clearly states they were written in sanskrit which as an ANCIENT language]. The definitions have been manipulated in a bid to cover the fact that the ancient texts blow a hole in the 'UFOs from outer-space' theory!!

There are many accounts throughout history of vimanas appearing especially at a significant event. As well as the ancient depictions in heiroglyphs etc., there are many medieval paintings containing objects in the sky, again, they are included in paintings that portray important events such as the crucifixion.
Lucifer and the archons [along with their other angelic followers, expelled from Heaven] also have their angelic 'light vehicles'. Vimanas also exist in the hollow of the Earth. This is why they were seen at Antarctica by Ricahrd Byrd on his famous flight to the South Pole and also by the Nazis

Designed by Yahweh for the Angels to traverse between the 3 heavens, Ezekeil 1 refers to the throne-chariot of God as being:

Descriptions of merkabahs throughout scripture describe objects & beings that although they are made of 'light', seem to have some physicality, just like angels.

Before attempting to reply, I would like to place before you an article by Paul Davies (2003): ET and God - Could earthly religions survive the discovery of life elsewhere in the universe?.

Get it? God: Soul. E.T.: Technology.
Davies’ topic is grander than mine, which by comparison is a mere detail.
Soul Technology. Now there is a provocative juxtaposition of terms. The reader (that is, you) likely wants to know WHAT these two words are doing together like that, sharing the same period.
But Davies’ is somehow more acceptable, isn’t it? Why is this?

We will approach our subject on the level of myth, and that our modern world view is but one possible myth. People, I said...

...do not know that they have simply chosen their myth. They believe that they possess knowledge of their general cosmic situation, so far as is possible for anyone to obtain such knowledge, and that there is little point attempting to learn any more about it. People are also being taught, usually subliminally, about what is important and what is not. In fact, people’s beliefs about what is true and what is important are fed to them by society’s institutions. Thus people in their beliefs are vulnerable to manipulation at every level.

Society’s Common Approved Myth (The SCAM *) holds that there is, hypothetically, E.T., and that technology may be the means of contacting E.T.

* The SCAM: Society’s Common Approved Myth. Its scope is cosmic. Its level of detail? An exercise for the reader. But it is not necessarily a judgment of "everything you know". Note the qualifiers: common and approved.
To grasp The SCAM, one cultivates an attitude of skepticism. This is not a reference to the several "skeptics" organizations, which actually function as thought police, seeking to correct deviations from The SCAM.
Meanwhile, for those who subscribe to this section of The SCAM, there is "God" from whom flows the Bible and all Good Things, and as a matter of fact, everything, including, inscrutably, bad things, and E.T. too. God, also inscrutably, chooses not to communicate via radio waves, although there may be an issue over Light.
And that is His prerogative, being Creator, so there’s no point questioning it. It’s a pretty pickle. It’s totally outside the domain of Science, but since He created science, and us, who are we to question it? Although unscientific, it just IS.
He also neglected to mention much of anything about E.T. in His Bible. You’d think he might have, if He had created any E.T. But He didn’t. Is He telling us not to Go There?

Although science does not venture to discuss the existence of God, its creator, it nevertheless is acceptable to explore the relationship of E.T. and religion, which is about God, obviously, since Paul Davies does it and gets away with publishing his musings in The Atlantic Monthly. Davies notes that hypothetical E.T. coexists fairly well with God and his religions, but E.T. in the flesh, or whatever E.T. has, could pose a problem.
Therefore he spends a good part of his article on the subject of astrobiology, which after all has a bearing on the likelihood that E.T. in the flesh will someday have to be faced.

That is the scientific side of the problem. Davies devotes the next part of his article to reviewing the familiar old theological issues: relative status of E.T. and man, multiple incarnations of Jesus Christ, could an alien be a Jew or a Muslim. These are the really important things to worry about if you subscribe to religion.
And in this context he brings in the SETI Institute’s Jill Tarter with a truly heroic statement:

"God is our own invention. If we’re going to survive or turn into a long-lived technological civilization, organized religion needs to be outgrown."
That is a very brave thing for anyone to say in today’s world, and besides, it’s true.*
* Davies was quoting from Tarter’s article SETI and the Religions of Extraterrestrials, (2000), in which she applies the SETI scientific method to the subject of extraterrestrial religions. That is, she uses the Drake Equation, just this one time ("which in fact I hardly ever use", along with her observations of Earth’s religions, to reach the following speculations:

"If and when we ever get a message, it’s going to be a missionary appeal to try to convert us all. And, on the other hand, if we get a message and it’s secular in nature, I think that says that they have no organized religion—that they’ve outgrown it."

Unfortunately Davies finds it to be naive. As he says, some sort of spirituality seems to be part of human nature, and Einstein had a "cosmic religious feeling" when contemplating the awesome majesty of the universe. Excuse me, but Tarter was speaking of God and organized religion. This, apparently, is spirituality for Davies.

The remainder of Davies’ article is concerned with the interface of science and religion - that is, evolution and Darwinism and that sort of thing. But we will leave Davies and his article at this point, because this page has other business to attend to, such as WHAT is "soul technology". Before leaving, we will just mention that the reason for bringing all this up about E.T. and God is to make the point that if it is acceptable to talk about God and SETI in the same breath, it should also be ok to discuss souls and technology.

But where do we begin, to say nothing of why should we bother?

We should bother because there are myths that raise the issue, and Open SETI tries not to rank myths. Although they haven’t made it into The SCAM, there are, for example, the psychopomps: spirits, gods, demons, or angels whose function is to escort newly-deceased souls to the afterlife. Please do check out that hyperlink, as you will be amazed to see how many mythologies had these.

So Open SETI is now inquiring into the afterlife. Very bizarre... or is it?

No less than Carl Sagan (1997) suggested the same, when his character Ellie Arroway, the leading SETI scientist pursuing a provocative signal, encountered her own deceased father.

1) The souls

In a sense this needs no explanation. Souls are a feature of the religious part of The SCAM. They exist in one form or another in almost all mythologies, though not in our science myth. Invariant in all of the descriptions is the soul as a consciousness principle, separate from the body but inhabiting the body during life. In many belief systems, the soul can detach during the lifetime and travel. This occurs in our own culture and is called an out of body experience.

Shamans can interact with souls, while themselves traveling in their soul body.
Since there are numerous instances of experience of souls, it is useful to consider them to be in some way "real". Furthermore, if there is any reality whatsoever to the soul, it could well be very real in E.T. cultures. SETI ignores this crucial possibility.
2) The psychopomps

These are beings that exist in the same "reality space" as souls do, and exert control over the souls. They also are encountered in our culture, often taking the form of "gray aliens". When encountered physically, they have a way to control the behavior and experience of the human. They also have the ability to take the human out of body. In other words, to conduct the human somewhere, as a soul.
3) The technology

Artifacts are reported. Psychopomps in all cultures are said to carry wand-like devices which, when held against a subject’s forehead, induce a paralysis of the body and a separation of the soul from it. However, aside from the specific instance of the wand-like artifact, the general ability to separate, guide, and to reconnect souls to the previous body, or connect them to different bodies, is a technology possessed by psychopomps and whatever larger group they represent.
War in Heaven and The Theocrats


Having introduced the major entities: souls, those who manipulate them, and the technology for doing so, we need to develop these concepts much further. This is as good a place as any to refer to the groundbreaking visionary work of Kyle Griffith, found in his book War in Heaven (1988).
As a physical framework, Griffith speaks of "astral matter" that has an atomic and subatomic particle structure resembling that of physical matter, but possessing much less mass than the physical counterpart. Although the mass ratios among the various astral subatomic particles is the same as that of the physical ones, all have much less absolute mass than physical electrons.

Astral subatomic particles have gravitational properties that resemble but do not interact with the gravitation of physical particles. Likewise there is astral energy that does not interact with physical systems.

There is however one very important exception to this general lack of interaction, and this actually is the basis of "the secret of life":

Astral matter forms complex organic molecules just as physical matter does, and their respective chemical bonds have similar energy levels and photon frequencies associated with them. This allows for resonance and chemical bonding between physical and astral matter. It is the combined molecular system that exhibits the basic characteristics of "life", such as irritability and the ability to reproduce.

This is how astral matter and the soul, which is constructed of astral matter, become involved in the reduplication of DNA and many aspects of cell metabolism.

The bonding provides a pathway by which some of the cell’s metabolic energy can be converted into astral energy that feeds the soul, powering its various functions, and providing for regeneration of its astral matter, which is then used to perform cellular growth and repairs.

Death is caused by breaking the bonds between physical and astral matter.

The soul spoken of here is a primitive analog of the physical body. It is alive, but it is not sentient. It has a nervous system but not a mind. Griffith calls this the somatic soul. The "true" soul is the astral soul.

The astral soul is a body of astral matter linked to the somatic soul’s nervous system by the famous silver cord. This is structured like a segment of plant root with feeder roots at both ends, tapping into the two souls’ nervous systems.

Energy flowing from the body into the somatic soul and through the silver cord to the astral soul is the astral soul’s only truly efficient source of nourishment.

When the body dies, the somatic soul decomposes. The astral soul does not, but it loses its best source of energy.

A new somatic soul is created during the embryological development of every new human being.

Griffith provides a complicated discussion of various methods of reincarnation, involving ways in which the astral soul connects, and interactions with the mother’s astral soul. Although quite interesting, this is beyond the scope of our page.

What is important for us here is this: the astral soul (or spirit) normally receives its energy from the living physical body and must reincarnate within ten to fifty years in order to revitalize itself. If it does not accomplish this, it faces illness, insanity, and death.

However there are many drawbacks to reincarnation also:


the chance of encountering hidden body flaws


poor earthly environments


birth traumas, and so forth...

Some spirits are unwilling to take these chances. They take a different, evil, and immoral path to replenishing themselves: cannibalism.



They are able to use telepathic powers to "hypnotize" spirits who then allow them to attach their own silver cord to them, just as though they were the somatic soul of an infant. By this means they can draw out enough energy to sustain themselves, but the process destroys the other spirit.

In War in Heaven, the spirits that do this are termed Theocrats, probably because for long millennia the vehicle they have used to capture and destroy weaker spirits has been religion. The Theocrats obtain victims by posing as gods and persuading religious believers to come to them voluntarily after death thinking they are entering "eternal bliss in Heaven."

Readers who are wondering what this interesting discussion has to do with SETI, need only recall the opening paragraphs of this page. It is the SETI community itself that recognizes a need to confront concepts of "God" in their line of work. Indeed there is a need and we intend to help them to meet it.

B. CODE FOR CAMP-COMMUNITIES
Prologue (xii, 22-xiii, 7)

Here, however, is the rule for such camp-communities as may come into existence throughout the Era of Wickedness-that is, until the priestly and the lay 'messiah' again assume office.59 The people who follow these rules must consist in any given instance of a minimum of ten,60 and beyond that must be grouped by thousands, hundreds, fifties and tens.

In any place where there are ten, a priest versed in the Book of Study is not to be absent; 'by his word shall they all be ruled' [Gen. 41.40]. If, however, he is not experienced in all these matters, the members of the camp may elect by vote one of the levites, 'by whose orders they may come and go'.61 Nevertheless, whenever a decision has to

be rendered involving the law of bodily blemishes, the priest is to come and officiate in the camp, the overseer instructing him in the detailed interpretation of the Law. Moreover, if the priest be feeble-minded, that official must simply keep him under lock and key at all other times; or it is nonetheless by the priests that the decision in such maUers must be rendered.62

Of the overseer (xiii, 7-19)

This is the rule for the overseer of the camp.

It is his duty to enlighten the masses about the works of God, and to make them understand His wondrous powers. He is to tell them in detail the story of things that happened in the past He is to show them the same compassion as a father shows for his children. He is to bring back all of them that stray, as does a shepherd his flock.64 He is to loose all the bonds that constrain them, so that there be no one in his community who is oppressed or crushed.

He is also to examine every new adherent to his community regarding his conduct, intelligence, strength, valor and wealth, and to register him in his due status, according to his stake in the portion of Truth. No member of the camp is to have authority to introduce anyone into the community in defiance of the camp's overseer.

No one who has entered the Covenant is to have any traffic with the 'men of corruption' [i.e., outsiders] except in spot cash transactions. No one is to enter into any sort of commercial partnership without informing the camp's overseer. Moreover, if he has made an agreement, but does not . . . [Four fragmentary lines.]

Epilogue (xiii, 20xiv, 2)

Such, then, is to be the disposition of the camps throughout the Era of Wickedness. Those who do not adhere to these things shall not succeed in reoccupying their native soil [ ]. These, in fact, are the regulations for the social conduct of the 'enlightened' until God eventually

visits the earth, even as He has said: 'There shall come upon thee and upon thy people and upon thy kinsfolk days the like of which have not been since Ephraim departed from Judah' [Isa. 7.17]. With those that follow them God's covenant will be confirmed; they will be delivered from all the snares of corruption. The foolish, however, will [ ] and be punished.

Of rank and precedence (xiv, 3-12)

This is the rule for the disposition of all camp settlements.

Everyone is to be registered by name in a census; first, the priests; second, the levites; third, the laymen; and fourth, the proselytes. Each individual is to be registered by name, one after another; first, the priests; second, the levites; third, the laymen; and fourth, the proselytes. It is in this order that they are to be seated at public sessions, and in this order that their opinions are to be invited on all matters.

The priest who holds office over the masses is to be from thirty to sixty years old, versed in the Book of Study and in all the regulations of the Torah, so as to be able to declare them on each appropriate occasion.

As for the overseer of all the camps, he is to be from thirty to fifty years old, adept in human relations and in all the varied languages of men.65 It is as he determines that those who enter the community are to be admitted, each in his assigned order. Anything that any one has to say in a matter of dispute or litigation, he is to say to the overseer.

Of the communal economy (xiv, 12-18)

This is the rule for regulating public needs.

Their wages for at least two days per month are to be handed over to the overseer. The judges are then to take thereof and give it away for the benefit of orphans. They are also to support therefrom the poor and needy, the

aged who are dying, the [ ] persons captured by foreign peoples, unprotected girls, unmarriageable virgins, general communal officials [ ].

This, in specific form, is the way [ ] is to be disposed [ ] [com]munally.

Of personal morality (xiv, 18-22)

And these, in specific form, are the regulations which they are to follow throughout the Era of Wickedness, until the priestly and lay 'messiahs' enter upon their office and expiate their iniquities.

No one is to practice conscious falsehood in matters of money [ ]; he is to be mulcted [of his rations] for six days.

If a man utter [ ], [or harbor an] unjustified [grudge against his neighbor, he is to be mulcted for one] year [ ].

Of oaths (xv, 1-xvi, 20)

No one is to take the oath by EL-* or by AD-,** but only by a formula of assent which invokes the curses prescribed in the Covenant [cf. Lev. 26.14-45].66 Nor is he to make mention in this connection of the Law of Moses, for (the name of God is spelled out in that Law); so that if he swears by it and then transgresses, he commits profanation of the Holy Name; whereas if he swears before the judges by the curses of the Covenant-then, if he transgresses, he becomes liable only for a guilt-offering, confession and restitution, but does not have to pay the penalty of death.60a

It is to be a perpetual ordinance for the whole of Israel that whoever enters into the Covenant is to impose the

oath of the Covenant also upon his sons when they reach the age for the preliminary examination.

Similarly, it is to be the rule throughout the Epoch of Wickedness that anyone who repents his corrupt conduct is to be enrolled, on the day when he speaks of it to the general overseer, with an oath binding him to the Covenant which Moses made with Israel-that is, with a covenanted obligation that [in all] the varied activities of his life he will return to the Law of Moses with all his heart and soul. No one, however, is to acquaint him with the regulations of the community prior to his actually standing in the presence of the overseer, lest, when the latter examines him, he turn out to be a dolt. But once the overseer has sworn him by oath to return to the Law of Moses with all his heart and soul, he is to be liable to punishment for any breach of faith. If he fail to understand anything in the Law which is patently revealed to the normal mind, the overseer is to […..] and then issue an order concerning him that he be kept in confinement for a full year on the grounds of its having been ascertained that he is feeble-minded and deranged.

In the case of one who is a chronic slowpoke or is in-sane, the judge is to come and [ ]. Such a man is not to appear in public. . . . [The next two lines are fragmentary, and four more have been lost.]

There is an ancient text which says: 'It was by the Law of Moses that God made the covenant with you and with all Israel'.67 It is for this reason that the man [who enters the Covenant] must pledge himself 'to return to the Law of Moses'. Therein is everything explicitly spelled out, while an exact specification of the time when Israel will be blind to all these things is spelled out with equal exactness in the Book of the Divisions of the Times into their Jubilees and Weeks.68

On the day that a man pledges himself to return to the Law of Moses, the Angel of Obstruction69 will start receding from him-that is, if he keep his word. It is in line with this that Abraham underwent circumcision on the day that he attained true knowledge.

In all cases where a man pledges himself by a binding oath to perform any precept of the Law, he is not to free himself therefrom even at the price of death. For this is what Scripture means when it says, 'That which is gone out of thy lips thou shalt observe', ie., 'to make good' (Deut 23.23). On the other hand, in all cases where a man pledges himself by a binding oath to depart from the Law, he is not to confirm it even at the price of death.

Now, concerning a woman's oath. Scripture says that it is her husband's duty in certain cases to void her oath [cf. Num. 30.14]. He is not to do so, however, if he does not know whether it is one that ought to be made good or voided. If it involves transgression of the Covenant, he is to void it and not make it good. The same rule applies also to her father.

Now, concerning the rules for free-will offerings. No one is to vow for the altar anything acquired by violence; nor, indeed, are the priests to accept from a layman anything so acquired No one is to offer polluted food for sacred purposes. That is what Scripture means when it says, 'They trap each man his neighbor in respect to the consecrated thing' [Mic. 7.2].... [Five fragmentary lines.]

Of the future reward of the faithful (B. xx, 27-34)

Howbeit, all that hold fast to these enactment's, going and coming in accordance with the Law; that hearken to the voice of the Teacher; that make confession before God, saying: Just and truthful are Thy judgments against us, for we have done wickedly, both we and our fathers, in that we have gone contrary to the statutes of the Covenant; all who raise not their hands against His holy statutes or His righteous judgments or His truthful ordinances; all who learn the lessons of the former judgments wherewith the men of the community were adjudged in time past; all who give ear to him who imparts the true interpretation of the Law and who do not controvert the right ordinances when they hear them-all of these shall rejoice and their hearts shall be strong, and they shall prevail over all that dwell in the world. And God will accept their atonement, and because they took refuge in His holy name they shall indeed see salvation at His hand.

A. CODE FOR URBAN COMMUNITIES
Of laying capital charges (ix, 1)

The law which says that no person under doom from men shall be bought off, but must be put to death [cf. Lev. 27.29], is to be understood in the sense that any man who, as the result of a private vow, gets a fellow human being doomed to death under the laws of the Gentiles is himself to be put to death.45

Of grudges (ix, 2-

And as to the law which says, Thou shalt not take vengeance nor bear any grudge against the children of thy people' [Lev. 19.18]-if any of those that have entered the Covenant bring charges against his neighbor without proving them by witnesses, or if he bring such charges merely through temper, or if he tell tales to his superiors simply to bring his neighbor into contempt, he ranks as one who takes vengeance and bears a grudge. Scripture says of God Himself that it is only upon His adversaries that He takes vengeance, and only against His enemies that He bears a grudge [Nah. 1.2]. Accordingly, if a man keep silent from day to day and then bring a charge against his neighbor in the heat of anger, it is as if he were laying capital charges against him, for he has not carried out the commandment of God Who said to him, 'Thou shalt surely reprove thy neighbor lest thou incur sin on his account' [Lev. 19.17].

Of involuntary oaths (ix, 810)

Now regarding oaths. The principle that 'thou art not to take the law into thine own hands'46 implies that a man

who compels another to take an oath in the open field and not in the presence of judges or at their order has taken the law into his own hands.

Of lost property (ix, 1~15)

In the case of a loss, if it is not known who stole the particular article from the property of the camp in which the theft occurs, the owner is to be required to make a solemn deposition on oath. Anyone who hears it, knows the culprit and does not tell, is then to be considered culpable.

If a man makes restitution for expropriated property and brings the required guilt~ffering, but there are no claimants to that property, he is to make his confession to the priest, and everything except the actual ram of the sin-offering is to go to the latter.

Lost property that is found but unclaimed is to be en-trusted to the priests, because the man who retrieved it may not know the law about it. If the owners cannot be discovered [at the time], the priests are to take it into custody.

Of testimony (ix, 16x, 3)

In the case of offenses against the Torah, if a man sees such an offense committed but is alone at the time, and if the matter be one of a capital nature, he is to disclose it to the overseer by bringing a charge in the presence of the alleged culprit. The overseer is then to make a record of it If the man repeat the offense, this time also in the presence of one man only, and if the latter come in turn and inform the overseer-in that case, i.e., if the offender do it again and be again caught by only one person-the case against him is to be regarded as complete.

However, if there be two witnesses, and they concur in their statements, the culprit is to be excluded from his customary degree of purity only if those witnesses are trust-

worthy and if they lay information before the overseer on the very day when they saw the man [committing the offense].

In cases involving property, two trustworthy witnesses are required.47 In those, however, that involve [no question of restitution but simply of] exclusion from the degree of purity, one alone is sufficient.

No man who has not yet completed his probationary period with the community and has not yet passed the statutory examination as a truly God-fearing person48 is to be permitted as a witness before its judges in a capita' case.

No man who has flagrantly transgressed the commandment is to be deemed a trustworthy witness against his neighbor until he has succeeded in winning re-acceptance into the community.

Of judges (x, 4-1O)

This is the rule concerning the judges of the community.

Periodically, a complement of ten men shall be selected from the community. Four of them shall belong to the tribe of Levi and Aaron, and six shall be laymen.49 They shall be men versed in the Book of Study50 and in the fundamentals of the Covenant. Their minimum age shall be twenty-five, and their maximum sixty. No man over sixty shall occupy judicial office in the community; for through the perfidy of man the potential span of human life has been reduced, and in the heat of His anger against the inhabitants of the earth, God decreed of old that their mental powers should recede before they complete their days.

Of ritual ablutions (x, 10-13)

Now concerning purification by water. No one is to bathe in dirty water or in water which is too scant to fill a pail (?).51

No man is to purify himself with water drawn in a vessel or in a rock-pool where there is insufficient to fill a pail (?). If an unclean person come in contact with such water, he merely renders it unclean; and the same is true of water drawn in a vessel.

Of the Sabbath (x, 1~xi, 18)

Now concerning the proper observance of the Sabbath.

No one is to do any work on Friday from the moment that the sun's disk stands distant from the gate by the length of its own diameter; for this is what Scripture implies when it says explicitly, Observe the Sabbath day to keep it holy.52

On the Sabbath day, no one is to indulge in ribald or empty talk. No one is to claim repayment of debts. No one is to engage in lawsuits concerning property and gain. No one is to talk about labor or work to be done the next day. No one is to go out into the field while it is still Sabbath with the intention of resuming his work immediately the Sabbath ends. No one is to walk more than a thousand cubits outside his city.58 No one is to eat on the Sabbath day anything that has not been prepared in advance. He is not to eat anything that happens to be lying about in the field, neither is he to drink of anything that was not [previously) in the camp. If, however, he is travelling, he may go down to bathe and may drink wherever he happens to be.

No one is to commission a Gentile to transact business for him on the Sabbath day. No one is to wear soiled clothes or clothes that have been put in storage unless they first be laundered and rubbed with frankincense. No one is to observe a voluntary fast on the Sabbath. No one is to follow his beast to pasture for a distance of more than two thousand cubits from his city. No one is to raise his hand to strike it with his fist. If the beast be stubborn, he is not to take it outdoors. No one is to take anything out of his house, or bring anything in from outside. If he is [lodging] in a booth, he is likewise to take nothing out nor bring anything in. No one is to break open a pitch-sealed vessel on the Sabbath. No one is to carry ointments upon his person or walk around with them* on the Sabbath. No one is to pick up rock or dust in a dwelling place. Nurses are not to carry babies around on the Sabbath. No one is to put pressure on his male or female servant or on his hired help on the Sabbath. No one is to foal a beast on the Sabbath day. Even if it drop its young into a cistern or a pit, he is not to lift it out on the Sabbath.

No one is to stop for the Sabbath in a place near the heathen. No one is to desecrate the Sabbath for the sake of wealth or gain.

If a human being falls into a place where there is water or fire,54 one may bring him up by means of a ladder or a rope or some other instrument. No one is to present any offering upon the altar on the Sabbath except the statutory Sabbath burnt offering-as the Scripture puts it, your Sabbath-offerings exclusively' [Lev. 23.38].55

Of the defilement of holy places (xi, 1~xii, 2)

No one is to send to the altar either burnt~ffering or meal-offering or frankincense or wood by the hand of one suffering from any of the proscribed impurities, thus permitting him to render the altar impure; for Scripture says, 'The sacrifice of the wicked is an abomination, but the mere prayer of the righteous is like an acceptable offering' [Prov. 15.8].

As for those who come to the house of worship, no one is to come in a state of uncleanness requiring ablution Such a man is either to anticipate the sounding of the trumpets of assembly or else to stay behind, so that [the rest] will not have to stop the entire service.

No one is to lie with a woman in the city of the sanctuary, thereby defiling the city of the sanctuary with their impurity'

Of demoniacal possession (xii, 2-6)

Any man who is dominated by demonic spirits to the extent that he gives voice to apostasy is to be subject to the judgment upon sorcerers and wizards. If, however, a man desecrate the Sabbath or the festivals through (mental) aberration, he is not to be put to death. In that case, it is the duty of men to keep him under observation. If he recovers, they are to watch him for seven years, and only thereafter may he be readmitted to public assemblies.

Of relations with the heathen (xii, 6-11)

No one is to put forth his hand to shed the blood of a heathen for the sake of wealth or gain. Moreover, to prevent the levelling of defamatory charges, no one is to expropriate any of their goods except by the decision of an Israelite court.

No one is to sell clean beasts or fowl to the heathen, lest they use them for sacrifices. No one is to sell them any of the produce of his threshing-floor or winepress or any of his possessions. Nor is he to sell to them any of his male or female servants that may have joined him in the Covenant of Abraham.56

Of food (xii, 11-15)

No one is to defile his person by eating any unclean animal or reptile. This rule includes the larvae of bees and any living entity that creeps in water.

Fish are not to be eaten unless they are ripped open while still alive and their blood poured out.57

As for the various kinds of locust, these are to be put in fire or water while they are still alive; for that is what their nature demands.

Of contagious impurity (xii, 15-18)

When wood, stone or dust is contaminated by human uncleanness, the degree of the contamination is to be determined by the rules governing that particular form of uncleanness; and it is by this standard that all contact with them is to be gauged.

When a dead body lies in a house, every utensil-even a nail or a peg in the wall-is to be regarded as deified, just as much as implements of work.

Epilogue (xii, 19-22)

The foregoing is the rule concerning the various regulations for distinguishing clean from unclean and for recognizing holy from profane, such as it is to obtain in the urban communities of IsraeL It is by these ordinances that the enlightened man may correctly determine his human relations on this or that particular occasion; and it is in this manner that the progeny of Israel is to conduct itself in order to avoid damnation.58

Of the Remnant (v, 17-vi, 11)

When, in antiquity, Israel was first delivered, Moses and Aaron still continued in their charge, through the help of the Angel of Lights *, even though Belial in his cunning had set up Jannes and his brother in opposition to them.21

Similarly, at the time when the land was destroyed, men arose who removed the ancient landmarks and led Israel

astray; and it was, indeed, because they uttered sedition against the commandments of God which He had given through Moses and through His holy anointed priest Aaron, and because they gave forth false prophecies in order to subvert Israel from God, that the land was laid utterly waste. Nevertheless, God still remembered the Covenant which He had made with their forbears and raised from the priesthood men of discernment and from the laity men of wisdom, and He made them hearken to Him. And these men 'dug the well'-that well whereof it is written, 'Princes digged it, nobles of the people delved it, with the aid of a mehoqeq' [Num. 21.18]. The 'well' in question is the Law. They that 'digged' are those of Israel who repented and departed from the land of Judah to sojourn in the land of Damascus'. * God called them all 'princes' because they went in search of Him, and their glory was never gainsaid (?) by any man's mouth.22 The term mehoqeq [which can mean 'lawgiver' as well as 'stave') refers to the man who expounds the Law. Isaiah has employed an analogous piece of imagery when in allusion to the Law he has spoken of God's 'producing a tool for His work' [cf. ISL 54.16). As for the 'nobles of the people', these are the men that come, throughout the Era of Wickedness, to delve the well, using as their staves [Heb. mehoqeq) the statutes [Heb. huq4m) which the Law-giver prescribed [Heb. haqaq ha-mehoqeq) for them to walk in. Without such 'implements', they would, indeed, never achieve their goal until such time as the true Expositor arises at the end of days.

Of the obligation of the Covenant (vi, 1 1-vii, 6a)

All that enter the covenant with no intention of going into the sanctuary to keep the flame alive on the altar do so in vain. They have as good as shut the door. Of them God has said: 'Who is there among you that would shut

the door, and who of you would not keep alive the flame upon Mine altar?' In vain [Mal. 1.10] [are all their deeds] if, in an era of wickedness, they do not take heed to act in accordance with the explicit injunctions of tile Law;

to keep away from men of rn-repute; to hold themselves aloof from rn-gotten gain;

not to defile themselves by laying hands on that which has been vowed or devoted to God or on the property of the sanctuary;

not to rob the poor of God's people;

not to make widows their prey or murder the fatherless; to distinguish between unclean and clean and to recognize holy from profane;

to keep the sabbath in its every detail, and the festivals and fasts in accordance with the practice laid down originally by the men who entered the new covenant in 'the land of Damascus';23

to pay their required dues in conformity with the detailed rules thereof;

to love each man his neighbor like himself; to grasp the hand of the poor, the needy and the stranger; to seek each man the welfare of his fellow; to cheat not his own kin;

to abstain from whoredom, as is meet;

to bring no charge against his neighbor except by due process, and not to nurse grudges from day to day; to keep away from all unclean things, in accordance with what has been prescribed in each case and with the distinctions which God Himself has drawn for them; not to sully any man the holy spirit within him. 24

Howbeit, for all that perform these rules in holiness unimpaired, according to all the instruction that has been given them-for them will God's Covenant be made good, that they shall be preserved for a thousand generations, even as it is written: 'He keepeth Covenant and loyalty with them that love Him and keep His commandments, even unto a thousand generations' [Deut. 7.9].

Of family life (vii, 6a-9)

if members of the community happen to be living in encampments,25 in accordance with a usage which obtains in this country, and if they marry and beget children,26 they are [in such matters] to follow the precepts of the Law [Torah] and the disciplinary regulations therein prescribed for the relationship of husband to wife and of father to child.*

Of the future requital of the disobedient (vil, 9-vili, 21)

All that reject these things shall be doomed to extinction when God visits the world to requite the wicked-that is, when that ensues which is described by the prophet Isaiah the son of Amoz in the words: 'He will bring upon thee and upon thy kindred and upon thy father's house days the like of which have not come since the time that Ephraim departed from Judah' [Isa. 7.17]. In other words, the same situation will then obtain as obtained at the time of the great schism between the two houses of Israel, when Ephraim departed from Judah. At that time all who turned back were delivered to the sword, whereas all who stood fast were vouchsafed escape to 'the land of the north'.27 .

It is to this that allusion is also made in the statement: 'I will exile Sikkuth your king and Kiyyun your image, the star of your God. . . beyond Damascus' [cf. Amos 5.26).

The expression 'Sikkuth your king' refers to the Books of the Law, [for the word 'Sikkuth' is to be explained from the like-sounding sukkah, 'tabernacle')** as in the passage of Scripture which says: 'I will raise up the fallen sukkah [tabernacle] of David' [Amos 9.11].

The expression 'king' denotes the congregation;28 and the expression 'Kiyyun your image' refers to the books of the prophets29 whose words the House of Israel has de-spised.80

As for the 'star', that refers to every such interpreter of the Law as indeed repairs to 'Damascus',31 even as it is written: 'There shall step forth a star out of Jacob, and a sceptre shall rise out of Israel' [Num. 24.17].82 The 'sceptre', it may be added, is the leader of the community, for in the exercise of his office he shall 'batter all the sons of pride',88 as the Scripture says.

In the former visitation, these faithful men escaped, while those that turned back were delivered to the sword. Such will be the fate also of those who in the latter days will have entered God's Covenant but not held fast to these things. Them will God punish unto extinction by the hand of Belial.

The day on which God will carry out the punishment will be that to which the prophet alluded when he said: 'The princes of Judah have become like them that remove landmarks; I will pour out My wrath upon them like water' [Hos. 5.10]. They shall hope for healing, but the blem<ish> shall cl<i>ng to them. They are all of them apostates in that they have not turned from the way of the treacherous but have sullied themselves with wantonness and with wicked lucre and with the nursing of grudges against their fellows and with hatred of their neighbors. They have cheated their own kin and have had contact with lewdness and have been overbearing by virtue of wealth and possession and have done every man of them what was right in his own eyes, and have preferred the stubbornness of their own hearts, and have not kept aloof from the rabble, but have behaved lawlessly and highhandedly, walking in the way of the wicked.

Concerning them has God said: 'Their wine shall prove the poison of serpents and the cruel venom of asps' [Deut 32.33]. The wine' in question is their conduct; the 'serpents' are the kings of the nations; and the 'venom [Heb. ro'sh] of asps' is the chief [Heb. ro'sh] of the Grecian kings who will come to wreak vengeance upon them.

Those that have been 'builders of the rickety wall' and 'daubers of veneer upon it'34 have never considered all this, because the man who walks in wind, who raises whirl-winds, who spouts lies-the kind of man against all of whose ilk God's wrath has always been kindled-has kept spouting at them.

Howbeit, what Moses said of old, 'Not for thy righteousness nor for the uprightness of thy heart art thou going in to possess these nations but because of His love wherewith He loved thy forefathers and because He would keep the oath' [cf. Deut. 9.5],85 applies equally to those in Israel who in those latter days show repentance and eschew the way of the rabble. The same love which God showed to the men of old who pledged themselves to follow Him will He show also to their successors. The ancestral Covenant shall stand good for them.

But inasmuch as He hates and abominates all that 'build a rickety wall', His anger has been kindled against them; and all who reject His commandments and forsake them and go on walking in the stubbornness of their own hearts will be visited with such judgment as has been described. It is to this that Jeremiah was referring when he spoke to Baruch the son of Neriah,36 and Elisha when he spoke to his servant Gehazi.87

All those that entered into the new covenant in 'the land of Damascus' but subsequently relapsed and played false and turned away from the well of living waters shall not be reckoned as of the communion of the people nor inscribed in the roster of it throughout the period from the time the teacher of the community is gathered to his rest until that in which the lay and the priestly messiah [anointed] assume their office.88

The same applies also to all that entered the company of the 'specially holy and blameless'39 but were loath to carry out the rules imposed upon the upright Every such man is, as it were, like 'one molten in the furnace' [Ezek. 22.22]. When his deeds come clearly to light, he shall be cast out of that company as being one who has no share

among the disciples of God. Men of knowledge shall reprove him according to his perfidy until he repent and thereby resume his place among the specially holy and blameless-that is, until it become clear that his actions are again in accordance with the interpretation of the Law adopted by the specially holy and blameless. Meanwhile, no man shall have commerce with him in matters either of property or of employment, for he has been cursed by all the holy ones of God on high.

The same applies again-in the future as it did in the past-to all who commit their hearts to idolatry and walk in the stubbornness of their hearts. All such have no portion in the household of the Law [Torah].

The same applies, once again, to all of their fellows that relapse in the company of scoffers. These too shall be judged; for they will have spoken error against the righteous ordinances and have rejected the Covenant of God and the pledge which they swore in 'the land of Damascus'

-that is, the new covenant.40 Neither they nor their families shall have a portion in the household of the Law [Torah].

About forty years will elapse from the death of the teacher of the community until all the men who take up arms and relapse in the company of the Man of Falsehood are brought to an end.41 At that time, the wrath of God will be kindled against Israel, and that will ensue which is described by the prophet when he says: 'No king shall there be nor priest nor judge nor any that reproves aright' [cf. Hos. 3.4].

But they of Jacob that have repented, that have kept the Covenant of God, shall then speak each to his neighbor to bring him to righteousness, to direct his steps upon the way. And God will pay heed to their words and hearken, and He will draw up a record of those that fear Him and esteem His name,42 to the end that salvation shall be revealed for all God-fearing men. Then ye shall again distinguish the righteous from the wicked, him that serves God from him that serves Him not. And God will 'show mercy unto thousands, unto them that love Him and keep His commandments'-yea, even unto a thousand generations.

As for those schismatics43 who, during the era when Israel was behaving perfidiously and defiling the sanctuary, indeed departed from the Holy City, relying (solely) on God, but who subsequently, without much [ad]o,* reverted to the popular [tre]nd-all of those shall be subjected to judgment by the sacred council,44 each according to his character.

Those too who indeed entered the Covenant but subsequently broke through the bounds of the Law-all of those shall be 'cut off from the midst of the camp' at the time when God's glory is made manifest to Israel. And along with them shall go those that sought to turn Judah to wickedness in the days when it was being put to the test.
