The reason why Lagos State is having high figure is bc they go house to house insearch of people with symptoms. They also visit both private and government hospital to check their register starting from last 3 months, for patients with cough and respiratory illness. They no longer wait for people to call them instead they hunt for them. So expect to see high figure from Lagos.
The truth is that most states that have low figures don't do enough testing. Some don't even have testing center.

If he keep quiet people will still talk.
