By Euan McKirdy and Kathy Quiano, CNN Jakarta, Indonesia (CNN) - The Indonesian police continue to use a "degrading" invasive physical test to check for female recruits virginity, a Human Rights Watch (HRW) report has claimed. A manual examination is used to physically check for an intact hymen in the recruits, the report alleges. It is, according to the report, a long-standing part of the health check that women must undergo to be accepted onto the force. While the virginity test is not specifically part of the required "obstetrics and gynecology" examination that female recruits are required to undergo to gain entry to the National Police, senior female officers told the report's authors that it has long been part of the process. Virginity a requirement The National Police website lists the health requirements for female recruits, listing virginity as one of the requirements. "In addition to the other medical and physical examinations. Women who want to become policewomen are to undergo a virginity test. Policewomen must keep their virginity," the informational page states. It ends the section with a cheery "thank you" and a smiley-face emoticon. Married women are not eligible to apply for service in the police force. The Independent National Electoral Commission (INEC) said it had taken measures to track campaign expenditure incurred by political parties as it lifted ban on election campaigns. The Chief Press Secretary to the INEC chairman, Kayode Idowu, on Monday in Abuja stated this in an interview with newsmen following the lifting of the ban on election campaigns. The News agency of Nigeria (NAN) reports that in line with the electoral timetable released by INEC, presidential and National Assembly aspirants of political parties are allowed to commence campaign from November 16. Similarly, the ban on campaign by governorship and state House of Assembly aspirants is expected to be lifted on Nov. 30. Idowu said that the commission now had a department to monitor spending of candidates in the 2015 elections. Idowu said that the department was functional and was in full capacity. “That structure did not exist in 2011 and we could not do much in that regard. “Now we have been able to put structure in place to track expenditure and we are going to be doing that. “The situation now is that we can only know whether a person has over spent until he or she has spent it. You cannot stop people from spending until the person has spent. “ What the law anticipates is that we have put ceiling on spending and we will now monitor to know whether we can make a case about it.” Idowu stressed the need for political parties to adhere to election expenses as stipulated by the Electoral Act. “According to section 91 of the Electoral Act, 2010 as amended, the maximum expenses to be incurred by a candidate at a presidential election shall be N1 billion; for governorship, it is N200 million. “The act also placed a campaign ceiling of N40 million and N20 million for senatorial and House of Representatives candidates respectively. “It also fixed amount for election expenses in the state assembly and chairmanship election for an area council at N10 million.’’ The act also stipulated sanctions for candidate who flauntd the campaign spending limits. “The sanction for presidential election is N1 million or 12 months imprisonment or both and for governor, N800,000 or nine months or both. “While the sum of N600,000 or six months imprisonment is stipulated for a senatorial candidate, the sum of 500,000 or five months imprisonment is also stipulated for a House of Representatives candidate who defaults on the campaign spending.’’ Asked if the commission had the capacity to handle the magnitude of electoral offences, Idowu said that INEC could only work within framework of the law. He said that was why the commission had always called for establishment of election tribunals. “If the law says INEC should do something even within the constraints, INEC will do what is possible within those constraints. “INEC will do what it has to do within the framework of the law as it exists at the present. “For instance, the law says we should publish the audited yearly accounts of the political parties and that is what we have always done. “We audit and publish, that is what the law says we should do. The Church of England today broke with a centuries-old tradition by paving the way for the appointment of female bishops. The vote at the general synod meeting at Westminster's Church House in central London gave the final seal of approval to a legislation passed through UK Parliament in October. The general synod, the law-making body of the Church of England, had voted to back plans for female bishops back in July and following today's decision, the first female bishops will be in place by early next year. Women priests were ordained in 1994 but to date they have not been able to take on the Church's most senior roles. Divisions remain between Anglicans who feel it is consistent with their faith and traditionalists who disagree. A prior move to allow women to stand as bishops was defeated in 2012 by six votes cast by lay members of the general synod. The decision has been welcomed by long-term campaigners for change, who see it as step towards widening female participation in the Church. The Very Reverend Jane Hedges, the first female dean of Norwich, said she had previously thought she would not have seen it happen until after her retirement. Archbishop of Canterbury, the Most Reverend Justin Welby, had hailed the historic vote earlier this year as "the start of a great adventure of seeking mutual flourishing while still, in some cases, disagreeing". THE Federal High Court in Abuja, on Monday, struck out one of the suits brought before it by the Speaker of the House of Representatives, Aminu Waziri Tambuwal, against the Attorney-General of the Federation (AGF) and Inspector General of Police (IGP), challenging the constitutionality of the withdrawal of his security details. The trial judge, Justice Ahmed Ramat Mohammed, also fixed November 28 for hearing of the motion for joinder and amended originating summons filed by Tambuwal in another suit. The dismissal of the suit against AGF and the police boss followed withdrawal by Tambuwal’s counsel in the suit, Dr Tunji Abayomi. When the matter was mentioned on Monday, Abayomi told the court that his client had earlier called him before the court sat that the suit should be withdrawn, saying, however, that the application was very different from the other one and that the instant one was basically asking the court to determine the constitutionality of the withdrawal of Tambuwal’s aides. Counsel to defendants in the suit, Ade Okeaya-Inneh, did not oppose the application, but prayed the court for an order of dismissal on ground that they have filed a response to the application and that the court should make an order as to cost. Opposing that application, Abayomi contended that the defendants had not joined issue with them and that the matter was for mention. Delivering a short ruling, Justice Mohammed held that the defendants had only responded to the interlocutory application and not the substantive one. He further held that the implication was that the defendants had not yet joined issue with the plaintiff and struck out the suit with no order as to cost. In the second suit filed by Tambuwal, challenging the withdrawal of his aides and seeking to stop the House of Representatives from removing him as the Speaker of the House, the court also adjourned till November 27 for hearing. Counsel to Tambuwal in the suit, Lateef Fagbemi, who led about seven other senior advocates of Nigeria and 65 lawyers, brought an application to amend the originating summons. In the amended application, Tambuwal is asking the court to determine whether the AGF and IGP have the power to interpret the constitution to the effect of withdrawing his aides. Some other parties have also approached the court, seeking an order of joinder in the suit. Responding to the application to amend originating summons, Okeaya-Inneh prayed the court for a short adjournment, so as to respond to it. It will be recalled that the court had earlier stopped the Peoples Democratic Party (PDP) from reconvening the House of Representatives before the next adjourned date. The court also refused to reverse withdrawal of Tambuwal’s aides, but rather gave an order of accelerated hearing. Tambuwal had approached the court to challenge the withdrawal of his aides and also seek to stop the House of Representatives to declare his seat vacant as speaker. Joined as defendants in the suit are PDP, its national chairman, Adamu Mu’azu, House of Representatives’ deputy speaker, IGP, Independent National Electoral Commission (INEC) and the AGF. A special committee has chosen Michel Kafando as Burkina Faso's interim president, to lead the country until elections next November. Authorities in Ouagadougou were under international pressure to restore civilian rule. Authorities took a key step towards restoring democracy in Burkina Faso early on Monday, appointing former Foreign Minister Michel Kafando as transitional president. Kafando, one of five candidates, was chosen as part of a charter agreed after longstanding President Blaise Compaore was toppled by mass public protests on October 31. Soon after his ouster, Lieutenant Colonel Isaac Zida assumed control and suspended the country's constitution. Burkinabe officials were then under African and global pressure to bring a swift end to the military leadership. A 23-person committee, drawn from the army, traditional and religious groups, civil society and the political opposition, made the appointment after Sunday's negotiations ran into the early hours of the following morning. "The committee has just designated me to guide temporarily the destiny of our country," Kafando told journalists and the committee afterwards. "This is more than an honor. It's a true mission which I will treat with the utmost seriousness." The African Union had given Burkina Faso's army a two-week deadline to restore civilian leadership or face sanctions, although the continental body appeared to soften this particular stance as the nominal deadline drew near. Familiar global face Kafando, 72, served in various positions during Compaore's 27-year rule, including as the country's ambassador to the UN, where he served as rotating Security Council president for one year. The army had proposed him as a candidate. His next task will be to appoint an interim prime minister, who in turn should appoint a 25-member temporary government. The interim leaders will not be allowed to stand in the country's next elections. Prior to Compaore's exit, elections were scheduled in Burkina Faso for November 2015. The interim government is charged with keeping to this schedule. And I want to use this opportunity to commend your leadership and also recommend continuation of your leadership to the good people of Ogun State". "It is only fair that when such physical transformation is going on, it is only logical and reasonable that an opportunity should be given for that political leadership for that physical transformation be continued". "You see what has always affected our transformation stride in this nation is that when we change administration, they don't continue with what their predecessors started so that they can conclude them, they begin new projects and new things. Governor Gabriel Suswam of Benue State and his deputy, Chief Steven Lawani, were involved in a ghastly road accident on Friday in which eight people were injured. The accident came a day before the governor’s 50th birthday which holds today. The governor’s official vehicle in which he was travelling and his spare vehicle were directly affected by the impact of the crash. The two officials who were in the same vehicle escaped unhurt. It was gathered that the governor and his deputy were on their way to an official assignment in Wannune, Tarka Local Government Area and Gboko when the accident occurred. According to an eyewitness, an oncoming vehicle which overtook another vehicle lost control, sommersaulted, then hit the spare vehicle of the governor as well as the vehicle in which both the governor and his deputy were travelling. The accident happened at Angbaaye, a few kilometres after Makurdi, the state capital. The governor’s spare vehicle was badly damaged while the impact of the accident on the on coming vehicle was very severe. Both the governor and his deputy however rushed to rescue the victims in the oncoming vehicle who were believed to be traders heading to Makurdi. Governor Suswam, who detailed some top government officials to take the injured persons to the hospital in Makurdi, however, proceeded to Gboko where he flagged off road project, while his deputy alighted at Tarka Local Government where he flagged off tree planting project. The eight people who were injured were rushed to Benue State University Teaching Hospital, Makurdi, for medical attention. As a follow up to the governor’s 50th birthday ceremony which holds today, he has also scheduled a thanksgiving ceremony for tomorrow, at Aper Aku Stadium. The 19-year-old scholar-athlete’s decision to refuse the $7000 bonus from the Fifa U20 Women World Cup has been misconstrued by a lot of people By Lolade Adewuyi News broke during the past week that Courtney Dike had refused to collect the $7000 bonus that accrued to her from being a member of the Nigeria Women U20 side that reached the final of the tournament in Canada. Dike scored two goals for Nigeria, including the tournament’s fastest ever goal, as the Super Falcons finished in second place behind Germany at the 2014 Fifa U20 Women’s World Cup. A presidential bonus offered to her was rejected according to a Nigeria Football Federation official. "When we called her mother to confirm the delivery of the allowances, she declined it and insisted that the opportunity of playing for Nigeria was all the reward the family needed,” said Mohammed Sanusi, the NFF’s head of competitions. The 19-year-old student of Oklahoma State University only did the right thing in the circumstances due to her status as an amateur athlete on a scholarship, according to rules governing the National Collegiate Athletics Association (NCAA) in the United States. Among the rules for amateur athletes under the NCAA, Dike could not have accepted the $7000 given to her by Nigeria because amateurs are not supposed to be paid “salary for participating in athletics” neither are they allowed to be paid “prize money above actual and necessary expenses” among many other rules on the NCAA website. Hence, Dike’s decision, which has split opinion in the Nigerian community, was not, to spite the NFF and neither was it about her being more patriotic than other Nigerian players that accepted their bonuses. According to sports management expert Patrick Omo-Osagie, if Dike had accepted the $7000 bonus, she would have had bigger issues like losing her almost $35,000 annual scholarship which enables her to attend the Oklahoma State University and play for the Cowgirls. “The $7000 is considered as payment for her sport; the only way she could have taken that money and not be in violation of NCAA regulations, is to have taken the money as a daily allowance during the competition,” wrote Omo-Osagie on his Facebook page. “NCAA rules are very funny and unfair, but the payment was so public that if she took it or her family took it, it will be a violation of NCAA rules and she will be sanctioned or might even loose her athletic scholarship. “She did the right thing for rejecting the money and we should praise her for that, for she did not try to break the rules she signed on. Lagos State governor, Babatunde Fashola, on Monday painted a pathetic picture of Nigeria’s economy, saying all it takes to cripple this biggest economy in Africa was for countries from whom Nigeria buys oil to refuse to “sell to us, and we will be down.” Fashola as a keynote speaker at the opening ceremony of Women in Business (Wimbiz) conference at the Eko Hotels on Victoria Island, Lagos, spoke against the background of the country’s inability to refine crude oil for its domestic usage almost sixteen years into democracy, saying something was wrong with manner the economy is being managed by the Federal Government. The governor noted that the nation’s power supply was going from bad to worse; more Nigerians are unemployed, while the country cannot refine its crude oil but depend wholly on importation. “All it takes to cripple our economy by those countries from where we buy oil is to say they won’t sell to us any longer,” Fashola said, adding that the insecurity in the North East and the country generally needed to be addressed. “We have seen a good example where the country was denied access from buying arms. This is the situation we are as regards importation of oil. In 2010 alone, we spent N2.5 trillion importing fuel into this country. Now, we have less money to import. If we can’t pay for our oil importation, we all know its implication for the country. In not too distant future, the fuel queue will return. “The government is yet to give us power as promised, they are yet to give us fuel, we are yet to see the standard highways they promised. There are so many Nigerians living without electricity. “Within their transformation period, thousands of people in the North East have been killed, thousands turned refugee in their father’s land, over 200 girls are still in captivity of insurgents, the North East is still under siege. The use of motorcycles as commercial means of transport in Nigeria, popularly known as ‘Okada’ or ‘Achaba’ may soon be banned throughout the country. The proposal for the ban was made by the National Council on Transport after its annual conference in Enugu State and endorsed by the Minister of Transport, Sen. Idris Umar. A statement from the Federal Ministry of Transport on Saturday evening stated that the ban of commercial motorcycle was one of the measures proposed towards adequate provision of safety and secure transportation in Nigeria. It said the recommendation was contained in a statement of the week long meeting which had in attendance all the state commissioners of transport, permanent secretaries, directors and officials in the federal and state ministries of transport across the country. The council advised all states in the federation to henceforth discourage the use of commercial motorcycles as a means of public transportation. “All states and the Federal Capital Territory have therefore been advised to establish a public transport system that ensure strict regulation of the operation of public passenger transportation system through a well-articulated management system for enhanced safety, security, effective and efficient service delivery,” the statement said. It added, “The states are to also develop master plans for the development of intelligent transport system to facilitate the development and management of their transport operations in line with emerging trends and global best practices.” The statement noted that the council also agreed that all commercial vehicles should be properly registered in each state while their enumeration should be carried out periodically to enhance safety and security. Judge Thokozile Masipa also gave Pistorius a three-year suspended sentence for a firearms charge. The parents of Reeva Steenkamp told the BBC they were happy with the sentence and relieved the case was over. The defence said it expected Pistorius to serve about 10 months in prison. Pistorius was convicted of culpable homicide but cleared of murder. Prosecutors had called for a minimum 10-year term, and the defence had argued for community service and house arrest. 'Feeling of unease' Pistorius showed little reaction to the sentence other than to wipe his eyes before being led away. Defence lawyer Barry Roux said his client was expected to serve 10 months in prison, with the rest under house arrest. Dup De Bruyn, a lawyer for the Steenkamp family, told Reuters that "justice was served", although he believed Pistorius would probably serve two years. Pistorius's uncle, Arnold, said: "We accept the judgment. Oscar will embrace the opportunity to pay back to society." He appealed to the media to "accept the ruling of court and let us move forward in this process and give us some degree of dignity and privacy".... Eleven Peoples Democratic Party, PDP’s governorship aspirants in Benue State have rejected the recent selection of four of their colleagues by a coalition of PDP elders, as the only candidates recognized to contest the party’s primaries. In a press release in Makurdi on Sunday, the aspirants dismissed the selection exercise as “biased and lacking in credibility and transparency”. The aspirants who protested the elders’ decision are David Ker, Hingah Biem, Tivlumun Nyitse, James Mbachiantim, David Iorhemba and Veronica Shimave. Others are Eugene Aliegba, Andy Uwouku, David Nongo, Simon Anchaver and Janet Jila-Agbo. The aspirants appealed to their supporters to ignore the selection and intensify their consultations to ensure victory at the primaries. “We reject the exercise as totally unacceptable, invalid and not binding on us; we therefore appeal to our supporters to remain committed to their campaigns and continue their loyalty to the PDP.” “Our rejection of the exercise is on the grounds that the position and action of the Elders Forum failed in a very basic sense, to be premised on any foundation of credibility and transparency. ” The criteria adopted by them in selecting their preferred aspirants remains unknown to us, thereby keeping the whole exercise shrouded in mystery, and therefore, totally unacceptable to us,” they said. The PDP elders from Makurdi, Guma, Gwer West and Gwer East Local Government Areas, under an umbrella association referred to as MINDA PDP Elders Forum, had on Friday, trimmed down the number of the party’s governorship aspirants, from 15, to four.
