Mere rhetorics without specifics.

In all, only paragraph 9 shown above caught my interest. It means he is indeed mindful of his critics. This should hopefully spur him to more action in 2013.. At least he now knows that the luck factor/i-have-no-shoes cry can no longer work for him and he can only win the confidence and trust of Nigerians by delivering on campaign promises!

My friend, the FACT is that you lied. Subsidy payments is calculated annually. There's nothing like subsidy payment during OBJ/Yar Adua administration. You said subsidy payment in 2009 was N350billion. But I wrote to correct that LIE. Subsidy payment is carried out by an agency of govt called PPPRA. The subsidy payment in 2009 was N463billion.
In 2008, subsidy payment was N630billion.
In 2010, subsidy payment was N673billion.

Of what benefit is it for me to lie?

Recall, you claimed there are many lies in my post and I am still waiting for you to debunk each with verifiable facts and links where necessary.

I raised over 15 areas of weaknesses and valid points where your paymaster Mr GEJ is grossly found wanting compared to his former boss and you have failed to logically debunk one.

At least I showed you the link that I based that assertion on, which is true and verifiable. The last subsidy payment in 2007 by OBJ/Yaradua administration was less than N350m. The fact that subsidy payment is calculated yearly is not in doubt and what i did was to pick a base year btw OBJ and Yaradua's administrtation and compare it with GEJ's.

Ok, let's even assume subsidy payment was not N350B but N463B as claimed in 2009 (A fact I am not disputing but which you just holding unto), does that now exonerate GEJ and how the number of licensed companies increased from less than 20 to over 100? Does it further justify the sharp increase in subsidy payments to over N1 trillion in 2011?

NO LIES.. But please let's learn to stop chasing shadows as no matter how fast you run, if you are not on the right path, your destination is but a settled matter.

Subsidy payments during OBJ's tenure in 2006 was N261B, while it was N278.9 in 2007 when OBJ handed over to Yaradua. So my asserting N350B during OBJ Yaradua's administration was very spot on.

On the petroleum scarcity claims which you were trying to debunk, please note that this assertion is in comparative terms as no administration ever had a scarcity-free regime for petrol. Coming from what we inherited from Obj and compared to what we are currently passing through now (long queues in fuel station and buying fuel at N110-N120, even after house of assembly questionably passed a supplementary budget of N160B for Dec subsidy payment) Yaradua's tenure, though short was far better.

Like I said, Please feel free to raise other lies in my post so that we can analyse with verifiable facts and figures.

-Demonstrated that he had a mind of his early in his administration by reversing some anti-people policies of the immediate Govt which he happens to be a beneficiary of. Reversal of petrol from N70 to N65.. Release of Lagos withheld funds..Reversal of sale of refineries to friends and cronies of immediate past administration.
-Had a clear vision and economical blueprint emasculated in the 7 point agenda
-Maintained and grew foreign reserves from $36B to $45B.
-Declared his assets on assumption of office
-Demonstrated commitment in solving the niger delta menace by creating ministry of niger delta
-Less corruption as less than N350NB was paid as subsidy in 2009
-Less interest in globe trotting and only embarks on religious pilgrimages or health trips
-Demonstrated free-ness when he openly announced his unwillingness to appeal should the supreme court rule against him on the elections that brought him to power
-Started the electoral reforms which he promised in his electoral speech
-Showed prudency and left more than N9b in the coffers of Kastina state govt after ruling for 8 yrs
-Built more roads in Kastina than any other state govt since inception
-Was never mentioned by EFCC as having a case to answer while he was governor of Kastina state
-Bode George was convicted and sentenced under his administration
-No fuel scarcity during his tenure despite that fuel sold for N65/litre pump price


Jonathan

-Has no mind of his. Always openly manipulated by his handlers.
-No clear vision of development or agenda for country’s growth only transformation and fresh air.
-Depleted foreign reserves by sharing same to governors in a bid to secure their support for his 2011 presidential ambition
-Was forced to declare his assets as vice president and openly admitted he does not not give a damn as president.
-Highest level of monumental corruption under his watch. Subsidy payment grew from N350B during Yaradua/OBJ tenure to close to N1 trillion and from about 15 licensed
companies to more than 100.
-Always globe trotting for every form of world occasion which included the world head of govt summit where Nigeria had the largest number of delegates
-Has always been cunny, desperate and power drunk. Bribing over 5,000 PDP delegates with $7,000 each during 2011 convention to beat Atiku, and His body language towards 2015 lays credence to this fact.
-No reasonable achievement can be traceable to him during his stay as Bayelsa Governor.
-He and his wife were accused of corruption by EFCC while he was Governor. Case file is now missing with no traces or links.
-No known criminal however small has been convicted under his administration. Alameseigha is a constant figure in Aso Rock and Tony Anenih sits as the chairman of NPA despite alleged fraud when he was minister of works. Several ministers in his govt have been accused of corruption without he doing anything about it.
-Misled Nigerians by claiming his fight aginst corruption is only second to that of US and that Nigeria under his watch attained 3rd postion in the fight against corruption.
-Failure to take a stand on the Farouk/Otedola mess which is still hanging without balance till today. (Otedola is also a regular face in Aso rock and is alleged to be a friend of Mr President)
-Unpecedented and high level of loss of lives and properties without he taking any decisive step. Instead, he keeps making unguarded statements like.. Terrorism is everywhere in the world, We should pray that behind BH should have a change of mind etc
-Keeps forming committee upon committee without any visible progress.
-Fuel scarcity despite buying fuel at between N110 and N120/litre.
-Penchant for excesses and wastages; N1b per day for food, N20B for purchase and maintenance of presidential jets, N16B for vice presidents lodge in Aso rock, N2B for Banquet hall etc


Summary
A reasonable ground for comparison is Motives and Antecedents.

While I will score Yaradua high on his motives and intention for Nigeria, GEJ scores abysmally low on that.

On antecedents while they were both Governors, Yaradua still beats GEJ hands down again.

All records are verifiable.

These are my thoughts.

2013 is just a few hours from now. The current year had several leadership controversies, accusations and counter accusations in it's wake.

Several Nigerians took to twitter, Facebook, Nairaland and other social network and media sites and blogs to lash out and point to one or more misdemeanor of the GEJ administration. The truth however is, despite the criticisms, which seems to be increasing in geometric progression, only a few have actually taken the bold step of suggesting solutions on how to improve the infrastructural decay and lift Nigeria from the quagmire we find ourselves today.

Take it or leave it, Nigeria belongs to us all and the actions or inactions of our leaders today definitely have an impact on the incoming generation.

In light of the above, below is an extract of a write up and advise for President Jonathan on issues affecting our common wealth and how they can be solved.

Enough of arms chair criticism. Let's provide suggestions on how Nigeria can move forward hoping someone close to the corridors of power will see this and bring it to the knowledge of those that matter.

President Jonathan promised Nigerians that 2013 will be a decisive year in terms of his agenda of transformation. The President has a passionate penchant for putting deadlines on targets, and his record for missing both has become something of a record in itself. In the hope, however, that he intends to make 2013 a real turning point in his administration’s record, these are a few suggestions he could consider for implementation.

1. Overhaul the economic management team

Key ministers in charge of the economy, petroleum, justice, basic infrastructure and image-management are largely working at cross-purposes. They step on each others’ toes, mainly because they are in pursuit of different goals. Their inter-personal and official relationships will continue to be major obstacles in the pursuit of major economic reforms. Remove them and replace them with others who have less stake in sustaining the status quo. Sack the entire Economic Management Team, and reconstitute it with people who have courage, competence and clout to advise and implement real reforms. Do this before end of March, 2013.

2. Undertake radical review of 2013 budget.

Engage the national assembly towards radically reviewing the 2013 budget. A new budget should be reprocessed which should have at least 70% devoted to capital projects with focus on rehabilitation and expansion of basic infrastructure and power. Recurrent expenditure should target payment of only essential services, and remuneration of civil servants. Spending on security should be thoroughly scrutinized, and should be contingent on an informed cost benefit analysis. Overhaul budgetary mechanisms to improve quality of spending and accounting processes. Do not spend in areas where states are heavily involved. Start end of January, conclude end of March, 2013.

3. Appoint Ministers of Power and Defence.

Appoint Ministers of Power and Defence who must have solid records of competence and proven capacities to deliver. Give them real them powers and set them targets. Minister of Power should achieve 7000 mw by September 2013, and Minister of Defence should be directly in charge of coordination of all efforts to severely curtail or eliminate the JASLIWAJ (a.k.a. Boko Haram) insurgency by October 2013.

4. Re-assess economic policy

Empanel a Committee of Experts and Stakeholders to advise on basic thrust of economic policy between now and December, 2014. Work with the National Assembly to conclude work on the P.I.B, and engage state governors to settle issues around excess crude account, sovereign wealth fund and resource allocation. Adopt an economic blueprint for implementation, with active participation of the legislature, governors and the private sector which should cover the period, September 2013 to December 2014.

5. Fight corruption

Examine your decision-making processes, and identify causes, weaknesses and persons who make it difficult to fight corruption. Empower anti-corruption agencies with autonomy and capacity to investigate and persecute people behind the subsidy and pensions scams and other scams closely linked with sources of power. Clean up the circle around the decision-making process, and eliminate damaging influences from powerful people who determine policy or the fate of investigations into corrupt acts. Pay close attention to perceptions and allegations of corruption, abuse or waste, and sack Ministers and other public office holders who cannot improve the image of an administration with no tolerance for corruption. Achieve visible result by June, 2013.

6. Facilitate a popular assessment of the federal system

Set up an Advisory Assembly on the Nigerian Federal System made up of 5 people from each state of the federation and 30 other nominees of C.S.Os and N.G.Os to examine the structure, utility, functions and limitations of the current structure of the Nigerian state. It should advise on short and long-term solutions to the basic questions regarding the nature of the nation’s structure, economy and politics, and its recommendations should feed directly into the on-going review of the Constitution. All persons from States must be selected by panels involving community leaders, professional groups, youth associations and civil society groups. State governors should not participate in selection of delegates. Period: May 2013 – November, 2013.

7. Review security strategies

Remove all Joint Task Forces and road blocks in areas where JASLIWAJ (a.k.a. Boko Haram) are active. Replace them with flexible and intelligence-based strategies. Concentrate on protection of key and vulnerable points, and encourage communities to engage the insurgencies directly towards reducing their activities.

Overhaul policing strategies. Adopt a radical programme for improving intelligence-gathering and purging the police of collaborators with criminals. Adopt strict sanctions for failure or ineffectiveness at the senior levels of the security agencies. Improve inter-agency cooperation and collaboration by removing the current leadership and replacing them with those more comfortable with creating synergies. Reward diligence and punish corruption in the police and security agencies. Encourage state government-police relations, and increase the influence of state governors over leadership of police at state levels.

8. Engage JASLIWAJ (a.k.a. Boko Haram)

Establish a committee of respected clerics and community leaders to advise on how the JASLIWAJ (Boko Haram) can be engaged. Handle this issue directly. Improve the capacity of communities to work with government by eliminating the excesses of JTFs. Improve liaison and cooperation with neighbouring countries to reduce impact of developments in the Sahel on Nigeria. Address poverty among youth, and take positive steps to rebuild economic damage in many parts of the north immediately.

9. Streamline image-making

Improve the manner your administration engages the nation. Re-assess the values of official and un-official spokespersons, and take steps to plug gaps in communication outlets and strategies which create more enemies than friends.

10. Reduce foreign travel

Stay at home and address national problems. Visit the people of Borno, Yobe, Bauchi and Adamawa.

11. Renounce plans to run in 2015

You will not accomplish anything of value if you insist on running again in 2015, or if you keep the country guessing. The opposition, the governors and the media will fight you over your record at every turn. You will accomplish little with an eye on today’s problems, and another on the battles for 2015. Focus on improving your performance now, and improve your capacity to influence who takes over from you in 2015 because you may have done well.

Drdaps: ABEOKUTA – Former President Olusegun Obasanjo has predicted an end for the dreaded Boko Haram sect, saying, Nigeria will soon enjoy peace and tranquility.

Obasanjo also expressed optimism that Nigeria would be ranked among the greatest countries of the world in the nearest future.

Addressing newsmen in Abeokuta, the Ogun State capital, Obasanjo lamented that Nigeria’ could not manage its abundant resources. .

Obasanjo who was thanking God for His mercies over the country, said despite the bombings and other dangerous activities of the sect, he believes, the country would achieve peace.

The bolded reflects another damning verdict and loss of confidence in the Jonathan administration by Obasanjo.

Anyways, Obasanjo, while we appreciate your candour, please be reminded that you are no better. GEJ only happens to be much worse than ever imagined. He appears clueless on security, resources management, economy direction, but scores high in corruption et al.

Etisalat has been sending me messages for the past 7 days informing me of charges on PAYG data sessions.

I don't use this particular line for browsing and have been wondering how come about the charges.

I have called their customer care several times where I was referred to speak with a geeks. The so called geeks appear to be helpless to the situation and keep asking me to give them 24 hours to resolve it. This was well over 5 days now without any solution.

I have disabled the internet settings of the phone and have uninstalled all applications yet the texts and charges keep coming.

Is any nairalnder having a similar experience? Pls share!

The federal budget is usually suffused with requests by the Ministries, Departments and Agencies of Government for the purchase, maintenance and fuelling of plants and generators. This has become the proverbial tortoise that cannot elude a folk tale. The fact is that Nigeria lacks steady power supply and the MDAs therefore try to take undue advantage of this to make spurious provisions for this line item. In the 2013 budget, certain requests for generators, fuelling and maintenance need a thorough review so as not to waste public resources.

The wastages found on this item are categorised in three stages: Purchase of plants/generators; fuelling; and maintenance. On many occasions, separate huge amounts of public funds are allocated to these segments.

Take for an example the Presidency, the 2013 budget provides that, to fuel generators in the State House alone, the Presidency will spend N72,510,832. Also, the Presidency in its entirety is to spend the sum of N654.02m on generators. The money it is proposed covers the cost of maintenance of plants and generators as well as fuelling them. The money also covers the amount set aside to replace some generators in the agencies under the Presidency. Also, the Ministry of Petroleum Resources plans to spend N22,525,507 for fuelling of generators and N25,036,676 to maintain the generators.

The Federal Capital Territory is divided into low, middle and high income zones and the State House and the NNPC Towers are in the high socio-economic zone of Abuja. This zone enjoys regular supply of electricity from the national grid. This raises the rationale for allocating such a huge amount of public funds to these MDAs in spite of the regular supply of power to them. There is also another huge sum allocated to defray the cost of power supply from the Power Holding Company of Nigeria, such as the sum of N148,105,373 to be expended by the State House alone to pay for electricity charges in 2013.

In examining the 2013 budget of Ministry of Foreign Affairs, one will discover that there is a provision of N27,335,017 for maintenance and fuelling of generators in foreign missions. For the foreign missions, it is understandable that most African countries have problematic power supply. It is justifiable when you make budgetary allocations to foreign missions in some countries such as Sierra Leone, Liberia, Ivory Coast and other countries where war destroyed their economic infrastructure including power supply. But how can you justify budgetary allocations of purchasing, fuelling and maintenance of plants/generators in foreign missions in such countries as Belgium, Germany, Switzerland, etc, which enjoy constant power supply? For example, Nigeria’s foreign missions in two highly developed cities of Berlin and Berne got N1,092,428 for generator maintenance and another N2,834,505 for fuelling and N473,570 for maintenance and another N1,228,608 for fuelling respectively.

As if the above is not enough, some MDAs will include purchase of generators at very exorbitant prices and this appears year after year. Back home, it’s infuriating to learn that an agency such as the National Primary Health Care Development Agency has a budgetary allocation of N23,515,181 for this purpose. The lifespan of every generator, even the one called “I pass my neighbour” exceeds a period of at least two years. So why is there the necessity for this request for the purchase of generators in the budget of some MDAs every year? These are just a few examples; all the MDAs are all involved in this mad rush, read fraud, of “fuelling” themselves to unfettered riches.

The foregoing makes a strong case for the intensification of the reforms in the power sector so that there will be sustainable improvements in power generation, transmission and distribution. If the Federal Government is sincere to itself and to the general public, concerted efforts should be made in adopting and implementing integrated development plans where the good management of one sector will support the management of other sectors.

China opened the world’s longest high speed railway line on Wednesday, claiming to cut travel time down by more than half from the country's capital city Beijing in the north to the country’s economic hub Guangzhou in the south, some 2,298 kilometers (1427.91 miles).

The trains first official journey from Beijing to Guangzhou took place at 9 am Wednesday at a speed of 300kph and with a total travel time of eight hours, some 12 hours less than the fastest time between two destinations. A Chinese official called the high speed route "one of the most technically advanced in the world."

There are 35 stops along the route, including major cities like Wuhan and Changsha. Cars have a grim reputation as an alternate means of transportation in China, therefore rail routes play an essential part in the country's transportation system and the government annually pours millions of Yuans into the development of the industry, including building a nationwide grid and using of state of the art technology.

Wednesday's launch, however, is not without a controversy. Last year, 40 passengers were killed while traveling through a rapid line in eastern Zhejiang province, raising safety concerns over the rapidly growing network and placing a threat over the export of such high speed technology.

"We have developed a full range of effective measures to manage safety," Zhou Li, head of the ministry's science and technology department, told reporters on a trial run from Beijing to the central city of Zhengzhou.

"We can control safety management," he added.

Following last year’s tragic incident, investment in the industry declined sharply with the media reporting a 500 billion Yuan cut to a five-year plan ending in 2015. However, the planned investment budget was raised three times only this year by the Ministry of Railway as part of government’s efforts to bolster the slowing economy.

Despite heavy investment, the industry continues to operate under loss. Nonetheless, the government remains committed to its development, building high speed routes between the country’s major cities.

"High-speed railways are needed for national development, for the people and for regional communication. Many countries have boosted their economies by developing high-speed rail," Zhou Li said.

Aside from the safety concerns, Japanese officials often complain that Chinese railway technology is taken from them, an accusation Chinese rail executives have strongly denied.

Recently, the Nigerian legislative made up of the Green and Red chambers of the Federal house of representatives and senate approved the 2013 budget of N4.987 trillion in preparation for the 2013 fiscal year.

Prior to this time and indeed after then, the executive arm of several states also presented similar figures to their state house of assemblies for approval and signing into law. Notable amongst the states that have sent such proposals include:

The above figures and and others not handy brings the cummulative total state Govt 2013 budgetary figure for the 36 states and the FCT to an estimated figure of N5.8 trillion.

A cummulaive similar figure though slightly lower was passed last year with little or nothing to show for it across the states as at today.

A striking feature both at the national and state level is the wide infrastructural and development gap arising from the poor implementation of the budget for which statutory allocation has been disbursed, received and spent.

Most of these state Governors are currently having a good time spending their loot while we all are attacking GEJ.

This is a wake up call to us all in 2013 that while we are stepping up the campaign towards responsible leadership and fight against fiscal rascality at the centre, this must also be entrenched at the local and state level as charity they say begins at home, so that we all can benefit from the dividends of democracy.

Let us all push for transparency and full implementation of the budgets especially at the state level as the current earnings/budgets of individual states is not proportionate to the level of development on ground.

Total 36 states' budget plus FCT: N5.8 trillion
Federal Govt budget : N4.9 trillion
Total : N10.7trillion

2) Another exciting transformation is the massive rehabilitation of the rail transport system. Only few days ago, it was reported that the Lagos-Kano rail line has been completed and tested, and ready to take-off 20th of this month.
This will add to the numerous other rail routes that have been rehabilitated and put to use including the Lagos-Illorin rail line and other intra-city railway services. Other corridors currently under serious construction include eastern corridor(Enugu-PH-north), Abuja-Kaduna(fast rail line), Itapke-Ajaokuta-Warri(fast rail line).
The implication of reviving the rail transport cannot be over-emphasised, including reduced cost of transportation, reduced price of food items, safer transport, longer life span of our roads,etc

3) What about the massive re-building of 11 airports in Nigeria, including the one Enugu, Owerri, Benin,Lagos,etc The completed ones are simple beautiful to behold. When the 11 airports currently under re-construction are completed, reconstruction will begin immediately in the remaining 11 airports under FAAN. Also part of the aviation master plan of this govt is total over-haul of the institutions in the industry(done already), creationof a national carrier, building of aero-tropolis, building of 5 new international terminals in 5 airports, including Enugu. If thisis not transformation, tell me what it is.

4) The education sector has alsoreceived serious attention in terms of infrastructural upgrade. The federal unity schools are being rehabilitated in phases, Almajiri schools are being built to cater for the over 11million out of school children in the north, the higher institutions are recieving more funds than ever this time,etc Also important is the creation of 9 new federal universities in Ebonyi, Jigawa, Gombe, Ekiti, Bayelsa, Kogi,etc In fact, some ofthe brand new universities, including federal university Kashere, Gombe has commenced operation providing access to higher education for locals and employment.

5) Significant progress is being made in terms of road construction. We expect ACTUAL construction of 2nd Niger bridge to commence in 2013.
Failure to build 2nd Niger Bridge is the ONLY thing that can make me stop supporting GEJ. Enugu-PH road is currently undergoing rehabilitation to make it motorable, pending when full re-construction will commence. Lagos-Ibadan expressway is currently recieving similar attention.

Indeed. In fact, embarrassingly, Nigeria is the one of the very few Countries that springs to my mind, in this day and age, where an apprentice is put in charge of the workshop only for the people to then be expecting miracles. I am ashamed, as a frequent traveller throughout Africa, to note how Nigerians are badly lacking in political sophistication in comparison to others despite our noise.

GEJ will do nothing of note in 2013 simply because he does not have the intelligence, will, sincerity, ability, sagacity or morals to lead at the level he 'luckily' finds himself in. His situation is a damning indictment of the aberration Nigeria is whereby any charlatan can become President because issues remains about a few Oligarchs and "owners of Nigeria" protecting their loot and continued 'livelihood' while the majority go to blazes. The opposite is becoming the norm everywhere with issues revolving more around what is best for the masses.

We should stop fooling ourselves in Nigeria and note why other African Nations are making progress. They have simply stopped gambling with very important offices and are now playing safe going for proven performers with a verifiable history of solutions provision. We let wicked men like OBJ, Anenih et al package a total mediocrity for us only to then be expecting a miracle. I want to cry for Nigeria sometimes when I see, with my own eyes, what obtains in many African Countries we vacuously claim to be superior to with our "giant of Africa" delusions. African leaders are increasingly becoming very, very sophisticated because the bar is being raised in many Africa nations currently. Only the "giant of Africa" wants to remain bucking that trend with it's callous, myopic and greedy ruling class.

I smell something here.... Someone has been marginalized, denied recognition and cut away from millions and he seems aggrieved!

Anyways, Asari Dokubo, this is a democracy and you only have but one vote. Besides, no one made you a spokes person for the Nigerian people.

But you have spoken an obvious fact because the way President Jonathan is going, he may end up not even picking his party ticket and if he eventually does get it, as Nigerian and PDP politics has shown to be very unpredictable, he will still be rejected at the polls by majority of Nigerians!

I am not holding brief for the Niger delta minister neither am I a Melaye apologist but these are my thoughts:

When did Melaye suddenly become an anti-corruption cruder?
We still recall the role he played in the Patricia Etteh impeachment saga (He was her man friday and stood by her till the last minute of her impeachment)

His antagonism of Dimeji Bankole which led to his expulsion from the house was as a result of the speaker leaving him out in the allotment of principal officers of the house.

Despite all these, a partial ill-motivated fight against cooruption is better than no fight at all. On this note, I encourage him to go 0on, but should always surround himself with facts before rushing to press lest he looses what is left of what we call credibility!
