Vogue50:
Aregbesola is very stupid for making such a statement ! Should he decline from his obligated responsibilities because the states are not in charge of its security? He should face the challenges and protect lives and properties as the chief security offiicer of the state.

As Chief Security Officer, the governor should have the final say on security matters in his area of juridiction but that is not the case, so he is not stupid.

Section 215 of the Constitution says

(3) The President or such other Minister of the Government of the Federation as he may authorise in that behalf may give to the Inspector-General of Police such lawful directions with respect to the maintenance and securing of public safety and public order as he may consider necessary, and the Inspector-General of Police shall comply with those direction or cause them to be compiled with.

(4) Subject to the provisions of this section, the Governor of a state or such Commissioner of the Government state as he may authorise in that behalf, may give to the Commissioner of Police of that state such lawful directions with respect to the maintenance and securing of public safety and public order within the state as he may consider necessary, and the Commissioner of Police shall comply with those directions or cause them to be complied with; provided that before carrying out any such directions under the foregoing provisions of this subsection the Commissioner of Police may request that the matter be referred to the President or such minister of the Government of the Federation as may be authorised in that behalf by the President for his directions.

It's sad that Senegal with their quality would miss out of the Nations cup and they could miss out of the 2015 Nations cup too if CAF wields the big hammer with severity undecided

Politics / Re: Kidnappers Demand N200m Ransom For Osun Speaker’s Wife by klas(m): 9:34am On Oct 11, 2012
Idileke: Less than 24 hours after the kidnap of  Muiba,  wife to Osun State House of Assembly Speaker, Mr. Najeem Salaam, her  abductors have demanded N200m ransom for her release.

A source told our correspondent in Osogbo on that the suspected kidnappers  phoned the Speaker on Wednesday to make the demand.

It was learnt that the hoodlums assured him that his wife would be released as soon as the money was paid.

Investigation showed that the suspects told  Salaam to call them back between 11am and 12 noon  on Wednesday, assuring him  that his wife was in safe.

But the  Speaker  told our correspondent that  he would not comment publicly on the matter.

He said, “People have been telling me about N200m ransom; you know, people would come up with various versions but I’ve not been contacted by the kidnappers.”

Meanwhile, investigation  has revealed that the six-man  gang trailed  Muiba, who is in her 40s, from her shop in Olota’s compound to the Speaker’s residence in Oke Oyo area.

Accoirding to reports, she was driving home in a Honda car with the state House of Assembly number plate when she noticed the suspcious movement behind her car.

She quickly  alighted at the front of her house and made a dash into the compound but the gunmen caught up with her and forced her into their waiting car before speeding off.

The state House of Assembly has described the kidnap as “strange, barbaric and criminal”.

A statement by the Press Secretary to the Speaker, Mr Goke Butikakuro, said the incident might be aimed at disrupting the peace  in the  state.

It said, “The state  is known for peace and tranquility. The rate of crime in the state is very low and kidnapping is very strange. So, abducting the wife of the Speaker is worth investigating in order to determine whether the act was political or not.”

The Action Congress of Nigeria, Osun State chapter, described the development as “an ominous development signaling the gradual but seemingly unstoppable spread of criminality and anarchy across the country”.

A statement by the Director of Publicity, Research and Strategy, Osun ACN, Mr Kunle Oyatomi, said the Federal Government had lost grip of security control in the country.

The statement said security agents had  the responsibility to rescue Muiba from her abductors, stressing that the incident had further strengthened  the call for state police.

The Police Public Relations Officer in the state, Mrs. Sade Odoro, refused to pick repeated phone calls to her line by our correspondent.

Text messages sent to her line by our correspondent were neither acknowledged nor replied.

Odoro has formed the habit of ignoring inquiries by journalists over crime matters.

She had been reported by journalist on several occasions to the Commissioner of Police, Osun Command, Mrs Kalafite Adeyemi.

Repeated calls and text messages by our correspondent to the lines of the commissioner of police too were neither acknowledged nor replied.

burgerking: http://uk.eurosport.yahoo.com/news/newcastles-muslim-stars-told-play-new-kit-070006117.html?nc

The club announced a new £24 million shirt deal with controversial moneylenders Wonga on Tuesday, and now the Muslim Council of Britain have attempted to intervene.

United have received widespread criticism after unveiling the four-year deal with the short-term loan company, and the MCB has now piled on further pressure.

Four Muslim players represented the club against Manchester United on Sunday – Demba Ba, Papiss Cisse, Cheick Tiote and Hatem Ben Arfa – and all are now being urged to make a stand.

Shaykh Ibrahim Mogra, assistant secretary general of the MCB, said: "There are two aspects to this. We have the rulings of the religious law and we have the individual's choice and decision on how they want to follow or not follow that rule.

"The idea is to protect the vulnerable and the needy from exploitation by the rich and powerful.

"When they are lending and are charging large amounts of interest, it means the poor will have short-term benefit from the loan but long-term difficulty in paying it back because the rate of interest is not something they can keep up with."

He added: "The Islamic system is based on a non-interest-based system of transaction."

The club did its best to offset criticism of the new deal by announcing that the Sports Direct Arena would revert to its original name of St James' Park, but it has not prevented MPs and large numbers of people through social media declaring their disgust.

...

The several people and the MPs referred to in the bolded portion of the article are definitely not all Muslims. Level of reasoning on NL is surely going south very fast.

Politics / Re: Jonathan Presents 2013 Budget To National Assembly by klas(m): 2:41pm On Oct 10, 2012
Sky Blue:

Sound argument and sound logic
. But what happens if oil prices don't hold above the $80 benchmark they are asking for? Will that not greatly hamper implementation since we would have to start running around for funding in such eventuality, or do we just assume we automatically move money from the excess crude account to finance the shortfall? Which state governor will agree to that?

That is the problem that the national assembly is having with the operation of excess crude account. You will notice that national assembly turned blind eye to the operation of that account when OBJ introduced it without the backing of the law because then, it was truly excess. The revenue was far higher than the budgeted expenditure and since the constitution does not make express provision for savings (all monies in federation account must be shared (read spent)), the only means of circumventing that was to under-declare revenue.

Now this has been bastardized. Budgeted expenditure are deliberately made to be more than gross revenue yet govt wants to create the impression of saving by still under-declaring revenue and call it excess and at the same time borrow with interest to finance the deficit gap.

Recourse are made to excess crude fund even when oil price was not below the benchmark as had happened many times in the early life of this administration. The executive both at federal and states love this arrangement because it is a sort of extra-budgetary expenditure and still go ahead to borrow to finance the approved budget.
Politics / Re: Jonathan Presents 2013 Budget To National Assembly by klas(m): 1:59pm On Oct 10, 2012
Sky Blue: But in all seriousness the House of Assembly must be fought on their attempts to increase the oil benchmark. What are they going to do with the extra money and does more money automatically mean increased implementation? We need to start actually putting more money in our savings acount as a nation and increasing oil benchmark works against that. Again, what do they want to do with the extra money? They should be setting target of 85 percent implementation and working hard towards helping government achieve that, not worrying about oil benchmark, wetin consain dem?

The tragedy is in fighting without a cause. You asked what are the legislators going to do with the 'extra' money. There is no extra money .

The budget is a deficit budget. Higher expenditure than the projected revenue which is to be financed by borrowing. What the legislators are asking for is that the deficit gap be reduced by increasing the benchmark by $5/barrel instead of transferring the artificial excess to excess crude account which will be spent without recourse to the national assembly and at the same time borrowing to finance the approved budget.

With this adjustment, the deficit has been reduced from N1.3trillion to N0.6trillion. This means only about N600 billion will be borrowed now instead of almost double that amount.

CBN and finance ministry have been speaking grammar on the advantages of saving and borrowing at the same time as opposed to the assembly stand of reduced saving and reduced borrowing. Afterall na person wey chop bellyful dey save excess.

Given that the much of the flood happened in September and the president had made a national broadcast on october 1st in which he surprisingly left out the issue of the flood; better strategy would have been presidential visit(s) to flood ravaged areas where he would simply announce the package.

BTW, what is the source of funds that he announced. If it is not already budgeted for, when will the national assembly approve the supplementary budget for the disbursements to be made in time?

Two things hit me in the face in the original post

1. So Isreal has nuclear reactor. Why has it been denying being a nuclear power? And why doesnt it want other nations e.g Iran to also have it? At least let violence be democratised so that there will be counter-balance of terror

2. If Isreal is as powerful as being peddled by gullible Nigerians, why does it need Almighty USA to protect its tiny land which is less than the size of the smallest state in Nigeria? Why maintain permanent defence pact with US? Against who?

I was on some Israelis' english blogs regarding this drone issue. Funnily Nigerians appear to delude themselves more about Isreal's invincibility than Isrealis themselves.

From light down to oil. only thing they do well is steal, from Azikwe down to jonathan. angry angry

Obj was not the one who took the case to court. Cameroon did in 1996 under Abacha regime. Since Abacha regime agreed to the jurisdiction of the ICJ and the case continued under Abdulsalaam, obasanjo had no alternative but to inherit the case. Unfortunately, judgement was given during his tenure which was unfavorable, but he had to carry the can.

Nigeria really had no choice but to accept the judgement. To do otherwise would have made us aggressor (with all the diplomatic implication) since Cameroon is now backed by an international judgement. If we intended fighting it out, we should have rejected the jurisdiction of ICJ when cameroon dragged us there in 1996 under Abacha.

I however agreed with your first paragraph that the minister should have been more circumspect in admitting the error. She could have said that the normal practice in case of crash is to ground similar aircrafts for inspection to ascertain that the crash was not due to systemic error in the aircraft type. Since Dana fleet consist of only the same type of aircraft, they fell below the minimal threshold of number of aircrafts an airline needs to operate in Nigeria hence their suspension.

^^^ you don't need a token to do online transaction on third parties websites but you will need it if you want to transact with the bank itself especially if it involves third party.

For example, if you are buying air ticket online on an airline website, token will not be asked for because the platform used eg inter switch, etranzact etc, does not have the token generated numbers on its database to compare. However, if you want to transfer money online from your account to a third party account on your bank's website, token will be required.
