This is indeed a good topic.

I suspect 'National Assembly' has to create the new law to handle it. Otherwise, this issue of 'NON-REFUNDABLE' fee will amount to 419.

Each embassy has a quota of how many VISA they should give, so they know and delibrately allow more people to apply.

Conclusion:
VISA fee should be refundable in Nigeria, if you dont get it and they dont want to make it FREE.

Going to Mexico for jobs is not a good idea.

Going to Mexico for School is also useless; you could as well go to Spain.

Mexico is not different from Nigeria.

Even much worse when you think of its closeness to USA as compared with Canada's progress.

There is lot of gang killings and its generally a dangerous place.

That said, it has one of most flourishing tourism in AMERICAS due to its Maya History and good sandy-beaches.

If Mexico is a stepping stone to US or Canada then it could make sense.

The BBC have a whole section on their website dedicated to poverty in the UK. Why don't the Nigerian press or people do the same instead of trying to brush all under the carpet and going on the defensive when the foreign press reports on one of the many constant negative stories coming out of Nigeria
