What's wrong with Subsidy or "free" as you put it if I may ask you? Your leaders who are introducing these stiff policies are getting all these things free of charge. Those countries subsidise a lot of services and goods for their citizens. They prefer to state resources to ease the sufferings of their people instead of looting and diverting it.
