An investigation committee raised by the Governing Council of the Federal Polytechnic, Nekede, Imo State to look into the institution’s Academic Board building contract, has revealed a N20 million scam in the contract.

The six-man Committee chaired by Deacon Elijah Afolabi, looked into the contract of the building, which started in 2005 to 2007 and abandoned for two years only to be re-awarded in 2009.

The Committee, which was said to have unearthed alleged inconsistencies in the handling of contracts in the polytechnic, revealed that phantom companies whose office addresses according to investigation were non-existent were used for the contracts.

The preliminary report by the Committee allegedly accused the Rector, Mr Onyekwere Nwankwo of issuing out full payment certificate for the contractors handling the project - Harritex Services - while 30 per cent of the job was yet to be done.

The report alleged that the contract sum, which initially was N58 million was raised to N78 million by the Rector without the knowledge or approval of Council.

In her testimony as contained in the Committee’s preliminary report, Mrs Chinwe Okpoechi, the Acting Director of the Physical Planning Unit (PPU) of the polytechnic, alleged that when Harritex Services wrote to demand for payment having completed the job, it was discovered that the job was not completed.

Following this, she was said to have advised the Rector to withhold the certificate of payment since a substantial part of work had not been completed, but she said the Rector told her that he had already signed the payment certificate, thus certifying an uncompleted project.

On why the contract sum rose from N58 million to N78 million, Okpoechi said there were additional works done on the project which were not provided for in the Bill of Quantities.

When queried on why she expended fund without consulting appropriate authorities, Mrs Okpechi, however, told the panel that she did not act on her own, saying she obtained approval from the Rector.

She added: “We were under pressure to utilise the funds before March 31st, 2010, deadline when unspent funds would be forfeited and reverted to the government.”

Investigations by the Nigerian Compass reveals that the Council, chaired by Dr. Josephine Akhigbe, has approved the removal of Mrs Okpoechi, as the Acting Director of PPU.

The Committee was said to have queried the Rector, whose tenure expires this month for his role in the contract sum. Part of the query says: “To have paid Harritex Services Limited the full contract sum when 30 per cent of the job was yet undone amounts to incompetence in contract administration and therefore indictable and unacceptable.”

But, in a swift reaction, the Rector denied such query, saying that the building project followed due process and that all the personnel involved in the project discharged their duties creditably.

According to him, based on his position as the Chairman of the institution’s Tenders Board, he is statutorily empowered to award contracts up to the tune of N500 million.

The Rector, regretted such insinuation, saying such action or activities of any group could diminish his achievements in the institution, which he said are verifiable.

In fact, he debunked the allegation that one of the companies handling the project, Kevros Group, is a faceless company.

In her reaction, Mrs Okpoechi, an architect, flayed the Committee’s report for misrepresenting her testimony.

According to her, going by the Procurement Act, the institution’s Governing Council has no business in contract awards and execution by the institution.

"as the project is just about 75% complete please advice, " I hope I understand what you mean by 75% complete. I understand that the project has been done 75% and it is remaining 25% to complete the project.

I am a webmaster for about 7 years now and have had many bad experience with clients from Nigeria. In 2002 when I started web design, I don't take money from start of the website to almost completion,just to ebale the client have trust for me and that I will not run away with his/her money,in case of next project or any referral from him.
Do you beleive that I always have a big challenge when it comes to the client paying,just because I did it first without asking for advance.Everyday I will keep calling these clients,only fo them to tell me stories.

Now in 2003, when I decided to take advance first before I start the job, getting my balance payment which usually contains the bulky profit is a challenge-Naija wink

Recently I renewed a client's website who has been hosting with me for about 3 years now,I decided not to take any payment first , beleiveing that he will pay without hassel,now each time I call him,he is either driving or in the hospital-stroy story wink
This same cleint when I started him with gave me the challenge of payiing the balance but I didn't get challege subsequently when I ask for full payments.Now I said, for benefit of doubt let me try him again. For th past 3 months-story, stroy.

Another problem I used to have was the client comming up at any time he/she likes to appraise the website for corrections. Most times they use that as yard stick ,that the job is not completed.Ok of the job is not completed then come and proof read and lets conlude the deal, you will not see or hear from them for long period of time, by then I must have seriously engaged myslf with a serious client,

If this Guy has shown you some samples of his job which you just confrimed,and did the job to 75% level then he is genuine.You are the problem.
