They should have not granted the permit for burning the Quran.

On one hand, you have freedom of expression to burn your property as you wish (as long as it causes no danger or loss to another).

On the other hand, burning books is reminiscent of a dystopian totalitarian regime. Also, this will anger Muslims in a country that they feel oppressed.

However, Muslims must not react at all to this. After all, churches have been burnt and Christians didn't riot.
