Overview
The objective of the Community Care Officer position is to manage the MSH CaTSS care and support portfolio including HIV sexual prevention, OVC services in a manner that strengthens linkage and synergy between community-based and clinical facility-based services; in partnership with the state government, other implementing partners and the community itself.

Job Responsibilities

Management Responsibilities:
Together with CaTSS headquarter and State Staff, spearhead the effective and efficient implementation of the HIV sexual prevention, Care and Support services, OVC provided under the CaTSS project.
Member of the State Project Management Team that is responsible for overall project performance.

Specific Responsibilities:
Provide technical input in the development of an integrated State project plan in collaboration with the State Teams.
Together with the Clinical Care Specialist, take lead in the establishment of comprehensive HIV/AIDS and TB care and treatment services.
Strongly advocate to LGA and community leaders for implementation of OVC, care and support services and HIV sexual prevention programs in target LGAs.
Represent MSH LMS-ACT project at the LGA level on matters of HIV Prevention, OVC and care and support.
Network with LGA, grantee CSO and community partners in the LGA to establish a functional referral system for clients between clinical and community-based HIV/AIDS services.
Document programmatic achievements and keep the State Team Leader informed on monthly, quarterly and annual basis.
Be part of the State capacity building and supervisory team ensuring quality HIV sexual prevention program, OVC, care and support services are delivered.
Participate in activities to scale-up sexual prevention interventions to target communities
Provide technical support on HIV sexual prevention programming, care and support including HTC, Adherence support systems, and client retention strategies to the implementing health facilities and community based organisations.
In collaboration with the SCMS, monitor stock levels of Prevention, Care and Support commodities and drugs in the State and ensure timely procurement and distribution.
Liaise with the M&E team to ensure functional monitoring, evaluation and reporting of HIV sexual prevention program, care and support/OVC services as required in the project PMP.
Ensure timely and coordinated relevant technical support to all implementing health facilities and grantee CSOs.

Qualifications and Experience
Nurse with a graduate Degree in a Public Health, Social Worker with a graduate degree and extensive experience working with PLWHA may be considered.
Experience working with CSOs and community structures as well as managing, and supervising health workers.
Experience with HIV/AIDS programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred, particularly those related to sub granting to CSOs, HIV Testing and Counseling, treatment adherence and provision for orphans and vulnerable children.
Excellent oral and written communication skills and fluency in English.
Experience in HIV Sexual prevention programming and working with key populations, preferably in Nigeria.
Significant experience in HIV/AIDS Programs with a focus on HIV Care and Support, OVC in resource poor settings in Africa, preferably Nigeria.

What is the aim of the Programme?
The Finesse programme aims to develop a group of talented, internationally mobile Finance people and fast track them to Finance Director positions within 5-8 years of starting the Programme.

What will I do?
Finesse consists of a 24-month training programme which encompasses two international 12-month placements in our hotels. During your placements, you will gain all-round Finance experience whilst working in all the main Finance functions. You will also gain exposure in the other key functional areas of Operations, Business Development and Human Resources. You will participate in off-the-job training and have business driven projects to complete. Following successful completion of this 2 year programme you will then be assigned into a full-time Finance role in year 3.
During Finesse your progress is constantly assessed, so you always know how you are developing. As the programme is so flexible, it will take into account all training that you have had to date and build on it, rather than making you repeat things unnecessarily.

Where will I be?
The location of your placements will depend on availability and could be anywhere within the Europe, Middle East and Africa region (subject to Visa restrictions etc.)

Learning & Development:
The key focus here will be for you to complete the CIMA (Chartered Institute of Management Accountants) Professional Finance qualification. This is a highly regarded professional qualification with global recognition in the Finance profession. This process will be supported by Hilton in terms of both funding and learning support. The CIMA qualification typically takes 3 years to complete, so this will be completed during your first 2 placements and then completed in your 3rd year whilst working full-time within one of our hotel operations. During your 24-month training you will also take part in a number of other face-to-face training courses focused on other business competence areas. As a Finesse participant you will also have access to the Hilton University, our on-line learning and development tool, through which you can complete e-learning courses, learn a language on-line and make use of our on-line business library.

Duties
The University Librarian is a Principal Officer and head of the University’s Library, and shall be responsible to the Vice-Chancellor for the overall administration of the University Library, its branches and extension and for providing services for the entire University community.


Qualification and Experience
Candidate for this post must:
Posses a Master’s degree in Library Science and possession of a Ph.D. Library Science will be added advantage;
Have evidence of scholarly publications related to Library/Information Science in reputable journals and books;
Have a minimum of (15) years cognate experience;
Have spent five (5) years as a Deputy Librarian or its equivalent in a Tertiary Institution;
Be a member of Library Registration Council of Nigeria (LRCN) as well as the Nigerian Library Association (NLA);
Not be more than Sixty (60) years on assumption of duty; and
Be ICT compliant.

The Candidate
The candidate must possess sufficient evidence of continual scholarship and contribution to knowledge through publication in reputable peer reviewed outlets both within and outside the country. The appointment shall be for a single term of five (5) years.
Above all, the candidate must possess good managerial skills and competencies including a clear understanding of the nature and dynamics of the intricacies in deploying information technologies as tools for the management of information collections in line with global best practices in contemporary university libraries.

Specialist/fellow consultant with Eight years post qualification experience;

Job Title: Director of Physical Planning/Works & Services

Duties
The Director of Physical Planning /Works and Services is responsible to the Vice-Chancellor for the physical development of the University is responsible for the co-ordination and supervision of physical development projects ensures quality and standard of structures in the University through proper advice and liaison with relevant bodies involved in the construction of all structures of the university and ensures proper preparation of tender documents for the University.

Qualification and Experience
Candidate for this post must:
Possess a Bachelor’s degree from a recognized university in Civil Engineering, Architecture, Building Technology or any other related discipline and possession of a Master’s degree in any relevant discipline will be of added advantage;
Must have Fifteen (15) years cognate experience, in a University system, or another relevant institution;
Have attained the rank of a Deputy director or its equivalent in a University system or similar institution;
Be a registered and current member of a relevant professional body such as ARCON, COREN, QSRBN, CORBON etc.;
Not be below the rank of Deputy Director;
Also be computer literate and proficient in relevant computer applications; and
Not be more than Sixty (60) years on assumption of duty.

The Candidate
The Director must be a person of high integrity and be able to command the respect and loyalty of staff of the University; must be receptive to new ideas and willing to translate them into new projects in line with the phase development plans of the University.


Job Title: Chief Security Officer

Qualification and Experience
Candidate for this post must:
A honours degree or HND with specialized training in the police/armed forces and other related services with Twelve (12) years cognate experience.
A certificate in specialized security training and or a possession of a Master’s Degree is an added advantage.
Superintendent of Police or equivalent ranks in the Armed Forces with Eighteen (18) year’s experience.

The Candidate
The candidate should not be more than Fifty-four (54) years of age on assumption of duty.
He /She should be able to conduct drills and should show evidence of good communication skills and crisis management.


Job Title: University Registrar
Location:Bayelsa

Duties
The Registrar is a Principal Officer and the Chief Administrative Officer of the University and is responsible for the Vice-Chancellor for the day-to-day administrative work of the University.
The Registrar is also Secretary to the Governing Council, Senate, Congregation and Convocation.

Qualification and Experience
Candidate for this post must:
Possess a Bachelor’s degree in any relevant discipline with at least second class lower division from a recognized university and possession of Master’s degree in any relevant discipline will be an added advantage;
Be a member of relevant professional bodies such as ANUPA, NIM or CIA;
Have at least 15 years cognate experience in University administration/any other tertiary Institution
Have spent a minimum of Five (5) years as deputy registrar in a University or any other Tertiary Institutions;
Have a good understanding of the vision and mission of the University;
Be competent at all times to advise the Vice-Chancellor on all matters affecting the policy and administration of the University;
Demonstrated interpersonal and team building skills and possess the ability to build bridges between staff, students and other members of the University community and stakeholders;
Have excellent written and spoken communication skills and likely to command respect of members of staff, students and University community;
Be in a position to ensure the enforcement of the University Laws and Regulations;
Be ICT compliant; and
Not be more than Sixty (60) years of age on assumption of duty

The Candidate
The Candidate must show verifiable evidence of consummate management and leadership positions.
The candidate must have held high administrative offices in an institution of Higher Learning.
He must be in good health.
In addition, the candidate should possess excellent communication skills and inter-personal relations and be ready to work in a team. The Registrar shall hold office for a single term of five (5) years.
