An associate of former vice president, Atiku Abubakar, Mallam Isah Dansallah and a former speaker of the Taraba state House of Assembly, Simon Dogari, have defected from the ruling All Progressive Congress (APC) to the Peoples Democratic Party (PDP). In Kaduna, Dansallah, who is a founding member of the APC attributed his defection to what he called lack of good governance by the ruling party. He told the Leadership newspaper that the party had failed the Nigerian people. “I dump the APC to PDP because the opposition PDP is lesser evil compare with the ruling APC," he said. “There was a time that I found myself in the APC, I worked for it success in 2015, but the APC has metamorphose and turn into a ghost with crisis all over. “The APC led government has succeeded in subjecting Nigerians to abject poverty and has successfully divided Nigerians along religious and ethnic lines. “People are dying every day with various sickness because of depression as some people can’t even afford a square meal a day." Meanwhile, in Taraba state, a former speaker of the state house of Assembly and other chieftains of the APC on Sunday, October 15, defected to the PDP. Suspected ritualists arrested by the police in Ogun state have confessed to trading and using human body parts for money ritual. Vanguard reports that Ahmed Iliyasu who is the commissioner of police in the state paraded the suspects while allaying the fears of residents. He said the suspects were arrested by the Federal Special Anti-Robbery Squad. He said the first syndicate comprised of two suspects, Lateef Aremu and Kola Sodipo and that they were arrested after they got information about them. He said: “The Federal SARS received information about some ritualists who specialised in using human parts for ritual purposes. So, based on the information, a team was sent to track them down and the effort was successful when two members of the syndicate were arrested at Owode-Egba area of the state. “Kolawole Sodipo and Lateef Aremu were arrested. Recovered from them were human skulls and bones, as well as six live cartridges.” Aremu in his confession claimed he was a farmer and herbalist and that the skulls found with him were brought to him by a colleague. “I am a farmer and an herbalist. We were doing a foundation in Itoko where I wanted to build a house; there, we saw these bones and we packed them inside a bag and that is all. However, when we wanted to do money ritual, he brought a dry skull for the purpose. “What we did was to grind the skull and add other ingredients, including a white dove and local soap. It has been up to 20 years since I have been in the business. I don’t use human parts all the time. I only do once in a while. “I have built four houses and bought up to 15 vehicles since 1980 when I started this business”. Sodipo in his own confession said: “I am a farmer. I know baba (Aremu) to be an herbalist, because he usually comes to see my landlord. I also trained as an herbalist. “Someone came to me requesting for money ritual and I directed him to baba who negotiated and collected N75, 000 from the client but the ritual failed. The man called me to complain and I asked him to collect his money. He wasn’t ready to collect the money, he wanted it repeated but it failed again. “I didn’t know anything about the skull. I didn’t take any skull to him. I only specialized in working for petty traders to boost their trade”. The second syndicate paraded comprised of two suspects, Adebayo Mudasiru and Rashid Abass, who were arrested with dried human skulls. The police chief said they were arrested in Abeokuta with a bag containing the skulls and reptiles. He said: “They specialised in killing people for the purpose of using human parts for rituals. A team of Federal SARS sighted two men on motorcycle with a suspicious bag and were forced to stop and be searched. “Recovered from their bag were fresh and dry human parts. On interrogation, it was suspected that the men are serial killers with their base at Totoro in Abeokuta. They are Adebayo Mudasiru and Rashid Abass. Dry and fresh human parts, human skull, some reptiles and assorted charms were recovered from them.” Mudasiru in his confession said: “We were coming from Itoku to buy some of the ingredients. We didn’t buy the human flesh at Itoku; we collected them from someone in Ijemo area of the town”, the suspect said. “We were aware of the contents; human parts are used for money rituals. We actually wanted to use them for ourselves, to draw people’s attention to us and we have been in this job for about five years. “We bought the parts from a cleric; the teeth are not costly. I don’t know how many but we bought them for N2, 000; we bought all the human parts, including the skull and flesh, for N12, 000. “We went to an Islamic school in Ijaye area of Abeokuta and we have been doing this, though we didn’t learn this in the Islamic school. What we do is to burn the human parts, mix the charred remains with local soap and snail water and use it to bath. We haven’t done it before but that is what we were taught. We were taught to mix lizard, human parts, snail water and other ingredients, we don’t really know how the charms function but that is how we were taught”. The third syndicate also comprised of two men who worked as cemetery guards. The duo, Jimoh Olarenwaju and Babatunde Seun, confessed to exhuming and selling human parts for N10,000 each. Olanrewaju said: “We didn’t break into caskets to remove corpses. What we did was to dig the ground and found human corpses that had been buried. “Some graves, which were not concreted and did not have identity, were the ones we got them from. These graves are usually difficult to know. But when we dig, we may not know if there is a grave or not. “I sold one human head to a deceased alhaji who was an Islamic cleric, also known as Alfa. He lived at Tinubu Street in Abeokuta North Local Government Area. Billionaire kidnapper Chukwudumeme Onwuamadike popularly known as Evans has raised serious allegations against police officers accusing them of stealing money from his house. In a petition by Mr. Olukoya Ogungbeje who is the counsel to the kidnapper, it was alleged that officers of the Inspector General of Police’s Intelligence Response Team took cash and valuables from his house. These allegations were contained in the petition sent to the Police Service Commission, National Assembly, the Inspector General of Police, the National Human Rights Commission, and Amnesty International. Popular musician, David Adekeke, alias Davido, has been arrested by the Lagos State Police Command over the death of his friend, Tagbo Umeke. Davido was arrested by the Lion Building Police Division and brought to the Commissioner of Police, Mr Imohimi Edgal, who, after interviewing him, ordered that he be taken back to the division for further questioning. Tagbo was found dead in a Toyota Camry car parked in front of the Lagos Island General Hospital, which is believed to have been dumped by Davido’s staff, Tunde and Agbaje. The incident went viral on the social media two weeks ago when Tagbo’s girlfriend, Caroline Danjuma, an actress, took to her Instagram page accusing Davido of having a hand in his death. Since then, Davido has come under heavy criticisms over his repeated denial of involvement in the unfortunate incident. Edgal, while addressing journalist yesterday at Ikeja, said the command decided to invite all parties involved in the matter and requested for the CCTV footage in the hospital, which indicated that Davido has a case to answer. According to the police boss, those invited for the meeting included Davido and his family, Tagbo’s family, the Area A Commander, and the Divisional Police Officer in charge of Lion Building Police Station. He said: “At the meeting, Davido repeatedly denied his involvement in the circumstances that led to the death of Tagbo Umeke. The CCTV camera at Shisha bar on Lagos Island showed the deceased in company with some friends. The CCTV camera also showed Tagbo standing and drinking from the bottle. He was also seen molesting some of his friends. The camera also showed a white Toyota Hilux belonging to Davido being driven away by Davido’s escort driver, Tunde Yusuf and Agbaje Olaojo. “Police investigation revealed that the deceased was driven in a Toyota Camry with registration number, LSD 378 EL. The Chief Security Officer of the Lagos Island Hospital identified the Hilux as one of the vehicles that accompanied the vehicle the deceased was found in. Based on the recent development, the DPO was asked to invite Davido for another round of questioning. As we speak, he is being questioned by the DPO. I will keep you posted.” Edgal further stated that the autopsy report conducted on the deceased revealed that he died of suffocation. The US Supreme Court on Tuesday quashed an appeal that had blocked a now-expired version of Donald Trump’s anti-immigration decree. The decision was mostly symbolic victory to the Republican president because the legal context had become outdated; the second version of the decree prohibited for 90 days entry into the United States to travelers from six Muslim-majority countries. The March 6 decree, opposed by the states of Maryland and Hawaii, was suspended. Courts of appeal, respectively, in Richmond, Virginia and San Francisco, California, upheld the suspension decision in May and June. On Tuesday, the Supreme Court quashed the appeal decision on the Maryland ruling, with the suspension in Hawaii still valid but its days likely numbered. The White House at the end of September issued a new decree that permanently bars nationals of seven countries from crossing US borders, in the interest of US national security. Members of the National Union of Road Transport Workers (NURTW) and the Road Transport Employers Association of Nigeria (RTEAN) protested in Ekiti. The protest started on Monday morning after the group accused the governor, Ayo Fayose, of high handedness and the arrest of one of its members. The driver who was arrested was reportedly accused of driving careless when the governor was on the road and he was arrested and arraigned at the Ado-Ekiti Magistrates’ Court for traffic offence. The group kicked against the members arrest, barricaded the streets and started a burn fire that lasted more than 24 hours. One of the protesters was reportedly shot during the protest. A protesters, who spoke with the New Telegraph, said: “One of us was shot at Ajilosun very close to Fayose Market. There is no way we won’t revenge the killing. We are even going to burn down police station if that boy dies.” The Secretary to the State Government (SSG), Modupe Alade, while addressing the issue, said the driver who was arrested was not only driving carelessly but was very rude to the governor and refused to apologise. Alade said: "The governor as a no nonsense person won’t tolerate any threat from anybody. And not until he apologises, he won’t be released." President Muhammadu Buhari has asked the National Assembly to approve two external loans worth $5.5 billion. But the terms and conditions for such facilities are not made known.According to Buhari in a letter read by Senate President, Bukola Saraki, during a plenary session yesterday, the first loan of $2.5 billion is for the financing of the deficit and capital projects in the 2017 budget. The second loan of $3.0 billion is for the refinancing of maturing domestic debt obligations through the issuance of Eurobonds or a loan syndication. The president informed the legislators that the terms and conditions of the loans would only be known when they are ready for collection.“With respect to the terms and conditions of the proposed external borrowings, the Senate may wish to note that being market-based transactions, the terms and conditions of the borrowings can only be determined at the point of issuance of finalisation based on prevailing market conditions in the International Capital Market (l.C.M.),” he declared. The request generated an initial controversy on the floor of the Senate as the lawmakers protested against the earlier impression that the request had been pending before the Senate and that its delay in approving it had caused a major hitch in the implementation of the budget. Justifying his loan request of $2.5 billion, President Buhari invited the Senate to “note that in order to implement the external borrowing approved by the National Assembly in the 2017 Appropriation Act, the Federal Government issued a $3OO million Diaspora Bond in the International Capital Market (ICM) in June 2017.The balance of the 2017 external borrowing, in the sum $3.2 billion is planned to be partially sourced from issuance in the ICM of $2.5 billion through Eurobonds or a combination of Eurobonds and Diaspora Bonds, while $700 million is proposed to be raised from multilateral sources. “It should be noted that the intention is to issue the Eurobonds first, with the objective of raising all the funds through Eurobonds, and that Diaspora Bonds will only be issued where the full amount cannot be raised through Eurobonds.” He listed the projects as the Mambilla Hydropower Project; construction of a second runway at the Nnamdi Azikiwe International Airport; counterpart funding for rail projects and the construction of the Bode-Bonny Road, with a bridge across the Opobo Channel.” On the $3 billion for the re-financing of domestic debts, the president said: “In addition to the implementation of the external borrowing approved in the 2017 Appropriation Act, in order to reduce debt service levels and lengthen the tenor profile of the debt stock, the Federal Government seeks to substitute maturing domestic debt with less expensive long-term external debt.” According to him, the Federal Government plans to source $3.0 billion through the issuance of Eurobonds as approved by the Federal Executive Council at its meeting of August 9, 2017.Listing what he believed could be the benefits of the loan, Buhari stated that the proposed re-financing of domestic debt through external debt would achieve more stability in the debt stock while also creating more borrowing space in the domestic market for the private sector. He drew the attention of the Senate to the fact that in the 2017 Appropriation Act, debt service at N1.663 trillion represents 32.73 per cent of the government’s total expenditure, which makes it important to take urgent steps to reduce debt service costs. At another forum yesterday, Buhari announced that funds recovered from treasury looters would be deployed into the financing of the budget.It was, however, not clear if the National Assembly has given approval for the use of the funds, but President Buhari who made the announcement in Abuja said the decision on that had been taken. Buhari, who spoke at the 22nd Annual Conference of Certified National Accountants under the auspices of the Association of National Accountants of Nigeria (ANAN) said his administration was aiming at 10,000 megawatts power generation by 2020, stressing that “power generation has peaked to an all-time high of 7,001 megawatts in the third quarter of 2017.” Represented by the Accountant-General of the Federation, Alhaji Ahmed Idris, Buhari expressed happiness that “a firm implementation of the Treasury Single Account (TSA) since September 2015 has significantly enhanced transparency in the Federal Government’s Public Financial Management System.” Also yesterday, the Senate passed the N152 billion 2017 budget of the Federal Inland Revenue Service (FIRS).Approving the report of its Committee on Finance, the Senate approved N75.8 billion as personnel cost indicating 49.58 percent, N46 billion for overhead indicating 30.09 percent and N31 billion indicating 20.33 percent. The personnel budget of the agency increased from N51.8 billion in 2016, to N75.8 billion. “This is due to the planned recruitment of 700 additional staff in 2017 and salary review by 30 per cent subject to approval by Salary, Wages and Income Commission,” the report read.The FIRS has projected revenue of N4.9 trillion in its 2017 budget. The lawmakers also approved N270.5billion 2017 budget of the Nigeria Ports Authority (NPA) which has a projected revenue of N288.7billion in the same year.This is in addition to the approval of a N161.9 billion for the Nigerian Maritime Administration and Safety Agency (NIMASA) with a projected revenue of N161.9 billion. Saraki said it was necessary for revenue generating agencies to live up to their mandates.This, he said, would reduce the need for borrowing by the Federal Government, adding that the Senate would do its part to ensure that the agencies live up to expectations. He also expressed concerns about the extra-budgetary expenditures made by some revenue generating agencies. But the lawmakers put on hold the 2017 capital budget expenditure of the National Automotive Design and Development Council over allegation of irregularities.They threatened to arrest the council’s Director-General, Alhaji Aminu Jalal, for allegedly evading briefing the committee on trade and investment on the budget performance. This legislative decision was taken sequel to the report submitted by Sam Egwu, the chairman, Committee on Trade and Investment where he reported that the agency failed to credibly state its budget performance for 2017. Saraki said the DG should stop further expenditure on the 2017 capital budget until he clears with the committee, but to continue to spend the recurrent expenditure for staff salaries. In the House of Representatives, the Ad hoc Committee Investigating Revenue Leakages in the Department of Petroleum Resources (DPR) and other subsidiaries of the Nigerian National Petroleum Corporation (NNPC) has begun the scrutiny of Duke Oil and its alleged non-remittance of over N6 trillion revenue. Duke Oil, it was learnt, is a subsidiary of NNPC. Addressing members of the committee yesterday, the panel chairman, Jarigbe Agom Jarigbe (PDP, Cross River), stated that the probe would cover January 2016 to 2017 and would be predicated on the apparent inability of the DPR to enforce compliance with remittances into the Consolidated Revenue Fund (CRF). The committee also resolved to, among other things, ascertain the actual quantity of crude lifted by Duke Oil, number of special products such as fuel oil (LPFO), naphtha, condensate, liquid natural gas, pentane plus and liquefied petroleum gas (LPG) on which they are supposed to pay royalties According to Jarigbe, the committee would further look at the composition of the board of Duke Oil to ascertain who the directors are and why it was registered in Panama while its head office is in the United Kingdom, while doing business in Nigeria. The panel members, Jarigbe said, would in the process establish why the firm has been unable to pay taxes to the Federal Government and why it has also not published its audited accounts since inception. The minister of state of petroleum, Dr Ibe Kachikwu and the group managing director of the Nigeria National Petroleum Corporation, Maikanti Baru met to discuss the future of the country’s petroleum industry. The duo has been involved in a public debacle following a leaked memo written by the minister in which he accused Baru of insubordination. Vanguard reports that they met on Tuesday, October 10 at the ongoing Nigerian Economic Summit in Abuja, at the Energy Policy Committee breakout session. Baru was already at the session when Kachikwu walked in and the former stood up to chat with the minister. It was reported that they discussed how the country oil sector can be pushed forward noting that there was so much opportunities in it. It was reported that Kachikwu asked that Baru represent him at the second session but this was rejected by the organisers who said NNPC boss was to handle another session. The minister briefly left and was represented by Baru and returned a few minutes later to chair the session with the NNPC boss. The Head Coach of Kogi United Feeder Team, Mr Isah Adamu, popularly called ‘Oluwe’ is dead. A brother to the deceased, Mr Tanimu Adamu, told the News Agency of Nigeria (NAN) in Lokoja that Adamu, 40, died in the early hours of Monday at his residence in Lokoja. Taminu, who is the eldest of the family, said Adamu died at about 5:00am after a brief illness. He said the death of his brother was a great lost to the family, saying that the coach is survived by his father, mother, wife and three children. Adamu was a former defender and captain of the Confluence State team before he was drafted to the club’s youth team in 2015. He played for NUB Kaduna, FC Lokoja, Kogi United and Confluence Beach Team. He guided the Feeder team of Kogi United to win numerous grassroots competitions including the Tiyu Sports Competition. He was also the YSFON coach who guided Kogi State U15 team to the final of this year’s Ramat Cup in Kano. The trial of over 2,000 Boko Haram suspects has begun in Nigeria. The trial will be held before judges in Kainji, a town in north central region of Nigeria. BBC reports that some civil rights activist have raised concerns about the federal government's decision to carry out a secret trial for the suspects. The seeming tardiness by President Muhammadu Buhari in dealing with the raging feud between the Minister of State for Petroleum, Ibe Kachikwu and the Group Managing Director of NNPC, Dr. Maikanti Kacalla Baru, has elicited sharp reactions from a cross section of the Nigerian public. Concerned stakeholders, who spoke with Sunday Sun, alleged that the president encouraged impunity demonstrated by the NNPC boss by his refusal to take the necessary measures on the petition written by the minister since August 30, 2017 before the matter became a public concern. Kachikwu had in the said letter accused Baru of awarding unapproved contracts valued at $25bn without due process. The National Chairman of the United Progressives Party (UPP), Chief Chekwas Okorie, in an interview with Sunday Sun, noted with dismay the slow response of President Buhari on a critical matter that borders on the economic fortune of the country. His words: “I must express disappointment that the President has not acted swiftly on the underhand game going on in the NNPC. It is also very disturbing that the minister of state for petroleum had to pass through some roadblocks before he could gain access to the president. That gives the whole world the real picture of how our government is being run. I don’t know of anywhere in the world where a minister will not have access to the president. This accounts for why governance is at a snail speed. And it has wide range implication on the investment possibility by foreigners in Nigeria. This is even considering the fact that the sector is critical to the survival of our country, especially at this period of economic recession.” While urging Buhari to speak up, he noted that the matter had assumed ethnic dimension, adding that “there will be political consequences for all this things the president is doing by allowing some people to get away with acts of impunity.” “We are waiting for the president to make a statement on the matter. Already, it is a major dent on the anti-corruption stance of the administration. Don’t forget that we still have the issue of alleged corruption levelled against the former Secretary to the Government of Federation as well as the DG of NIA, which is still lying there even after the report of investigation by the committee headed by Vice President Yemi Osinbajo had been submitted. Up till now, the president has not deemed it necessary to issue a white paper on such a very serious issue of corruption,” Okorie lamented. According to him, the feud between the two dramatis personae has assumed ethnic dimension, a development, which could aggravate the ongoing agitations in the country. “The discerning Nigerians are shocked at the level of lopsidedness in the recent appointments in the NNPC. It is becoming clear now that the GMD of NNPC did what he did without reference to the minister or the board. The matter has assumed sectional interpretation and dimension. The impression the man has given by his attitude is that he has been by-passing the minister of state going directly to the president because he claimed that the president knew about what he did,” he declared. Also speaking on the matter, Niger Delta activist, Comrade Joseph Evah, told Sunday Sun that should Buhari fail to relieve the NNPC GMD of his duties, he would have confirmed to the world that he is truly being controlled by a cabal in the Presidency as alleged by his wife sometime ago. He said: “Buhari’s wife talked about the existence of a cabal in the Presidency sometime ago. What Kachikwu said confirms that there is a cabal in the Presidency manipulating Buhari. How can the minister of state for petroleum be denied access to the president for that length of time?” Evah, who is the Coordinator of Ijaw Monitoring Group (IMG), urged the president to immediately suspend Baru to preserve his integrity and keep the anti-corruption crusade on course. “The issue now depends on Buhari. If he wants few people that did not campaign for him to hold him down and destroy his integrity and principles that is up to him. But his wife had warned him about these people before now and he needs to watch it. It is the same cabal that doesn’t want the report of the investigation into the allegation against the SGF to be made public. “But I want to believe that they are using spiritual means on the president, because Nigerians know Buhari as someone who does not tolerate nonsense. If they are not manipulating the president spiritually, he is supposed to have suspended Baru by now. We have also been told that Buhari’s Chief of Staff is a member of NNPC board. That alone shows that all is not well with the government and further confirms what Buhari’s wife said. “If Buhari fails to remove Baru from office, that means he has been spiritually caged. He must suspend Baru because that is the only alternative. If he does not suspend Baru and keeps him there and looks for another way to stop the problem between the minister and the NNPC GMD, the whole world would see that Buhari is worse than all other presidents in the history of this country.” To a Lagos-based lawyer and activist, Mr. Ebun Adegboruwa, the Kachikwu-Baru face off is a proof that corruption is prevalent under the Buhari administration. He said: “The $25 billion contract scandal in NNPC has exposed this administration to ridicule. It has proved that indeed corruption is prevalent even under the Buhari administration. But more importantly, it has shown that there seems to be a selective war on opponents or those perceived to be the enemies of the government. I urge the president to walk his talk and personally pick up the case of the NNPC contract awards scandal. Let it not be another committee matter like the case of the Secretary to the Government of the Federation (SGF) that has been swept under the carpet. Let it not be treated as a family matter by the APC government. The president owes Nigerians a sacred responsibility to take action on the letter from the minister of state for petroleum and to show decisively that nobody is above the law. “I believe that the report coming from Kachikwu is a great indictment and since the facts have not been denied, the people who are culpable should be relieved of their offices and criminal prosecution commenced immediately. The facts of this case speak for themselves and there is no need for the government to be dribbling Nigerians by pretending to be doing another investigation when the person who should know has already spoken.” Adegboruwa warned that “once the president is unable to handle this matter by ensuring that the people indicted are dealt with, it means that corruption has defeated his administration given the cases of the $43 million Ikoyigate and the allegation of corruption against the suspended SGF,” adding that “virtually all those who are in his government who have been alleged to be involved in corruption have so far escaped.” He added: “Once, this case is swept under the carpet again, it means that corruption has defeated his government. All those people who are being tried in the courts now should be allowed to go home and those who have been convicted and sentenced should be released immediately so that we know that there is no need to be claiming to be fighting corruption.” Adegboruwa noted that the only way to purge the NNPC of corruption is to pass the Petroleum Industry Bill (PIB). “This administration should quickly pass the PIB bill and sign it into law. It is one of the promises of the Buhari government when they were campaigning. It is in their manifesto. It is totally a disservice to the people of Nigeria that for over two years since this government came into power, the PIB bill is still lying in the Senate. The passage of the PIB bill is the permanent solution to corruption in the oil sector and the government should do that immediately,” he added. From all indications, the raging feud is a big headache for President Buhari, as the administration is now caught in the web of controversy as to who gave the order for the alleged $25 million contract. Although the President had a closed door meeting with both Kachikwu and Baru last Friday, there is public skepticism that the matter might be eventually swept under the carpet. The Ooni of Ife, Adeyeye Enitan Ogunwusi, on Friday, October 6, has reacted to the agitation for secession by members of the Indigenous People of Biafra (IPOB). The king who renamed IPOB as the Indigenous People of Brighter Nigeria, said the agitators cannot be faulted for demanding justice and equity. He made this statement during his courtesy visit to the Abia state governor, Okezie Ikpeazu, TheCable reports. The monarch said: “There is something that is bordering them; there is something that is making them to cry,” he said. “We should not throw them away; we should draw them closer because the youth of this country are the future, the energy, they are the heartbeat of this country." The Ooni also supported the Ohanaeze Ndigbo's decision that Nigeria must be restructured to sustain unity. He said: “We must chart the course of doing things with positive energy. People's Democratic Party has issued a statement that the two House of Representatives members who recently decamp to APC from PDP will have to Vacate Our Seats. The Two House of Representatives members on Thursday cross-carpeted from the Peoples Democratic Party, PDP, to the All Progressives Congress, APC.
