Let me define the word "curse" in the context i assume you mean

Curse: wish harm upon; invoke evil upon

What you should understand is that
1: You have the power to place a curse on any living thing (as described in secondary school biology - Characteristics of Living things)
2: You have the power to place a curse on non-living things (as described in secondary school biology - Characteristics of non-living things)

Let us go to the "historical" source of all cosmic energies. God

Man is created with an innate ability to cause to happen by simply voicing out statements.

There is a technicality though, speaking (pronouncing a curse) is only one aspect of a chain of linked-processes that you must observe before a curse can become  manifest.
1: Conviction and Awareness (or building of will): Target a specific offense that this person has done to deserve the curse, tune you innate cosmic energies into becoming aware that the person or offense is negative energy that you must not only build-up but release in a super-charged, willful attack on that person's own innate cosmic energies, causing it become dis-harmonized allowing your willful attack manifest (it is really a battle of wills)
2: Focusing (faith-building or meditation) : This involves meditating in a rhythmic or counting manner (not all rosaries or prayer beads are used for good). using the assistance of chants or prayer beads (very effective). you begin to pronounce this specific curse targeted on a specific area of the individual's life that will cause the most damage (cosmic energies automatically converge on the most active part of a person's life to either promote or demote spiritual harmony). the purpose is not to deliver the curse itself, but to engage and tune your innate cosmic energies for the purpose of dispensing the curse
3: Dispensing (or hexing or cursing) : is the easiest part of the process but it must be done at the right time of the day and place where cosmic energies are at their peak. if you are good at detecting ley lines (typically at cross-roads, if you believe that lore) then you can go there between 4:00AM and 4:30AM (forget the full moon that is for weirdos). pronounce your curse with these images in your mind, the offense, the target then curse. then simply walk away un-burdened of the offense and assured of the fact that the curse has found its way to the target.

There are also two levels of placing curses that you can approach based on the level of damage you want done. with either approach you must also consider the target (individual or family) what is the strength of his cosmic energies? are they in harmony, what is the level his spiritual consciousness. depending on how strong these variables are, you can leverage them to your advantage (the concept of self-sustaining curses)

1: Self-generated curses (the one described above)
2: Entity-generated curses (assisted by cosmically-charged objects or ethereal entities that are better-tuned to manipulating cosmic energies
