The Flintlock exercises that began as a Joint Combined Exchange Training (JCET)-like program in 1968 and initially included a number of Western countries were first conducted in Africa in 2005. The JCET exercises are aimed to provide US Special Forces with training opportunities abroad. The Flintlock exercises, as well as JCET, are also intended to let the host countries practice basics such as small-unit tactics, marksmanship, land navigation, and combat medical skills.

"We have a lot of military personnel here. The grouping is solid and robust, so there is reliable protection. But we are relocating people to make it easier for the army to carry out their assigned tasks and to protect the civilian population," Saldo stressed.

Saldo announced earlier that any civilians living on the right bank of the Dnieper River in the Kherson Region would be evacuated to its left bank. He pledged that people would be relocated voluntarily and free of charge.
