The Peoples Democratic Party has saluted the Golden Eaglets for Sunday’s world cup victory, describing it as a bold statement by the Nigerian youth against series of ​”​uninspiring and negative utterances and actions​”​ of President Muhammadu Buhari-led APC government that has been de-marketing the nation in the international arena.
PDP National Publicity Secretary, Olisa Metuh, in a statement on Monday said the victory is a clear demonstration that Nigeria, as a country is endowed with enormous talents and potentials waiting to be exhibited to the entire world.
The party said the victory further expresse​d​ the resilient spirit of Nigerians despite a “discouraging” government that has not only shown an obvious inability to chart a clear course of governance and the future of the youth, but also refused to acknowledge the potentials in its citizens.
“The time has come for us to dwell less on our negatives but to showcase the positives, the talents and indeed the natural resources waiting to be harnessed and exhibited for foreign investments and participation in our economy.
“Finally, the PDP states that this victory should be a wake up call on President Muhammadu Buhari to recognize the hardworking spirit of Nigerians, our overflowing talents and well-developed natural endowments,” the party said.

President Muhammadu Buhari on Thursday instructed his new ministers to ensure they run a lean government at all levels, to avoid wastage of public funds.
The president charged them to key into the change agenda of government, as they are the vehicle that will administer the change to Nigerians.
He gave the charge when he opened a two-day retreat for the 36 ministers who are yet to be sworn into office yet.
The event held at the old banquet hall of the presidential villa in Abuja.
Mr. Buhari said the administration would be assessed based on the number of Nigerians it is able to lift out of poverty.
The retreat, themed, “Delivering change from precepts to practice”, was attended by Vice President Yemi Osinbajo, all ministers-designate and other presidential aides.
Speaking at the opening ceremony before the retreat went into closed session, President Buhari said the ministers must be the drivers of the ruling party, the All Progressives Congress, APC’s change mantra.
“You are coming on board the ship of governance at an interesting time. So much has been said about the state of our economy. It is expected that we make the running of Government at all levels as lean as possible, avoid waste and conserve resources. As ministers, you must be the vehicle that will administer the change,” he said.
“Our main task is to turn our manifesto promises to practice and results. Over the next two days I expect you to have a better understanding of the context in which we have taken the challenge of serving our country, as well as the strategies we have adopted to tackle them. I would also expect you to be even more determined to work as a team, and to live up to the high standards of probity and integrity which Nigerians expect of us.”
Mr. Buhari said the major focus of his administration would be diversification from oil.
“We will intervene in mining and agriculture and upgrade the country’s physical and social infrastructure, which will broaden our revenue base and significantly improve the level of employment, especially among the youth. Our economic focus will be policies that will ensure inclusive growth and we will count our achievements based on the number of Nigerians we move out of poverty,” he said.
He reminded the ministers to establish effective communication with their colleagues, and to rout all communication and appointments to the presidency through the Office of the Chief of Staff “as is normal in this Presidential System”.

”I have a story to tell the world and most importantly the people of Ile-Ife. About 40 years ago, I was born into the Giesi Ruling House, Ojaja Royal Compound in the ancient city of Ile-Ife.

From birth, my life has been a journey; one that I embarked on, saddled with great conscientiousness when I became a responsible father at the age of 19, which shaped and groomed me for greater challenges ahead.

To cater for my family as a young father, I became very enterprising with the knack of building something out of nothing. This certainly increased my temperament for being successful in all my endeavours, as well as towing the right path as a responsible father.

Thus, in the following years, I was able to build a consortia of companies with a team of well-versed, highly skilled and unskilled professionals from scratch and with hard work and God’s providence. This has made me a huge employer of labour and a captain of industries. The story of Ile-Ife begins as the cradle of civilization and has spread its tentacles beyond Black Africa.

The Ooni stool is highly revered and exalted and as the world looks on; our strength and emphasis need to be injected into the development of Ile-Ife as a beacon of hope and enviable city.
Spiritual home of all Yoruba

Suffices to say that Ile-Ife is the ancestral and spiritual home of all Yorubas, bona fide, in Nigeria and the Diaspora, and the World Headquarters of the House of Oduduwa, which comprises people resident in nearly all the continents of the world.

Thus, the Ooni, as the head of the vast Oduduwa family, must be no less versatile and resourceful. Available evidences from the curatorial community and archaeological discoveries have put the origin of Ile-Ife around 2000 years BC. Around this time, the people of Ile-Ife have distinguished themselves in technology and cultural advancement.

A notable fact in this direction is Ori-Olokun: though purportedly ‘discovered’ by the famous German archaeologist Leo Frobenius in 1910, but had been in existence for thousands of years.
Discovery: The pure-copper sculpture took the entire arts world by storm at the time of its discovery that experts from the West argued that the artefact was a mystery that was too sophisticated to have been created by African hands.

However, after careful examinations of other works, profusely located in and around the city and bearing striking resemblance, the world accepted the truth that the advanced people of Ile-Ife had, not only wielded the technology to turn iron to alloy but also of moulding abstract artworks out of the product.

Consequently, it is now accepted by the curatorial community that the advanced artistic techniques used to create the sculpture were more advanced than those of Renaissance Italy, and comparable to those of [the artist] Donatello.

Yet, Ile-Ife has not taken its rightful position as the ‘source’ of civilization despite her wealth of history, culture and tradition.

Having found ourselves in such state of affairs where the potential of the land remains untapped and its people lacking economic and social emancipation, we should all take it upon ourselves to redress this situation.

Redressing the situation
The Ile-Ife of ‘my dream’ will be strategically positioned to empower its people socially, economically and culturally to bring about the desired developments. Now, with our resolve to transform Ile-Ife we are ‘SET’ to leave no stone unturned, in the drive to put Ile-Ife on the map of the world. Our ultimate goal is to reposition the House of Oduduwa as a worthy example of successful inward-looking community.

At this juncture, I consider it pertinent to share with everyone the account of how Nigeria as a nation came to be. The Royal Niger Company was a mercantile company charter by the British government in the nineteenth century. It was formed in 1879 as the United African Company and became the Royal Niger Company in 1886. By 1900 it went through several name changes and in 1914 a merger occurred between the Southern Nigeria Protectorate and the Northern Nigeria Protectorate to become the independent Federal Republic of Nigeria in 1960. It suffices to say our beloved nation developed through a corporation of technocrats and quality mind input. Arguably, this is one of the several ways cities and communities are built; through large corporations.

The ethos of this account goes to prove that any geographic setting can undergo boundless growth through clusters of companies which invariably can lead to the creation of settlements and human capital development.

Consequently, there is a huge possibility for Ile-Ife to experience tremendous growth through industrialization and developmental projects like a company managed by dedicated sons and daughters of Ife and all Ife enthusiasts. I have no doubt, Ife will be great again due to its economic dexterity. Ife has one of the largest land mass in the South-west beaming with natural resources including three out of the four factors of production; ‘land’, ‘labour’ and ‘entrepreneurship’ and with our great resolve we shall work towards ‘capital’ creation.

I am very passionate about my roots with the determination of bringing Ile-Ife to the forefront of economic and social affairs. In my private life, I have for a while been involved in many philanthropic gestures in Ile-Ife and its environs. The progressiveness of the youths of Ile-Ife is at the core of my philosophy and I have been instilling hope to thousands of youths through the various ongoing reciprocity Programmes I established a while ago.

It is within the dictates of our culture that the young shall provide for the old and for this reason our youths need to be nurtured and engaged positively hence they can attain financial independence and in return provide for their parents, families and dependants. This is not to say that the old and elderly will be left out. There will be various empowerment Programmes for the elderly and the widowed to learn new trades and acquire new skills that will help stamp out redundancy and at the same time be financially rewarding to them.

Many might argue that the tasks before me are incredibly monumental and impossible. However, I do not get easily swayed by the idea of impossibilities. In every challenging situation what I see is a speck of possibility which I build on till the task at hand is completed. I have done this time over time and I have defied the rules of men to follow my gut instincts. I have excelled where, people had predicted failure and I derived the most joy where others have said emphatically “it is not possible.”
A recent classic example of turning impossibilities to possibilities took place at ‘Parakin’ in Ile-Ife where I converted a sizeable piece of thick forest land into a beautiful castle within a month. The land hitherto, was a garbage dump and an escape route for men of the underworld in the vicinity which constituted a social menace to the inhabitants of ‘Parakin’.
In recent history one cannot mention Ile-Ife without acknowledging the Ife and Modakeke conflict. It’s unfortunate that lives were lost during the war between Ife and Modakeke; a war that had no economic value and displaced many lives. I paid a courtesy visit to the youths affected by the war and implored them to be proactive. Furthermore I urged them to be on the straight and narrow path and propagated the tenets of hard work as the only way to make it in life.

Touching experiences
In the course of my life I have had many touching experiences. However, my most compelling experience till date involves two young boys namely Demola Adewole and Taye Fayemi. Demola and thousands of others energetic youths visit work sites on a daily basis to solicit for money. I took it upon myself to get to know these young boys and found that all they wanted was to earn a decent living. We got acquainted with Demola and found out he was a welder. Without hesitation, we helped to re-orientate him and got him involved in construction work in ‘Parakin’. Demola Adewole has turned out to be one of the best welders I have been privileged to work with till date.

Another set of energetic youths on one of the days I visited Ife chased after my car, many of them climbed onto the fast moving car and during the tussle to stay latched on to the car, one of them got injured. I got out of the car and addressed all of them and asked why they would want to hurt themselves and with no care in the world, Taye replied “death means nothing to me”; I shed tears, there is no hope for the youths and no one to rebuild their dashed hopes or future.

Taye Fayemi was simply desperate to make a living for himself and today, to the glory of God I personally supervise Taye’s rehabilitation, his personal development and wellbeing.

Destinies: Similar to the story of Demola and Taye, are thousands of youths with different expertise that need our help to find their feet, many whose destinies would have been cut short like the others lost the war. I cannot but emphasize that the development and well being of our youths is paramount to our future and one that is very close to my heart.

This area needs to be properly addressed to ensure our youths are well engaged in various professional and vocational pursuits.

Today, and to the glory of God, I have been energized to rehabilitate and take off the streets several thousands of youths by providing them with gainful employment. Furthermore, we shall set up a foundation that will support post war effects and the rebuilding of war torn Ife and Modakeke.

Thereafter there shall NEVER be war again. I stand firmly for peace and unity between Ife and Modakeke and I guarantee that this peace and unity will transcend into economic and social benefits for everyone.

Similarly, we shall use this stool to unify the entire Yoruba race; there shall be no division, no supremacy or animosity amongst us, we are all from the one and the same source-God Almighty.

Coming to the throne is a clarion call to heed my selfless desire to serve the people of Ile-Ife, the Yoruba race and all of humanity. We will use the stool to provide a lot of opportunities to invest in the youths through mentor-ship and empowerment programs that will further take thousands off the streets on a gradual basis. Youths all over the country will be eligible for the mentor-ship programme and Ife will be the pilot model. We will use the stool to transpose Ile-Ife into the twenty-first century and with the use and influence of social media we are ‘set’ for his transformation. Sons and daughters of Ife and Ife enthusiasts around the world will have an input in the building of the New Ife City, ‘NIC’ through constructive feedback.

‘Socially’, we are ‘set’ to revive and promote Ile-Ife as a tourist destination.
‘Economically’ we are ‘set’ to increase our industrial footprints to give Ife the much desired facelift and ‘Traditionally’ we are ‘set’ to redefine the kingship system by blending modernity into our cultural values and practices and our tradition of thousands of years will stand.

Plans are well under-way to revitalize Ife in the areas of Sports, Mining, Agriculture, Real Estate, Tourism and rapid industrialization. To achieve this transformation, a brand new platform named ‘House Of Oduduwa Resources Limited’ has been established to stimulate the entire economy of Ile-Ife with a positive impact on the entire Yoruba race and our nation as a whole.

‘House Of Oduduwa Resources Limited’ will be tasked with rebuilding Ife into the ‘New Ife city’, NIC.
However, this is a herculean task which can only be achieved with the support of all well-meaning technocrats, sons and daughters of Ile-Ife in Nigeria and in the Diaspora and all lovers of Ife. My fervent desire is to grow ‘House Of Oduduwa Resources Limited’ into one of the biggest corporations out of Africa, likewise uniting all lovers of Ife with the people of Ife.

Earlier this year, I acquainted the youths of Ile-Ife of my plans to replicate the truly Nigerian project, Inagbe Grand Resorts Lagos, Nigeria (almost hundred percent of raw materials used are locally sourced) in Ile-Ife. Inagbe Grand Resorts is the first of its kind and will soon be the most sought after resort destination in all of West Africa. I have developed an incredible master plan for the proposed ‘Ife Grand Resorts’ which will be an off shoot of ‘Inagbe Grand Resorts Lagos’.

The ‘Ife Grand Resort’ project and the ‘NIC’ initiative was conceived to attract young men and women, businesses, corporate organization, investors, holiday makers, lovers of Ife and Ife in Diaspora to a comfortable ambience to stay when they are away from home. This will continually put Ile-Ife, the cradle of black civilization on the map likewise showcasing many artefacts about the Yoruba race, hence creating a steady influx of people into Ile-Ife.

”The time has come for us to embrace our true heritage as the progeny of Oduduwa and the task of modernizing Ile-Ife is yours and mine. I am highly honoured to have been chosen to fill the stool that great men once occupied; history and I will forever remember this day. I use this opportunity to pay tribute to Oba Adesoji Aderemi and Oba Okunade Sijuwade; these monarchs were colossus that redefined the monarchy with touch of diligence, elegance and gravitas that traversed so many cultural boundaries. They were great fathers to me and I will forever miss and honour them.

”I am not coming to the throne to pass judgment on those that have maliciously wronged me. But then, I should think that a bid to be enthroned as the foremost Oba in Yoruba race should be healthy and ordained of God. There is also the Ifa divination that also synthesizes the process, just in case human beings are partial.

”Rather, some people resorted to dangerous attacks, wicked lies, malicious insinuations and vigorous campaign of calumny. Why would I fail to forgive them when all came to nought and the good people and governments of Ife and State of Osun saw through these unfair games and chose me as the prestigious Ooni of Ife.

Therefore, I am coming to set a good example and show the world that I am truly called by God to lead Ile-Ife into a state of tranquillity, conscientiousness and prosperity. It is my fervent prayer that the Lord will continue to guide us all and bestow us with great wisdom to carry out our incumbent tasks.

I use this opportunity to call on all the sons of Ile-Ife that were alongside me in the race for the stool to heed to my call and let’s work harmoniously to align our goals for the sake of posterity and Ile-Ife. Together we shall not lose sight of the values and tradition that have made us the greatest nation of black people on earth. I come before you all today as a man pledging his unwavering commitment to his Kingdom and his people that I cannot do this alone; without you all there is no me “I will serve you all with everything I have”.

Long live Ile-Ife; long live the Yoruba race, long live the House of Oduduwa, and God Bless the Federal Republic of Nigeria.”

Yesterday, Peter Ogiero, a Bayelsa State casual worker committed suicide by swallowing a dangerous insecticide known as “Sniper” because he has not been paid for 13 months by the State government.

According to some staff of the State Water Board, Ogiero had worked with the Board for over 15 years and was among the more than 150 staff members affected by the non-payment of salaries.

The deceased, who is a 43 year old engineer with the State Water Board and a father of four, was said to have developed various health complications including hypertension and stroke due to the lack of money and the inability to meet his obligations at home.

Tina, a niece of the deceased, confirmed that the Mr. Ogiero had a stroke and killed himself after his lack of funds prevented him from receiving proper care. "The stroke was caused by too much thinking due to the fact that the State government has been owing him (the deceased) salaries for 13 months,” she said.

"This state of affairs has caused a lot of issues in the deceased's home. At a point, when his wife could no longer bear the situation, she had to run away from home with his three children to their village. That was how Wilson, his first son, and I came to Yenagoa to take care of him. We didn’t expect that he was going to die just like that," Tina explained.

She added, "we hoped upon hope that the situation would ameliorate and that the government would pay him the salary they owed him but all to no avail. When salary did not come, we tried to manage with the little money given to us by the deceased's sister, uncle, and sometimes by his colleagues, but this did not suffice as it was not coming regularly. So, at a point, we found it really hard to buy him drugs and food."

Tina confirmed that the deceased killed himself while his family members were away on errand.

”While we had gone out to look for what Ogiero would eat before taking his drugs, we returned home to see him lying on the ground, gasping for breath. That was how my uncle died. On a close observation, we discovered that he drank a sniper to take his own life out of frustration and poverty," she stated.

Ogiero's colleague at the water board, who identified himself simply as Raymond, also corroborated Tina's account.

Raymond said, "my friend was strong and healthy before the State government stopped paying us salaries. The situation led to his frustration and this in turn led to an increase in his blood pressure which later resulted in stroke that worsened his frustration. As of now, we are being owed 13 months salaries. The head of our agency has made several efforts in writing and appeals to the State government to pay our salaries and allowances but to no avail."

He said worse still, many of the workers at the board had worked for close to 15 years as casual workers, without the regularization of their designations. He lamented that the government had been treating workers of the board with disdain and scorn, wondering what they had done to deserve being treated as sub-humans.

Raymond said, "the situation under which we operate is simply appalling. We are human beings with responsibilities but the government treats us as if we are sub-human beings. This is supposed to be a restoration government but we are treated with disdain and scorn. Our salaries are not paid when due. As I speak with you, the government owes us. Another month has ended, making it 14” months owed.”

"At our various homes, we are no more worthy to be called fathers because we cannot meet up with our obligations as fathers. We have been turned into vegetables. This is not what we bargained for when we took up appointments with the corporation. We are no more able to provide food for our families let alone pay our children's school fees. We are appealing to the government to come to our rescue before more of our colleagues go the way of Ogiero. We are also calling on the government to rally round the family of our deceased colleague so that the children can have some respite."

[b]Tinubu’s newspapers and electronic media, including his online social media franchises, were mobilised to spew vitriol on Saraki and his House of Representatives neighbour, Speaker Yakubu Dogara. Recently, the anti-Dogara invectives have been toned down since he made his expensive “burnt sacrifice” of jettisoning his principled federal character formula for the sharing of House principal offices. He appeased Tinubu and Buhari by conceding the Majority Leader position to Hon. Femi Gbajabiamila.
Saraki felt he could overlook or ignore Tinubu’s whining. After all, he too was a governor and the political godfather of his own state, Kwara, just as Tinubu was of Lagos. He even dismissed Vice President Yemi Osinbajo as a “mere commissioner”. Indeed, Osinbajo was a commissioner in Tinubu’s cabinet in 2003 when he (Saraki) was Governor of Kwara State. Saraki, at a point, made feeble but ineffective efforts to raise his own media counter-forces.
Saraki did not reckon with the fact that Tinubu was not alone in the fight to bring him down. He did not expect President Buhari to be this serious in siding with Tinubu. After all, the president had pledged to work with whoever emerged as the leaders of the National Assembly. Buhari, who is reputed to be a man of his words, was not expected to turn around and lead the war to destroy Saraki.
Buhari started by simply ignoring Saraki and Dogara. Till date, the president has refused to meet with Saraki even perfunctorily. Normally, you would expect the president to crave the support of the leader of the National Assembly to make his own work easier. Buhari simply shut out Saraki.[/b]

Information reaching Society Beats revealed that the demise of the highly dignified Oba Okunade Sijuwade, Olubuse II, who in his capacity as the Oonirisa of the source brought a lot of fanfare and prestige to the already well revered stool at one time or the other had been occupied by such illustrious personalities as Oduduwa & Oranmiyan, the race for the next Ooni has been on and the four ruling families; Osinkola, Ogboru, Giesi and Lafogido are now contenders.

Society Beats gathered that a declaration document was signed by the then Chairman of Chieftaincy Committee of Oranmiyan Local Government; P. O. Olaniyi.

The document, which was forwarded for approval on September 14, 1979 was signed on January 28, 1980 approving the rotation of the stool among the four ruling houses, in that order. The document had been prepared under the reign of the late Oba Adesoji Aderemi who was from the Oshikola ruling family.


The late Oba Okunade Sijuwade, the Olubuse II, being a product of the Ogboru ruling house, the next in line to ascend the throne could therefore come from the Giesi family. The Prince of the source, a fearless and self-made business man, Prince Adeyeye Enitan Ogunwusi, being the 4th direct descendant of the Giesi family, is in all context, the man for the throne.

About forty years ago in the ancient city of Ile-Ife, a prince was born into the Giesi Ruling House, Ojaja Royal Compound of Agbedegbede in Ile-Ife. He was named Adeyeye. Prince Adeyeye Enitan Ogunwusi was quietly delivered into the humble family of Prince Ropo and Late Mrs Margaret Wuraola Ogunwusi (Ile Opa family compound, Ile Ife).

The father was a radio and television anchor and presentation star that spanned the entire mid-1980s to early 21st century in the South-western part of Nigeria.

All things been equal he has been tipped to come and rule his fatherland, and we hope he will be willing to rule his people and turn around the history like he is turning around businesses in his area of interests.

Following Army Headquarters directives to troops in the North East for a painstaking search of motorists and cargoes, troops of the 3 Division Nigerian Army have intercepted and arrested some kingpins and foot soldiers of suppliers of Boko Haram terrorists with hard drugs and other stimulants between Depchi and Geidam, Geidam Local Government Area in northern part of Yobe State today.

The arrested persons were also engaged in the supply of fuel in addition to hard drugs such as Cannabis (Indian Hemp), Chlorofone substance (AKA Madaran suck and die) and Tramol, amongst others.

You will recall that sometimes ago we reported that ironically most of the Boko Haram terrorists captured by Nigerian military cannot read the Holy Qur'an, some of them cannot even recite the first chapter- Suratuh Al-Fatiha and yet they claimed they wanted to establish an 'Islamic State'. When the Nigerian military captured their bases and training camps, they never found Qur'an or other Islamic books, what were mostly found were ammunitions, local charms, condoms and all sort of drugs including sex enhancing ones in their enclaves.

The arrest of these drug suppliers has reinforced that fact, more so as they have been making very useful statements.

The Nigerian Army would continue to do its best in the fight against terrorism and insurgency in our country in order to make Nigeria safe and secure.

This however, requires continuous support and cooperation of the public. We always welcome and appreciate information that could lead to the arrest and pre-empting the Boko Haram terrorists and other criminal elements in the society.

On more occasions than one, the spokesperson of the Department of State Services (DSS), Marilyn Ogar, has wounded the reputation of her organisation, and committed violence against the psyche of Nigerians through her unguarded, embarrassing and unprofessional utterances. Her latest – linking some unnamed members of the opposition All Progressives Congress (APC) to the Boko Haram insurgency – followed on the trail of similar earlier questionable vituperations against perceived opponents of the federal government. In the process, she has consistently portrayed her organization as mere tool for political propaganda and intimidation, rather than the professional security outfit it ought to be.
Security organizations, more so a secret service such as the DSS, are supposed to be professional and dispassionate information seekers and analysts that act to provide security for the people and facilitate the prosecution of crimes. Partisan propaganda is one path they should never follow. Neither should they be seen to be dishing out flimsy propaganda and presenting it as information. We find it astonishing that the spokesperson of the DSS should be doing the rounds of talk shows and actively seeking camera opportunities to cast aspersions on the opposition. How come she does not even appear to be aware of neutrality and discretion in the conduct of their affairs?
Ms. Ogar has recently upped the ante of her unguarded utterances by her partisan comments following the recent Osun elections. It would be recalled that she rushed to the media immediately after the election result was announced claiming that some opposition APC politicians had offered the Service’s personnel 14 million naira bribe. Bribery is a criminal offence and should be investigated and prosecuted and not turned into a topic for talk show chat by the DSS. It was not long after her bribery claims that she then raised the stakes with the graver allegation linking the opposition APC with terrorism.
Earlier on, Ms. Ogar had disparaged the #BringBackOurGirls movement and referred to it as a franchise, and suggesting that the movement is affiliated to terrorists. This was not only uncharitable but completely an irresponsible charge against a movement making simple demands that the government and its security agencies should do their work, search for and rescue the girls. The problem with Ms. Ogar is that she makes these serious allegations without citing any evidence and without subsequent follow-up, clearly demonstrating that they are political statements.
This dangerous route the DSS spokesperson is dragging the Service into should be urgently remedied. Ms. Ogar is too overly partisan and careless in her mode of communication to speak for such an important and sensitive national institution as the DSS. The leadership of the DSS should come out immediately to disown the scandalous public comments made by Ms. Ogar and ultimately give her the red sign as she is clearly unfit for purpose in terms of speaking for the DSS. The least that we expect is that she should be removed as the spokesperson of the DSS and replaced with a non-partisan, more professional and discrete person.
The failure of the DSS high command to act on the numerous careless and partisan statements of its spokesperson would send a terrible signal to all Nigerians. Lack of action on the part of the Service’s leadership would mean that her scandalous and unacceptable behavior actually represents the position of the leadership of the DSS.
If this is the case and Ms. Ogar is speaking the mind of her bosses then there are ominous signs on the horizon for the future of Nigerian democracy. If a security organization that should be preoccupied with safeguarding all Nigerians and ensuring peace and stability of the country would resort to smear campaigns, propaganda and blackmail, Nigerians are in for big trouble.
PREMIUM TIMES demands that the DSS comes out loud and clear on this as a way of clearing itself from charges of being politicized and partisan. It must reassure Nigerians that as a major government agency mandated to provide security to all Nigerians, it is not the hunting dog of the ruling party

The arms purchase probe panel will examine contracts executed during the administrations of no fewer than 19 former military chiefs. They are five Chiefs of Defence Staff, 14 Service Chiefs; four National Security Advisers (NSAs) and eight former Ministers of Defence.

The probe has created panic among retired military chiefs who coordinated arms purchases in the last eight years, The Nation learnt yesterday.

Some of the officers, according to sources, have started making moves to have access to “vital records”.

It was also learnt that five Israelis, who played major roles in arms procurement for the military in the last six years, are to be invited by the committee, whose members were named on Monday after President Muhammadu Buhari’s directive.

The Israelis reportedly left the country on the eve of the general elections, following signs that Buhari might win the poll.

The government has directed that tight security be provided for members of the panel.

The assignment is comprehensive; it will run through many administrations.

A source, who pleaded not to be named because of what he described as “the sensitivity of the matter”, said: “The probe will require looking into the administrations of five Chiefs of Defence Staff, 14 Service Chiefs; four National Security Advisers and eight former ministers. It is a Herculean task.

“Already, there is panic in the circle of retired military officers on the intent of the evaluation of arms purchase. Some of these former military chiefs have reached out to panel members to allow them have access to relevant documents.”

A military source gave insight into why it is necessary to invite the former CDS, Service Chiefs, NSAs and ex-ministers.

The source said: “All arms deals were not subjected to the nation’s procurement laws even though the late President Umaru Yar’Adua specifically said there should be no due process waiver for the military.

“Most of the military chiefs cited security reasons for not subjecting those purchases to the nation’s laws. So, some of these military officers either depended on the Ministry of Defence or used internal mechanisms to buy arms.

“In some instances, there were directives from the Presidential Villa as in the case of the $466.5m contract awarded to a financier of the Peoples Democratic Party (PDP) in 2014 by the administration of ex-President Goodluck Jonathan to weaponise six Puma helicopters. The immediate past Chief of Air Staff, Air Marshal Adesola Amosu, raised some issues but he was overruled.”

Responding to a question, a military source said: “Some former ministers of defence interfered with arms purchase but a few others were sidelined. The immediate past Minister of Defence, Gen. Aliyu Gusau, complained at a point to Jonathan that he was not fully in the picture of things.”

It was also learnt that the scope of the assignment might involve international collaboration following the need to question five Israelis.

Another source added: “These Israelis were central to the facilitation of the purchase of the arms for the military in any part of the world. But they left Nigeria before the general election when the signs were clear that President Buhari was likely to win the poll.

“They came for legitimate arms business but they got entrenched in the Nigerian system. They are all well-known in the nation’s security network. The panel may invite them for interaction.

“Besides the Israelis, some South Africans and Russians will be contacted. We know their embassies will cooperate with the panel.”

As at press time, the panel might look into the list of the administrations of five Chiefs of Defence Staff, 14 Service Chiefs; four National Security Advisers and eight former Ministers of Defence.

The Chiefs of Defence Staff from 2007 to 2015 are: the late Lt.-Gen. Owoye Andrew Azazi (2007-2008); Air Chief Marshal Paul Dike(2008-2010); Air Chief Marshal Oluseyi Petinrin (2010-2012); Admiral Ola Ibrahim(2012-2014); and Air Chief Marshal Alex Badeh(2014-2015).

As for the Nigerian Army, those to be under searchlight are Lt.-Gen. Luka Yusuf (2007-2008), Lt.-Gen. Abdurrahman Dambazzau (2008-2010), Lt.-Gen. Azubuike Ihejirika(2010-2014) and Lt.-Gen. Kenneth Minimah (January 2014-July 2015).

In the Nigerian Navy, the investigation will cover the following past Chiefs of Naval Staff: Vice Admiral G.T. Adekeye(2005-2008); Vice Admiral I.I. Ibrahim(2008-2010); Vice Admiral O.S. Ibrahim(2010-2012); Vice Admiral D.J. Ezeoba(2012-2013); and Vice Admiral U.O. Jibrin(2013-2015).

For the Air Force, the scope of the probe will affect the tenures of the following officers and their teams. They include Air Marshal Paul Dike(2006-2008); Air Marshal Oluseyi Petirin(2008-2010); Air Marshal Mohammed Dikko Umar(2010-2012); Air Marshal Alex Badeh(2012-2014) and Air Marshal Adesola Amosu(2014-2015).

The National Security Advisers from 2007 to 2014 are: Gen. Aliyu Gusau; the late Gen. Owoye Azazi; Gen. Sarki Mukhtar; and Col. Sambo Dasuki.

The Ministers of Defence within the time frame of the panel are: Yayale Ahmed(2007-2008); Shettima Mustapha(2098-2009); Godwin Abbe(2009-2010); Adetokunbo Kayode(2010-2011); Bello Haliru Mohammed(2011-2012); Erelu Olusola Obada(2012-2013) ; Gen. Aliyu Gusau (2013-2015) and Musiliu Obanikoro(2012-2014).

Nigeria’s Millennium Development Goals (MDG) office spent N154.2 million to construct a single borehole in Abuja, in a shocking example of contract inflation that has helped undermine the country’s ability to achieve its MDG goals.
Drilling a single borehole in Abuja averages N1.5 million. A hydrology firm told PREMIUM TIMES that the amount should cover drilling and casing, installation of a solar-powered submersible pump, steel tower for the tanks, tanks, pipes, joints & suckers, installation and labour.
The firm allowed an expanded estimate of N10 million if a water treatment facility is included alongside other optional accessories.
The Abuja borehole, constructed at Gwarinpa, an expansive estate in the federal capital, had no such fittings. Indeed, the borehole had long become dysfunctional and was no longer dispensing water to the residents when PREMIUM TIMES visited in June 2015.
Still, the Abuja MDG office told this newspaper it was more concerned with service delivery to the people, than the amount it takes to do so.
The eight target goals of the MDGs set at the Millennium Summit of the United Nations in 2000 are eradication of extreme poverty and hunger; achieving universal primary education; promotion of gender equality; reduction of child mortality; improvement of maternal health; combating HIV/AIDS, malaria, and other diseases; ensuring environmental sustainability and developing a global partnership for development.
In 2010/2011 alone, N249.26billion was channelled through Nigeria’s federal ministries, departments and agencies, “Quick Wins” (Constituency projects, but now called Special projects), Conditional Grants Scheme (CGS) to state governments, and Special presidential interventions for MDGs programmes and projects.
Analysts say poor execution of projects, racketeering, inflation of contracts, and other contractual breaches as some of the factors responsible for Nigeria’s inability to achieve its MDG goals.
The Gwanrinpa borehole, constructed at N154, 242,200, according to the contract and budget papers obtained by PREMIUM TIMES, is located at Galadima ‘I’ community of the estate.
The contract was awarded to Zarm Global Service on March 28, 2008. The company has no address, contact person or telephone number.
Another N110.6 million was paid for the construction of a borehole at Tungan Nasara community of Jiwa Ward in Abuja Municipal Area Council. The contract was awarded to Global And Global Venture Limited on March 29, 2008. Also, the company has no address or contact person.
When our reporter visited one of the project sites supposedly executed by the MDG office at a primary school in Dutse Alhaji community and another in Kubwa area of Abuja, there were no signs of any projects in the areas.
Residents of the area told PREMIUM TIMES that the borehole had stopped working immediately after its completion. According to budget details, N8, 802,185 was paid for the construction of the borehole.
Obinna Okafor, a representative of the company in charge of the project, Hunnigdale International Limited, provided no details beyond saying the project was moved from its initial site to Gbazango West Layout of Kubwa.
At Nanda Community of Agyana Pandagi Ward in Abaji Area Council, Abuja, a borehole constructed at N8.1 million was also not functional.
Ochiez Signature, which won the contract, has no office address. Its manager, Onu Clement, told our reporter the firm operates from his house at New Nyanya in Nasarawa State.
Investigation revealed that a greater percentage of the 1,333 projects executed by the Abuja office of the MDGs between 2007, 2008, 2010 and 2011 in Abuja communities, were either below the set standard or had been abandoned by contractors.
When PREMIUM TIMES sought the response of the MDGs office regarding the construction of a single borehole at the cost of N154, 242,200, and the poor state of the projects, the director of projects at the office, Mr. Dalhatu, said he could not discuss issues of contract or speak for the companies.
Although an official who spoke on the condition of anonymity faulted the payment of N154 million for drilling of a single borehole, he said they were more interested in seeing the projects working, and that they will check available records, and consult with the MDGs focal person to find out what the problem was.
