One aspect of Scheduling smeans that manpower , capital ( funds) and materials are available on site at the very time they are needed.
In a way , you can say it is a "just in time " process.
For countries with serious money , they can simply throw huge money at a problem but Fashola does the more difficult project execution where money is a serious constraint.
The way it goes,
Fashola will only ask for the money for 10km out of 100km on a road if 10km is the length that is achievable in a year . Next year if it is 20km , then 20km is requested from the budget .
That way you have several projects going on at the same time . I think 240 federal roads are being constructed.
But there also lies my problem with Fashola , he does too many projects at th same time thereby spreading his resources too thin .

Buhari lost a huge opportunity.
As the saying goes , the people you thread upon on your way up will meet you halfway on the ladder when you start tumbling down.
This was the same mistake committed by his corrupt predecessor.
When tribalism and nepotism is your portion, you not only end up living in the bubble of Aso Rock , you live in a bubble within a bubble.
You do not have plurality of opinions in Aso Rock once Buhari chose to fill his kitchen cabinet and the national security establishment with his tribesmen.
A good question,
If they were so good and qualified , why haven't they replicated the magic in the north eastern and northwestern states.
If you cannot go beyond narrow your tribal , you will continue to jump from crisis to crisis.
Obasanjo was able to come down hard on MASSOB , Nigeri delta militant because he came down harder on OPC before then .
Nobody defended those groups. The criticisms he got was because of the heavy handed news of the soldiers in Zaki biam and Odi.
Fairness ( Striving to treat everybody equally)
When Buhari chose to betray Tinubu whose choices for senate president and speaker were sacrificed for Saraki and Dogora, Buhari indirectly opted for a dysfunctional legislature without any clue about what is going on in the country .
About the only thing they know or that catches their interest is ," Who is sharing what and where is the money being shared?
It was shocking when Fashola had to explain the projects implementation stages and budgeting to the fools who ought to be experts at these matters.
Nigerians vote fools into office and wonder why their country is shit .
This is exactly why I said Buhari is governing like Obasanjo but with nepotic tendencies.
However , Governing like Obasanjo was good yesterday but today , not good enough .
Not good enough because the problems have gotten more complicated.

Sokoto,Kano etc can build an entire new economy on ranching . They should keep the herdsmen in those northern states .
If pig and poultry farmer can buy feed , build pen and still be profitable , cattle rearer can be profitable as well especially when you consider what they can get out of it .

Milk
Beef
Bone meal
Calves
Butcher job
Meat processing
Meat product processing

All that money that that is devoted to religion should be diverted to building a cattle value chain .
Those states shouldn't have a problem especially the Lagos size revenue allocation that they get even though they have less than half the population(fake census figures things) ,fewer state school to maintain than Ondo or Osun state and fewer teachers to pay.

Perhaps you know better than those who actually live under trump's ideology and have been doing the fighting for 400 years .
Like I said ( the proof is in the pudding ) , people have votes and voices but at times ,it is better they do not use it if they are absolutely clueless.
Africans from " shithole countries" are the most educated and successful group in America.
They ( especially Nigerians) can be found and over represented in sports ,information technology , medicine , banking ,Hollywood,academia etc ).
They earn more money than natives.
Most migrated from working class families.Upper classes and the one percent kids do not work and only party and play polo. They only travel to shop Gucci.
In short they are assets and pay more taxes .
But that those facts are not relevant .
Because guess what , what is relevant is their skin colour .
They can be the most qualified human beings in the country but we do not want them( nevermind that they have as much right to be there as anybody) . America has only one indigenous groups ( Indian Americans).
Nigerians migrate for the same reasons that every other group of human migrate.
To seek a better life in their productive years than they would otherwise get in their default environment ( be it from village to town ,from town to city or from country to country.
My advise is for you to type the word "white genocide" into Twitter to get a better understanding of what you are dealing with .
Nigeria becoming the most advanced country in the world tomorrow will not change anything about this genocidal ideology.
Coming back to shitholes,most Americans migrated from shithole environments and countries ravaged by wars , genocide and poverty .
That Nigeria is useless is not a part to the arguments( You can check my thought on how Nigeria is a dead country) . That shithole contributes a huge chunk to America's GDP ( Chevron ,RCC , Mobil , Halliburton, Cadbury , Schlumberger etc) .

How can you build civilisations if someone can just come into your house , take your property( crops ) , burn your home and kill your wife and children .
Who are they going to sell the beef to if they finish killing off all their customers.
Those herdsmen should be confined to th north and made to ranch .
Anyone who is not willing to ranch should be made to sell off all their livestocks to someone who would .
Nigeria imports most of the milk consumed .
The potential profit from the milk and bigger and healthier stock would offset the cost of ranching .
That is unless ,the problem was not about grass but something more sinister.

Per Tinapa and Obudu, the average Nigerian should be able to get up and drive or take the rail from any corner of Nigeria and get there in not time to enjoy both places, shop an have a good time, but it's absolutely impossible to access both places if you don't live in the immediate vicinity.


The FG can sink money and keep sinking money on such non viable investments and even keep dredging forever, there's still not going to be any kind of success since both places need money and large human traffic which they can not get because Nigerians from other states can not access easily.

I should be able to access both facilities from Lagos in less than 2-3 hours and be back in Lagos before the end of the day, but this is absolutely impossible because we don't have good roads express or freeways. Just like the folks in the US drive to places like Disneyland and their other major attractions.

Only rich folks can afford to fly to Obudu to enjoy whatever they have over there.

Both places can not survive with patronage from the folks in that state or neighboring states, they need patronage from places like Lagos with deeper pockets and disposable shopping income but it is absolutely impossible to leave Lagos and end up spending days on death trap roads just to shop many states away?


My point is, until we get our road and transportation system right, such investments will continue to suffer.


This is why we urgently need the Lagos-Calabar coastal Road/Railway, but many folks from that region representing that same region in Abuja are against that project and even voted to slash the budget for that project for silly, dumb and demented political and tribal reasons.




The FG is the lease of their worries

In Nigeria, that concept will only succeed in Yorubaland for obvious reason . Especially Epe and ogun waterside.
The size of the consumer market with the largest chunk of Nigeria's middle class .
The Dubai concept was not cross river's strength.
Dubai is successful because it allows for the freedoms not available in the conservative Region( like a Middle East mammy market where you can drink and enjoy).
Cross river's strength remains tourism and everything should have been built around tourism.
Perhaps learn to crawl first by creating demand for domestic tourism and city escapes .
Then there is a case of lost custom revenues as well.
