Due to fear of spreading COVID-19 on campus ,the Academic Staff Union of Universities (ASUU) Kaduna State University (KASU) chapter has cautioned against the university management’s plan to reopen the school Like other institutions in the state, KASU has been shut for several months due to the COVID-19 pandemic. However, ASUU-KASU chapter said it is not yet safe to reopen the institution because of the fear that students might contract the virus as they will mingle freely among themselves during school hours. Chairman of ASUU-KASU,Comrade Tukur Abdulkadir said that some weeks ago, 17 out of about 50 Medical students who were recalled for examination tested positive to COVID-19. “As you are aware, the management of Kaduna State University has opened the university and plans to conduct examination beginning from Monday, 19th of October, 2020. “To this moment, Kaduna State Government has not officially anhounced the re-opening of tertiary institutions. Although the 2019/2020 academic session has been significantly affected by Covid-19 lockdown, re-opening the university at this material time is tantamount to trading the lives of students and staff for the conduct of the examination. “The decision by the management of KASU to re-open is in gross violation of the Covid-19 Protocol as highlighted by the Presidential Task Force (PTF) and the National Centre for Disease Control (NCDC). This action also violates the standard provision and regulations guiding conduct of University examinations. “Let this be known to the general public, almost all the guidelines as stipulated by PTF/NCDC are not in existence in Kaduna State University at the moment. Students congregate very closely without facemask, and hostels are overcrowded. It is on record that some weeks ago, 17 out of about 50 Medical students who were recalled for examination tested positive to covid-19 “Among the guidelines necessary for safe re-opening of institutions are: Total and comprehensive fumigation of the entire campus surrounding and allfacilities. “Detailed Parents/Guardians, Staff and other stakeholders of the University community on safety measures for reopening. Proper adherence to the PTF/NCDC Covid-19 protocol such as wearing face mask, observance of physical distance, regular washing of hands, hand sanitizers in strategic locations and so on. Provision of designated screening centres and isolation facilities.Training of health workers on the use of PPES. “As you may be aware that the university has been closed for more than 7 months. The Kaduna State University Management plans to re-open on 18/10/2020, and commence examination by 19/10/2020. Students have not been given time for revision (at least 2 weeks as required). “This will have severe consequences on students’ performance, and therefore undermine the examination. Amongst the infractions associated with planned examinations include: Inability to subject examination questions for external moderation before examination by some departments. This is an important requirement for examination in Universities in Nigeria as stipulated by NUC. “Inviting/engaging postgraduate students and Non-academic staff to conduct examination. It should be noted that examination is the most important component of any university and strictly an academic affair. The absence of academic staff in the conduct of the examination might temper with the quality and integrity of the examinations. “Some newly established departments have covered only a fraction of their syllabus, yet examination will hold in these departments. “It is clear that the re-opening of Kaduna State University by the University Management potent danger and health risk to citizens of Kaduna State. For close to two weeks now, Nigerian youths have been on the streets demonstrating against police brutality especially ones perpetuated by the Special Anti Robbery Squad, which goes by the acronym, SARS. Apart from, SARS, the demonstrators are demanding a comprehensive reform of the Nigeria Police, a review of the condition of service and improved welfare for the police. And does appear the demands are growing as days go by. The protest which has escalated to all states of the federation and the Federal Capital Territory has been received by the international community like a raging wild fire. In his reaction to the general discontent, President Mohammadu Buhari, after a meeting with the police hierarchy directed the IG to disband the notorious SARS. In compliance with the presidential directive, the IG announced that SARS had been proscribed. He added that a new outfit, in the form of SWAT would be created to replace the much vilified SARS. The IG’s pronouncement triggered more demonstrations. The protesting youths feel the government was playing on their intelligence by substituting one form of SARS with another under a different name. But Tosan Eyiwunmi, a security expert and consultant to the Nigeria Police has said that contrary to the widespread belief, the Inspector-General of Police was yet to create any unit to replace SARS. Speaking for the first time since the crisis started, Eyiwunmi who is the CEO of Crime Fighters told Weekend Vanguard that the IG only said that a new unit, in the form of SWAT would be created to replace SARS, meaning he was only telling the people what the police would do, following the disbandment of SARS. “SWAT which means Special Weapons and Tactics is a generic word in the security corridor across the world. SWAT is used in America, it is used in Germany and even in Britain. It is not a word that is coined by the Nigeria Police or by the IG. And As it were, he has not constituted any body or unit. He was just explaining to members of the public that a unit like SWAT would come in place of the dissolved SARS. As we speak, there is no new unit like that as he wanted to reassure Nigerians that there won’t be any vacuum in the security network of the nation. He was assuring the people that the Nigeria Police Force would live up to its responsibility by constituting another body that would carry out the duties that would be in tandem with the functions of SWAT.” Explaining further, Eyiwunmi said, “SWAT is usually and generally a body that is expected to respond to violent crimes and they work with intelligence and technology, which is different from SARS. SWAT is not a body that you see everyday on the road. But because the public misunderstood him, that is why there has been this negative reaction. She insisted, the IG has not created another unit. “That is in the pipeline. He was only saying, that is what he intended to do. Before they put it together, those people would have to be specially trained because SWAT is a technical, tactical that would have to be trained by professionals. It is not a place you put in every Dick, Tom and Harry because it requires well trained personnel.” She informed that SWAT is not the regular policemen one finds on the road or streets on patrol. “Just like the FBI in America is not the regular policemen one finds everywhere, that is how SWAT operatives would function. She clarified the misconceptions some analysts have propounded against the formation of SWAT when there was already in place a Mobile Police unit. “The Mobile Police is created to quell riots but SWAT is meant to work on highly technical matters bothering on intelligence and mostly operate in plain clothes. For instance, in the case of kidnapping, you can’t wear police uniform to go and arrest kidnappers because you would have given yourself out already. Borno House of Assembly on Thursday honoured the state Commander of defunct SARS, CSP Ibrahim Mohammed, with plague of honour for his gallantry in the fight against insurgency in the state. The house at its Thursday plenary presided over by the Deputy Speaker, Alhaji Abdullahi Askira, said members of defunct FSARS in Borno under the leadership of Mohammed played vital role in the fight against insurgency and other violent crimes. Leader of the House, Alhaji Dige Mohammed, who read Mohammed’s citation, recalled how he raided and repelled the insurgents’ attacks in some local government areas. “On 21st of July 2020, the team had another encounter with the insurgents in large numbers at Mainok in Kaga LGA, after a fierce battle, dislodged the insurgents and recovered two gun trucks. “On 13 July 2020, another encounter ensued with Boko Haram who ambushed motorists along Auno -Jakana- Damaturu highway and recovered two anti-aircraft guns with four spare barrels, one machine gun with 251 ammunition, eight AK 47 and two magazines. “On 14th July 2020, SARS rescued two soldiers abducted by Boko Haram fighters along Maiduguri-Damaturu road and recovered several arms abandoned by the terrorists,” the house leader said. The National Bureau of Statistics (NBS) yesterday reported that inflation rate in Nigeria rose to a 30-month high of 13.71 percent in September, 2020, 0.49 percent up from 13.22 percent recorded in August. This represents the highest inflation rate the country has recorded since March 2018 when it stood at 13.34 percent. Meanwhile, analysts at United Capital Management Limited have projected that the ongoing Special Anti-Robbery Squad (SARS) protests, high financial system liquidity without commensurate increase in economic output, food supply shortages, structural bottlenecks and currency market challenges will further pressure the nation’s headline inflation till the end of the year. The NBS report stated: “The consumer price index (CPI) which measures inflation increased by 13.71 percent (year-on-year) in September 2020. This is 0.49 percent points higher than the rate recorded in August 2020 (13.22) percent. Increases were recorded in all Classification of Individual Consumption According to Purpose (COICOP) divisions that yielded the headline index. “On a month-on-month basis, the headline index increased by 1.48 percent in September 2020. The Nigeria Security and Civil Defense Corps (NSCDC), Lagos State Command, has arrested a 48-year-old man, Charles Ekwe, for allegedly defiling his wife’s 13-year-old niece. In a statement signed by the command’s spokesperson, Mrs Kehinde Bada-Okoli, on Wednesday, the suspect was arrested on Monday in Lagos. According to the statement, Ekwe allegedly defiled his victim at 1B Surulere Street, Ojo, Lagos state. Bada-Okoli said the suspect started abusing his victim before the COVID-19 lockdown but was scared to report to her aunty. She said the victim, confirmed that the suspect, whom she fondly called Daddy, started assaulting her sexually early in the year “Uncle Ekwe touches me when my aunty leaves the house and also at his shop where he trades. “He used to show me man and woman sleeping together on his phone. “Uncle threatened to kill me if I tell anybody,” the statement quoted the victim. The police spokesperson said the victim said she had lost count of the number of times the assault occurred. The victim’s aunty, Mrs Blessing Ekwe, further confirmed that the victim had been living with them for the past four years. “My niece relocated to live with us in Lagos after her father died. “However, I noticed something was wrong three weeks ago, which prompted me to interrogate the girl. “She opened up by telling me that my husband had been sexually abusing her. “I then took her for medical examination and it was confirmed that she had been defiled,” Ekwe said. An Osogbo Magistrates’ Court, on Wednesday, sentenced a 40-year-old man, Saheed Isola, to one year imprisonment for stealing two block moulds, valued at N70,000. Magistrate Opeyemi Badmus pronounced the sentence after the convict, who had no legal representation, had pleaded guilty to the one-count charge of stealing preferred against him. The Police Prosecutor, ASP Fagboyinbo Abiodun, told the court that the convict committed the offence on Oct. 14, at Lameco area of Osogbo. Fagboyinbo said that the convict unlawfully entered a shop and stole a nine-inch block mould, valued N40,000 and a six-inch block mould, valued N30,000, belonging to one Moshood ishola According to him, the offence is contrary to and punishable under Section 413 of the Criminal Code, Cap. 34, Vol. II, Law of Osun State, 2020 The convict had admitted that he had, in 2019, been convicted for a similar offence by a magistrates’ court and sentenced to community service. The Nigerian Communications Commission says it is working in partnership with stakeholders to ensure the safety of 5G networks in Nigeria in preparation for the launch of the technology . The Executive Vice President , NCC , Prof. Umar Danbatta, said the government had started working on a policy that would drive the deployment of 5G . The EVC spoke at a tech forum themed ‘ Multi-stakeholder approach to National Recovery Post-Pandemic ’ on Wednesday . Danabtta, who was represented by the Director, Technical Standards and Network Integrity at NCC , Bako Wakil , said the commission would carry out an environmental impact analysis on the use of 5G and the electromagnetic fields impact on humans in Nigeria . “ Once this is done , Nigerians can safely utilise 5G and reap all the economic, human and material benefits of 5G , ” he assured. The Global System for Mobile Communications Association had predicted that seven African countries, including Kenya , Nigeria and South Africa , would have commercial 5G services by 2025. Danbatta said that the economic benefits to 5G to Nigeria , post-coronavirus pandemic, would be huge as almost all businesses and activities of government were migrating and offering their services online . According to him , 5G will enable a new kind of network for Nigerians designed to connect virtually everyone and everything together including machines, objects , and devices. Traditional medicine practitioners in Lagos State have been called upon to ensure better documentation and measurement of their medicine just like their counterparts in orthodox medicine. The Secretary to the Lagos State Government, SSG, Mrs. Folasade Jaji who made the call weekend, cautioned the practitioners against abuse and arbitrary use of indigenous medications. Jaji, who acknowledged efforts of the originators of indigenous medications for the treatment of ailments like malaria, cold, cough, diabetes, and High Blood Pressure among others, said it should be taken a step further to design methods for measurement as well as the documentation in the interest of posterity. Speaking at the opening session of training organised for traditional medicine exhibitors and advertisers, she said: “The emphasis here is that more effort should be put into proper documentation and measurement of just like the orthodox medicine. “Specific dosage and prescriptions as given by orthodox doctors should also be embraced by traditional medicine practitioners. “It is my belief that if our local herbs are properly packaged, they can be exported to other countries and would serve as a source of additional income for the nation.” Further, she avowed that the advantage of formal education on the part of the 21st-century traditional medicine practitioners should be on how to further add value to the practice and increase the relevance as well as the potency of traditional medicine. According to Jaji, most Nigerians and Africans in general turned to traditional remedies during the outbreak of COVID-19, which is an attestation to the level of awareness of the potency of indigenous medicine among the populace. She, however, called for continuous awareness on the effectiveness of traditional herbs as well as training of the practitioners. This, she said, is the only way Nigeria can begin to compare itself with countries like China and India who take pride in their roots and herbs. The Chairman of the Lagos State Traditional Medicine Board, LSTMB, Prof Adebukunola Adefule-Ositelu, called for better collaboration between traditional medicine practitioners and their orthodox counterpart, stressing that both practitioners are working for the wellbeing of citizens. Adefule-Ositelu called for more research works from traditional medicine researchers as a way of further promoting and manufacturing medicinal products that are cost-effective, less invasive, and of the high standard that can meet the standards for export purposes. She advocated for an end to the limiting colonial mentality that condemns and sees all-natural medicine practitioners as fetish and or inferior to those of non-pigmented-skinned people of the western world. Speaking on the essence of the training organised for the herbal exhibitors and advertisers, she disclosed that the Board Chair identified continuous training as one of the ways to restore professionalism to traditional medicine. In her views, it was extremely important to impart the practitioners with requisite knowledge on how to handle health issues brought to them, while also emphasising that each of the practitioners has been told to know where their expertise ends and when to make a referral to their orthodox counterpart where and when necessary. In a statement signed by NEF’s spokesperson, Drm Hakeem Baba Ahmad, the Forum noted that this decision to scrap SARS should be placed in the context of the huge demands that had been made for the President to address serious shortfalls in our policing and security institutions. There have been many cases of abuse that ought to have been checked by this and earlier administrations, but were ignored or treated with levity owing to very low levels of respect for accountability. It is a sad commentary on the manner this administration approaches sensitive matters such as security of citizens that it had to be forced into taking this decision after serious damage to the integrity and credibility of our policing and security institutions. The Forum reminded President Buhari that hundreds of thousands of people in Northern communities have been at the mercy of bandits, kidnappers and rustlers without any form of police protection. "It is clear that many things are seriously wrong with our policing and security institutions, if the same institutions will be accused of extra-judicial acts by some citizens and virtual non-existence by other citizens". "It is not acceptable that thousands of our fellow citizens in the North will be virtually abandoned to armed criminals and a vicious insurgency, and the Nigeria police will get a slap on the wrist for acts that go against the core of its mandate in other areas of its responsibility." The Forum demands that the spirit deployed against SARS should be visited on policing and securing the North. We further demand a complete overhaul of our policing and security agencies, starting with the removal of Service Chiefs and the involvement of responsible opinion in initiatives that will address the manner the nation is designed to be policed and secured. The Federal Government has again suspended the implementation of the new electricity tariffs for one week . The government had earlier on September 28 postponed the take- off date of the tariffs by two weeks after it held a meeting with the organised labour, which was opposed to the hikes in petroleum and electricity prices . The latest decision was taken on Sunday during a meeting between the FG team led by the Secretary to the Government of the Federation , Boss Mustapha , and the leadership of the Nigeria Labour Congress and the Trade Union Congress. The parley which held at the Presidential Villa banquet hall , Abuja , adopted the resolutions of the ad hoc technical committee on the electricity tariffs hike reached on October 8 and also agreed on a work plan for the implementation. The parley also agreed to distribute one million meters to bridge the metering gap in the country in the first instance. The distribution is expected to commence this week in furtherance of the Acceleration of National Mass Metering Programme . The programme is expected to distribute a total of 6 million meters to Nigerians free of charge based on the funding by the Central Bank of Nigeria . The cost of the meters will be recovered from the electricity distribution companies. The meeting also agreed that the meters should be procured through local meter manufacturers and assemblers. Reading the communique at 11. 40pm, the Minister of Labour, Chris Ngige , said , “ The two -week extension for electricity tariffs which expired this week will be extended by another one week . ” The parties agreed to reduce the tariffs by 10 percent for band A , 10. 5 percent for band B and 31 per cent for band C “ The immediate relief would be provided to citizens for a 2 to 3-month period ( not later than 31st of December , 2020) , being the timeline for the conclusion of an extended scope of work for the Technical Committee, ” it noted. More than N 76. 5bn has been paid for the purchase of petrol by consumers since the downstream oil sector was deregulated in March this year , Okechukwu Nnodim reports After the Federal Government deregulated the downstream sector of the oil industry on March 19, consumers of Premium Motor Spirit , popularly called petrol, have paid an additional sum of over N 76. 5bn for the purchase of the commodity. In March when the Petroleum Products Pricing Regulatory Agency announced the commencement of a deregulated downstream oil sector, the average cost of petrol at filling stations was N 125/litre. Since then the price of the commodity had been fluctuating, moving upwards in most instances . It, however , recorded marginal reductions in April and June this year, when it was sold at about N 123. 5/litre. In May , the pump price was N 125/litre but in July , August and September , it increased and traded at average rates of N 143/litre, N 149/litre and N 158/litre respectively . When compared to the N 125/litre cost of petrol in March when the downstream sector was deregulated, consumers paid extra N 18, N 24 and N 33 for petrol in July , August and September respectively . Findings from the most recent monthly operations report of the Nigerian National Petroleum Corporation , which was for July 2020, showed that petrol supply and consumption across the country was 1. 02 billion litres in that month. The NNPC is currently the major importer of PMS into Nigeria and has maintained this position for more than two years. Going by the 1. 02 billion litres monthly consumption figure and the N 18 that was paid extra for petrol in July after the deregulation of the downstream oil sector, it means that a total of N 18. 36bn was paid extra by consumers in July . Similarly , using the 1. 02 billion litres monthly consumption volume, users of PMS made extra payments of N 24. 48bn and N 33. 66bn in August and September respectively A summation of the payments made in the three - month period showed that consumers of petrol had paid an extra sum of about N 76. 5bn for the commodity after the downstream arm of the oil sector was deregulated. Oil marketers had continued to dispense petrol at an average price of N 158/litre, which the commodity sold for in September , as the PPPRA had not issued any adjustment in either ex - depot price or pump price.
