The Investment Drive of the Ondo State Governor, Oluwarotimi Akeredolu on Tuesday received a major boost as another airline is set to join the Lagos -Akure route.

Akeredolu had, at the inception of his administration, partnered with Air Peace to achieve his administration’s investment drive which will require influx of investors into the state.

But, a new airline, GREEN AFRICA has announced direct connections from the commercial hub of Lagos (LOS) into Akure (AKR) as its launch route network ahead of entry into service.

Other routes announced by the airline are; Ilorin (ILR), Abuja (ABV), Enugu (ENU), Owerri (QOW)and Port Harcourt (PHC).

Babawande Afolabi, Founder and Chief Executive Officer of Green Africa said “Starting with our launch route network, we are crafting a network plan that will afford more customers the opportunity to pursue their economic interest or simply spend more time with family and friends.

Our three key product offerings – gSaver, gClassicTM and gFlexTMwill afford customers the value of choice and flexibility.”

Since he assumed office in 2017, Akeredolu has been recording laudable achievements in attracting investors into the state.

With the entry of Green Africa, with the existing Air peace and Overland airlines that also ply Lagos and Abuja routes respectively, the sunshine state can now boast of three airlines with daily operations.

Chairman, South West Governors Forum, Rotimi Akeredolu has cried out that the nation’s current security architecture cannot guarantee effective policing and address the array of security challenges confronting the country.
Akeredolu said that having a single command in Abuja to oversee the 36 states of the federation and the Federal Capital Territory cannot ensure effective tackling of the issues affecting policing in Nigeria.

He spoke during a virtual panel discussion on the #EndSARS protest that occurred last year.

The panel discussion, which was hosted by the University of Notre Dame, is part of the Kellogg Institute for International Studies lecture

Other panellists include; Former Inspector General of Police (IGP), Solomon Arase; Activist and Co-Convener, #Bringbackourgirls, Aisha Yesufu and Professor of Political Science, University of Notre Dame, Rev. Robert Dowd.

The discussion was moderated by Kellogg Doctoral Affiliate, Father Fidelis Olokunboro.

The lecture brings prominent scholars and practitioners together to offer insights and promote interdisciplinary discussions among students and faculties on issues of critical importance to the world.

Akeredolu spoke on “Constitution and the Rule of Law prescribe the working mechanism of the State Security Outfit vis-a-vis the rights of the individuals”

He explained that the Nigerian Constitution guarantees the rule of law and fundamental human rights.

He, however, said such rights can be suspended or abridged during social or political upheavals, adding that the state has an obligation to maintain law and order in a period of pervasive crisis or violence.

The Ondo state governor pointed out that there is no absolute right, the Governor re-emphasized that basic rights can be suspended for peace which is the collective interest of the people.

Akeredolu, who noted that there was no consistent policy conceived to address the security issues that have festered for a while, stressed that the #EndSars protest exposed one of the numerous crises facing the county.

He condemned the way the protest ended with so much destruction, adding that the beginning was commendable before it was hijacked by hoodlums who were destructive elements.

“#ENDSARS protest was hijacked by hoodlums. It was not organised to loot and destroy.

“What happened in Lagos cannot be said to be #ENDSARS. It was the handiwork of destructive elements.

“It is not something that anybody will encourage. When it started, it was commended.

“The way it ended must be condemned because we allowed hoodlums to hijack it.

“One thing is clear, the Nigerian Constitution as we have it today, in spite of the flaws, has guaranteed the rule of laws and fundamental human rights. Everybody including the security agents must respect this.

“But the state has an obligation to maintain law and order. In a period of pervasive crisis, certain basic rights can be suspended for peace which is the collective interest of the people. It gives us a clear understanding that no right is absolute,”

Akeredolu also faulted the recruitment and employment process of the officers of the Nigerian Police, saying reports of payments for recruitment into the Police Force are very worrisome.

NEC faults Obaseki, says N60bn not printed to shore up March allocation
Minister fixes May date, CBN explains technical challenges in further shift
State governors on Thursday at the monthly meeting of the National Economic Council appealed to the Federal Government to postpone the repayment of the $2.1bn budget support facility to states which was scheduled to resume in May.
But the Governor of the Central Bank of Nigeria, Godwin Emefiele, kicked against the appeal and enumerated the technical challenges involved should there be a further postponement of the deductions.

The Senior Special Assistant to the Vice President on Media and Publicity, Laolu Akande, disclosed these in a statement issued at the end of the council’s meeting presided over by Vice-President Yemi Osinbajo.
Akande said the Vice President thereafter directed that a meeting be held where the issue would be properly considered and a decision reached.

For long, Nigerian states have been depending on federal allocations as a result of low Internally Generated Revenues.
The situation had been made worse with crash in revenues realised from the nation’s major export – crude oil.
As a result, most states had resorted to borrowing with a recent report by the Fiscal Responsibility Commission indicating that the subnational governments had overstepped their limits.

The report said, “It can be deduced that all the 36 states and the FCT exceeded the Debt Management Office threshold of 50 per cent.
“Lagos State accounted for the highest Debt-to-Total Net Revenue as at the end of 2019, with 712.94 per cent. Osun State came second with 650.94 per cent Debt-to-Total Net Revenue. While Cross River and Ogun States were third and fourth with 597.36 per cent and 402.30 per cent respectively.”

The statement read, “On the budget support facility, finance minister observed that the deductions for repayment by states are meant to resume in May.
“The governors however requested for an extension considering the economic challenges in the states.

“The central bank governor explained the technical challenges involved should there be a further postponement of the deductions.
“The Vice President then directed that a meeting be held soon after today’s NEC where the issue would be properly considered and a decision reached.

“The VP will chair the meeting and the governors will be represented by Governor Kayode Fayemi, while the finance minister and the central bank governor both of whom attended the meeting today will also participate.”

Akande said the council also received a presentation on the current status of water, sanitation, and hygiene services level across the country as revealed by the 2019 WASH National Outcome Routine Mapping survey jointly carried out by the Ministry of Water Resources and National Bureau of Statistics in collaboration with UNICEF.
He said the survey revealed among others that 28 out of 36 States plus FCT have urban water utilities out of which only 16 are functional and producing water for the people.

“The functional 16 state water agencies have a total number of 1,171 water works of which 41 per cent is operational,” he said.
He said the Minister of Aviation, Hadi Sirika, also made a presentation on National Aviation Infrastructure Development Plan.

The minister was qouted as listing his ministry’s key performance indicators to include concession of four international airports – Lagos, Abuja, Port Harcourt and Kano; implement a plan for effective maintenance and optimal use of all airport facilities across the country; and ensure and facilitate the establishment of a national carrier among others.
Akande said the council resolved that the minister should make available copies of the presentations to states so that the council would have a fuller understanding.
He said the council also received presentation on progress report on rail development from the Minister of Transportation, Rotimi Amaechi.

He qouted the minister as listing the key challenges to include inadequate funding, operational challenges, security and legal issues.
Akande added that the Minister of Finance, Budget and National Planning, Zaynab Ahmed, gave the update to council on the different accounts as of April 22 as Excess Crude Account – $72.41m; Stabilisation Account – N23. 3bn; and Natural Resources Development Account -N77.74bn.

NEC faults Obaseki, says no N60bn was printed
The council also said there was no truth in the allegation that the CBN printed N60bn to augment March’s federal allocation.
Edo State Governor, Godwin Obaseki, had made the allegation which had since been denied by the CBN; Minister of Finance, Budget and National Planning, Zainab Ahmed; and the Progresives Governors Forum among others.
Rising from its monthly meeting on Thursday, NEC which has all state governors and relevant ministers as members, claimed that the allegation was false.

The council’s resolution was made public in a statement by the Senior Special Assitant to the Vice President on Media and Publicity, Laolu Akande, titled ‘OVP Flash: No money was printed to shore up March allocation, NEC affirms’.

The statement read, “Having received presentations from the Minister of Finance, the Central Bank Governor, and the Nigerian Governors’ Forum, the National Economic Council has affirmed that there was no printing of N60bn or any other amount whatsoever to shore up allocation for the month of March as wrongly insinuated recently in the press.

“The governors, having critically reviewed the matter, took the position today (Thursday) at the meeting of NEC chaired by Vice President Yemi Osinbajo.

“Today’s meeting attended by many of the state governors, FCT minister and the Central Bank Governor also had in attendance the finance, transport, information, aviation and water resources ministers.

“The Minister of State for Budget and National Planning also attended.
“The council expressed satisfaction with clarifications made by the NGF represented by its chairman, Governor Kayode Fayemi of Ekiti State, finance minister, Hajiya Zainab Ahmed, and the Central Bank Governor, Mr Godwin Emefiele, on the alleged printing of N60bn by the Federal Government.”

Akande added that both the
minister and the CBN governor stated to the council that the allegation of printing of money to augment allocation was outright false.
According to him, the NGF also supported the conclusion and NEC affirmed same as the highest constitutional body tasked with economic affairs in the country.

The presidential aide on the resolution of security concerns in parts of the country, said the council unanimously affirmed the unity of Nigeria and adding that it would adopt the report of the national town hall meeting on national unity and security held recently in Kaduna.
He said, “The council, while welcoming the outcome of the town hall meeting, urged all states to hold wider consultations across the country and report back to NEC the outcome of the meetings.”

After this, a national consensus would be reached on the recommendations which included the adoption of state police among other matters, he added.

The United Kingdom has said that all asylum and human rights claims from Nigerian nationals are considered on their individual merits in accordance with its international obligations.
The British government states that it has a proud history of providing protection to those who need it, in accordance with its international obligations under the Refugee Convention and European Convention on Human Rights.

The British High Commission stated this on Wednesday, in response to inquiries by The PUNCH on the Federal Government’s allegations that the UK’s asylum offer for persecuted members of the Indigenous People of Biafra and the Movement for the Actualisation of the Sovereign State of Biafra undermined Nigeria’s security.

The UK Visas and Immigration had released new guidelines to its decision makers on how to consider and grant asylum applications to IPOB members whose founder, Nnamdi Kanu, is operating from London.
Kanu, who holds both Nigerian and British passports, fled Nigeria in 2018 after troops invaded his country home while he was facing trial on treasonable felony charges for criminal conspiracy, intimidation and membership of an illegal organisation.
In the guidelines titled, ‘Country Policy and Information Note Nigeria: Biafran secessionist groups,’ released in March, the UKVI, a division of the Home Office, directed its decision makers to consider if a person “who actively and openly supports IPOB is likely to be at risk of arrest and detention, and ill-treatment which is likely to amount to persecution.’’
It further said the UK must also consider if the arrest and prosecution of IPOB members for clamouring for the break-up of the country were acts of prosecution, not persecution.

“Those fleeing prosecution or punishment for a criminal offence are not normally refugees. Prosecution may, however, amount to persecution if it involves victimisation in its application by the authorities,’’ the 56-page document noted.
But the Federal Government frowned on the UK immigration guidelines, describing them as support for terrorism.
The Minister of Information and Culture, Alhaji Lai Mohammed, who said that the decision was disrespectful, noted that it amounted to sabotaging the fight against terrorism and generally undermining Nigeria’s security.
The enquiry The PUNCH sent to the high commission stated, “Following the release of the Country Policy and Information Note Nigeria: Biafran secessionist groups, in March by the UKVI, the Nigerian Government has declared this as an act of sabotage. It also accused the UK of supporting terrorism. What’s the reaction of the high commission to these weighty allegations?”
Responding to the allegations by the Federal Government, the British High Commission in an apparent rebuff, said the UK had a proud history of providing protection to those who needed it.
The emailed statement read,” The UK has a proud history of providing protection to those who need it, in accordance with our international obligations under the Refugee Convention and European Convention on Human Rights.

“Our country policy and information notes are published on the gov.uk website. They are kept under constant review and updated periodically – an update to the Biafra separatist note is expected shortly. We publish them since our decisions can be appealed in the immigration courts, which are public, so it is clearer and fairer for all involved (applicants, their lawyers, judges, stakeholders such as the UNHCR) to know what our position and evidence base is.

“All asylum and human rights claims from Nigerian nationals are carefully considered on their individual merits in accordance with our international obligations.”

Meanwhile, prominent Igbo groups under the auspices of World Igbo Youth Congress and South-East Women Professionals, have supported the UK’s offer of asylum for persecuted IPOB and MASSOB members.

The President-General, World Igbo Youth Congress, Chief Alex Okemiri and the President, South-East Women Professionals, Dr. Helen Ogbonnaya, stated this in separate telephone interviews with one of our correspondents, in Abakaliki, on Wednesday.
Okemiri stated “Most youths are revolting against the faulty foundation of Nigeria. The Federal Government should address the issues that brought up these agitations, especially through respecting the principles of federal character, which has been abused.

“The declaration of the UK Visa for IPOB and MASSOB members has contradicted the falsehoods being presented by the Federal Government of Nigeria to the international community, about Biafra agitators.

“World Igbo Youth Congress urges IPOB and MASSOB members to take the opportunity offered by UK Embassy to save their lives; they should flee from persecution and continue the peaceful, but non violent agitations.

“The UK Visa and Immigration’s procedure had ended the wrong motion labelled wrongly against these secessionist groups, as terrorist organisations.”

Corroborating the WIYC, the President of SWP, Ogbonnaya, said the asylum granted to the groups’ members was a practical step at showing that persecution against self-determination was sheer violation of human rights in Nigeria.

Ogbonnaya said, “We, the South-East Women Professionals describe the asylum to IPOB and MASSOB by the UK government, as practical steps to ensure that the persecution meted out towards self-determination is a gross violation of human rights.

“The Federal Government should deploy carrot and stick policy of the late President Umaru Musa Yar’Adua to end the secessionist agitation in the South-East.
“South-East Women Professionals call on Buhari’s government to embrace dialogue with Biafra agitators.”

The Senate is considering a bill that will create a database for cows and goats. The bill for an act to provide for National Livestock Bureau which scaled second reading during plenary Tuesday, April 20, was sponsored by Muhammad Enagi (APC Niger south).

The agency, if created, will be in charge of identification, traceability and registration of livestock such as cows and goats to among other things curb cattle rustling while ensuring the protection, control and management of all livestock in Nigeria.

It is also expected to create a national livestock identification database; control movement of livestock; ensuring their management to prevent disease outbreaks; ensuring food safety, transparency and information in the food chain, as well as the prevention of cattle rustling to end the prolonged farmer/herder conflict in Nigeria.

According to Enagi, the bill will help address the diseases and other threats to human lives caused by the movement of livestock. He said the agency in charge will also ensure that animal products being imported into, or sold in, Nigeria are easily traced to ensure human safety.

The senator said livestock identification by the agency will include ownership and other details including their origin, birthplace, sex and breed.

IPOB/MASSOB members’ asylum: FG may summon British envoy, Ohanaeze, Afenifere back UK

The Federal Government on Tuesday expressed anger over a plan by the United Kingdom to offer asylum to “persecuted” members of the Indigenous People of Biafra and the Movement for the Actualisation of the Sovereign State of Biafra.

The Minister of Information and Culture, Alhaji Lai Mohammed, in an interview with the News Agency of Nigeria in Abuja, said the plan was disrespectful to Nigeria as a nation.

Mohammed stated this as there were indications on Tuesday that the Federal Government might summon the British High Commissioner to Nigeria, Catriona Laing, over the asylum offer.
But socio-political groups including the Middle Belt Forum, the Ohanaeze Ndigbo, Afenifere and the Pan-Niger Delta Forum, supported the asylum offer by the UK and berated the Federal Government over the development.
The UK Visas and Immigration issued new guidelines to its decision makers on how to consider and grant asylum applications of members of Biafran secessionist groups in Nigeria.

In the guidelines published on assets.publishing.service.gov.uk/government, it stated that the asylum would be granted to “persecuted” members of IPOB and MASSOB.

The Federal Government a few years ago designated IPOB, which was formed in 2012 by Nnamdi Kanu, as a terrorist organisation. MASSOB was founded in 1999 by Ralph Uwazuruike.

The two groups are calling for the secession of the Igbo in the South-East and many other ethnic nationalities in the South-South from Nigeria.
In the guidelines titled, ‘Country Policy and Information Note Nigeria: Biafran secessionist groups,’ released in March, the UKVI, a division of the Home Office, directed its decision makers to consider if a person “who actively and openly supports IPOB is likely to be at risk of arrest and detention, and ill-treatment which is likely to amount to persecution.’’

It further said the UK must also consider if the Federal Government’s actions were acts of prosecution, not persecution.
“Those fleeing prosecution or punishment for a criminal offence are not normally refugees. Prosecution may, however, amount to persecution if it involves victimisation in its application by the authorities,’’ the 56-page document noted.

An example of persecution, the UKVI said was “if it is the vehicle or excuse for or if only certain groups are prosecuted for a particular offence and the consequences of that discrimination are sufficiently severe. Punishment which is cruel, inhuman or degrading (including punishment which is out of all proportion to the offence committed) may also amount to persecution.”
On the alleged marginalisation of the Igbo, which it said led to the current agitation by IPOB, it said, ‘’Nigeria’s President Muhammadu Buhari has been perceived by some as being dismissive and unsympathetic towards the people of the South-East, particularly with regard to the appointment of senior government officials which appeared to favour his northern constituents.

“Some Igbo complain of under-representation in the Federal Government, marginalisation, deficient infrastructure as a result of a smaller allocation of federal resources than other regions, and a sense of historical grievance against a state that they say does not represent them.’’

The UK government observed that new independence movements were, ‘’reportedly driven by a sense of unfair treatment and marginalisation.’’

It disclosed that MASSOB and IPOB had largely advocated peaceful change but on occasions had used rhetoric that might encourage violent resistance, adding that IPOB in particular, through its online platform, Radio Biafra, and online comments of its leader, Kanu, had stoked secessionist aspirations and encouraged resistance to the authorities.

The guidelines noted that though MASSOB was not a banned organisation and continued to conduct public activities, a number of its supporters had been arrested – and some killed during demonstrations.

It stated, ‘’MASSOB, since its formation in the late 1990s, has clashed with the security forces. Numerous members have been killed, wounded and arrested – usually during demonstrations. Over a hundred arrests were made in September 2018, at least 10 in 2019; and, in July 2020, it was reported that members of MASSOB were arrested following clashes with the police.
“IPOB has in recent years become the dominant Biafran group. Since 2015, the security forces have reportedly extra-judicially killed tens and injured hundreds of its supporters and leadership, often using excessive force to control protests.

“The security forces have also arrested hundreds of IPOB supporters at different events, usually when disrupting demonstrations or marches to promote Biafran independence, particularly during 2015 to 2017, as well as during raids on the homes of IPOB leaders. Sources also report clashes with the authorities during 2018 and Amnesty reported that security forces arrested at least 200 and killed 10 supporters at different times during 2019.

“Further clashes and violence occurred between security forces and IPOB in August 2020 in the city of Enugu when the police stormed an IPOB meeting and also in October 2020 during confrontations in Rivers State. These incidents resulted in the arrests and deaths of IPOB supporters as well security force personnel, although there seem to be contradictory reporting on the exact figures.”
The UKVI also hinted at reports indicating that some IPOB members, supporters and leaders arrested had been charged with treason which is punishable with the death penalty.

On cases for consideration for asylum, the UK agency said, “A risk of persecution will depend on their role, profile and activities for the group, and previous arrests by the state. A person who actively and openly supports IPOB is likely to be at risk of arrest and detention, and ill-treatment which is likely to amount to persecution. Each case will need to be carefully considered on its facts, with the onus on the applicants to demonstrate that they are likely to face a risk of persecution.’’

While acknowledging instances of attacks on security forces by IPOB members, the agency said where members of MASSOB or IPOB had incited or used violence to disrupt public order, the government might have legitimate grounds to arrest and prosecute those people.
It, however, argued that “where the government has arrested and detained persons who, for example, peacefully participate in demonstrations and has then charged them with treason or the person is subjected to periods of detention in degrading or inhuman conditions, such treatment is unlikely to be fair or proportionate, and is likely to amount to persecution.”

A senior official of the Federal Government, who confided in one of our correspondents, stated that the government would demand an explanation from the UK on its decision which Nigeria considered as inappropriate and a veiled support for the outlawed group which had been agitating for the disintegration of the country.

The source stated, “The Ministry of Foreign Affairs will definitely take up the asylum offer to IPOB with the British High Commission. The government may summon the High Commissioner and demand an explanation for their decision which is totally inappropriate and a form of support for the proscribed group.’’

Ondo State Governor, Arakunrin Oluwarotimi Akeredolu Aketi , SAN has described the judgement of the State Election Tribunal as true reflection of the position of the Law and the collective wish of the people.

Governor Akeredolu similarly posited that he had no enemies to hold any grudges against as a result of the Tribunal case.

The Governor made this known shortly after the Election Tribunal struck out the case brought before it by Eyitayo Jegede, SAN, the PDP governorship candidate in the October 10, 2020 governorship election.

"For every purpose and mission endorsed by God, the will to navigate the clouds of uncertainties and the path of thorns becomes stronger if backed by faith. In our own case, our faith is unshakable. It is, therefore, with gratitude to God that we accept the verdict of the Honourable Tribunal.

"We have gone through this legal process and the path of Justice with the hope that the true position of the Law shall once again, be examined and expoused. The industry and legal expertise demonstrated by the Honourable Tribunal has corroborated this desire.

"We were equally enamoured by the inexorable quest to renew our social bond with the good people of State while the legal tussle was on. In an unambiguous manner, the Tribunal verdcit has further fermented this bond and strengthened the wish of the people.

"Notwithstanding, the legal process was not just part of our democratic culture. Legal paths, without doubt, provide in some cases, certain opportunities that permeate fresh frontiers.

"Therefore, the ability to extend the hands of friendship, the courage to absord even the undeserving as well as the magnanimity to reinvigorate old, laxed relationships without grudges is what makes a real democrat. I hold no grudges against anyone.

"Once again, the good people of Ondo State, without any stratification, remain my constituents. We shall together, move the State to higher and loftier heights.

"For my brother, friend and colleague, Eyitayo Jegede, my respect for him cannot wane and I enjoin him to join hands with us in this Ondo Project. There is no victor, no vanquished

The chairman of the Nigeria Governors Forum, Kayode Fayemi, on Monday, disclosed that state governors and other stakeholders have reached an agreement on the implementation of financial autonomy for state legislature and the judiciary.
Although he did not disclose the details of the agreement reached, he assured the nation that the implementation will start in May.

Fayemi, who is also the governor of Ekiti State, disclosed this in an interview with State House correspondents after a meeting of the technical committee on the matter chaired by the Chief of Staff to the President, Prof Ibrahim Gambari, at the Presidential Villa, Abuja.
He insisted that state governors were never opposed to legislative and judicial autonomy, saying the governors, the Speakers of Houses of Assembly and the judges are on the same page on the issue.
The governor said, “We just emerged from a meeting with the Solicitor-General of the Federation, the representatives of the judiciary, the representatives of the Conference of Speakers, and House of Representatives and we are on all fours. An agreement has been reached.

“First, the issue is about implementation. There has been no objection from governors on judicial and legislative autonomies. As a matter of fact, it would not have passed if governors were not in support in the first instance, in the state Assemblies.
“So, that issue has been fully and holistically addressed, but we don’t just want to agree to something on paper without working out the modalities for implementation.

“Thankfully, the meeting we have just emerged from, with the Chief of Staff to the President chairing, has worked out the modalities to the satisfaction of all parties.”

On when the implementation will begin, Fayemi said, “As soon as the final document that is being cleaned up emerges, that is preparatory to implementation.

“We are not going to put a timeframe in the air, but it will be implemented as soon as possible, definitely not later than the end of May 2021.”
The governor then appealed to the striking judiciary workers to return to work in the interest of the nation.

He said calling off their action was important because “as far as this has gone, we have met with all the parties concerned, the President, through the Chief of Staff, has also been seized of this matter and has been monitoring what has been happening.
“I think we are basically at a position where whether you speak to the Conference of Speakers’ chairperson or you speak to me or you speak to the representative of the judiciary or you speak to the Solicitor-General of the Federation, you will hear that we are speaking with one voice on the implementation and not later than May, you will start seeing the implementation of the agreement that we have reached.”

When asked for the position of the NGF on the controversy generated by the Edo State Governor, Godwin Obaseki, that the Central Bank of Nigeria printed N60billion to augment March allocation for states, Fayemi said the NGF refused to make a statement on the matter “because for us, this is not an issue that requires a statement from the governors.

The Minister of Finance, Budget and National Planning, Zainab Ahmed, on Monday admitted that Nigeria’s economy was facing a difficult time, saying states must improve their internally generated revenues.

Ahmed, who stated this in an interview on a daily breakfast show on the Nigerian Television Authority, Good Morning Nigeria, stated that the money shared at the March Federation Account Allocation Committee was short of N50bn.
The minister was speaking on a controversy generated by a claim by the Edo State Governor, Godwin Obaseki, that the Central Bank of Nigeria printed N60bn in March to augment the money shared at March FAAC.

But the minister and the CBN Governor last week dismissed Obaseki’s claim.
In the interview on the NTA on Monday, the finance minister stated the country’s economy was stabilising from the recession, which the country exited a few months ago.
She, however, added, “These are very difficult challenging times because revenues are low and the demand for expenditures are very high understandably because we have to keep intervening to make sure the pandemic is contained as well as the economic impact it has caused.

“In our case in Nigeria, the crash of the crude oil prices really hit us very hard in terms of revenue. We have very low revenues, we have very high expenditures. What we have done so far is just to provide some stability to make sure salaries are paid, pensions are received every month; that we send funds to the judiciary and the legislature; that we meet our debt service obligations.

“That’s what we are doing. It also means we have had to borrow more than we have planned before the COVID-19 started because we need to still continue to invest in infrastructure using our national budget. We borrowed to invest in key projects such as roads, rail, airports, seaports and several other investments that are required in health and in education and upgrading the social standards and quality of life of our people and Nigeria is not unique as several countries of the world went into recession.

“Almost every other country has had to borrow more than it planned. It means we expanded our deficit very fast in 2020. 2021 is a year that we see as the year of recovery.”
According to him, government hopes to achieve a growth of three per cent in 2021, adding that some of the multilateral institutions are putting it at 2.5 per cent.

She stated, “It is a very difficult time. I can explain to you how difficult it is, not just for the Federal Government but also for the states. We see increasing reductions in our FAAC revenues; FAAC revenues are the revenues that we put together every month, that are collected from both oil and non-oil sectors from the collection of the NNPC (Nigerian National Petroleum Corporation) the FIRS (the Federal Inland Revenue Service) and all other revenues collection agencies.

“ So, FAAC reduces and whenever FAAC reduces, it is a very difficult situation and in the past one year, we have tried to fall back on some specific accounts that are meant to be saved; savings that when you have such a situation, you fall back on the resources and augment.

“So, we take funds based on Mr President’s approval either from Excess Crude or Stabilisation Account or in some cases, President approved for us to take funds from LNG (Liquefied Natural Gas) dividends. In the month of March, we had a shortfall of FAAC that was about N50bn; we didn’t have enough accrued in any of those accounts other than some N8.5bn that we took from exchange rate differential account so we added that and we ended up with the FAAC of N605bn.

“An average FAAC that is healthy for us is N650bn, so it means we had a shortfall of about N50bn. The states to be honest wanted us to go and borrow from the central bank to augment FAAC.”

She stated that advice by states was rejected, adding that the three levels of government were asked to manage what was available.
“So, it was very surprising when we had a sitting governor saying that the CBN had printed money for FAAC. That was very unfortunate because it was not true. The FAAC was N60bn, the FAAC information is published so you can see the revenue contributed by each of the agency; that is what we shared.

“The states would have wanted us to borrow and augment but we didn’t do that. And we would make sure we don’t have to do that because it’s time all of us to go back and do more. A lot of states are trying to do that in terms of increasing the performance of their internally generated revenues, but it is difficult to do that at a time when growth is very, very slow.”

“Going forward, what we have been doing in the ministry of finance, budget and national planning is a plan that we have put in place to grow revenues. Our revenues have been growing but because the expenditures have been growing at a pace that is much faster than the revenue growth, the impact is not felt.

Wike canvasses state ownership of minerals, govt’s royalty

Governor of Rivers State, Nyesom Wike, on Monday said dependence on oil was one of the problems of the country.
He, therefore, advocated that the federating units in Nigeria should be allowed to develop and operate their respective minerals and pay royalty to the Federal Government.

He said this had become pertinent because the Federal Government which unilaterally controlled the country rich minerals endowment had failed to translate the minerals wealth into overall economic development.

Wike made this assertion when the Minister of State for Mines and Steel Development, Uchechukwu Ogah, paid him a visit at the Government House, Port Harcourt.
The governor, in a statement by his media aide, Kelvin Ebiri, maintained that in order for the country to benefit from its vast endowment, the Federal Government should concentrate on formulation of policies that would facilitate an improvement in the governance of the mining sector to improve social welfare of the citizens.

“The Federal Government is carrying so much load that it is not supposed to carry. Allow states to develop these minerals and pay royalty to the Federal Government. That is the way it’s supposed to be.”

“It is very important for people to know that part of the problem in this country is that everybody is depending on oil, when we are also supposed to look at other minerals. Minerals play a great role in terms of raising revenue for any country. So, our overemphasis on oil has reduced our impact on other minerals,” Wike stated.

He noted that if the country fully harness the gold deposit in Zamfara as well as other minerals in other states of the federation, the country would make a lot of revenue from these minerals that can accelerate her development.
Wike lamented that despite the possibility of the Ajaokuta Steel Company project generating huge revenues for the country and creating not less than 10,000 jobs, the Federal Government for political reasons, had failed to actualise the country’s aspiration to become a major player in the global steel industry.

The Minister of State for Mines and Steel Development, Uchechukwu Ogah, told the governor he was in the state to share with him the vision and policy focus of the Federal Government for the development of the nation’s solid mineral resources.

According to him, his visit is to solicit for the support and partnership of the Government of Rivers State in ensuring the orderly and efficient exploitation of huge deposits of silica sand, glass sand and clay in the state.

Also on Monday, the Edo State Governor, Mr. Godwin Obaseki, said the Federal Government should stop financial gynamistics and face the reality that dependence on oil could not take the country far.

Obaseki, who stated this in a statement on Monday, called for a quick diversification of the nation’s economy to increase non-oil revenue.
Obaseki said, “Before the civil war, we had no crude oil. The regions relied on the resources that they had and the government was run based on taxation, which was derived from the regions and production, particularly agricultural production in the regions.

“In the last 40 years or so, crude oil came and replaced those economic activities and earnings. So, we now run a federation relying almost exclusively on crude oil. For a country that is still hoping on crude oil, it’s only a question of time and pretending and doing all sorts of interesting and financial gymnastics to keep it going; it’s only a question of time.”

Noting the need for leaders to listen and work, always, in the interest of the people, Obaseki said, “When they say government, what they really mean is us; it’s about how we engage with the citizens.

“The people in government think they are better and know more than the citizens. When you say something, they disagree with you because they think they are in power and know more than you.
“We; officials of government, civil servants and politicians, because we are government, think that we know better than the people. But it’s a fallacy, because it’s the taxes these people pay from their own economic activities that will sustain us going into the future.”

“It is their sweat that will pay our salaries; they cannot be foolish for them to be producing the resources that keep us. Therefore, our emphasis must be on them; we have to keep them alive.
“That is why the government must create an enabling environment for the citizens to thrive, so that from their wealth, the government can be sustained,” he added.

Ondo State Governor, Arakunrin Oluwarotimi Akeredolu, SAN, and his Wife, Arabinrin Betty Anyanwu Akeredolu, on Sunday, April 18, 2021, celebrated their 40th Wedding Anniversary.

The celebration which was held at the residence of Governor Akeredolu’s mother in Ibadan, the Oyo State Capital, was organised by their children.

Close friends and associates of the Governor who witnessed the wedding ceremony 40 years ago were invited to the event to share in the moment of joy.

The low-key event was also witnessed by the Deputy Governor, Hon. Lucky Aiyedatiwa, and his Wife, Mrs Olúwaseun Aiyedatiwa; Speaker of the State House of Assembly, Rt. Hon. Bamidele Oleyelogun; Acting Chairman of the All Progressives Congress in Ondo State, Engr. Ade Adetimehin; Deputy Speaker, Rt. Hon. Samuel Aderoboye; Majority Leader, Hon. Oluwole Ogunmolasuyi; the Secretary to the State Government, Princess Oladunni Odu; Chief of Staff, Chief Gbenga Ale; Commissioner for Information and Orientation, Mr Donald Ojogo, and his counterpart in the Ministry of Finance, Mr Wale Akinterinwa.

Others include a member of the House of Assembly, Prince Abayomi Akinrutan; Special Adviser to the Governor on Union Matters and Special Duties, Mr Dare Aragbaiye; Commandant of the Ondo State Security Network, AMOTEKUN, Chief Tunji Adeleye; Chief Akin Olujinmi, friends of the Governor, associates and family members.

Governor Akeredolu, who described his wife as a wonderful mother and loving wife, disclosed that he had always loved her fierce independence.

While urging the people to be determined in their marriages, Governor Akeredolu declared that he had married his wife for life, adding that he was determined to marry only once.

The First Lady, Betty Anyanwu Akeredolu, narrated the humble beginning of their marriage, while vowing never to forget how the marriage started.

She further narrated how she lived with her husband in his mother's house in the early days of their marriage, saying her mother-in-law’s house represented their humble beginning.

Going down the memory lane, the First Lady said: "I fell in love with a dashing young man. He was really cute and handsome. People say love at first sight doesn’t last. But for me, it has lasted.

“Because of love, I crossed the Niger and I never knew where I was going. Marriage is not a bed of Roses. After all, Roses have thorns. You must carefully pull out the thorns so that they don’t hurt you. You must navigate through them.

“My father gave me a feather to fly. He trained me as a child, not as a girl. But my husband oiled that feather. I didn’t just fly, I soared. My crossing the River Niger was well worth it.”

Indication emerged on Sunday that a former deputy governor of Ondo State, Mr Agboola Ajayi, had agreed to return the vehicles with him to the government.
Recall that the state government and Ajayi had traded words over the vehicles in his possession.
A statement by the Senior Special Assistant to Governor Rotimi Akeredolu on Special Duties and Strategy, Dr Doyin Odebowale, alleged that there were four vehicles in Ajayi’s possession but the former deputy governor said it was two vehicles.
However, in a statement personally signed by Ajayi on Sunday, the former deputy governor said he would release the vehicles so that the government would not be distracted.
The statement reads partly, “To be clear – if the return of these two vehicles will make the administration focus more on the avalanche of pressing needs, challenges and predicaments facing the state, most especially insecurity, the absence of governance and unpaid salaries across the entirety the Ondo public sector – then I’m ready to make the sacrifice and return the two vehicles which they so desperately need.
“I am not the problem of the present administration. I have moved on.”

Insurance didn’t cover Lagos buses burnt during #EndSARS – Sanwo-Olu

The Governor of Lagos State, Babajide Sanwo-Olu, says state government cannot file for insurance claims on the mass transit buses burnt during the #EndSARS protests in 2020.

He, however, said the government would replace the vehicles.

According to him, the premium paid on the vehicles did not cover what eventually happened to them.

Several government properties especially buses were burnt during the protests.

Sanwo-Olu stated these in an interview on Channels Television which was aired on Sunday and monitored by our correspondent.

The governor said, “In fact, we have started the conversation. The interesting thing is that we are working with a local bus manufacturing company and it is going to come with almost the same specification as the ones that were unfortunately destroyed.

“They were insured but insurance will never cover you 100 per cent. These are beyond insurance; they are like natural disaster or events like arson or riots, which are not covered. These are like unforeseen, unexpected incidents.”

The governor noted that the inter-city rail network being constructed by the Federal Government inspired the intra-city project in Lagos.

He said, “For us, it is to seize the opportunity, build the rail infrastructure, go line-in-line with the NRC in some places; we need to build our terminals and sidelines; we need to have a joint communication strategy with them and we need to build overpasses such that we can have intra-city network from Oyingbo to Ebute Meta to Yaba to Jibowu to Mushin to Ikeja to Agege to Ijaiye and finally to Agbado.

“So, while the Federal Government is taking people out of Lagos to other parts of the country, we are keeping our own traffic that is internal to Lagos.”

Sanwo-Olu said the government had also acquired 20 boats with 50-passenger, 40-passenger and 30-passenger capacities.

“We are connecting the entire Lagos also with waterways,” he stated.

The governor also explained that the government did not intended to render operators of the Yellow Buses, popularly referred to as ‘Molue’ and ‘Danfo’, noting that they would partner the government in running the new metro projects.

“We need to collaborate; we need to engage. These are important stakeholders. They have served our citizens; they have served Lagosians for so long in time. They yellow buses have become the paint of Lagos. Let us see how we can remodel them.”
