FAAC: Federation revenue increases by N27.04 bn in August

Federal, states and local governments on Wednesday shared N741.84 billion as revenue generated in August, the News Agency of Nigeria (NAN) reports.
The figure indicated a N27.04 billion when compared to the N714.84 that was shared in July.
The Permanent Secretary, Federal Ministry of Finance, Mr Mahmoud Isa-Dutse made this known in Abuja while briefing newsmen on the outcome of the monthly Federation Account Allocation Committee (FAAC) meeting.
He said the increase was due to the increase in Crude oil exports sales volume, from 37.4 million barrels in July to 45.7 million barrels in August.
In addition, Isa-Dutse said that Value Added Tax, import duty, Petroleum Profit Tax increased in the month of August, while Companies Income Tax and oil royalty decreased.
Giving a breakdown of the revenue generated, the Permanent Secretary said that N451.29 billion was generated as mineral revenue, while N175.84 billion came as non-mineral revenue.
To this end, the minister said that Federal Government received N274.88 billion, states N139.42 billion and local government N107.49 billion.
He said that N53.03 billion was also shared among the oil producing states, representing 13 per cent of the oil revenue generated in the month of August.
Isa-Dutse said that because the revenue for the month surpassed their expectation, an equivalent of N40 billion was transferred into the Excess Crude Account (ECA), adding that the balance in the ECA account was 2.46 billion dollars.
On the allegation, that the Federal Government had recalled the second tranche of the Paris Club Refund from Delta, Imo, Benue, Rivers and Osun state, he said that the issue was not raised by the committee members.
Meanwhile, the Accountant-General of the Federation, Mr Ahmed Idris assured Civil Servants that their salaries would be paid on time, in spite of the threat by the Nigeria Labour Congress to go on strike.
The industrial strike is in furtherance of the implementation of the new National Minimum Wage. (NAN)

Federal, states and local governments on Thursday shared N714.8 billion revenue generated in July.

The figure indicated a decline of N107.1 billion when compared to what was generated in June.

The Minister of Finance, Mrs Kemi Adeosun, while briefing newsmen in Abuja on the outcome of the monthly Federation Account Allocation Committee (FAAC) meeting, highlighted several factors that impacted negatively on the month’s income.

“Crude oil exports sales volume was 3.74 million barrels showing an increase of 0.17 million barrels when compared with the previous month sales of 3.57 million barrels.

“Despite the improved revenue, production was negatively affected in the period by shut-ins and shut-down at various terminals for repairs and maintenance of ageing facilities.

“The value Added Tax (VAT), import duty, Companies Income Tax (CIT) and Oil Royalty decreased, while Petroleum Profit Tax recorded an increase,” she said.

Adeosun, giving a breakdown of the revenue generated, said that N376.14 billion was generated as mineral revenue, while N221.8 billion came from non-mineral resources.

The minister said that Federal Government received N269.8 billion, states N136.85 billion and local government N105.5 billion.

She said that N44.96 billion was also shared among the oil producing states, representing 13 per cent of the oil revenue generated in the month of July

Why do you always come up here to defend the Governor for what you should know that it is impossible for the Governor to employ 14,000 person withing a month.
I don't know what he has given you people to eat that has poisoned your mindset toward one particular direction without making any analysis.
This same Governor who find it difficult to payroll more than 2,000 pensioners since 2015.
This same Governor who have refused to implement the promotion of teachers.
This same Governor who have refused give out just 5,000 naira as Christmas bonus to civil servants of the state.
This same Governor who always complain of the increase in wage bill of the state thereby bombarding workers with Biometric upon Biometric exercise.
This same Governor who sacked over 300 staff of UST demonstration secondary school without reinstating them till today.
Do you still expect the Governor to sincerely employ 14,000 teachers and non teaching staff?
I did not say he will not employ at all, but it will not be up to 1,000.
May be 1,000 will be = 14,000.
Let's just watch out.

I happen to be one of the ameachi teacher that is yet to collect his confirmation letter.So happened that my village witches and wizards wrote a petition directly to the office of the commissioner for education,accusing me of being notoriously absent from my duty post(they may not be necessarily right but they are not wrong),was called by the SA to the commissioner of education to give reasons why my salary payment should not be blocked and followed up with a sack letter.
Well,enough of my personal problem,let me not bore you with stories that touch.
The thing is,if your are one of the ameachi teacher that is yet to get a confirmation letter, indicate because, while at the commissioner's office,i was able to turn my bad luck into getting meaningful information concerning confirmation letter.

State governments have resolved to be fully involved in tracking and collating figures the Nigerian National Petroleum Corporation (NNPC) presents to Federation Account Allocation Committee (FAAC).
Addressing journalists at the end of the October 2017 FAAC meeting in Abuja which held several weeks late Thursday Mr. Mahmoud Yunusa, Chairman of commissioners forum said they “discovered discrepancies in the October 2017 figures of the FAAC Papers submitted by NNPC and demanded for the genuine figures. Going forward, we will engage a consultant to work with NNPC to collate figures and report back to states on the true figures.”
Based on the demands of the state governments for proper figures to be disclosed by the NNPC, Mahmoud Yunusa said “there was a slight inflow in the amount that accrued for sharing at the end of the day.”
The states, he said, decided to take what was handed out to them yesterday so that they “can go manage to go home with what we got today so that we can pay salaries.”
Speaking further on the reason for the suspension of the meeting last week, Yunusa said “there were some slight errors and the gaps were bridged but going forward, stated will be fully involved to ensure that it does not repeat itself again. NNPC was invited to the last National Economic Council (NEC) to meet with the state governors and going forward, NNPC will be more careful.”
At the end of Saturday’s meeting, Permanent Secretary of the federal ministry of finance Dr. Mahmoud Isa Dutse said a total of N532.758 billion was shared among the three tiers of government with N443.045 billion as statutory disbursements.
Under this tranche, the federal government got N205.700 billion, state governments got N104.334 billion, local governments received N80.437 billion, N40.847 billion was shared as 13% derivation proceeds to went to the oil mineral producing states while N11.726 was set aside as cost of collection to revenue generating agencies and Federal Inland Revenue Services (FIRS) refund.
From Value Added Tax (VAT) disbursements, Dr Dutse, stated that a total of N89.713 billion was shared with the federal government pocketing N12.919 billion, state governments went home with N43.062 billion, local governments were given N30.143 billion while N3.589 billion was set aside for cost of collection and FIRS refund.
Dr Isa Dutse announced that funds in the Excess Crude Account (ECA) still stands at $2.308 billion.

Some state like Cross river state uses IGR to pay their staff, and that is really and true politics, because the mandate is with the people(masses).

Anambra state governor tried it, and it work for him.

Cross river state, is using it, and I believed 100%, he don't need any other campaign, because it must work for him, if I have my way, I will go there because of his act of been worker friendly and vote for him on the day of his reelection.

Enugu state governor has queue up into it, by approving 13th month bonus salary for their workers.

The above three mentioned Governors don't have much to do again for their reelection, because masses will work for them.

Is true that Nigeria elections are fully characterized with rigging, but these days the interested thing in it, is the people cooperation, if people didn't cooperate, and majority of masses comes out to make sure you leave the seat, sorry will be your name.

Our dear governor suppose to bring in to his strategy, worker friendly approaches to advance his political carrier.

Rivers state has more money than the above mentioned state, both in federal allocation and Internal Generated Revenue (IGR), IGR alone is more than the wage bill. Wage bill should be about 6 billion, while IGR is between 9 and 10 billion.

Governor should look the way of workers, Anambra state governor before his reelection, gave all the Anambra state civil servants promotion to the next level with promise of faster implementation, with promise of 15% increment in their salary, and he won 21/21, i.e he won in all the LGA.

Our dear governor should adopt that strategy, because it work. He should pay all our outstanding salary, implement the previous promotion, and gave us promotion to the next level with immediate implementation. Honestly if he do so, he don't need those in the National Assembly to win election.
Civil servants will work for him and return him unopposed.

Please his advisers who are in this forum should communicate to him our opinion.

I prefer to eat my pension now that I'm working rather than contribute it for some people to use it for themselves and their families. I enjoy my salary every month with no lousy pension deductions

An Open Letter to Nnamdi Kanu
By a concerned citizen.

Listen brother KANU , I understand the frustration. I wish things can work that way. But everything that happens in the world has a precedent and there is something called international law. That's where the elites and intelligentsia are important for the struggle.

John Garange was elite of the South Sudan he was instrumental to the peace talk that led to independence of South Sudan. After he died in a plane crash, Silva Kiir, his lieutenant, who was also another elite, took over and led the country to Independence.

Our people should be very careful so that they do not shoot themselves in the foot. Things do not happen by emotions. The international law does not recognize emotions.

First and foremost Nigeria is an independent sovereign state, a member state of the UN, AU, Commonwealth of Nations and Ecowas. She has diplomatic relations with over 100 countries in the world. Her sovereignty is respected and protected under the UN law, it means that until she decides by herself to partitioned herself, no country in the world will recognize any part of Nigeria that forced itself out of Nigeria.

A country is a country when it is recognized by other countries as a sovereign state recognized by the UN and member states.

I give you an example of what will happen when the elite of Igboland do not engage Nigeria in discussions about self determination. By the way the 1999 constitution does not have any provisions for self determination of any part of the federation like the US or U.K. Constitution, for a debate or discussion to happen about letting a part to go the constitution which is the supreme law of the law must be amended or changed.

This is what will happen if you fail to act within the international law framework. You will become like entities such as Northern Cyprus which broke away from the south in 1974 with the support of Turkish Army; which after 42 years, no country in the world other than Turkey recognized.

The north Cyprus does not do business with any country in the world, they do not have international passport recognized by any country in the world, their citizens are given Turkish citizenship so that they can travel out. Their money is not recognized by world bank and they cannot trade with the outside world. But they have been existing on their own for 42 years now. Currently they are agitating for reunification with the South which is called Greek Cyprus.

This is a precedent to look at. Somaliland was colonized by Britain while Somalia was colonized by Italy. After independence, Somaliland willingly join their Somali brothers to become the republic of Somalia. When civil war broke out in Somalia about 25 years ago, Somaliland which was very peaceful and functioning, withdrew from the Somalia republic.

25 years after, even though Somalia is a failed state and Somaliland has been having peaceful democratic elections and functioning like a state, no country in the would recognized Somaliland as a country. Her citizens are still called Somali and can only travel outside with Republic of Somalia passport.

Somaliland is living on international aid because it cannot do business with any country in the world. Their money cannot exchange for international currencies because it's not recognized by world bank and IMF. This is a precedent in our own Africa.

The two breakaway regions of Georgia known as South Ossetia and Abkhazia are recognized only by Russia more than 10 years after they broke away from Republic of Georgia with Russian support. Till this day only Russia recognized them as a sovereign entity. No one does business with them. In order for them to travel out they took Russian citizenship and obtain Russian passports. But by international law they are still Georgians.

Ukraine conflict is still on till this day. The East broke out of the Ukraine with the help of Russia military. The war is still on. Even though for 3 years the Ukrainian government is not in control of those regions. No country in the world recognized those regions as independent or sovereign states. They are still using Ukrainian currency, Ukrainian passport and the territory is still know as Ukraine.

These are precedents. Don't tell me our own will be different, how? If we push this thing as idiots and unintelligent people, Nigeria will make us suffer like never before.

They will stop salaries and pensions coming to East Nigeria like Ukraine did to their East. They will put economic blockade on the East that you can't even ship your produces out nor bring importation in. They can make the life of the Eastern region living hell.

It takes a man who think with his head rather than his heart to know all these. It takes a person who employ reasoning rather than emotions to look for precedents. I still maintain that for things to run it course in accordance with international law only the elites and the intelligentsia can move it forward and engage Nigeria in meaningful discussion.

If Biafra will ever become an acceptable republic in the world and enjoy all the privileges as a sovereign nation, only Nigeria will grant her independence from the federation like the Ethiopia did to Eritrea, like Sudan did to South Sudan , like Serbia did to Montenegro.

Lets use common sense people. Emotions only let the odds happen.

vanguard reported that states have been paid the second batch of refund from the Paris debt deduction. Rivers state topped with 34billion of the total 500 and something billion shared. I hope our the top(WIKE),would keep to the promise he made with other governors to pay up salary arrears and pension with the refund....march and Feb salary loading am hopeful.
