I really don't know what's wrong with these guys? What would they do with such amount of money? Dubai was built with the same amount of money budgeted for Portharcourt. Nigeria remains a laughing stock to the world. |

When a government wants to be transparent in the face of serious controversy it can. When serious controversies about the cost of HS2 in the United Kingdom arose the government opened up and made transparent the entire contract process from concept to award simply because the cost was just humongous and people questioned value for money. 1.5 billion dollars is a lot of money by Nigeria's and this administration's ADMITTED standards. Why this government through its notorious agency, the NNPC expects right thinking Nigerians to roll over and play dead on this matter just befuddles me. When was.this contract conceived. When wasnit advertised, when were the bids made and how was the approval given. That is what a working democracy should produce so that the public through non state experts can vett these processes to guarantee the nation gets value for money. When these things are done in secret it makes government's work much harder. How then does it expect the citizens to understand the massive foreign loans it takes for other infrastructure. How does it expect the various labour unions to understand that there are no resources for other sectors. Why does our government make governance so difficult for itself by its inability to carry its citizens along and let them participate in the HARD decisions that affect them. In principle I just feel government has no business in business and our experiences so far in Nigeria has clearly shown that the conversion of crude oil to petro products HAS TO BE A BUSINESS for it to succeed. Government has issued licenses to private industry to that effect, so why this. These are the chain of events good governments explain, dialogue and townhall with citizens before taking important decisions. Not this government. |

Just few days ago, Angola awarded the construction of a 100,000b/d capacity refinery at the cost of 3.4 billion dollars to a US company and the refinery is expected to be completed by 2023.. What are we talking about? Is it not better to build a brand new 50,000b/d refinery which will at least function at a 90% capacity instead of wasting money on this obsolete facilities which we all know won’t work.. Foolishbuhari: Wrong info. The Dangote Complex comprising a 650kbbls per day refinery, a fertilizer plant (reputed to be the largest in the world - note that) and a petrochemical plant, has a nominal price tahe of 15billion dollars. The Refinery component itself is said to cost betwewn 9 and 10 billion dollars. The controversy is that the Port Harcourt refinery(ies) have a combined cap of 210kbbls per day which is at best a third of Dangote's. We donot know whether the Lazarus project covers both the old and new Portharcourt refineries (60 +150k caps). Now by simple quantitative reasoning a plant a third the size should be a third the cost meaning that a brand new plant in Portharcourt should not cost more than 3 billion dollars. Why try to wake up Lazarus for 1.5 billion dollars then. Now, all these figures are just speculative and merely academic but this is where good governace comes in. For people will continue to speculate until the facts are available and the facts will only be available if the government wants to be sincere. If Dangote can be so open and plain to the public about his refinery, the funding, the progress, the contracts, everything, though as a privaye pwrson he owes no one information, how much more a government elected by people using the reaources of the people and claiming to act to the benefit of the people. It simply means it is high time investigations by the citizens proceed to Italy to confront the contractor. This move by government is substantial in very many ways and can define our future going forward. |

I wonder why the worry about our refinery now when Dangote is about completing his own that is reported we cannot fully use it daily production. Guess some people are thinking their cash cow is going. |
