I had same issue with UI but a guy on NL helped me get it within 2 weeks. Those NASU staff do skeletal work and only treat cases of people they know or those wey get connections. I paid him though, you can explore that option

Of course, you can collect both I-20s but you can only use one at a time to process your SEVIS and visa appointment.

to your first question you can, after paying your MRV fee you can book appointment even without paying sevis fee but make sure you pay your sevis fee 3 days prior to your visa interview

for your second question you can only apply for F1 student visa with just only one school, so I am sure if you already booked a date with Troy, you wouldn't be able to edit it again except you buy another MRV fee. so it better you check which would be best for you.

You can only go for an interview within 120days to your program start date, i.e if your program starts date is August 16th, your interview date should roughly be between April 16th to August 15th. This 60 days rule applies only when trying to apply for an expedited appointment meaning there is no available date or favourable available date when trying to schedule for an interview the normal way before your program start date.

You can only apply(for an expedited appointment) within 60days to your program start date.
