This is a common fault with some elitebook board, fan still get the 5v supply even after shutting down.

I can fix the two laptop, if you're in lag.

use another charger and see.

a bad charger will also make your laptop to hang if problem persist after that see a laptop technician.

Go to device manager, display adapter, uninstall the driver under it and restart your laptop and see.

note after uninstalling, you will have to drive it again online.

There is an issue with the VGA.

You can drive the system properly, that should solve it

It charges sometimes..maybe after countless times of plugging and unplugging the charger.

.I have tired another charger and it is still the same. What's the solution? Is it the I/o board or connection flex... I am really confused

High current can affect the charging IC, You need to get it fixed and also you might need to get another charger.
