It happened to a lot of us. In my case I was cropping the picture from my lappy... Kept cropping until it met their requirement... I think there is a way your head needs to appear. And the inches of the picture...

Yes, if your appointment is AFTER your resumption date, you can request for an emergency date. You don't have to wait for 60 days to your resumption.

God knows all things, however the possible explanation I can give is to say it could be because the regular appointment (October I was given at first fall behind the start date of my program (August).

Go to a good photographer
Google photograph accepted for DS160 and show him, he'll know what to do or makes sure your picture is in 600*600 with good brightness, facing camera and white background

May the best person win in court.

It depends on your I-20. If your program start date is different from the first day of class, then you may arrive not later than the first day of class. Now if that date (first week of July) is later than the first day of class, you should contact your school (international office) and ask for written permission. In some cases, a new I-20 might need to be issued.

In summary, if you are arriving in the US after the first day of class ( start of class on I-20), you might need to show additional documentation at the point of entry, that you have permission from your school.

Search google for "photo lightening" and use any of photo lightening website to brightening up your photo. That will help

The application fee period I applied in was from March 1st to March 7th. I guess the application fee waiver they have now is for US undergraduates. I would advice you call the international admission office to enquire more.

Na wah oh. Each day we hear a new one. Please can you also ask the person if they have heard about MIT, Caltech or Stevens Institute of Tech? There are so many ignorant people you should not listen to. And many of them apply the same logic we apply to things we do here in Nigeria, thinking that it applies the same way across the world.
