The man more than tried a lot. Reaching those two finals, with such players tells you how great he is even though he's unfortunate not to win one.
But winning leagues twice under Madrid&barca nose is no mean feat.
Using players who aren't star players at all to carry out such work is another feat of his no one talks much about.
I don't remember any of his player that went to another team and shine tremendously except Diego Costa.

As for spending, aside Felix (and maybe lemar), most of their spendings ranges averagely between €30-€40m or lesser. In this highly inflated market, I don't see how that is spending above their means
