It may be difficult for government to stop activities of these men because they nameless groups

1. Common criminals
2. Cultists
3. Security agents e.g DSS on special missions
4. Government-sponsored thugs
5. Thugs being sponsored by politicians
6. Militant wing of IPOB
7. ESN
8. Assassins
Some men belong more than one of these groups for monetary benefits and political reasons.

they may be a combination of brothers, cousins, nephews, sons and fathers of all igbos slain unjustly by the zoo security forces just because they were waving biafra flags in the streets or wearing clothes with the biafra insignia or chanting biafra solidarity songs.

but in reality i believe they are numbers 3 & 4 on your list
