1) we have 6 zones , each zone has province by cultural boundaries , ijebu can be a province , mbaise a province , uhrobo can be a province ,ogoni , tiv , idoma , and the rest

Each province can decide which region to join as long as the region accept them

Nigeria Muslims province can join north west to protect their interest , yorubas in kwara can join south west as a semi independent province , southern kaduna provinces can join middle belt ,igbos in south south joins south east

Let every province handle it's resources , pay tax to the region like say 30% ...region pays 30% of the 30% to the federal government

Police is controlled by region , but each province have a sheriff department too

Army is federal government controlled but each region contribute equal number
Roads are province , education is regional ...health province

It's a rough idea but can be fine tuned
